680 so expect a little bit of a delay through fairfield backed up to the scales there. and then we head you back to milpitas where we have two right lanes blocked southbound 880. crews are on scene there. we also have an accident there. slowing to san jose. >> sue, thank you. happening today a fight over where to house the homeless. a public meeting scheduled about a proposed navigation center. >> the city wants to put it along the embarcadero. some people are not happy. jobina fortson is live in the newsroom. >> reporter: we have warring go fund mean accounts here. the opposition page is called save embarcadero and another account called safer popped up. it would turn a parking lot on the embarcadero into a navigation center with 225 beds. the go fund me page called safe embarcadero is against it. they raise more than $80,000,

more than 200 people willing to pay for an attorney to fight the proposal. on the other side safer embarcadero has raised more than $160,000 with the help of some bay area ex ex if i was. for the first time mayor london breed is willing to reconsider her proposal for the center. >> i think listening to the community, one of the conversations being had now they feel like, okay, it's too many beds. i hear it's too many beds. maybe starting at a lower number and giving us a chance to see if it works. >> reporter: the public meeting at the delancy street foundation. jobina fortson, abc 7 news. thank you. hundreds of people are remembering two teenagers who died while rescuing a dog. >> the community held a vigil

for them last night. the 17-year-old boys safely pulled a dog from the canal west of interstate 80 on monday. the problem was when the teens were trying to get out of the water. they were electrocuted. one mom says they grabbed on to a bridge that had live wires. >> a senior in high school to graduate to start his life and that's too soon for any young person to be taken off this earth. out of negligence. >> investigators are trying to figure out how the bridge carried an electrical current. >> such a sad story. our thoughts are with those parents. pg&e could name the company's new ceo as soon as today. they have hired bill johnson, the current ceo of the tennessee valley authority. johnson is retiring on friday and would not comment on those pg&e rumors. pg&e filed for bankruptcy back in january. the company faces crushing

liabilities related to recent deadly wildfires. carlos rojas will step down last month. he announced plans to retire yesterday. he's led the department for two years and they were at times tumultuous. a man was stabbed after a fight at a fruitvale station and a woman killed in a parking lot and, of course, last year wilson was killed in a stabbing at mcarthur station. chief rojas found some success during his tenure. vacancies were cut in half and some riders say they've noticed more officers in and around the stations. rojas' last day is may 6th. chicago just became the largest american city ever to elect a black woman as mayor. >> when she takes office in may she will be the city's first openly gay mayor. lightfoot is a former assistant u.s. attorney. she told her supporters they were going to remake chicago. she has never held elected

there is growing outrage this morning against new anti-lgbt laws going into effect in brunei today. >> the small country will punish

adultery and same-sex sexual activity with death. the u.n. and human rights groups have denounced these new laws. celebrities including george clooney, elton john and ellen degeneres are calling for a boycott of the luxury hotels owned by the brunei royal family. and two of the hotels are in los angeles. they are hotel bel air and beverly hills hotel. a woman from china faces charges after an incident at president trump's mar-a-lago resort in florida this week. prosecutors say the woman made it past secret service agents and mar-a-lago security by posing as a club member. agents questioned her after she was stopped by a mar-a-lago employee. officials claim the woman carried four cell phones, two passports and a thumb drive containing harmful computer malware. president trump was not at the resort at the time. he was at an event nearby. the usda will no longer use kittens for parasite research. a bill to put an end to it. they were using to research a

leading cause of death linked to foodborne illness. the usda says it has not done this since september. more than a dozen kittens are still in the program. usda employees will be allowed to now adopt them. work is under way on a project in the east bay expected to save the lives of an additional 500 dogs every year. in walnut creek where tony and elaine la russa took part in an expansion ceremony for their foundation. the new building will be next to arf's current facility and will include nearly 5,000 square feet for dog kennels for arf's program which matches veterans with emotional support animals. >> the more that people recognize the animals could help people, the more value and the more people want to adopt and the more we help people it's been spectacular. >> arf was founded in 1991 when tony la russa was managing the oakland a's.

also in court today will be bruce isackson whose daughter was reported as a soccer player. elizabeth and manuel henriquez, elizabeth, her daughter and the test procter gloated about cheating and getting away with it. packaged food entrepreneur peter sartorio of menlo park accused of paying for the cheating scheme for his daughter. no children have been charged. >> whether that's a policy decision or that they're using that as leverage to get their parents to plead guilty, i don't know. >> reporter: doug rappaport is not representing anyone involved in the case, but he says people who plead guilty generally receive lesser sentences. also expected in court in boston today will be actresses felicity huffman, lori loughlin and her husband, designer mossimo. jobina fortson, abc news. a judge sentenced four

one-time fraternity members for a hazing death at penn state university in 2017. their punishments range from house arrest to nine months in jail. 26 men have faced charges in the death of thomas who died after he was forced to drink a large amount of alcohol during a hazing ritual. prosecutors claim it took 12 hours for his frat brothers to call 911 after he fell down a flight of stairs. the university of south carolina college student killed by a man posing as an uber driver will be laid to rest today. samantha josephson's funeral will be held in her hometown in new jersey. >> this is nothing you would ever want to do. i don't want anybody else to go through it as a parent. >> her father gave an emotional speech to a crowd of mourners earlier in the week. suspect nathaniel rowland faces murder charges. his family believes he's innocent. >> if he did it, i would be the first one to put him behind bars, lock him up and throw away the key.

he didn't do it. >> police say they found traces of blood and josephson's phone in rowland's car. they say he used child safety locks to trap her in the back seat. l.a. police say rapper nipsey hussle was gunned down after an argument. the suspect, 29-year-old eric holder, is in an l.a. county jail this morning. police arrested him after a woman they believe was a getaway turned herself in. she has been released. holder is shown to be talking to hussle in a video. he returned and then opened fire on hussle. new developments in one of the deadly crashes involving a boeing 737 max jetliner. investigators say ethiopian airlines pilots followed boeing's emergency procedures before the plane crashed. however, they could not get the plane to start climbing again after shutting off an automatic flight control system. doubts about the system prompted the u.s. and other countries to ground 737 max aircraft. boeing is working on a software update to help prevent other

crashes. in the east bay, there's a total mess at an observing school after an act of vandalism and now the community is helping pay for the cleanup. teachers and students discovered the damage when they arrived at manzanita. they smashed computers and covered the walls in paint. a librarian was one of the first t discover the destruction. >> the hallway was two feet of debris that had just been pulled off shelves. >> the vandals are still on the loose. the damage is going to cost thousands of dollars to repair. a go fund me account has raised $2,800 so far. they are trying to get up to $20,000. and the beat goes on. great news for music lovers. the outside lands music festival will continue at golden gate park for at least another decade. according to "the chronicle" supervisors have approved a ten-year permit extension. this follows a lengthy appeal over the concert's noise level. the permit calls for sound

technicians to be dispatched in surrounding neighborhoods. this year's big summer of music festival to start you ing augus. in the north bay we're in the low to mid-50s, also, until you get to clear lake at 46 degrees. look at this. everybody's pretty mild this morning from 50 in tracy to alameda and newark at about 55 degrees. let's take a look at the south bay. what a difference a day makes. remember yesterday you're driving through the rain. you may still find a few damp spots from rain overnight but you won't need the windshield wipers this morning. looks like things will continually dry. sure, there's still a random shower possible but this is the driest hills also this morning and the next couple hours that will start to taper, also. we're in the 50s all the way up to 11:00. low 60s during the hours. a whole lot of cloud cover and a little bit of sunshine.

in the east bay, we're in the 50s up until 9:00. we hit the 60s faster at 11:00. mid-60s this afternoon with mostly cloudy conditions. down in the south bay mostly cloudy all day with temperatures in the 50s through 9:00. by 11:00 we're 60. we'll hang out in the mid-60s during the afternoon hours. give your umbrella a rest today because you will likely need it tomorrow and for sure friday. but then after that i have some 70s in the forecast. i'll show that you coming up in the forecast. looks like you've been following an accident. >> yep. san jose, our milpitas area. southbound 880. the better news is as you can see on the live shot there the vehicle has been put on to the back of the tow truck. so we are in the clearing phases. just have to clean up some debris. it's blocking the two right lanes of southbound 880. degrees debris here and the car apparently was straddling theto truck as you can see here and

will hopefully have that cleared out. a couple other issues, to the fairfield cordelia area. if you're traveling westbound 4, the ramp is block with a six-car accident. westbound 80 near the scales an accident moving to the right-hand shoulder. you can see a solid lionel of red sensors all the way through fairfield. southbound 101 in petaluma near 116, lakeville highway, right lane blocked here with an accident as well. sue, thank you. traffic jams in the bay area, some of the worst in the nation. the explosion in the number of uber and lyft vehicles is making the situation worse. but the problem not just a lot of extra cars. it's also ride share drivers who ignored the law. abc 7 news anchor kristen sze found them all over the streets of san francisco. >> i'm just wondering if you know you're double parked. >> i don't want to talk. >> so why don't california cities do something about it? tonight on abc 7 news at 6:00, how cities are searching for
