do good. >> breaking news. congressman eric swalwell, who represents much of the east bay is running for president. he made that announcement today with this video. apparently, trying to set himself apart from president trump. the slogan, go big, be bold and do good. swalwell's next event in the bay area is this weekend. he'll be in dublin on sunday for so-called catch up with eric swalwell, where he says he'll talk about his vision for the east bay and america. swalwell is the 18th democrat to join the crowded primary field. the crowded field now includes california senator kamala harris. you can find a complete list of candidates on our website, abc7news.com. and we're also on breaking news in east oakland. three people shot just over an hour ago on e street near 98 avenue. sky 7 was overthe scene at an auto repair business as police investigated. no word on how bad the victims were hurt or if there is an ongoing search for the shooter. this is the sixth shooting in

oakland in the last few days. one man was killed on east davis street around 7:30 this morning, the 23rd homicide of the year. yesterday morning two men were killed at 18th and international. now to car break-ins in san francisco. a recent report did find they were down 21% in february, with the exception of one spot, go golden gate park. one reason they're particularly frustrating is there are so few arrests. but police did nab one suspected burglar. dion lim is live along the embarcadero to explain how and why. dion? >> dan and kristen, teslas are known for being very technologically advanced, and it is because of the latest sftware update that allowed one tesla owner to see who broke into his car, clear as day. >> purpose jumps out of the car, kind of sneaks around, uses what appears to be a little breaking tool to satter the window. >> this is the video. jed franklin watched in

disbelief showing a white sedan drive up to his tesla parked along the embarcadero. a man gets out and breaks. in. >> i was upset to see the car get broken. on the other side, i was oh, my gosh, i can't believe this is actually recorded. >> all because of a feature on his car. >> i got a message on my phone that said century alert was triggered. >> century mode is a software update available for model s and other models built after august of 2017 where even the slightest bump triggers the car's cameras to start recording from multiple angles. >> the car is just amazing. >> having captured the star katrinaer in stunning detail but the getaway car's license plate number, jed handed the video over to san francisco police, which was key for their investigation. >> it is rare, but it's something we're seeing more and more of. there are surveillance cameras all over the plates now. it's a really effective crime fighting tool for us. >> so effective, the suspect, 21-year-old jeremiah jefferson

helpless. it was awful. i felt dish we felt like we couldn't do anything for him because he was literally yelling for his life. >> the victim, 30-year-old gil galong had been in his backyard early this morning when a rottweiler from the house behind attacked him. his father showed us the scene. where was the dog? did he come over the fence? >> there, the hole. >> there was a hole in the fence? >> big dog. >> here is a closer look at the hole in the fence. patricia ochoa heard the screams first. she describes the attack as being brutal, as gil avellino begged if her for a knife. >> i think the dog had already broken one of his arms, and one arm was in his mouth. yeah, it was very graphic. >> no one knows what prompted this attack. the rottweiler's owner did not answer his front door today. neighbors say the dog barkeda lot, but they'd never seen him turn aggressive.

>> he was playful and friendly. so something happened to him, i don't know. that's why i get surprised. >> an ambulance took gil galong to san francisco general hospital. this afternoon his parents described him as being in critical condition with injuries to his arms and hand. they're waiting for a long-term prognosis, and the neighbors just feeling that they did what they could. >> i wish we could have did more. >> in daly city, wayne freedman, abc7 news. the east bay, a 73-year-old man was killed in a house fire near 16th and linden streets in oakland. when firefighters got to the scene that. >> saw flames shooting out a window on the second floor. the victim was later found dead in an upstairs room. five other people were able to get out safely. the red cross is now helping them. no word on how this fire started. a bart train hit and killed a person on the tracks at the el cerrito del norte station before 7:30 this morning. abc7 news was at the el cerrito

del norte station as the investigation into the death closed both the el cerrito and richmond stations. ac transit buses provided transit for passengers during the shutdown. you nay notice more bart police on the next ride. the agency announced today it is extending the work hours of police officers and fare inspectors. mandatory overtime is part of a pilot strategy to make the transit system safer. bart also says its general manager wants to add 19 new police officer positions. in addition, bart says it is retrofitting fare gates with raised railings and alarm swing gates and expects to upgrade seven more by july to help stop fare evaders. in the north bay, a 4-year-old boy was picked up by sheriff's deputies in santa rosa after he was found wandering the streets. a man called the sheriff's office about 3:00 a.m. when he saw the by at the avenue car wash on santa rosa avenue. about the two and a half hours later, his mother report herd son missing. the boy was staying with his

uncle and cousins and woke up to discover his mother wasn't there, so he went looking for her. mother and son have since been reunited. now to the uber driver arrested for allegedly returning to the house where he picked up passengers to drop off at sfo. police say the security alarm scared him off, so he went to a nearby house and broke in. >> abc7 news reporter anser hassan is live with reaction from the couple who were robbed. unbelievable. >> dan and kristen, the young couple say they were horrified to learn that the uber driver came back to the neighborhood, thinking that no one would be home. they say he spent four hours ransacking their house. police say surveillance footage helped them lead to an arrest. >> store apart the whole house. tossed everything, all the drawers were open, every piece of furniture moved. he opened my safe. >> scott and shanna don't want to show their faces, but do want the share this video of a man who broke into their house. police say the man is jackie gordon wilson, an uber driver. >> they're from my grandmother

and go all the way back to the holocaust. so if that's lost to him, that's just something to pawn off. and to me that's a memory of my grandmother. >> according to san mateo police, last thursday, wilson allegedly went back to the house where he picked up a couple he had just dropped off at sfo. they had been staying at an airbnb rental on rand street. police say a security alarm skilled wilson off, and he eventually ended up a few blocks away at scott and shanna's way on nash drive. >> that helped them connect the dots. there are other neighbors in that community that had the same suspect in their video. >> when scott got home, he shared his ring surveillance footage as well. it shows an intruder filled with stolen bags filled with scott and shanna's valuables. the owner of the airbnb identified the owner as wilson. >> he immediately contacted his tenants who just left within the hour. do you know this guy? they said yeah, that's our uber driver. >> police say they used information from the uber app to

in the south bay, the need for housing, for students and for faculty is part of a new strategic plan unveiled today at san jose state. >> listen to this. it's estimated that 13% of the students there are homeless. that's the highest of the csu campuses. >> the highest incidents have been reported. you can see they are clustered mostly around urban areas. >> abc7 news reporter david louie has more on what's happening at san jose state. >> they sat front and center, just three rows from president mary papazian who is revealing a new ten-year strategic plan for san jose state. >> what do we want? >> housing! >> the student homeless alliance has been pressuring the university to help students who have no place to sleep at night.

the strategic plan focuses on new buildings and enhancing the academic program. we asked where the student homeless problem ranks? >> clearly this is right up there with the addressing the well-being of students. they can't get a good education if they're stressed thinking about where they're going to be every night. >> a top third of your set of priorities? students are the top, and that's part of student. right up there. >> that wasn't enough for the student homeless alliance. >> for them not to be saying it'sgoing to be in the top five or top two priorities is really disappointing. if they don't have a place to sleep, if they don't have place to eat. how are they expected to succeed? that's just the basics. it's our right to have all this as students. >> president papazian she she is reaching out to the community to try to come up with short-term solutions. one of them is this parking lot right here. san jose is in the process of allowing people living in their cars to park overnight at the roosevelt community center. >> we already have offered up the opportunity for san jose state to be able to have some priority spot there's in that location, considering it is so

close to the school. >> however, critic says other california state university campuses have moved faster to come up with dorm rooms to house homeless students, which are falling behind on basic needs, the basic needs program. a lot of other campuses, as soon as they saw the study, they started implementing short-term solution. >> san jose state will soon open a food pantry for students who are going hungry. in san jose, david louie, abc7 news. homelessness and how it impacts different populations like student once of the things we at abc7 have been focusing on as part of our efforts to build a better bay area. some assembly members, including san francisco's david chu have introduced a bill for community colleges to issue emergency financial aid. >> it's typically one financial emergency that can end up spiraling a student out of their education, whether it be their car breaks down, they lose a jock, they get evicted from their home. >> each community college would get up to $25,000 to give small

grants to students. supporters of the bill say it will keep students in class and not having to pick up extra work to make ends meet. lawmakers are also considering a few other solutions to help students. after a protest by students at sacramento state, lawmakers are looking at reducing campus parking fees and are working on a bill that would allow homeless students to sleep in their cars overnight at community colleges. it was pitched by palo alto assemblyman mark berman. we also want to hear your ideas for building a better bay area. you can share them by joining our better bay area group on facebook. meanwhile, a bus that often has homeless riders in silicon valley is safe at least for now. route 22 is dubbed hotel 22. it guess from palo alto to east san jose. it had been recommended for elimination, but advocates oppose closing the county's only 24-hour transit option. transportation officials changed their minds and recommended saving it. a final vote will come next month. we'll let you know. voters in alameda will

decide tomorrow on plan to develop housing for homeless and for seniors. the two duelling ballot measures for the alameda naval station and near a popular beach. measure a allows for a $40 million wellness center that includes 90 units of assisted senior housing, and a 50-bed medical rehabilitation center for homeless people. measure b would declare the land open space and block development. alameda police are trying to identify an american who yanked down an american flag that honors law enforcement officers. the woman jumps up and pulls down the thin blue line flag and then throwing it aside. it happened on march 29th outside the re/max real estate office and santa clara avenue. the owner, joe loparo put the flag up in january and feels the he has a message for the woman who ripped it down. >> respect people's property and

respect everybody. it's right below the camera. >> today the mother of a police officer who had heard about what happened dropped off a replacement. he plans to put it up this evening. the suspect could face misdemeanor vandalism charges. measles cases across the nation are on pace to reach a record high this year. the centers for disease control and prevention says 465 cases have been reported so far. that is already the most since 2014, with 667 cases the entire year. california is also dealing with a measles outbreak. the cdc says the anti-vaccination movement is fueling it. several schools in the north bay make the top ten list for the most unvaccinated children. the press democrat reports sebastian independent charter school is number one in the state with 58% of its kindergarten students exempted from shots. also in sebastian, sunridge charter school has the third highest amount with 51%.

fourth is live oak charter school in petaluma, 43%, and santa rosa's summerfield waldorf and farm is ninth on the list with 39% of kids unvaccinated. a new study highlights the risk of not seeing a doctor in person. researchers at the university of pittsburgh looked at more than 340,000 medical visits between 2015 and 2016. they say sick kids who are seen through telemedicine visits are more likely to be prescribed antibiotics than kids who actually go to a doctor's office or clinic. many prescriptions issued via telemedicine did not follow medical guidelines. the study is published in the journal pediatrics. let's turn our attention to the weather. a lot of fog in san francisco and other spots it's still hanging out there right now. >> it looks like the rain is not far behind, even though we started pretty warm in san jose. abc7 news reporter david louie tweeted out 80 degrees at -- not 100. what am i saying?

that would be way too hot. it was 1:58 p.m. >> let's go to sandhya patel on whether the south bay will see any more sun. >> not today, all right. dan and kristen, let me show you live doppler 7. the clouds are increasing. we are starting to see spotty showers. we're going get you down to street level. winsor 101 across highway road, it is getting wet. light showers there. very spotty light returns across other parts of the bay area, american canyon, a few light drops. also heading out across the cordelia junction. and as we look around other parts of the bay area, from san francisco, down the peninsula, into south city pacifica, linda mar boulevard, it's a little wet. also around montero. it's a weak cold front. most of the energy in the far northern end of california. we're getting the tail end, and it's just enough to squeeze out

the moisture that some of you are seeing out there right now. it is not going to be a widespread event, but we will continue to see showers. as the system pushes through behind it, we'll see the winds picking up. let's take a look. tomorrow morning 5:00 a.m., you're going to see winds just over 23 miles per hour in some of the spots. the winds will continue to increase close to 30-miles-per-hour gusts in santa rosa, as we head towards the afternoon, evening, and the winds will continue. spring is usually a breezy gusty time of year, and we're going to experience it the next few days. here is a live picture from our kgo roof camera. yes we have the fog out there. look at the roadways. they're slippery, as we are starting to see some light showers. visibility is low. petaluma, napa, half moon bay down to two miles. santa rosa, five miles. drive carefully if you have to head out. look at the view from the south beach camera. we're seeing the rain drops on the lens. upper 50s in san francisco. but take a look at mountain view, san jose, morgan hill. you're all in the low 70s. sfo is reporting arrival delays because of this.

it's pretty murky you will notice. close to an hour there. if you're picking somebody up, keep that in mind. petaluma, quite a variety there. concord, 70 degrees. some of the inland spots have been up into the mid-70s today, and a live look from our emeryville camera. the sun starting to show through. spottily light showers. breezy the next few days, and there is a chance of showers early the next week. current system is a 1 on the storm impact. tonight look for the scattered light showers. less than a tenth of an inch, and it is turning breezy in spots. hour-by-hour, 6:00 tonight, a few raindrops. 8:30 that cold front starts to come through. 10:00 p.m., it will pass through the bay area as we head into the wee hours of the morning. behind the front, we're going to see the winds pick up. 5:00 a.m. a few blips of green. an a little drizzle conditioned be ruled out. the winds will continue the clear out our skies as we head into late morning, early afternoon. tomorrow morning, 40s, 50s. breezy with some slippery spots. so watch out for that. and also look out for some fog in some spots.
