>> reporter: good morning. pg&e customers would experience the worst rate hikes, according to this new report. the chronicle is saying their wills could increase by 50% in just one year and that this could also negatively impact the state's clean energy initiatives as well. this was all revealed in a new memo released yesterday by steven weismann, of uc berkeley's goldman school of public policy. it was at the request of the newsom administration according to the chronicle. weismann says the sharp spike in rates could hold the state back from getting more electric cars on road and phasing out natural gas use in buildings. this would dramatically impact california's push to reduce its greenhouse gases. down the line, weismann believes these rates could force businesses to leave the state and mentioned silicon valley and their energy needs as well. the chronicle also included reports from peej where the

company said it is committed to supporting demurs in service areas impacted by recent disasters. the governor's office is expected to roll out a plan tomorrow to address the risk of wildfires that are increasing in our area and also climate change. it is what they are calling the new normal. reporting live in san jose, jovena fordson abc7 news. on the peninsula, police ar away with $12,000 worth the snash and grab apd at the ape store on university avenue in palo altoaround 1:00 last year. the thieves shattered the front door. a person walking by alerted police. computers are still missing, two were found on the sidewalk. it is not the first time burglars targeted the store. in 2017 cleaves drove an suv through the front of the store. up to ten people stole large number of ims the. police made several arrests.

two students at becomely high are accused of trying to rig a school election. here's how it worked. rank choice ballots were cast electronically. school officials say two candidates for asb president and vice president logged themselves into their class meats' email accounts to cast ballots in their favor. they were able to do it because most of the accounts used a default password almost every single student knows. student activities director john villavicencio noticed something was weird when the candidates suddenly surged in the count last month. >> if i were a student and i wanted to go vote and this vote number placed already it would say your vote has already been casted. we were getting emails like that so we me something fishy was going on. >> both students were disqualified from the election but the incident created questions about cyber security within the school district. solving the homeless crisis.

amy holly field is live in san francisco outside of the center. amy. >> reporter: yeah, reggie, they are still working on fixing this building. they say it could be fixed by june 1st. but that doesn't mean it would reopen right away. officials gave reporters a tour of the sales force transit building and the work being done they showed the 16 plates that have arrived. thisser going to put those into place to secure the building. they say even though they could finish the work by june, it would still need inspections and approval for reopening. it has been closed since august because of cracked beams found in the new building. commuters tell us this morning they would like to know what is going on. >> that's a lot of money being spent. i would like to know what's going on. taxpayers pay for this. let's see what is happening. >> reporter: while people wait for this work to be done, they

inside staples center for this event. it starts at 10:00 a.m. security is expected to be very, very tight for this. nip down at his clothing store. a man is in custody. because of that, they are concerned about security. anybody going in staples center today is going to have to go through metal detectors. the l.a.p.d. has beefed up patrols in the area in case something occurs. stap elts center is discouraging people from gatheringly. they don't want any crowds outside the center. if you don't have a ticket they don't want you down here. there will be a procession after the event and people can gather there to pay respects to nipsy hustle. it is expected to be a big crowd and an intense day for authorities as they keep an eye on the crowd as well.
