the reason for the decline. >> gas prices have been historically low. cost of housing is driving people out of area. people won't be driving out of city. >> it will use shuttle bands similar to these which riders can hail using a mobile phone app. they call it micro transit. the fare will be $2.25. the decline in ridership is not necessarily a bay area phenomenon. studies show it is happening across the country. to offset it, they will look at ridership routes with boosting service on more heavily needed routes. b.a.r.t. will be feeding peengs to its bus network. they are using public transit as competition increases.
