parking. two public parking lots will be developed into a luxury hotel and office space. now there's concern that will push drivers on to the streets. the city council wants to revisit a system for parking permits in neighborhoods. getting ready to tow a gray whale carcass, the third time this has happened in the past month. the 1-year-old male was discovered yesterday morning. experts from the marine mammal center believe that it died a few days ago. they say more whales are migrating north from mexico to alaska in greater numbers. it's tougher to get food. >> the animals are not going to survive in those situations so the younger ones, less experienced, less ability to find food and food can be patchy distribution, the older ones will know where to go. >> they will tow the carcass to perform a necropsy.

several cars got into it there. that's blocking the two left lanes. no change of the sensors but a lile oll if you plan on flying through sfo in september, you may face a higher risk of delays. that's because sfo will close one of its main arrival runways in case you know the numbers of the runways. work continues until september 27th. if you want to april void delays, your best bet may be to book flights departing before 9:00 in the morning. they choose september because people are back at school f. you are trying to get somewhere for a business meeting, good luck.

the crew onboard the max 8 did exactly what they were supposed to do but could not get control of the plane. serena marshall is live with more. >> reporter: this was the second disaster for the max 8 in a matter of months and led to the worldwide grounding of the aircraft. it was the crash in march that led to the death of 157 people onboard and this morning the ethiopian transport ministry's initial findings show despite doing everything right the pilots couldn't recover the aircnose d >> the crew performed all the procedures repeatedly in contr. >> reporter: the reason for the crash a damaged sensor. it is called an angle of attack sensor and is located outside the cockpit.

that's something investigators dispute. the activation of mcas which nosed down the jet, abc's senior transportation correspondent learned in a simulator in a situation like this the procedure for pilots is to use a thumb button to angle up the plane, known as trimming the plane. the airline ceo saying they're very proud of their pilots' compliance with the emergency procedures and has said their recommendation is to have flight control system reviewed by the manufacturer. that's boeing. boeing released a statement that said we urge caution against speculating and drawing conclusions on the findings prior to the release of the report. they say they have a fix in the form of a software update they

>> reporter: mark zuckerberg says facebook will spend more money in 2019 than the total amount of revenue made in 2012. $5.1 billion that year. jobina fortson, abc 7 news. happening today a federal judge in new york city will hear oral arguments in the u.s. government's lawsuit against tesla ceo elon musk. the securities and exchange commission wants to hold musk in contempt of court. musk had agreed last year to get approval from tesla's attorneys before posting about the company on social media. tesla's stock value surged after the tweet. the s.e.c. fined musk and tesla $40 million. tesla is reporting the biggest sales drop in the company's history.

it's starting out damp for your thursday morning and statewide will be looking at the rain along the north coast. and we are looking at a winter storm watch through saturday morning, 8 to 12 inches of snow likely with the highest peaks getting over 2 feet. so kind of dicey if you're planning on traveling, raining early. it should turn over to snow. so looking at the worst day going tomorrow. saturday and sunday upper 40s to low to mid-50s with cloudy skies. reggie? police say they stopped a predator before he victimized another woman. detectives believe he plotted to kidnap and sexually assault more of his former co-workers. this is the suspect 37 year year matt caruso.

caruso is in the contra costa county jail being held without bail. a walnut creek woman says she was attacked with a stun gun walking to her car. she escaped with minor injuries after fighting back. a neighbor heard her screaming. >> i heard what i thought was geese migrating but it turned out to be my neighbor calling for help. >> this is extremely disturbing. someone who is stalking their prey to do some heinous activities to them. >> late they are day a maintenance worker found a box inside a dumpster that contained plans to kidnap and rape five other women. safer streets have been a focus of our commitment to building a better bay area. the better bikeways project is expanding. the city is now adding protected bike lanes on street parking will have to be removed. prep work should begin in early may.
