we are taking a live look at capitol hill. attorney general william barr delivered his letter to congress, summarizing the report about the russia investigation. good evening and thanks for joining us. many are calling for the full report to be released. here's abc's lana zack. william barr after delivering his letter outlining the principal conclusions of robert mueller's conclusion. he states the special counsel's investigation did not find that the trump campaign or anyone associated with it conspired or

coordinated to influence the u.s. presidential elections despite multiple offers from individuals to assist. on the question of obstruction of justice, the special counsel sets out evidence on both sides of the question, noting while he wrote this does not conclude that the president committed a crime, it does not exonerate him and did not draw a conclusion one way or the other. they believe the evidence developed in the special counsel investigation is not sufficient to establish that the president committed an obstruction of justice offense. the president calling it an illegal take down that failed. >> hopefully somebody is going to be looking at the other side. it's a complete exoneration. no collusion. no obstruction. >> house judiciary chairman jerry nadler disagrees. >> president trump is wrong. this report does not amount to a so-called total exoneration.

principal died after his wife allegedly shot him in the head in a domestic dispute. he died from his injuries today. the pittsburgh adult educational center principal and teacher had been in critical condition since march 16th. his wife had been charged with his attempted murder. investigators are asking the da to amend the charge to murder. she remains in jail. >> live doppler 7 is tracking the return of rainfall with the next storm that will bring wet weather for the new work and school week ahead. live doppler 7, you can see the moisture offshore at the moment. the initial line. this is all moving into the north and the east. we have returns in the north bay. we will time out this initial band in the north bay. santa rosa will see drops around 11 time 36. after midnight, rain moving in. the bigger picture with the cold front offshore.

for the past week. the valero refinery pumps extra pollutants into the air. a health advisory was lifted hours later. valero announced it will shut down until the problem is fixed. abc 7 has morefrom benicia. >> as the sun came down over the refinery in benicia, the number of pollutants were also down. >> there was coke, which is a refinery by product detected in the emission although not at a harmful level. >> according to the air quality management district, it reached levels that forced them to send seven notices of violation for excess emissions over the past

week. the poor air quality in the sky raised health concerns for many local residents. >> small particulates of that nature, sometimes you don't notice the effects for years. >> following a health advisory issued early sunday morning, they announced a controlled shut down of the refinery. they blamed the problem on an operational issue with the gas scrubber which is used to clean gas. as for the shut down, they said, during this time, there may be a visible plume and flaring as part of the shut down process and they will continue to monitor air quality. >> the past week has been bad. >> richard said he understands the important role they play like providing jobs and tax revenues. after a week, he said he welcomes the shut down. >> my first thought is there was a safety protocol once it is over the community populated areas to shut it down and i'm glad they did. >> the process will last several

mateo. mountain view at 52. tonight numbers are really gradual to fall in the upper 40s for a lot of spots. the coolest spots are not even dropping into the 30s. numbers in the low 40s and the coldest spots. rain moving into the north bay overnight. on the storm impact scale, the level one system over the next 24 hours. the heaviest rainfall will fall in the north bay, but find ponding on the roadways for the morning and evening commute. as the storm moves through from time to time, it will kick up the wind gusting about 20 to 30 miles an hour. we will stop the clock at about 7:30 tomorrow morning and the main issues for the morning commute will reside in the north bay from santa rosa and points to the north. light to moderate showers at that hour. a mixture of sun and clouds at that time. the system will take its time to

move to the south. by about noon or 1:00, we find the showers in san francisco and oakland. still dry from livermore to san jose. the storm is going to take its time reaching the south bay. not until 5:00 or 6:00 we will start to see moisture and by that time, this storm is really falling apart. rainfall amounts have a wide range. the heaviest amounts in the north bay where some spots could be around an inch or over. the numbers really drop off and towards mountain view and san jose, numbers are that low, less than a tenth of an inch of moisture. the showers are light in nature. highs on your monday, upper 50s to mid 60s. about 59 in san francisco. the rain moves through. about 57 in santa rosa. the storm will bring snow to the sierra. a winter storm effect.

obstruction of justice. a beloved principal on support died from his injuries. 45-year-old paul died of injuries suffered from a domestic dispute. they will seek to amend the charge to murder. a valero refinery in benicia will shut down until they can fix a problem causing pollute a ants to escape. now the number of pollutants in the air is going down. valero said a part mall functioned allowing particles to escape. police are continuing to investigate a shooting in san francisco's fillmore district. one victim died. five others are hurt, including one person in critical condition. initial reports indicated four victims. the man who died was 25 years old and from san francisco. the others ranged in age from 19

to 50 including a 50-year-old woman. so far no arrests and no word on any suspects. now to a developing story. the first group of defendants df a scandal will appear in court. 14 of the 15 have been ordered to appear. 33 are parents and including several from the bay area and two actresses. they are accused of paying bribes to get their kids into top universities. the ringleader pleaded guilty. part of the scam involved applicants posing as recruited athletes and two bay area athletes are giving insight into how that affects real athletes. one couple accused of participating in the scheme is bruce and da vita isaacson. one daughter apparently got into ucla as a soccer recruit with a falsified soccer profile.

southern california mosque at the islamic center of escondido north of downtown san diego. seven people were inside at the time. they extinguished the flame before firefighters arrived and a note was found in the parking lot, referencing this month's shooting that killed 50 people at mosques in christchurch, new zealand. >> we are vulnerable being muslim. they are wearing hijab and they know we have a center here and two others in escondido. they know us. >> no one was hurt. the fire caused minor damage to the building's exterior. the incident is being investigated as arson and a possible hate crime. >> in northern and southern california, ride share drivers will be protesting n. san francisco, drivers are planning to protest a meeting between lyft executives and investors. that comes ahead of lyft's upcoming public offering.

they are planning to give some long-term drivers money to buy stock, granting them access to the ipo, but protesting lyft drivers organized by a group say they want higher wages and benefits. uber and lyft drivers in los angeles are planning to strike tomorrow. according to the l.a. times, uber slashed per mile pay from 80 to 60 cents in orange and l.a. county. they want higher wages across the board. they protested in los angeles before, but this time they are being led by a group ride share drivers united. uber said their old pay scale was not working and other changes will include take home pay. as part of the efforts to build a better bay area, we are looking at what it's like for here for ride share drivers. from the website, we have a form we would love for to you fill out if you are a ride share
