yeah. >> plus is coming. >> a lot of excitement right here in the building because we're going to hear from the disney folks later in the show. we have a lot more a lot of news to get to starting with the big headline out of washington. a big revelation on the border battle. the trump white house pushed for detained immigrants to the streets of sanctuary cities like san francisco. immigration officials are calling it illegal and unwise. our chief white house correspondent jonathan karl has the story. good morning, jon. >> reporter: good morning, george. it sounds too outlandish to be true but the white house is confirming there was consideration given here to a plan to take undocumented immigrants across the border illegally and move them to the streets of cities governed by democrats opposed to the president's immigration policies. the plan reported first by "the washington post" and confirmed by abc news would have transported the migrants to so-called sanctuary cities where local leaders have a policy of not cooperating with federal immigration officials. the idea was first raised in

november shortly after the midterm elections when the president was raising alarms about caravans of undocumented immigrants coming from central america to seek asylum in the united states. >> the democrats want open borders and they want these people coming in. many of those people are criminals, okay? >> reporter: the plan, which would have moved migrants to districts represented by political foes of the president including nancy pelosi was reported to congress by whistleblowers within the department of homeland security according to "the washington post." "the post" reports the white house asked the department of homeland security to review the idea in an email that added, there is not a white house decision on this. in a statement released just after the story broke, the white house said, this was just a suggestion. it was floated and rejected which ended any further discussion. but the white house asked dhs again to explore the idea in february in the midst of the lis over funding for the border wall.

overnight, speaker of the house nancy pelosi's spokeswoman said in a statement the extent of this administration's cynicism and cruelty cannot be overstated, using human beings, including little children, as pawns in their warped game to perpetuate fear and demonize immigrants is despicable and in some cases criminal. a senior department of homeland security official tells abc news that the president himself raised this idea directly with then-secretary of dhs kirstjen nielsen. nielsen asked the legal team at the department of homeland security to review the idea. they flatly rejected it, cecilia, saying it is simply illegal. >> a lot of tough questions for the white house later today. jon karl, thank you. we turn now to the latest on wikileaks founder julian assange in custody right now in england. and this morning he is battling extradition to the u.s. where he's charged with hacking u.s. military and diplomatic secrets. abc's david wright joins us now from london.

david, you're hearing more about the questions so many have been asking, why now? >> reporter: that's right, cecilia. we're learning today that the effort to remove assange from this embassy has been in the works for some time. but sources tell abc news that assange himself learned just yesterday morning that they were throwing him out. even as british police were already here ready to drag him out. and we're told that as they did drag him out, he yelled out saying that they're just pawns of the u.s. government. julian assange defiantly threw his supporters the thumbs up as the british police van arrived at the courthouse for what's likely to be the first of many hearings. this, on the heels of that very public arrest in london thursday. a friend of assange, pamela anderson, tweeted, he looks very bad. to his defenders, assange is a

radical whistleblower for the duj tall auj. >> this is a dark day for journalism. >> this sets a dangerous precedent for all media organizations and journalists. >> reporter: but in court, the judge took a different view, calling assange a narcissist who cannot get beyond his own selfish interests. u.s. authorities have wanted to arrest him for nearly a decade, ever since wikileaks first published a trove of stolen military secrets including this video of u.s. forces killing iraqi civilians by mistake. u.s. officials say assange helped chelsea manning, a former soldier, crack password-protected files on a classified government computer, a charge that carries a five-year prison sentence. the indictment does not mention wikileaks' more recent role during the 2016 election disseminating democratic emails stolen by russian hackers. during the campaign candidate trump said he was a fan. >> this just came out. wikileaks, i love wikileaks. this wikileaks stuff is unbelievable. this wikileaks is like a treasure trove. >> reporter: now, not so much.

>> mr. president, do you still love wikileaks? >> i know nothing about wikileaks. >> reporter: assange is scheduled for his next court appearance may 2nd. that will be his first opportunity to address the extradition request. cecelia? >> all right, david wright, thank you. joining us now, our chief legal analyst dan abrams. let's do a deep dive. this is the debate, is assange a journalist or is assange a thief? the u.s. government has to walk a very fine line here. >> the indictment walks a fine line here. the indictment tries to ensure we don't have to answer that question right now because the indictment does not accuse him of publishing. the crime is not the publishing of the information. he wasn't charged under the espionage act for example. what he was charged with is for assisting chelsea manning in trying to crack a pass word. and trying to help her get access to information she wouldn't have had access to in her role at that time.

and from the government's perspective that has nothing to do with journalism. it has to do with trying to hack into a server you didn't have access to. and that's a crime. >> one thing that surprised a lot of people about this indictment is that it didn't mention wikileaks' involvement in the 2016 election. the publication of those russian hacked emails of top democrats. why not? >> because as of right now we don't know that there's any evidence that assange worked with the russians to hack. remember, what we're talking about in the manning case is actually working with manning to help hack. there's no evidence right now that we have with regard to assange and that with the russians. >> but there may be more coming from the government. >> there could be more coming. this could be the first step. >> okay. >> dan abrams, thanks. now to the deadly spring blizzard that's pounding the midwest. snow is still coming down this morning. there's more than two feet of snow in some areas and whiteout conditions as well that are wreaking havoc on roads. abc's alex perez is in st. cloud, minnesota with the latest. good morning, alex.

>> reporter: hey, good morning, michael. for a lot of people, it's day three of blizzard-like conditions and heavy snow. i want you the take a look at this from a different angle. you can see the snow mounds are growing. and crews are working around the clock to keep up. this morning, the blizzard pummeling the midwest, wreaking havoc across six states, turning deadly. in st. cloud, minnesota, an overturned car, tractor-trailers facing the wrong way, highways nearly invisible to drive in. listen as roaring winds and chunks of hail pound windows. wind gusts knocking down light posts. and even this trooper directing traffic around this jack-knifed semi. overnight over 200 miles of i-29 shut down from the canadian border down to south dakota due to no visibility and hazardous driving conditions. earlier on the interstate semitrucks sliding into ditches and this truck submerged in water. near fargo, this tractor-trailer carrying at least six cars

,jussie what about an apology? >> reporter: after being largely out of the public eye, "empire" star jussie smollett appeared this week vacationing in hawaii, a world away in chicago, the city formally filing a civil complaint against smollett after his refusal to reimburse the city for what it says are more than $130,000 in police overtime costs accrued. the city says dozens of officers and detectives spent weeks investigating what they call false claims about that alleged attack. >> i don't know if y'all been reading the blogs and all that foolishness but it's kind of been a tough week. >> reporter: the filings also alleging a specific timeline of the january 29th incident, claiming that smollett planned it with brothers abel and ola osundairo only four days prior. the documents also claim smollett was in direct contact with the brothers about an hour before the attack that night and the following morning.

the latest on the college admissions scandal. the harvard grad at the center of the scheme is set to plead guilty this afternoon for his role in faking standardized test scores for wealthy students, including felicity huffman's daughter. linsey davis is here with the details. good morning, linsey. >> reporter: good morning, george. he is the 36-year-old test-taking genius who reportedly raked in $230,000 for changing test answers for college-bound students. mark riddell has apologized for his involvement in this massive college admissions scheme and today plans to enter guilty pleas on two counts for what he has called needless actions. he was once touted for his tutoring prowess and skills on the harvard tennis team. this morning mark riddell is gearing up for a match at a much different court, federal court, as he plans to plead guilty to mail fraud and money laundering charges for his involvement as the go-to standardized test-taker in the varsity blues scandal. according to prosecutors, riddell worked for this man, singer, the alleged mastermind

behind the multimillion-dollar college cheating scheme. >> getting into the right college will set the trajectory for the rest of your son or daughter's life. don't leave it to chance. >> reporter: authorities claim singer paid riddell about $10,000 a pop to either take college entrance exams for his clients' children or correct their answers afterward. >> he was just a really smart guy. he did not have inside information about the correct answers. he was just smart enough to get a near perfect score on demand. >> reporter: court documents point to actress felicity huffman as just one of the parents who used riddell's services. riddell allegedly flying from his home in tampa to los angeles to proctor the s.a.t. for huffman's oldest daughter sophia in 2017, ultimately raising her score to a 1420, about a 400-point increase from her psat exam. huffman, who is now pleading guilty, says her daughter knew absolutely nothing about her actions. prosecutors say last july author jane buckingham claimed her son was too sick to travel to take

his a.c.t. riddell flew to houston to take the test on his behalf. buckingham even providing riddell this handwriting sample from her son and requesting a sample test to have her son take at home so that he would believe he had taken the test. riddell achieved a score of 35 out of 36. buckingham has also pleaded guilty. prior to his arrest, riddell was an alum and director of the college entrance exam preparation at the prestigious img academy in florida. riddell saying in a statement, i'm profoundly sorry for the damage i've done and grief i have caused those as a result of my needless actions. but denying any bribery. saying, i absolutely never bribed anyone. riddell was terminated from img academy. they say none of its students or parents were involved in the scheme. he could face as many as 20 years behind bars and a quarter of a million dollar fine but prosecutors are recommending a punishment at the lower end of the guidelines.

your car, and the answer might surprise you. abc's chief national correspondent matt gutman joins us from los angeles. good morning, matt. >> reporter: hey, cecilia, good morning. with climate change making severe weather and downed trees so much more common, our experts tell us you're going to see a lot more of these, downed power lines. 110 volts can kill someone. and these can typically carry 13,000 votes. i learned it's not just the powerlines themselves that are energized by all of the ground around them. 24 power lines toppling in washington state just days ago, crushing this car and trapping a couple inside. incredibly they escaped with only minor injuries. sparks flying after a tree brought down this power line in new jersey last year. >> oh, my gosh. >> reporter: it landed right on

lauren feldman's car. >> i was terrified. my first instinct was to open my car door and to get out. >> reporter: doing that might have electrocuted her. miraculously a gas company worker happened to be in the area and told her to stay put. this is that technician and lauren says he saved her life. >> what might seem like nothing to him was really everything to my family. >> reporter: to learn how to escape a possible live wire, we head to the pse & g training center in edison, new jersey, where we set up all the ingredients for a worst case scenario. a crippled car, a downed power line obviously with the juice turned off, and for good measure, a simulated engine fire. there is smoke billowing up in this car. first a breakdown of the danger from safety expert joe wallace. you touch this, you're dead. >> yes. >> reporter: it's not just the wire that's charged. it's also the ground around it, up to 30 feet in every

direction, which is why experts say the number one rule when encountering a downed power line, stay in the car and call 911. would there be any time in which you want to just get out of the car? >> say the vehicle is on fire, then yes. >> reporter: if it comes to that, he says there's a right way and a very wrong way. my inclination would be to just get out of the car. you want to get away. touching the ground even with just one foot while still in contact with a potentially energized vehicle could cause electricity to flow from the car through my body, essentially turning me into a human jumper cable. now, the correct way. i can touch here, right? >> correct. >> reporter: the bunny hop, standing up and jumping clear of the car with your feet together. then the shuffle. >> short steps, as small as possible. >> small as possible. it may look silly but because

transported the migrants to so-called sanctuary cities where local leaders have a policy of not cooperating with federal immigration officials. the idea was first raised in november shortly after the midterm elections when the president was raising alarms about caravans of undocumented immigrants coming from central america to see asylum in the united states. >> the democrats want open borders and they want these people coming in. >> reporter: a plan which would have moved migrants to districts represented by political foes of the president, including nancy pelosi, was reported to congress by whistleblowers within the department of homeland security, according to "the washington post." "the post" reports the white house first asked the department of homeland security to review the idea in an email that added there is not a white house decision on this. in a statement released just after the story broke, the white house said this was just a suggestion that was floated and rejected, which ended any further discussion. but the white house asked dhs again to explore the idea in february in the midst of the government shutdown when the president was battling democrats over funding for the border wall.

a senior homeland security official tells abc news that the president himself raised this idea directly with then secretary of dhs kirstjen nielsen. nielsen asked a legal team at the department to review the idea. they came back and flatly rejected it, saying it would be illegal. meanwhile, speaker of the house nancy pelosi is out with a statement on this saying condemning the white house for considering ideas that she called, quote, despicable and in some cases criminal. george? >> i think we can expect a lot more details and congressional hearings. john carpal jon karl, thanks ths very much. we turn now to the latest on the new weather threat following that deadly spring blizzard. parts of the south now bracing for strong tornados this weekend. let's go back over to rob. >> this blizzard hitting the midwest hard. look at the winds taking this trooper that was directing traffic, the winds blowing him and sliding him across the ice. that hurts. banged up and bruised but no worse for the wear. meanwhile, snow melts so spring flooding on top of this blizzard.

[ applause ] we move on now to our "gma" cover story. harry and meghan breaking with royal tradition by keeping the birth of their baby under wraps. amy is here with the details. hey, amy. that's right, good morning, guys. harry and meghan saying they're not going to make any public birth announcement until they've, quote, had an opportunity to celebrate privately as a new family. that is a big change from will and kate and prince harry's own parents. >> reporter: this morning as prince harry continues to perform his royal duties, the excitement is mounting for the arrival of baby sussex. harry and meghan doing things their own way, keeping the plans around the arrival of their baby private, according to an official statement by buckingham palace. there was no such privacy for will and kate. the media circus famously camped outside the lindo wing for all three of their children.

they followed in the footsteps of princes william and harry's mother princess diana who said she felt like the whole country was in labor with her. >> when princess diana had william and harry and princess kate had george, these are children who are directly in the line of succession. so there is more expectation that milestones in their lives will be shared as public moments. >> reporter: it was harry's aunt, princess anne, who kicked off the tradition of having a post baby photo snapped on the steps of london's st. mary's hospital. but it was his mother, princess diana, who made that moment iconic, posing with william and later with harry. similarly, each time kate gave birth she stepped out glowing with motherly pride. >> every time kate came out she looked amazing but actually there were people who criticized her for that, who were saying that this created high expectations on new mothers. >> reporter: now we know that we won't be seeing meghan on those steps or outside any hospital. this couple has said they want some time to themselves as a

family before they share any images of their bundle of boy. >> they clearly don't want to be swayed by what has gone before, particularly when there is no actual official reason for them to be. >> and so we will see baby sussex when the parents are good and ready to share their joy and excitement with the rest of the world. in the meantime we'll all be wondering how he's doing and where she's going to have a baby, whether it's at home or in a hospital. well, we are all just going to have to wait and see. michael, i heard a big cheer when i was doing my reporting but i'm assuming it wasn't about my reporting. no? >> you can take that cheer for yourself if you like, amy, if it helps. but i think it was for our "gma" exclusive, because i am here with the newly retired nba superstar, dwyane wade. the opportunity to end my career with me carrying her. if you see pictures, we dressed alike. [ applause ] yeah, but, um, i'm just -- once again, i'm just so filled with so much gratitude. i'm filled with so much love and so much appreciation for the people who have supported me through this process. it hasn't been easy. everybody on tv gets to see the good part of you for the most part. they get to see all the other stuff, and they've loved me through it all and i'm thankful for them. >> you talk about all the people that supported you but you support so many other people. what you did on the court was outstanding but what you've done off the court is even more outstanding. more than just an athlete, more than just a basketball player. budweiser put together a video and i watched it and i cried when i watched it. people thought i was joking until i sent it to them. we have a little clip of it so check this out. >> without you and your full tuition scholarship, none of this would have been possible. >> you're not wade the basketball player, the legend.

others because i remember being like that family. i remember being that kid that needed someone to come along and say the right words to me, to give me inspiration, to help feed my family, to help us have christmases and all these different things. for me to be in this position and my family to be in this position to give back to others is so special. i always go by the creed -- my coach always told me in college to much is given, much is required. my mom told me it's bigger than basketball and i live by that. allergy sufferers. more than 50 million americans battle allergies every year, me included. abc news stephanie ramos has a look at a new treatment that could help. >> reporter: 24-year-old steven is a lifelong allergy sufferer. >> i tried getting allergy shots as a kid but my body reacted too much. i wasn't able to continue that. >> open your mouth. >> reporter: steven is part of a rising number of patients finding relief with immunotherapy tablets, an alternative to the way doctors traditionally treat allergies with weekly or monthly shots. >> the shots have to be done in the doctor's office, whereas the tablets are safe enough that they can be done from home on a daily basis. >> reporter: a new survey from the american college of allergy, asthma and immunology shows that 73% of allergists now prescribe the tablets called sublingual immune no therapy or

to some of their patients. steven says he's already seeing an improvement with his allergies. >> i used to sneeze two or three times every morning when i wake up. that's pretty much gone away. >> dr. jennifer ashton joins us. good morning. >> good morning. >> i was surprised to read this. six leading cause of chronic illness in the u.s. is allergies. >> oh yeah. >> a lot of options out there to treat them. >> and this is the key, this is about 30 million americans. i talk about it in three steps. so one, the environment. when you come home, take your shoes off. if you have pets, stay away from them or make sure you're washing them because they're carrying pollen. and take a shower before you go to bed so that all that green pollen doesn't wind up on your pillow. the second thing, over the counter treatments, very effective. they can be nasal sprays, tablets. this is first line, you can go to your pharma there's a whole allergy section. the last thing, your immune system. you want to get ahead of this, cecilia, and this is where all the excitement and the focus is, is priming the immune system before you start to get symptoms. >> let's talk more about these
