people can also apply for a titanium apple card for shopping at places where apple pay is not accepted. it sounds kind of fancy. the card has no late, annual or international fees. apple card also offers cash back ranging from 1% to 3%. people can sign up now online for the card. it will be available this summer. they got a lot of stuff going on. >> it's a lot to digest. executive editor with c/net sheer. what did you think about today's announcement? >> i think it's the next move for apple. they've been selling the iphone. they've made billions of dollars. they've become one of the world's most highly valued companies. what's next? this seems to be it. they're really pushing into what you can do with your iphone, not just selling you another iphone. >> one of the things we didn't even get to discuss is the news service that they'r offering. >> right. >> which will be $10, and that would be a gigantic bundle offering, up to 300 magazines as well as major newspapers. is this the future for newspapers and magazines? >> well, at least for "the los angeles times" and "wall street

journal" it appears to be. they have agreed to this. but the big question is whether or not everyone wants to pay for news. one of the biggest problems that's existed for the last couple of decade series there is a lot of free news out there. what apple is pushing on is quality. they say you're going to get the high quality national geographic and "the los angeles times," "the wall street journal," all of these things that will be in there that will be worth it. you know, we're going to see whether people really want to sign up or not. this is a point where we put our money where our mouth. i don't want just advertising-based news anymore. i want to pay for it. i want value and high quality. we'll see. >> now amazon obviously has a huge head start in this game. but everyone else is jumping in. but how many can really survive? >> you know, that is a multibillion question. a lot of us have so many subscriptions we're paying for at this point, the real thing now is can they convince us to join in. when it comes to, for example, apple's tv plus subscription service, we're talking about suddenly all these original

shows from people like reese witherspoon and jennifer aniston and jason momoa. that might be enough to entice people. but it may not. it's going to be really curious to see whether these things take off. >> and also, how the cable companies react to this, because everybody is trying to eat away and cut away at the cord. and you have all of these streaming services out there. that almost becomes overwhelming. let's talk about the credit card part of this. because i think this is fascinating. if you're going get 1% to 3% back on all of your purchases, suddenly i have the money gathering for my next iphone purchase or my next computer purpose. that the goal of this? >> they're no dummies, right? they want to make sure it looks like a good value to you. 3% back you get buying apple stuff. it's very smart. it will be really interesting to see how they play this. there is a lot of ways that we've seen american express and visa and all these people upend the way that these credit cards work by offering special deals and bundles and all this stuff. so if apple can do this, then they're going to be ahead of the

cameras. drew tuma is here with our forecast. drew, how much more rain? >> it's a little womp womp with everybody in the forecast. it's back. the rain has returned. it's light in nature and not lingering all that long this evening. live doppler 7, we do have some trouble spots. right down to street level into live doppler 7. you can see the pops of yellow, especially around pleasant hill right now, even into concord. that's a moderate downpour that has developed in the east bay. we'll track that off to the north and to the east. likely pittsburg, you're going get some heavier showers here at 4:15. light showers just beginning to approach and move into the peninsula from san mateo south to redwood city. just a taste of what you can expect this evening. so on the storm impact scale, not only today, but also kind of lingering and tomorrow, we'll have the scattered showers. but rainfall really minimal. we're talking less than a tenth of an inch. the winds are breezy, about 15 to 30 miles per hour. we're going time out the storm. we'll go hour-by-hour what you can expect tomorrow.

and we're tracking another storm on the heels of this. we'll have that and the full accuweather in few moments. >> thank you. the mayor of benicia wants to know why it took so long for officials a the valero refinery to shut down the plant when a piece of equipment began spewing toxic material into the air over the weekend. >> laura anthony live for us in benicia at the refinery where the company says a shutdown is now under way. laura? >> that's right, larry. let's show you what's going on right now. there is some flairing still going on here, but nothing like we saw over the weekend. the plant is being shut down temporarily. it's a decision made by valero. the mayor, though, wants to knower the criteria for that decision and why it wasn't done sooner. >> these incidents are not a good sign. >> mayor of benicia says two incidents in two years seems too many for her town, the one nestled beneath the valero refinery which is now going through a temporary shutdown.

>> my primary concern is that we get this under control and the city stops being subject to this kind of breakdown at valero. >> over the weekend, a two-week-old problem with a gas pas black smoke billowed from a section of the plant. >> saturday night it started getting bad to the start we started getting positive hits on our particulate monitors to the point where it was starting to get unhealthy. >> in may of 2017, a power outage caused a huge flare that ranged oily residue down on businesses and homes. this time the city activated its emergency operation center and valero had a representative in the room. >> i thought they did a really good job. i went down and checked how the emergency operation center was working yesterday. everything seemed to be going exactly the way it was supposed to go. >> nonetheless, valero has been slapped from the bay area air quality management district. six for visible emissions, and six more for creating a public nuisance. >> it is public health at the end of the day.

it's public safety at the end of the day. it's causing high end, and we need to make sure that things function properly. >> now valero offered no new information today, instead referring us to a statement the company put out yesterday. basically letting people know in this area that they may see more flaring like this over the next several days as the plant is being shut down temporarily. no word from the company on how long that shutdown might last. live in benicia, laura anthony, abc 7 news. >> laura, thank you. a body has been found near a landslide in fort funston that is believed to have killed a woman. that slide happened last month. national park officials say the body was reported today at 8:00 a.m. the medical examiner will now work to identify that body. so far officials have only confirmed it is a female adult. back in february, kyra sunshine scarlet was buried in the landslide and has been missing ever since.

earlier this month, scarlet's dad visited san francisco and provided park service police with a dna sample that could be used to identify his daughter. new details. police arrested two suspects believed to be involved in a shooting that injured five people and killed one person over the weekend in the fillmore district. 26-year-old jamari coates drove one of the injured man, 25-year-old shawn harrison to the hospital. an investigation determined coates and harrison were with 25-year-old mr. d.c. simmons who died at the scene. both men are charged with homicide. meanwhile, the normally quiet city of walnut creek reacting to the news of a shooting there. >> yes. it happened late last night in city's downtown area in a union bank parking lot near mount abu dhabi boulevard and locus. police are investigating it as a possible robbery. >> amy hollyfield with the latest. >> the shooting happened in this walnut creek bank parking lot late last night at the corner of mount diablo boulevard and locust street. by morning, the crime scene tape and police investigators were

without equivocation that no one on the trump campaign colluded with the russians. >> the president has not been exonerated by the special counsel, yet the attorney general has decided not to go further or to apparently share those findings with the public. >> democrats even calling into question barr's impartiality, noting before barr was appointed attorney general, he wrote a 19-page memo opposing the russia investigation into collusion calling it fatally misconceived. right now barr is tentatively scheduled to appear before congress on april 9th for a hearing on the doj's budget. but if he hasn't agreed to testify on the mueller report by then, members could ask him about it at that hearing. elizabeth hur, abc news, washington. >> usf law professor julie nice is here to take a closer look at the release of the report, which none of us have seen. >> right. >> we've only got a prism through which the attorney general william barr has given us. what is your conclusion after 22

months? you were saying you have your notes from your class today you. were teaching this today. >> yes, i think the point here first of all is that we have to think about the integrity of our elections. and the bad news from the report, which i don't think we're talking about enough is that there's plenty of evidence apparently that russia interfered in our 2016 election and did so both by spreading disinformation, sowing dischord, but also hacking e-mails. that's something we should all be concerned about, red or blue, concern about the integrity of our elections. but the good news is the rule of law, from my perspective, you know, basically allowed the investigation to go forward, and we finally have a report. now it's the battle for the public to be able to see that report. >> right. because at various points we were getting investigations that the investigation might be shut down. so we got completion on that count. some democrats want the entire report released because they don't want little snippets from the attorney general that's perceived as quote/unquote the

other side. >> right. >> do you think we will get access to the full report at some point? >> i do. i think it could be an ongoing battle. we've had the executive branch battling it out with the department of justice doing the investigation. now we're going to have a more active role by congress, the legislative branch. and i think there is no question we'll see involvement of the judicial branch. the courts will have to make difficult judgment calls. i think about executive privilege. but it seems to me just politically it's a necessity for to bring the country together for us to see as much of the report as possible. >> yeah. well, no doubt once somebody in congress gets hold of the report, it will be leaked. that's just the way the pattern seems to work. how do you view this given what we know in terms of victory for president trump short-term or long-term or both? >> well, i'm not -- the politics of it i think are less troubling to me. politics across the course of the united states constitutional history have always been fraught with great tension and division. but to me i think we really have

to think about the constitution, the rule of law to make sure that these things happen in an orderly process. and i think we're going to have further investigations from the various spin-off investigations to the other prosecutors around the nation, particularly as we've all talked about the southern district of new york. with regard to whether there were other crimes committed. as to trump himself, this report to me just says there was no conspiracy of a particular crime which is conspireing with the russian government to interfere with the election, and then a lack of conclusion by mueller on the obstruction, as we've all talked about the last 24, 36 hours. but to me, that doesn't answer the questions of other crimes, other potential crimes, suborning perjury, dangling pardons, possibly offering something like sanction relief to russia in exchange for maybe a real estate deal there are plenty of other things in addition to the issues about the trump foundation and other family business matters that i think we're going to learn more

norwegian officials opened an investigation why a cruise ship set sail despite storm warning, forcing a major evacuation. today melanie woodrow spoke to solano county resident alexis shepherd who is in london via skype. shepherd took the widely seen video of chaos aboard the "viking sky" as it encountered 20 foot swells in on saturday. she was sitting at the bar and suddenly everything went crazy. >> my wine glass was the first glass to break. in the bar. it fell off the table and crashed on the floor, and everybody laughed. and then very shortly after that, other glasses started to break. and it very quickly got worse and worse and worse. the furniture began to move. and that's when i started taking the video, because it's like oh, well this is interesting. not often do and it very quickly got worse

now for the latest on the college cheating scandal. several defendants in the case appear in court in boston. abc reporter maggie rulli has the latest. >> today we're getting our first look at 12 of the 33 defendants in the college admission scandal, appearing before a judge for the first time inside this boston courthouse. the attorney for one defendant, wake forest head volleyball

coach william ferguson proclaiming his innocence. >> no one was admitted to wake forest who didn't earn it as a student and as an athlete. >> today's defendants all pleading not guilty to accusations of an elaborate racketeering conspiracy, including coaches from some of the top schools in the u.s., test administrators and associates of rick singer, the alleged ringleader. the reported scheme sending shockwaves across college campuses. >> it's almost as if you feel a little robbed because you worked so hard to get here, and they sort of bought their way into the school. >> prosecutor says singer raked in $25 million from dozens of wealthy parents, using that money to get their children into elite schools by bribing coaches to recruit them as athletes and rigging tests. >> for every student admitted through fraud, an honest, genuinely talented student was rejected. >> so far no schools or students have been charged. but yale university has rescinded the admission of at least one student who was caught

up in the scandal. and this is far from over. according to court documents, singer boasted to one parent that he had worked with 750 wealthy families. but remember, so far only 33 people have been indicted. and already there are more court appearances scheduled for here in boston with other high profile defendants for over the next few weeks. in boston, maggie rulli, abc news. >> yale is the first school to rescind admission of a student in the wake of the scandal. yale says one other person has been identified as applying with fraudulent athletic endorsements, but they were denied anyway. as for other schools, usc has had six students in the current cycle who would be denied. other universities implicated in the scandal say they are reviewing students who were accepted based on fake applications. so we had a little bit of a break from the rain over the weekend. and that break is over. >> drew? >> the break is done, you guys. for some, it is a wet commute as we get it under way on this

71% of african americans polled say they're getting ready to leave. abc 7 news reporter melanie woodrow joins us live with that. melanie? >> yeah, it's not just people who say they're being forced out of the bay area. we also spoke with several young people today who said they can't even afford to move in. 23-year-old talia gonzalez has a good job in oakland at a commercial real estate firm, but she didn't live here. >> i live in hayward just because it's way too expensive to find any housing in oakland. >> she is not alone. 26-year-old brian takes amtrak from sacramento to his job in san francisco, a more than two-hour commute. >> two and a half. that's not including the drive to the station and walking as well. so maybe three hours door to door. >> he is living at home with his parents. >> just saving money, just trying to cut costs. >> two young adults saving as many more say they're being squeezed out. people rated the cost of housing as

facing the bay area in a new poll conducted for the bay area news group and silicon valley leadership group. 4% ofgly or somewhat agree that they're likely to move out of the bay area in the next few years. of those voter, 71% identified as african american. oakland naacp president george holland. >> you start from a lower point in terms of what you have. so you need to get out of here is realized much quicker than other groups, ethnic groups in particular. >> gonzalez worries about what the results could mean long-term. >> this is such a historical place. it shouldn't have to change just on the basis of housing. >> there needs to be more community efforts to make sure that individuals who grew up here and know the city, like especially here in oakland are able to actually stay here and make sure that their kids are here and grandkids as well. >> minorities are moving to the outlying suburb. >> pittsburg, antioch, oakley, stockton, tracy. >> but he encourages people to stay, even if they're struggling financially.

>> so once you move, you lose. because you can't come back here for the most part, because you can't afford to come back. >> he says this is also having an affect on the religious communities that oakland churches are seeing their membership numbers go down as people move. live in san francisco, melanie woodrow, abc 7 news. >> melanie, what is the attitude of the young people who you talked to? are they angry? >> you know, i asked them that exactly. are they angry, are they frustrated that they can't afford to move to the places that they're actually working. but it's really all that they know. so they said this is the job i have. here is how much i make. this is how much cost -- this is how much housing costs. and so i'm going to live where i can afford to live and commute as needed. >> all right. melanie woodrow, thank you so much. now the same poll melanie was telling us about shows more than two-thirds of bay area residents are willing to pay up if it means improved infrastructure

and expanded transit. close to 2,000 people were asked to choose between two potential funding sources. the first was a one cent sales tax. 71% said they support that plan. the second choice was a $50 billion bond and gross receipts tax on businesses. 64% of people said they'd go for that option. the poll was conducted by the oakland leadership group. oakland is getting cash to deal with illegally dumped materials. the recycling and recovery is awarding grants to oakland two southern california cities. oakland's grant just over 160,000. it will go toward the development of a rapid response crew to clear dumped items at city-owned and managed properties. some money will also be dedicated to expanding the city's bulky item pickup program. the instagram influencer who is not your typical poster. >> somebody started following me. suddenly i got a big spike in follower, and it was elong musk. >> that will do it.

up. so if i spin it. some of the comments were i didn't know this was physics or physics really is fun. people are surprised. and i've even had people write me and say they started their own collection of these kind of things. it's very rewarding just to see the response. it kind of looks if i turn it around here. it will always pop on to its stem like so. strange physic, interacting with the tabletop. so everything i post, i want them to see something that they might not have seen before and realize this is part of our natural world. you'll see here, look smarter every day made a post. that's fun. but if i look to my likes, kind of update. most people, if i just swipe, you'll see that there are three more likes and follow. and if i swipe again, four more likes. it just happens that way.

i spend a lot of time in here. my favorite thing is when an engineering major decides to become a physics major. they find the material so amazing that they change their life and they go for a different career path. but we have a leaf blower where we blow a beach ball and it stays suspended in air. you've probably seen this. i set it back on the table still winding down. as i walk over to look at my notes again, it fell over and blew all my notes into this big cloud of notes like feathers being blown all over the room. and so students went crazy on that one. i'm almost thinking of doing it on purpose in the future. i guess my main thrust is i want my videos to speak for themselves. i want the science to be first and foremost. over a million people have joined me to look at most of my collection. it's like my museum is now online. >> and i've probably more people have looked at my objects than i ever could have expected.
