traffic bumping over expansion joints jarrin loose the concrete. the problem was first spotted at 12:22 today. you can see the right two lanes closed. traffic being allowed to move on the left lane. chp says there have been no injuries or dang to vehicles. the problem is that the 45 expansion joint. just seven expansion joins away from similar problems in february. in that instance, after concrete fell from expansion joiblt number 52 and danged a mercedes, the chp shut down all westbound traffic for much of the day. it was a cheaper type of concrete that was used so we're catching up on these repairs. caltrans began inspecting all the joints.

sausalito are open again. after a box truck crashed and caught fire. it happened about 8:30 just past the robin williams tunnel. this shows the flame after the good will truck slid off the highway. one person was taken to the hospital. after the crash was cleared, caltrans crews were there for several more hours, repairing a broken grail. turning to our weather. let's take a look. you can still see some clouds out there. we got a break for now. it might be a rainout today but mother nature must be a baseball fan. we have another light storm coming in overnight. it ranks one on the storm impact scale. for tomorrow, mainly early in the morning. we expect light showers.

there's only one home opener for bruce bochy so folks are taking it very seriously and to heart. abc7 news. >> no question. thank you very much. now we go to the north bay where a massive apartment fire last night had people jumping off balconies and car ports to escape the flames and smoke. >> 140 residents were displaced and half were given the okay to return hole. leslie brimpgley is live outside the apartments with the very latest on this. >> dan, fire investigators said they believed that the fire started in a living room entertainment center. up here on the second floor. and there's some trees there when mom and dad shimmy down the trees to escape, handing the toddler son to residents below. and it was terror here, really last night. just blocks away. you can understand from the coffee park neighborhood that was leveled in the 2017 santa

no one went to the hospital. 140 residents were evacuated and came back today to find pets and pick up medicine and belongings. inspectors deemed one building safe to occupy as power was restored by mid afternoon. >> we have a significant amount of damage. the focus becomes which parts of the building are habitable and which parts are not. it is an old building, densely inhabited and no sprinklers. it was a miracle that there were no serious injuries or fatalities here in santa rosa. back to you. >> you mentioned 70 people are displaced. what are they doing now? >> well, last night, i was told about 22 people showed up at a

red cross shelter that was set up. but nearly everyone .to today have family or friends in the area. they're sleeping on couches. as you can imagine, everybody is shaken up. it was about 17, 18 months ago. so it was a very harrowing night. but everybody is calming down now that they know everybody made it through. >> that's all that matters in the end. thank you. a 72-year-old san jose man assaulted during a carjacking in his own driveway is sharing video of the aftermath of the attack. the surveillance video shows hector estrada, as you can see, falling on his lawn in front of his coldwater drive home and then slumping on all fours before getting up again. a grown-year-old boy was accused of attacking him. the grand father of six said he

as part of our efforts to build a better bay area, we've been digging into ride share realities. >> it has create advantages. >> we look at the issues we've tackled this week. we started with a commuter challenge. ride share versus taxi. we women to the marin side of the golden gate bridge. in the evening. at ai won on price, taxi won won price and speed. >> one man who drives for uber and lyft said he's lucky if he makes $700 after gas and expenses. that's working 50 hours a week. what about your safety when you're with an uber or lift driver? a san francisco law firm working dozens of ride share assault cases said companies need to do a better job of checking out

applicants. uber said the back ground checks has launched new safety features. as for cab drivers, they are fingerprinted and drug tested. and how about the car itself? uber and lyft require just the state's 19-point minimum inspection. taxis must pass a detailed inspection of nearly 100 points. we spent the day with a. at ai driver. >> is this a war. >>? yes. >> core dhae has been driving his cab for 13 years. emuber and lyft drivers should have to follow the same set of rules. ride share companies are regulated by the state. theyable and the state to allow more local regulation. they estimate more than drivers are on the streets during the evening commute. they want to introduce a ballot measure that would create a per

ri ride tax. muni says it is working to develop a transit plan including a possible offside parking lot for ride share drivers to stage in during games. some have been di earth to the garages. they say in a few months traffic has been reduced by more than 20%. >> all right. our guest has been informing the ride share phenomenon for years. great to have sam with us. sam, as always, nice to see you. >> you've been covering this for a long time. one of the big issues that you're seeing in the modern era. two big issues. on the driver's side, they're not making enough money. this is a complaint going on through the years. uber is lowering the fares and sometime they're not even making minimum wage. on the company side, they don't have a clear path to profit.

the stock price plumplgd because they're saying -- they've been losing money from the beginning of the now they've run out of room to squeeze drivers. and they're still not turning a profit. people love these because they're so cheap. when they can no longer subsidize, they have on raise the rates, then people might say this isn't so great. >> did they grow too fast in. >> yeah. when it is done, they're going to have to raise the rates to make a profit. there might be other data. they've been having them drive around. they have best transportation data than anyone. they might be able to use that to make a profit. it is not cheer. >> one of the ways it didn't go as they wanted, they would have

to continue to subsidize rates. >> on top of that, these companies are built on a really shaky labor model. there is a battle that is waeging all over. whether these are contractors or employees. >> what are they? >> well, it depends who you the supreme court says if someone is doing something essential to your business, core to your business, then there is a good chance that they're an employee. the driver is saying, hey, we're driving around. that's what you do. no, we're a technology platform. we tect drivers but it is not our core business. >> some of the ideas like that they're contractors. they can do what they want. others would rather be belowees?

i've talk to a lot of them. the idea that it has to come with that model. >> and as we discovered, this may like driving when they want and where they want. but if you don't drive a lot of hours, you don't make any money at all. >> one driver said i can drive when i want, that's fine but i have to drive 60 hours a week to make rent. >> what's the tipping point? >> toughquestion. i don't see it getting better for drivers without some kind of regulation. these companies won't give drivers more money if they don't have to. from the company's point of view, yeah, they'll raise rates and see how customers react. they might say, we went away from the taxi model where there was some oversight and control to get this free market model. if it tops giving low rates, maybe we want some control back.

not. the government accountability office found a 48% of american households over the age of 55 have no retirement savings like a 401(k) plan.an.an.an.an.an.an. the average saving amount for those between 55 years old is $100,000. the situation was actually better than it was a few years ago when the same report found that 52% of americans have no retirement savings. yikes! a new study finds healthy, moderate drinking may be a myth. the study found having one to two drinks a day increases the risk of having a stroke by nearly 15%. when the number rose to four drinks a day, the risk grew to 35%. researchers defined one drink as a bottle of beer, one small glass of wine or a single measure of spirits.

>> reporter: as you go see, traffic is now flowing on the richmond eastbound. this was not the case earlier. the falling concrete was reported west of the mid side of the bridge. lanes three and four were closed for emergency road work. according to chp, the bridge inspectors arrived around 2:30 p.m. maybe about ten minutes after that. the bridge was reopenedful let's keep in mind this is not the first time falling concrete shut down the lanes of the bridge. back in february, a massive piece of concrete fell on the same brink and fell on top of a car we actually interviewed that driver and he told us all about the horrible experience that he faced when he saw this concrete fall on top of his car. many questions are still unanswered. there are
