her mother says, the killer has taken away a piece of our heart. >> police have released some details but have not said how the young woman was killed. >> reporter: disturbing new details about the final hours of samantha josephson's young life. the suspected killer 24-year-old david rowland waiving his right to appear at a bond hearing. the man was captured on surveillance camera picking josephson up outside a bar. >> we believe she mistakenly got into this car thinking it was an uber ride. >> reporter: that mistake fatal. hunters discovered josephson's body nearly 70 miles away. court documents say she had numerous wounds to her head, neck, face, upper body, leg, and foot. police say they spotted rolen's chevy impala back in five points. >> he's wearing great sweat pants, gray sweatshirt. >> reporter: taken into custody after a short chase. inside the car investigators say they found blood and josephson's

cellphone. the distraught parents in court. >> there are no words to describe the immense pain his actions have caused our family and friends. he's taken away a piece of our heart, soul, and life. >> reporter: her father writing on facebook about the aspiring lawyer. i will miss and love my baby girl for the rest of life. samantha is no longer with us, but she will not be forgotten. >> so scary. police say the suspect once lived in the area josephson's body was discovered. investigators have not revealed exactly if she was targeted or why the suspect was in the five points area. of course this hits home. anyone who's watched this show knows i went to the university of south carolina. i have a little sister there. i texted her immediately. we talked about uber tips. >> i remember being shocked as i was watching this story unfold over the weekend. and so obviously, i mean -- the first thing you can do is look at your uber app. look at the license plate.

i'm always looking for the first three to make sure that those match up and make sure that the license plates match up. also, i was about to tell you, i have a friend, she always sits in the front seat of an uber. when i found that out i was like, why? she was like, if they've got the child lock on, i can get out. and i was like, that is so good. it's still not something i'd do. but i feel like that is a really good takeaway, especially in this case where that was the case. >> students at my alma mater are being told to travel in groups, make sure you know exactly which car you're getting into, rideshare safety tips. samantha josephson's funeral will be held wednesday in her native state of new jersey. former vice president joe biden under scrutiny after a woman accused him of inappropriate behavior.

former lawmaker lucy flores said biden smelled her hair and planted a slow kiss on the top of her head in 2014. flores, a democrat, said he made her feel uneasy and powerless. flores says she wants him to acknowledge that his behavior has an affect on women regardless of his intention. >> for the record, i don't believe that it was a bad intention. i'm not in any way suggesting that i felt sexually assaulted or sexually harassed. i felt invaded. i felt that there was a violation of my personal space. >> biden released a statement saying, quote, i have offered countless handshakes, hugs, expressions of affection, support, and comfort, and not once, never, did i believe i acted inappropriately. if it is suggested i did so, i'll listen respectfully, but it was never my intention. virginia lieutenant governor justin fairfax has announced the results of two lie detector tests as he faces allegations of sexual assault from two women. fairfax said the polygraph exams conducted by an fbi agent bolster his denials of the women's claims.

his announcement came as his first accuser sat down with cbs news. vanessa tyson said she's still willing to testify about the allegations under oath and she still wants fairfax to resign. president trump is looking to cut aid to three central american countries as u.s. officials say the immigration system is at a breaking point. as border patrol plans to dramatically boost the number of asylum seekers sent back to mexico every day, trump is again threatening to shut down the entire southern border. abc's tara palmieri has the details. >> reporter: president trump not backing down from his threat to close the southern border. cutting off hundreds of millions of dollars in aid to el salvador, guatemala, and honduras. many migrants fleeing violence, corruption, and economic hardship in the three central american countries now flooding the border. >> we were paying them tremendous amounts of money, and we're not paying them anymore. because they haven't done a thing for us. >> reporter: for years the u.s. has worked with el salvador, guatemala, and honduras to address the root causes fueling

the migration crisis. just this week, homeland security secretary kirstjen nielsen announcing renewed cooperation fort with those countries. but now the administration saying they need to do more. >> if not, it makes very little sense for us to continue to send them aid. >> reporter: congressional democrats warn the president's approach is entirely counterproductive. even the president's own border chief telling tom last year it's essential to support the central american governments. >> how do we engage with those governments to support prosperity, governance, security, so the people don't feel compelled to leave their homes? >> reporter: according to u.s. customs and border protection, 76,000 migrants were stopped at the border in february. march is on track to surpass those figures with an estimated 95,000 migrants. the president citing the growing number of illegal border crossings as the reason to shut down the border with mexico. >> we'll keep it closed for a long time, i'm not playing games. >> reporter: closing down ports could hurt the u.s. economy.

and they play the winner of tonight's baylor/iowa game. >> the women also put on a show. so that's going to be some good matchups there. >> absolutely. something to look forward to. turning to the political crisis plaguing former vice president joe biden as he weighs another bid for the white house, now on the defensive over an allegation of an inappropriate kiss. >> a former nevada politician is accusing biden of making her feel uneasy and powerless. nbc's stephanie ramos has the details. >> reporter: the woman accusing former vice president joe biden of inappropriately touching and kissing the top of her head five years ago is now speaking out. >> so i frankly just didn't even know how to react. i was just shocked. i felt -- i felt powerless. i felt like i couldn't move. i just didn't even know how to process it. >> reporter: lucy flores, a former nevada politician, says the encounter happened right before she took the stage at a campaign rally in 2014. she first came forward with the allegations to "new york" magazine friday, then shared her story with abc news in a phone interview.

we're back with this dramatic coast guard rescue off the coast of florida. a 12-year-old boy and three men clinging to their life jackets. their boat capsized three miles from shore near clearwater. coast guard helicopters pulled them to safety. no one was reported injured. we're getting our first look at a dramatic police standoff in louisville, kentucky. >> it started off with officers approaching a stolen van. but the confrontation turned into a tense nine-hour standoff. here's abc's diane macedo. >> reporter: newly released body cam footage capturing this tense police showdown. they say 26-year-old daniel allen, who had numerous warrants out for his arrest, was hiding inside.

suddenly allen jumps into the driver's seat. the cops scatter as the van rammed one of their trucks. then an officer opens fire. the van reverses, hitting another car before speeding away. >> it was a close call. >> reporter: police then tracked the stolen van to this home a mile away, where the s.w.a.t. team moved in. you can see smoke coming from the front of the house before officers finally tear into the home, finding allen wounded, hiding in the rafters. >> allen suffered a single nonlife-threatening gunshot wound and was transported to university hospital where he was treated and released. >> allen arrested after a nine-hour standoff. before the standoff, allen had at least six outstanding warrants. now he's pleading not guilty to multiple charges, including four counts of attempted murder of a police officer. he's due back in court april 9th. diane macedo, abc news, new york.

close the southern border this week unless mexico stops a flow of migrants from crossing the border into the u.s. >> the president will do everything he can. if closing ports of entry mean that, that's exactly what he intends to do. >> reporter: mick mulvaney also doubling down on the president cutting off humanitarian aid to honduras, el salvador, and guatemala, three countries that are the primary source for migrant caravans heading to the u.s. border. >> we do give these countries hundreds of millions of dollars in aid. and we need them to do more. >> reporter: at least one democratic lawmaker says he'll fight president trump on these cuts. >> you can stop it by overriding what he is doing and making sure that we fund these programs. >> reporter: the u.s. originally sent that aid to help improve economic and security conditions in those countries so people would not leave for the u.s. in the first place. but the number of migrants is rising. according to u.s. customs and border protection an estimated 95,000 migrants illegally arrived in the u.s. this month.

he required two surgeries to stop bleeding on his brain. police say it was a random attack. an investigation ordered by amazon ceo jeff bezos is blaming saudi arabia for leaking racy text messages between bezos and his reported girlfriend, lauren sanchez, to "the national enquirer." in a daily beast op-ed, a security consultant for bezos said the saudis had access to bezos' phone. the consultant claims the saudi government was intent on harming bezos over coverage of journalist kamal khashoggi's murder in the "washington post," which bezos owns. actresses lori loughlin and felicity huffman are expected in court this week to answer charges in the so-called varsity blues scandal. more than a dozen parents appeared in federal court in boston friday accused of paying bribes to get their children into top colleges. federal prosecutors say more charges could be filed and the investigation is ongoing. two weekends down, one more to go for march madness. and some gate crashers are heading to the men's final four.

a massive forest fire is a massive forest fire is raging across southern new jersey. more than 10,000 acres have been scorched. authorities say it's one of the largest fires ever in the garden state. some residents have reported falling ash on their vehicles. so far no injuries have been reported. >> thank goodness. police in georgia are on the lookout for a hit-and-run driver who struck a 9-year-old girl playing on her front lawn. >> the girl survived but the family is sharing the surveillance video, hoping to track down that driver. we must warn you, the images are disturbing. here's abc's zachary kiesch. >> reporter: it starts so innocently. two young girls playing outside a home in an atlanta suburb, when a home security camera catches a black sedan ride the curb, blow a stop sign, then barrel into one of them. the impact setting off the air bags, sending dust into the air.

as her family rushes out of the house, you can see someone get out of that car, staggering around seconds after the crash, before taking off. the incident happened friday evening and the family of the 9-year-old girl, lederiana holmes, is sharing this video with abc news and hoping that that driver is held accountable. >> i just want everybody to pray for lederiana. i just want the people involved to be caught. >> reporter: lederiana is in the hospital with serious injuries and multiple broken bones. >> she's strong. and i know she's going to bounce back from this. >> reporter: in a police report obtained by abc news, the owner of that car was at work, but told police her boyfriend had the vehicle. >> the police report says it was the boyfriend who would have been around 30, but those were teenagers that were in that vehicle. so we have to learn what happened and how they got ahold of that car. >> reporter: the other little girl playing outside that house walked away with minor injuries. laderiana's family just want the driver brought to justice.

are pregnant at the same time. and the salisbury fire department in north carolina with six. then there's oak street elementary school in goddard, kansas. seven teachers out of 15 are having babies. eight babies in all. one expecting twins. >> we started off this school year with three of us. then we came back from christmas break and found out about two more. then we came back from spring break and found out about two more. >> reporter: here at oak street they're giving new meaning to the idea a workplace can be a family. their due dates range from late march to early october. the principal says she already has long-term substitutes while the women take maternity leave and hopes for more. >> we joked we need to add on a nursery to this building so we can bring all the babies in, and they would love that. >> reporter: what did the kids ask their teachers about their pregnancies? >> one was, if i sneeze if the baby sneezes.
