at 11:00. an alert will be sent to phones in an area east of lake merritt in oakland. the aim is to see how long it takes to get the warning once emergency officials send it. the system is intended to give people at least five seconds notice of a quake. there is concern, it isn't fast or accurate enough yet. people will be asked to complete an online survey to determine if the test was successful. we have a link on the website. abc7news.com. an i team report reveals that a palo alto couple accused in a scheme faces new charges. federal prosecutors indicted gregory and amy colburn on money laundering. they believe it's in retaliation for their demand for a preliminary hearing. we're also learning about rick singer, the man who admitted to orchestrating the scheme. another says at one point they had the same client trying to get into college. >>ev get it to 100%.

snow showers and temperatures reaching the 50s by sunday and more rain coming next week. thank you, mike. the family of a man shot and killed by san francisco police has reached a settlement deal with the city. san francisco will pay an undisclosed amount to the mother of mario woods. officer shot woods 21 times in december of 2015 after they say he refused to drop a knife. footage of the shooting went viral on social media and spurred outrage. the settlement comes days before a wrongful death lawsuit was scheduled for trial. the board of supervisors has to approve the agreement. city-owned parking garages have seen break-ins drop by 72%. city leaders credit a new system that includes updated ticket machines, gate arms, light and high definition cameras. better tech means a better use of time for garage staff. >> now they're free to move about the facility to assist

commute weatherwise. there could be ponding on the roadways and breezy conditions alexis and i have been talking about. there will -- the new spill way at the oroville dam in butte county could be used for the first time next week. it's been two years since the old main spill way failed. the structure underwent a $1 billion reconstruction effort. the state department of water resources says it's now ready to be used and may see first flows next week. the levels are projected to hit 850 feet next friday which could trigger the use of a new trans. community leaders raised the flag at president county centerc yesterday. including a new gender health center and temporary housing facility for the lgbt community.

tomorrow. let's take a look at what's going on as far as the rainfall. reset the clock at 7:00 this morning. as we go through the day today, because of the scattered natures of the showers and the possibility of thunderstorms. we've got them all over from less than a tenth in oakland to .6 in fremont. .2 in san jose. redwood city to a quarter in calistoga. it's not going to be a solid rain event. with the showers out there, they become heavier in the north bay. richmond possibly nearly an in oakland a tenth of an inch. especially this morning and again tomorrow. let's get a check of the commute with alexis. >> good morning, mike. mystery not solved. i think it's going to stay a mystery. traffic is moving again here on 80 through the emeryville stretch. so just about ten minutes ago when we last looked at this, we had traffic held by chp on both the eastbound and westbound sides of 80 around gilman. not sure what that was. there could have been debris. i didn't see a crash.
