maybe some wet pavement out there this morning. a 1 on our storm impact scale for today and tomorrow. a look at live doppler 7 where we have some moisture offshore and a lot of this hitting underneath our radar beam. tomorrow it's a different story when we're going to see the heavier rain. scattered showers today. a mild to muggy start. 56 in oakland, hayward. 53 in fremont. we will be looking at a lot of cloud cover today, some drizzle, temperatures starting out quite mild into the low to mid-60s by the afternoon with those random showers. sue? a look at the golden gate bridge. it's slick out there. it's wet. they had some road work overnight, doing that barrier construction so you're down to one lane. condi with four lanes sbld and two lanes in the northbound direction. a look in the south bay. we have some pretty good conditions on 280, cloudy out there but light traffic wise.

he would be the first openly gay person to run for president.ns announced they are running or formed presidential exploratory committees. the first presidential debate is set for june. and state lawmakers are talking about letting kids as young as 15 preregister to vote. proponents say teenagers who preregister will be far more likely to cast ballots when they turn 18. the bill cleared its latest committee vote. >> this is really a broader part of a package we're pushing where we're looking at lowering the voting age to 17 in the state of california. i think the next generation deserves a voice and this is one shot at fixing that. >> the secretary of state's office says there are crehan 10 17-year-olds preregistered. they would have the youngest preregistration age in the nation.

committed to building a better bay area highlighting possible solutions. >> for many that includes homelessness. a meeting along the embarcadero got heated. the mayor was there and so was kate larsen. thank you, everyone. do you want me to talk, or do you want to yell? >> reporter: mayor london breed clapped back at a crowd critical of her proposed homeless navigation center. >> what i am trying to do is to address what we know is the biggest challenge we have in this city. on the one hand you can't be upset about homelessness and then when i propose a real solution that's going to make a difference then you're upset about it. >> reporter: the mayor and city leaders spoke to a packed room where they shared a very complete looking presentation with neighbors. it would open in this parking lot along the embarcadero. it would have about 200

temporary beds and support services for homeless people living in the area. >> allow the people of the community to talk. >> reporter: like many south beach residents, chris is worried. >> i have a 22-month-old daughter. i have a wife. they cannot defend themselves if they were ever outside and anything were to happen. >> reporter: shelly carroll lives in the same business as chris and thinks the center would make the neighborhood safer. >> we already have the homeless on the streets. we have people on the streets using drugs. if there is going to be a safe area around, then they won't be using right outside. >> reporter: it's just pavement and parking stalls now. this navigation center could go up as soon as this summer. people couldn't make public comment last night so get your calendars out. at 2:30 p.m. at the ferry building, the port commission is holding another hearing with

also a damp morning throughout the bay on and off. headed out to school, a light jacket. it is mild in the 50s. and random shower throughout the day. not a lot of rain today. looking at more rain tomorrow. mid-50s, very narrow range of temperatures. this is for oakland, emeryville and alameda. notice mild with just some scattered showers throughout the day. planning the afternoon, could be wet out there. and even more wet as we head in towards your evening and friday. good morning, sue. good morning. we'll take a look outside at walnut creek, southbound on 680. a nice ride for your thursday morning. no delays here. over to emeryville and traffic is starting to fill in here on the east shore freeway. you're looking at about a ten-minute drive from golden gate fields into san francisco.

pretty quiet, and i don't want to jinx it, thursday morning drive. still not a bad delay at the bay bridge toll plaza. there's your drive time from hercules to the city. number seven, expect flight delays at sfo this september. that means heads-up if you are planning a vacation. the airport will be closing a runway for a major maintenance project and delays are expected after 9:00 a.m. every single day of the closure. >> that's going to be a huge pain. >> yes. dna results are expected in the case of a missing boy who may have just been found. a teenager told kentucky authorities he's the boy reported missing in 2011 when he was only 6 years old. he says he escaped from his kidnappers. here's abc news anchor. >> reporter: it's the call one family has been praying for for years. >> a 14-year-old juvenile, male white, says he was kidnapped

from somewhere. >> reporter: that 14-year-old boy says he's timothy pitson who vanished in illinois when he was 6 years old in 2011. he ran across a bridge into kentucky wednesday claiming he had escaped his kidnappers who were staying at a nearby red roof inn. >> he looked like he had been beat up, punched in the face a couple times. >> reporter: neighbors were alarmed when they spotted him alone wandering the streets. >> i was really scared, so i called the cops. >> reporter: this woman who doesn't want to be identified says she called 911 after the boy approached her on the street. >> he walk up to my car and he went, can you help me? i just want to get home. can you just please help me. >> reporter: the teenager describes his kidnappers as two white men built like body builders. one with black hair and a spider tattoo on his neck. the other short with a snake tattoo on his arms. investigators are now working to confirm whether this 14-year-old boy really is timothy pitson. the boy his dad has so

desperately been searching for. his father revealed in 2015 that he and his wife were having problems when she took timothy away on a trip without warning. she later checked into a motel alone where she took her own life. they say she left a note behind saying timothy would never be found, indicating he was somewhere safe with people that would protect him but providing no other details. actor jussie smollett face as deadline to pay the city of chicago for what it cost. smollett must pay $130,000 or face being sued in civil court. chicago's attorney sent smollett a letter demanding payment. that letter went out after prosecutors dropped charges against smollett of orchestrating the attack. a loud cry greeted two of the highest profile defendants in the college admissions scandal. >> lori, lori, lori, pay for my

just the scattered showers and the wet pavement. tomorrow is the moderate rain and the totals inching up to three-quarters of an inch in the north bay. most areas a quarter of an inch to a half inch with the breezy winds. we are looking at still wet conditions for the giants home opener. all the cloud cover and the moisture offshore. there certainly is a little bit of mist and light rain out there at times. mid-50s for you in san jose. 56 in mountain view. good morning to you in lafayette. 53 there. numbers are quite mild. notice 5:00 this morning, a few light showers in the north bay, 1:00. maybe some in the east bay. but overall they are isolated and will take you through the evening commute. you're dry, most of the activity holding off until early tomorrow. so this time tomorrow could see some showers along the coast. more in the way of a wet commute for your friday morning. look at friday afternoon.

by 1:00 we're looking at that front pushing through the bay area. so the good news is it's not going to linger. it's going to push through quickly. the bad news is it's going to happen right on through the middle of the day which includes, of course, the giants home opener. you have to plan on that and plan on the totals being heaviest in the north bay, about a half inch there, a tenth of an inch or less. with the winter storm warning, sue, watch out for that heading up to the mountains this weekend. yeah, it looks like they're going to get some snow at the higher elevations. hopefully the travel up there, we have your toyota tahoe report next hour, about an hour from now. we'll check on the drive for tahoe if you're trying to sneak up there today or tomorrow. look at the golden gate bridge right now. traffic is flowing smoothly although it is damp on the roadways. they had some overnight rain. it was raining when i came in over the waldo grade. so slick conditions there. it's a pretty nice ride from san rafael, just about 20 minutes. overall your commute looks good

transport ministry's initial findings show despite doing everything right the pilots couldn't recover the aircraft from a nose dive. >> the crew performed all the procedures. provided by the manufacturer but was not able to control the aircraft. >> reporter: two sources told abc news the reason for the crash a damaged sensor. it is called an angle of attack sensor and is located outside the cockpit. it likely was hit by those familiar with the investigation. the activation of the anti-stall system known as mcas which nose down the jet, correspondent david gurley learned in a use t electronics mi t

plane plane. the airline ceo saying they're very proud of their pilot's compliance with the emergency procedures. their recommendation is to have the flight control system reviewed by the manufacturer. that's boeing. a statement said we urge caution against speculating and drawing conclusions on the findings prior to the release of the flight data and the preliminary report. boeing says they have a software fix and they hope to have it approved and rolled out to airlines in the coming weeks. in the meantime the boeing ceo is tagging angn a test flight of the software update to prove it's safe. live in washington, serena wom killed in the crash. the victim is former presidential candidate ralph nader's niece. burlingame-based law firm says that it will name boeing, the

faa and rose mount aerospace in the lawsuit. the law firm claims the manufacturer of damaged part. facebook's mark zuckerberg sitting down with abc's george stephanopoulos for a one-on-one interview. >> talking about the privacy. jobina fortson live at facebook headquarters this morning. >> reporter: good morning, reggie and jessica. what it comes to safety and security mark zuckerberg says facebook will be spending more in 2019 than the company's entire revenue in 2012. that's the year that facebook went public and they made $5.1 billion in revenue that year. zuckerberg says he feels confident about the 2020 u.s. presidential election. facebook has plans for an independent oversight board made up of about 40 people who are safety and free speech experts who will decide what content is

the securities and exchange commission wants the judge to hold musk in contempt of court for violating a settlement deal. musk had agreed last year to get approval from tesla's attorneys before posting about the company on social media. and that agreement followed musk tweeting about taking tesla private. tesla stock value surged after that tweet. the s.e.c. fined musk and tesla $40 million. and tesla is reporting the biggest sales drop in the company's history. 30% during the first three months of 2019. one reason why the company rushed to complete some sales before the end of last year so buyers could take advantage of a federal tax credit. that is now half of what it used to be. >> joe biden says he'll be more mindful about respecting women's personal space, but this morning his critics say he isn't going far enough. >> the boundaries of protecting personal space have been reset,

and i get it. i get it. >> biden is respond to go complaints he touched some women without their consent. in a video released yesterday he called his actions gestures of support and encouragement but understands they made some people uncomfortable. a former nevada lawmaker who says biden planted a kiss on the back of her head says he needed to clearly say i'm sorry for his actions. april happens to be distracted driving awareness month and a push to increase bans on using electronic devices while behind the wheel. right now drivers can use cell phones on a hands-free basis in california. however, "the sacramento bee" says a member of the ntsb is urging the ban of cell phones altogether even if they are in hands-free throw mode. the ntsb has pushed similar laws since 2011. no state has enacted them. plenty of clouds for today and tomorrow.

good morning to you. lisa argen here. mike is literally under the weather and we're looking at rain showers off the coast here. some scattered light showers possible through your 7:00 hour. temperatures are mild. 54 degrees in san francisco but notice you can see a shower at anytime. they will be light. they will be isolated and by 11:00 we're in the upper 50s. a muggy afternoon through the 3:00 hour. low 60s, mostly cloudy skies. possibility of a few .01 of an inch of rain. hopefully the wet pavement is not doing much to mess up the commute. >> we go to the bay bridge toll plaza metering lights. we're on at 5:13 so car-poolers are getting by without delay. an earlier stall has been pushed out by toll lane 15.
