person. >> and kate joins us live from the site of tonight's meeting. kate? >> we are at the foundation and hundred-s of people have been showing up, and i can tell you, i have spoken to them, people are fired up about what to do with people who have homes and don't have homes in this neighborhood. it began as a disagreement, between homeowners and the city. mayor london wanted a new navigation center built on this parking lot in the shadow of the bay bridge. it would have 2500 beds and other resources, two weeks ago, a group of homeowners banded together and started to donate to this go fund me sight. 295 people have doe natded more than $90,000 to hire an attorney to fight the city on the

abc7 news is all about building a better area. we are taking an indepth look at the rising rideshare industry. people love the convenience and not the extra cars clogging the streets or the bad behavior bydrivers. >> abc7 news joins us with how cities are seeking solutions and some people feel they have their hands tied. >> yes, especially san francisco. few people remember this. when uber hit the streets in 2010, it was called uber cab. the a -- the agency that regulates the

industry -- now, nine years, 65 countries and 15 million total trips later, uber continues to run mostly outside the confines of city regulations. it's rush hour in the bay area. prime time for uber and lyft drivers, now blamed for a big surge in san francisco traffic. >> proof beyond a that shadow of a doubt, at the peak morning p.m. commutes, the traffic is mainly due to uber and lyft. >> they are in traffic, or illegally parked. i spotted this guy that did not even bother to pull in to an open parking space next to him. double parked.e don't want to talk. >> reporter: this lyft is blocking the area.

>> does it bother that your driver stopped in the middle of the street. >> no, i asked him too. >> i think everyone does it, i see people in stop lights hopping out. >> when you are a driver, does that frustrate you? >> when i'm a driver? >> reporter: yeah. >> i could see where it would frustrate me. >> reporter: we saw plenty of polite drives. rideshares are accounting for 570,000 miles driven on city streets each weekday. >> we cannot fit more cars on our streets and i would say our streets are over saturated. that same concern led new york to be the first city in the nation to put a cap on the total number of vehicle licenses for ride shares. along with a minimum wage for drivers. >> just because you are a multi-billion dollars company, does not mean you should not be regulat regulated. >> it's a one year experiment in new york and the rest of the country is watching. california cities are

considering the same thing, but they cannot do it. >> local governments have no control over transportation network companies uber and lyft. >> reporter: under california law, cities and counties regulate taxis and the state regulates rideshare companies. the californiapublic utility commission is who is regulating the ridesharing companies. >> an abject failure, they have been held captive by the corporations that they are supposed to independently regulate. >> reporter: the commissioners refused an on camera interview, and a spokesman confirmed they are not considering a cap on the number of rideshare vehicles and said, each city has authority to manage its traffic. >> except, remember, the city does not have the power to limit the number of rideshare car. in fact, the city does not even know how many are on the streets. now, lyft has provided the city with information.

but uber has not. >> it's ironic they consider themselves to be part of the sharing economy. but they don't want to share the dataithe pubt's impacting. >> the city attorney is working on a range of legal action, against uber lyft and the state of california, aimed at getting more information about rideshares and allowing more local regulation. we have very, very little control. but, we can actually tax them. >> peskin is about to introduce a san francisco ballot measure that will create a ride tax. it's designed to bring in $30 million for road improvements and more manpower to go after rideshare drivers flaunting traffic laws. the rideshare tax will likely be on the ballot in in november. neither uber or lyft would talk with us on camera for the story. the companies have spent millions dollars to lobby state legislatures to strip cities on of their ability to regulate
