clouds today and looking at even the weekend, a bit on the damp side as our moist westerly flow continues. sue? all right. we've got issues on the richmond/san rafael bridge. and that's in the form of emergency roadthey've had these couple days now. they're out there repairing both directions down to one lane. you can see it's very light traffic this hour. it's not really affecting your drive as far as slowdowns yet. they'll get that picked up and hopefully it will be cleared soon. we'll look at your roads and the sensors and they're all green across the span. good news. we'll check back in a few minutes. breaking news overnight. we have new information about the final moments of that deadly ethiopian airlines crash. a new report released this morning says the crew onboard the boeing 737 max 8 did exactly what they're supposed to do but could not get control of the plane.

abc news live in washington with more on this black box bombshell. good morning. >> reporter: jessica, good morning. this was the second disaster for the boeing jet in as many months and did lead to the worldwide grounding of this plane. it was the crash in march that led to the death of over 157 people onboard and this morning the ethiopian transport ministry's initial findings show despite doing everything right the pilots couldn't recover the aircraft from a nose dive. >> the crew performed all the procedures repeatedly provided by the manufacturer but was not able to control the aircraft. >> reporter: two aviation sources told abc news the reason for the crash of the ethiopian airlines boeing 737 max, a damaged sensor. the sensor is called an angle of attack sensor and is located outside the cockpit. it likely was hit by a bird or foreign object triggering anti-

system known amcas which nosed down the jet. in a simulator it was learned in a situation like this the procedure for pilots is to use a thumb button to electronically angle up the plane, known as trimming the plane. if that fails, boeing emergency procedure calls for a shutdown of power to the mcas system. the airline ceo is saying they're proud of the compliance with the emergency procedures and the ministry said their recommendation is to have the flight control system reviewed by the manufacturer, boeing. boeing released a statement that said we urge caution against speculating and drawing conclusions on the findings prior to the release of the flight data and the preliminary report. now the ethiopian investigators dispute the fact that something hit the airplane which caused that sensor to malfunction. our sources tell us, though, they stand by that report. as for fixing it, boeing says they have a software update. they expect it to be approved by

the faa and rolled out in order to prove it's safe. the ceo actually tagged along. live in washington, serena marshall, abc 7 news. thank you, serena. walnut creek police say they stopped a suspected predator before he victimized another woman and detectives believe he plotted to kidnap and sexually assault more of his former co-workers. matt caruso remains in the contra costa county jail. he's held without bail. a walnut creek woman says she was attacked with a stun gun while walking to her car march 26th. she escaped with minor injuries after fighting back. a neighbor heard her screams. >> i heard what i thought was geese migrating but it turned out to be my neighbor calling for help. >> this is extremely disturbing. this is someone who is stocking their prey in order to do some heinous activities to them. >> later that day a maintenance worker alerted fremont police after finding a box inside a

dumpster. detectives say that box contained plans to kidnap and rape five other women. there are fewer wanted people on the streets of san francisco's tenderloin this morning after police arrested 62 fugitives with outstanding warrants, and it is a story you will see only on abc 7. >> our goal is to help clean up the tenderloin by arresting warrant offenders. >> abc 7 news was inside sfpd's tenderloin station when 40 officers, parole agents, and deputy sheriffs attended a briefing. teams then spent hours combing the streets hunting for people with outstanding warrants and parole violations. officers encountered two women using illegal drugs. one tenderloin resident appreciated yesterday's crackdown. >> i work full time and i pay rent here and i've got to deal with this all day every day. >> san francisco police captured 50 fugitives during a similar operation in the tender loin back in february. april happens to be

distracted driving awareness month and a push to increase bans on using electronic devices while driving. drivers can use cell phones on a hands-free basis in california. however, "the sacramento bee" reports a member of the ntsb is urging california to ban the use of cell phones even if they're in hands-free mode. the ntsb has pushed similar laws since 2011, and so far not a single state has jumped onboard. joe biden says he will be more mindful about respecting women's personal space, but this morning his critics say he isn't going far enough. >> the boundaries protecting personal space have been reset, and i get it. i get it. i hear what they're saying. >> biden is responding to complaints he touched some women without their consent. in a video released yesterday, he calls his actions and gestures of support and encouragement -- i should say he called his actions, that they were gestures of support and yncourage many, but that he

good morning to you. i'm lisa argen in for mike nicco. clouds increasing in the south land. mild temperatures there, showers along the north coast and those showers extending as far south as the central coast, just scattered and light throughout the day today. if you're thinking of heading to the mountains the next few days we're looking at the high snow levels to start out with a mix of rain and snow tomorrow and then cloudy skies over the weekend. look at the numbers. typical for april. low 40s, upper 40s, and mid-50s by sunday. so still looking at additional snow in the next couple of days in the mountains. reggie? thank you, lisa.

tesla is reporting the biggest sales drop in the company's history. sales decrease 31% during the c rushed to complete some sales before the end of last year, so buyers could take advantage of a federal tax credit. that credit is now half of what it used to be. all this week abc 7 news has been looking at the impact and the issues created by ride share services. >> it's, of course, part of our effort to build a better bay area. we're looking at whether uber and lyft are to blame for the drop of people using public transportation. abc 7 news reporter david louie crunched the numbers. >> reporter: ride sharing services are taking a bite out of public service. ridership is down between 4% and 5% in the past year for both vta and the valley transportation authority. dan lieberman. >> if ridership does continue to decline, maybe some hard choices will have to be made.

>> reporter: uber and lyft may be part of the reason for the decline. >> gas prices historically low the last couple of years. cost of housing is driving people out of the area and you're not going to have people taking transit back into the city. >> reporter: to reverse the decline they will test its own ride share service in a month or so in pacifica. it will use shuttle vans. sam trans is calling this micro transit. the fare will be $2.25. the decline in ridership is not necessarily a bay area phenomenon. studies are indicating it's happening across the country. to offset the decline, the vta board will look at limiting routes to boost service on more heavily used lines t. sees a potential boost when b.a.r.t. comes to san jose feeding passengers on to its bus network. employers have competition increasing.
