that stretch. here's the richmond side of the richmond-san rafael bridge. no major issues there. >> thanks, alexis. developing news now. a measles alert. >> a tourist made several stops across the region and that person may have exposed shoppers, diners and other people in the seven different cities. abc 7 news reporter jobina fortson is live for us in santa clara. >> reporter: good morning, jessica and reggie. the macy's behind me here at the valley fair mall is just one of the 20 stops the infected tourist made across the south bay starting on march 16th. that was the busiest day with the tourists going to the ihop on north first street in san jose, the hoover observation tower deck at stanford, the apple visitors center in cupertino and the walmart in mountain view. county officials say this is not a public health emergency. the infected person also made stops at the cvs pharmacy and a

7-eleven on east evelyn avenue in sunnyvale. most people in the county have the vaccine. it's a highly contagious respiratory disease, though, transmitted from person to person through the air. babies are most at risk because they're too young for the vaccine. andrea flipt has a 3-year-old daughter and is still finding this pretty alarming. >> since i had my kid, i wouldn't risk it. you never know. the immune systems aren't very developed yet. i wouldn't take the risk myself at least. >> reporter: symptoms for the measles include red eyes, a cough or a full body rash. for now, reporting live in san jose, jobina fortson, abc 7 news. thank you, jobina. being, we're not the onlyes it's much worse in one new york county dealing with this. they banned nonvaccinated kids from gathering in public spaces. that went into effect at

midnight. there are more than 150 confirmed measles cases in rock land county right now. the ban is in effect for the next 30 days or until a nonvaccinated children get their mmr shot. parents who violate the ban could face six months in jail or a $500 fine. more about the measles outbreak on our website, abc7news.com. you can also download the abc 7 news app to get alerts right to your phone. developing news, the federal aviation administration says it will significantly revamp the way it oversees airplane construction. this follows increasing scrutiny of how the faa approved the boeing 737 max jet. two max jets crashed months apart in the -- indonesia and ethiopia. an anti-stall feature is being investigated in both incidents. critics say the faa allowed manufacturers and others to have employees do inspections with little to no intervention by the administration. the future of a revitalized community center is in jeopardy

after a deadly shooting. a 25-year-old man was killed, five others hurt in the shooting saturday. police arrested two people. it happened out the fill more heritage center. the center canceled all events through the end of the month in response to the shooting. officials are trying to figure out next steps. the center only opened since november under a six-month lease through the city. officials want to make it easier to notify the feds when an undocumented immigrant is a violent felon and about to be released from jail. they proposed the changes. i.c.e. wants to be notified when a release happens, but right now santa clara county policy prohibit that. the county policy is stricter than the state sanctuary law sb 54 and that does allow for notification to i.c.e. >> there's got to be a reasonable way to notify, notification and facilitation all within the confines of sb 54 that would enable us to keep our

community safe. >> the proposed changes follow the murder of bambi larson who you just saw there. she was killed in her san jose home. the suspect is in the u.s. illegally and has a long criminal record. i.c.e. says it since -- it sent a detainer request. the which is ws man accused of kidnapping jayme closs and killing her parents is in court today. he's accused of holding her captive for nearly three months. she managed to escape in january. patterson is expected to enter a plea at the hearing today. new developments from chicago where the mayor and police chief there are furious about the decision by prosecutors to drop charges against actor jussie smollett. the surprising twist provided a firestorm of controversy. he's accused of lying to the police about a racist and homophobic attack. smollett's record will be wiped clean and 16 felony charges against him will be dropped. the santa rosa native will do 16

today 58 to 64 is the spread from half moon bay to fremont. tonight, mid to upper 40s in the north bay. east bay valleys, low 50s in the bay shore and towards the coast. winds are gusty, 20 to 25 miles per hour coming straight out of the south. our east-west bridges, hold on all day today. north bay from ukiah down to geyserville 101 has been dealing with steady rain down to san rafael right now. that's where the steadiest rain is. there's still a few pockets of rain elsewhere. notice, it's more organized along this cold front from 7:00 to noon when the heaviest rain is in the east bay and the south bay. we'll have scattered showers and thunderstorms possible this afternoon tapering. you can see by the evening hours, once we lose the sun, we lose the best chance of those showers and thunderstorms. but still lingering overnight with a push of moist air coming in. waves of showers and thunderstorms tomorrow also. both storms are a 1 on the storm

out of tracy into dublin. should take you about 45 minutes. > house fire broke out in concord leaving a woman hurt. this happened on bonhomme way. the call came in 2:4 this morning. they could see smoke two blocks from the fire. that house was fully involved. they also heard the sound of an explosion. the cause of the fire is still under investigation and we're waiting to hear an update on the victim's condition. new this morning, two small earthquakes shook parts of the bay overnight. the 2.6 and 2.7 quakes hit within 23 seconds of each other at 4:27 this morning. they were centered in the middle of the san pablo bay or six miles east of flat point in marin county. on a related note, happening today, thousands of people in the east bay can expect to get a text alert about an earthquake. don't worry. it's not real,

amy hollyfield live for us at oakland city hall. amy? >> reporter: reggie, imagine having a few seconds before an earthquake to get into place, to get ready. that is the goal. officials say they have the new technology that they think is ready to go and that can predict an earthquake. they think it's going to save lives. they think it will be able to give you a few seconds. a portion of oakland will get a text around 11:00 this morning just to try out this new tehnology. >> basically, the message is going to show up on the phone and it's going to say this is a test of the california earthquake early warning system. it's going to be very clear to people that it's a test. >> reporter: officials need you to do one important thing. note what time you get the text. they want to know how long it takes to reach you. when this is finished today,

at one point they had the same -- >> increasing probabilities. we can never get it to 100%. he said it was a done deal and i didn't have to worry. >> his parent is now charged in connection with the scheme. allen coe says after the scandal broke, singer said with enough time it will blow over and things will be fine. the family of a man shot and killed by san francisco police has reached a settlement deal with the city. san francisco will pay an undisclosed amount to the mother of mario woods. officers shot woods 21 times in december 2015 after they say he refused to drop a knife. footage of the shooting went viral on social media and spurred outrage. the settlement comes just days before a wrongful death lawsuit was scheduled for trial. the board of supervisors still has to approve the agreement. happening today, boeing will meet with more than 200 airline pilots, technical experts and regulators to explain how it

plans to safely put the 737 max back into service. boeing is ready to distribute a software update to fix an issue with an automatic safety feature that's blamed for the crash of one max jet and suspected in another. the faa still has to approve this upgrade. in an unrelated incident, a southwest boeing 737 max 8 being moved to california yesteray had to make an emergency landing in orlando, florida. the airline says there was a problem with an engine. a spike in gas prices for us. the plant released excess emissions that prompted a health alert and forced them to temporarily shut down. aaa says prices in california have gone up by $.15 in one week. that increas is expected to last for at least a week or longer. all right. here's a look at the north bay and some of the rainfall totals since midnight.

this morning. it's going to be heaviest. the showers and thunderstorms and breezy all day today. we'll have more showersnit.not . in the mid to upper 50s. trending drier and warmer. temperatures today will stay in the upper 50s along the coast. richmond, san rafael, lakeport, ukiah, mid to upper 50s. everybody else, 60 to 64 degrees. tonight, 40s in the north bay, east bay. low 50s by the bay shore and coast. you can see the line developing along the cold front and marching east. even though not much rain at sfo, already 94-minute potential delays. oakland and san jose not affected. the winds gusting 20 to 25 miles per hour. we could get up to 35 at times. these are going sideways across the east-west bridges. it's a little danger there from the wind. we throw in rain through the deeper part of the morning commute, then it really gets dicey onbridges. by noon, in the east bay and south bay, yellows, oranges and reds. that's the potential heavier showers that could put a little ponding on the roadways.

thunderstorms rolling towards us on live doppler 7. here's a look from the east bay hills. the heaviest rounds will be this morning through noon with just scattered chances of showers this afternoon. number 2, breaking news from the east bay. a house fire in concord left a woman ininjured overnight. firefighters were able to get the flames yr control quickly. thousands of people will get a text alert about an earthquake. it's part of an early warning system test in oakland. number 4, there is a measles alert in the south bay. a highly contagious patient may have exposed shoppers, diners and other people in seven different cities across santa clara county. number 5, overall, it's been a decent morning on the roads. our biggest issue was a four-vehicle crash on westbound 24 before fish ranch road. that's long gone. but check out the red here. we're still bouncing back. heavy through lafayette. 14 miles an hour through orinda. number 6, the second shake
