had to go through this. >> reporter: barr also notes mueller's report falls short of absolving the president. going on to say, while this report does not conclude that the president committed a crime, it also does not exonerate him. yet, president trump who has declared the probe a witch hunt for the last two years, is now saying complete victory. >> so it's complete exoneration. no collusion, no obstruction. >> reporter: democrats are demanding barr release the full report. >> i sbepd to fight for that transparency. we'll ask the attorney general to testify before the house judiciary committee. >> reporter: and house judiciary charm jerry nadler has said he'll take it to the supreme court. aing in part, quote,

barr's potential bias -- he'll sit down with rod rosen stein and mueller himself to see how much of this report he can make public. that process can take days, if not weeks. given all that classified information that's in the report. >> both house republicans and democrats voted overwhelmingly to make the mueller report public. so we'll see what happens. the pressure is on, mona, thank you. and the claim from democrats that attorney general william barr has a record of bias is based on a memo last year. >> barr wrote that it was within the president's power to fire fbi director james comey. legal analyst dan abrams explains why mueller may have opted out of deciding whether the president obstructed

justice. >> he determined to not make a traditional prosecutorial judgment here. i interpret that to mean that president trump is immune from prosecution because he's the president. attorney general barr and rosenstein said in part because there was no collusion, no conspiracy, it makes the obstruction case harder. there will be questions about whether the attorney general should have been weighing in is because the whole reason you retain a special counsel is because of potential concerns about an attorney general. >> barr says his decision on obstruction has to do with the evidence uncovered. former fbi director james comey tweeted this reaction to the report. a picture of himself in a forest looking up at the trees with the caption, so many questions. we do have a lot of questions this horng. our coverage of the mueller report continues at 7:00 a.m. on "good morning america."
