good morning, bear. let's get up and get going. >> this is abc7 mornings. >> good morning. it is sunday, march 24th. i'm kate larsen. we're going start this hour with a look at weather with meteorologist lisa argen. good morning, lisa. >> hi, kate. good morning to you. we are looking at a much chill y yer start to the day. it's dry. otherwise temperatures will notice if you're stepping out soon. we're also looking at a system offshore that will arrive early tomorrow morning in the north bay. it is 40 in castro valley, 47 in san leandro, 40s in berkeley. so certainly cold. cold as well in palo alto and the coast. the sun will start out 30s and

40s and mid-50s at the coast all day. sun high and c throughout the afternoon. but we are looking at the system staying off-shore. but by your monday morning commute, it is wet in the north bay. kate? >> thank you, lisa. on the peninsula, firefighters in redwood city are looking to the cause of a fire that killed one woman and left a man injured. flames broke out just after 10:00 last night inside a home on jackson avenue. the fire started in the kitchen and officials say most of the damage was restricted to that area but there is some smoke damage throughout the home. the injured man is expected to be okay. developing news out of san francisco. one person is dead and at least three other people are hurt after a shooting. the shooting happened around 8:45 last night near the intersection of fillmore and eddy streets in the fillmore district. police say at least three peopl life-threatening injuries. another person died at the scene.

police say the investigation is still in its early stages and they have not given any specifics yet about what led up to the shooting or any information about suspects. we sent this alert with our abc7 news app when news of the shooting first broke. we will continue to send alerts with any new developments about this story. just download our abc7 news app and enable notifications. a stanford student died in spain while hiking with other students in europe. the group lost sight of him friday afternoon. authorities started searching the area later that day but they did not find him until the search resumed yesterday. he fell in difficult rocky terrain. he was a junior majoring in computer science and was 20 years old. it's been ten years since a b.a.r.t. police officer shot and killed oscar grant. the foundation created in grants's name by his family and himeye ed d the

families who lost children at the hands of police. >> reporter: mothers from across the country with one thing in common -- pain. >> representing my son at the age of 14 was killed by a baltimore city police officer. >> from atlanta, georgia to support my son nicholas thom whois got executed by the atlanta police, 2015, march 24th. >> reporter: once a year at the oscar grant foundation, the mothers find comfort in each other while remembering the life of oscar grant, a b.a.r.t. police officer shot and killed grant back on new year's day 2009. >> this is what we call a sorority we didn't pledge for. >> reporter: grant's mother organizes this gala to raise money to give scholarships in her son's name. >> we still need to fight for accountability in the police force. we still need to work to give our justice system as an equal for all. >> reporter: in 2010 the officer who shot grant was found guilty

same guy who got into a a mound-bou mond-bound train and pulled a knife. that fight led to the victim being stabbed net neck and face. just as the train was approaching the oakland/fruitvale station. a camera inside the train caught the suspect moments after the stabbing running out of the car and into the station. it's not the news the riders want to hear. >> this is just gross. it's always gross. it's always been gross. >> reporter: last year 18-year-old nia wilson was stabbed to death on the platform by 27-year-old john lee cowell. a judge will rule on cowell's mental competency for trial next month. a few months ago mary said she saw a man pull a knife on board a train. nobody was hurt. what do you do? >> what do you do except grab your purse and put it in front of you in case he comes after it.

>> they need to two more, with more security. >> reporter: b.a.r.t. said they hired 24 new officers last year and working to hire 19 more this year. >> we're actively recruiting. we're looking to put more people out there but we're doing the best we can. >> reporter: meantime the search for this suspect goes on. we're told the stabbing victim is expected to recover. anyone with information about the crime is asked to call b.a.r.t. police. in oakland, cornell bernard, abc7 news. last month abc7 news spent an entire week looking at some of the issues b.a.r.t. faces. it's part of our commitment to building a better bay area. safety was one of the primary concerns viewers told us about. we heard from passengers who had numerous issues on the platforms and the trains themselves. one b.a.r.t. rider allowed us to join her for the evening commute. she headed home to the east bay from san francisco. >> have more police presence. there needs to be somebody walking around so people know they can't jump a gate or they can't intimidate somebody on the train. it's hard when you have a lot of

this is the senator's first trip to the city since announcing his second white house run. in the east bay, thousands of athletes will compete tth an running festival. this year's festival includes several events including a half marathon and full marathon. runners in the marathon face an extra challenge this year, they will race across the eastern span of the bay bridge. many streets will close during today's running festival, that includes grant avenue along with streets along lake merritt near the start and finish lines. it starts at 7:00 a.m. but this will be impacting traffic and transit until the late afternoon. lisa, we don't have as much sunshine as yesterday but that's pretty good for runners. >> yes, certainly cool out. temperatures in the 40s. few outliers in the upper 30s. some clouds with san francisco the mildest spot, no surprise there. 49 degrees. we will see increasing clouds, dry day today and on-and-off rain throughout the day.

the golden gate bridge, the sun is not out quite yet. lisa argen will have your full forecast but we're looking at more clouds compared to yesterday and a bit of rain during the work week. several bay area cities and towns are known for being drawing friendly. but in tiburon several are outraged as they decided to ban dogs from its field inhibiting the use for soccer and la crosse players. we have more on the controversial move. >> reporter: this sign telling dog owners to keep their pets off mckegney field is drawing an uproar. >> it's terrible. we pay for part of it. why can't we use it? >> reporter: the $2 million field were opened and you can see on this schedule, the signs were ignored and dogs frolicked in the field.

the reason it's off-limits to dogs, the city is trying to protect its investment. >> dogs did and go to the bathroom and it's shallow and can causdamae d. >> reporter: only soccer and la crosse teams will play on the grass by paying a rental fee double for the amount. a la crosse coach said mckegney is the only field large enough to hold multiple teams at once. >> it's so beautiful. i think it would be a shame to see it undermined but an unfortunate dog incident. >> reporter: typically right now, it is the only public field in all of tiburon to be off-limits to dogs. in fact, a few feet away dogs roam freely in nearby blackey pasture. >> there's a sense of entitlement, people want to run with their dogs, which is fine. there's so much other space. >> reporter: still, mckegney is in high demand. >> well behaved dogs and soccer

players and well behaved people all should have the ability to go on it. all lanes are opening on interstate 5 between northern california and los angeles following a massive pileup on the grapevine. at least one car burst into flames near gorman. los angeles firefighters say at least 30 people were hurt. one victim needed to be flown by helicopter to a trauma center. you see all of the wrecked cars there. they reopened southbound 5 just before 7:00 last night. in the wake of a college admission scandal, usc is considering revoking the degrees of several graduates. "tmz" is reporting usc has eight suspicious cases all involving admission scamming leader rick

singer. attorney steve meister said the university can and show take away degrees of any alum receiving them by fraud. they have broad discretion to protect the system and legally have that right. >> if they don't do it, they undermine the integrity of any degree they award to anyone else. if you're there by fraud, what right have you really to be there at all? >> so far no students have been charged in the scandal. uber and lyft drivers in los angeles are planning to go on strike this week. according to the "l.a. times," uber slashed per mile pay from 80 cents to 60 cents in l.a. and parts of orange county. they're planning to strike tomorrow, refusing to drive for both ride-share companies in an attempt to push for higher wages across the board. uber drivers protested in l.a. before but this time they're being led by a group ride share drivers united. uber said the old scale wasn't working and other changes will improve take-home pay.

weekend and weekday forecast. i think people are in luck this week, maybe. >> we're starting out dry and then it will be on and off rain showers and snow in the sierra nevada. the first system coming in as ea doppler 7. we are not tracking any rain but we are looking at a frontal boundary that's offshore. this is what will provide the wet morning commute and then it spreads out and eastward. 43 in union city. 45 in oakland, good morning to you. low 40s from san carlos, upper 30s, 40 in livermore. from our the system comes in, we will see more wind associated with it. and looking at the increasing clouds today, rainy with the wind tomorrow and more storms this week. so the one on our storm impact scale starts us off early

tomorrow with light-to-moderate rain. most cities from a quarter inch to three quarters of an inch but there will be rain shadow effect in the south bay. for some of you not picking up much in this front will get hung up in the north bay for the morning. 20 to 30-mile-an-hour winds. as we start out with a mix of clouds and sun, we will see partly to mostly skies throughout the day. 6:00, no rain in sight. and then older night into early morning, how about 5:00 a.m. santa rosa, cloverdale, petaluma, down through marin, san rafael looking wet. and the line continues to push the rain to the north but continues to sag to the south and east by the middle of the afternoon. the peninsula getting wet. by the afternoon, picking up the kids or kids out of school, scattered showers and could see downpours. and then get our break late monday into tuesday. the first system focusing in the north bay.

heaviest rain three quarters of an inch. could see a third of that on the peninsula, lesser amounts in san ramon valley, livermore, mountain view and down towards san jose. looking at the mountains, the national weather service issued a winter storm warning from 5:00 tomorrow through tuesday morning. west slopes picking up 8 to 12 inches, possibly up 20 inches. in particular the sierra nevada looking at the winter storm watch from tuesday to thursday above 6,000 feet. a couple of feet possible. as we get going into tuesday, we're looking at the snow totals around the resorts accumulating from about half a foot to over a foot. as we get through the first system, then we get that break. here's the tuesday, not bad. next system on wednesday and then the break late wednesday, perhaps more rain into thursday. 62 in oakland, 65 in fremont, 63 napa, santa rosa. if you're spending time in east

good morning. it is just about 6:30. if you're waking up, welcome. meteorologist lisa argen is here and is going to give you a heads-up about today's forecast. >> good morning, everyone. we are starting out dry. certainly colder than it was yesterday. remember we had all of that rain in the south bay. it is 40 degrees in campbell, 43 in sunnyvale. as we get closer to the bay, upper 40s for alameda, san francisco. 38 in nerve. as you look at the 24-hour temperature change, you know doeft it is certainly chilly, near 40 at half moon bay. the plan will be 30s and 40s to start out at 7:00. mid-to-upper 50s and increasing clouds throughout the afternoon. we stay dry.:30. rain stays offshore through the overnight hours and many of you will have a dry monday morning commute, except if you live in the north bay. kate? >> thanks, lisa. developings ns thi morning, tugboats are trying to

move a norwegian cruise ship to shore after it was stranded off sea at norway's coat. passengers captured this video showing conditions of the viking sky looking anything but shipshape. right now three of the ship's four engines are working and the ship is moving very sloesly. rescuers are still evaluating people on board. helicopters airlifted about 150 passengers and have to do that one by one so that process could continue throughout the day. >> we went up on a helicopter with a sling the two of us together. it was quite scary. >> no kidding. at least eight passengers suffered minor injuries. it's unclear if any of the other passengers still on the cruise ship had been hurt. a father risks his own life to save his daughter from a speeding car, which ends up hitting him instead. here you can see michael devore in a crosswalk with his

11-year-old daughter when that red car hits them. this happened back in november in los angeles. devore said there was no time to think so he pushed his daughter out of the way, taking the brunt of the impact himself. his daughter got away from a few scratches but he's still recovering from two broken legs. >> i hoped i would get cleared soon but i didn't, i was propelled and spun like a helicopter blade, full turn or three quarter turn. i tried to get up. that's how angry -- with a broken femur, and it was broken in multiple places. >> police are still searching for the driver of the that car. a flight attendant detained by customs officials for five weeks has been finally released from jail. immigrations and customs enforcement said the dreamer didn't have valid documents to come back into the u.s. according to its website, special documents are now required for daca recipients. but when she raised concerns before a flight to mexico, the airline that employees her assured her she would be fine.
