check it out. 30-mile-an-hour wind gusts from mt. tam. south of the north bay and then 3:00, 4:00, 5:00, an afternoon, rainy and windy commute. you could see the cash paying folks have less of a delay. back to san jose, we still have an accident blocking one lane of traffic north of 101 starting to dissipate there so they're probably in the clearing phases and mid span benicia bridge. a car lost its wheel and it was driving on the rim having sparks flying. for now it is still blocking the left lane southbound 680 benicia bridge.

a fire tore through more than half a dozen businesses. >> reporting chris reyes joins us live from the scene with a look at the damage this morning. >> reporter: there are still several fire units on scene and cleanup is continuing. fire officials tell us that eight to ten businesses have been destroyed in this commercial building in novato. they expect to be here all morning. >> we started receiving calls from passersby. both also reported, smoke started to develop and they were able to get out safely. the damage businesses are now uninhabitable. the deputy fire chief believes the fire started somewhere in

the middle section. arson investigators have been called in. i'm chris reyes, abc 7 news. house speaker nancy pelosi is asking capital police to step up security for a minnesota congresswoman ihlan omar as she faces more death threats. this comes after president trump tweeted a video featuring omar. it is edited to show her being dismissive of the 9/11 terror attacks. the congresswoman accuses president trump of encouraging right-wing extremist violence. white house press secretary sarah sanders denies the accusation. east bay congressman eric swalwell is taking his campaign for the presidency to the battleground state of nevada today. swalwell will hold a town hall at unlv one day after officially launching his presidential bid in his hometown of dublin.

congressman swalwell kicked off his run. he graduated from the school 20 years ago. he told the crowd of about 1,500 people gun control will be his campaign's top priority. >> i'm the only candidate, the only candidate proposing we ban and buy back every single assault weapon in america. >> we really need the gun control. >> swalwell says he wants to make education accessible for all. just in time for tax day, presidential hopeful has released 15 years of tax returns. kamala harris said she and her husband made $1.9 million and a federal tax bill of about $700,000. she made around $157,000 as a senator and $320,000 as a writer. her husband brought in $1.5

million as a lawyer. president trump's re-election campaign has already raised $30 million since the start of the year. that is more than his top two democratic rivals combined. bernie sanders has raised $18.2 million. kamala harris $12 million. american airlines is joining southwest in granding max planes through at least mid-august. 115 flights per day through august 19th. there were two deadly plane crashes. american airlines previously planned to cancel max flights through early june. the extension means officials can plan better for peak travel season. just last week southwest announced it's grounding the planes through early august. we've learned there's a shortage of psychiatrists at zuckerberg san francisco general hospital. "the examiner" reporting student loan debt and the high cost of

lane blocked near downtown san jose and a little bit further north, a car blocking the left lane southbound mid span. hp is on scene trying to push it off on to the benicia side of things. >> sue, thank you. a potentially deadly situation avoided in the north bay, strong wind gusts knocked over a tree yesterday. it fell on a pickup truck and trailer along highway 116. four people were able to escape and the driver of the pickup truck got a few commercial crab season is being cut short by about three months to protect whales and other marine life from nets and fishing gear. they sued the state in 2017 after a spike in whale entanglements. state wildlife officials say

in the north bay the city of novato is holding off before

making a decision on banning plastic straws according to our media partner the marin i.j. city councilmembers are waiting to vote on the issue until they see how it goes for another marin county town first. they are testing a pilot program restricting single use plastics like straws, takeout containers and utensils. they want to learn before moving forward. tiburon and fairfax are also considering similar rules. depending on where you live in the bay area and the size of your family making half a million dollars a year may not actually be that much money. >> according to our media partner ""the mercury news"" they say the income of middle class families in the bay area varies from around $65,000 to more than $1 million. and that's what it takes to comfortably own a home, have medical care, and raise two children. richmond has the lowest threshold for upper class at around $122,000. in san ramone, pleasanton and

dublin upper class incomes start at roughly $276,000. in palo alto and cupertino households have to make at least $300,000. los altos has the highest at about $416,600. and keep in mind many middle class families are two income households. it is tax day but don't worry if you put off filing until the last minute. there are options. you can file an extension with form 4868 which will give you another six months but keep in mind an extension to file is not an extension to pay. if you owe taxes you will need to make an estimated payment to avoid penalties. the irs and home r&r block have online tools to help. file before okay 15th. those who owe can set up a payment plan with the irs. if you're feeling frazzled by today's tax deadline or maybe you need some relief from the

was. a long stretch back where we had an earlier accident northbound just north of 101. san jose plagued with a couple problems for your commute this morning. take a look at your drive times. it's a rough one out of tracy to dublin and still slow into concord. >> thank you, sue. new overnight a magnitude 4.2 earthquake has hit near healdsburg. it hit exactly at 4:54 this morning centered near the geysers. no reports of damage. if you felt the quake, let us know on twitter. >> a semitruck filled with toilet paper looted. this is the aftermath on 42nd avenue in observing. all of this started at 9:00 p.m. the crowd looted the truck and littered the street and then they set the semi on fire.

no one was hurt and no one arrested. an oakland city council m councilmember will meet with the loved ones. >> the street they were trying to cross when they were hit is dangerous. they are demanding something be done. jobina fortson live for us in the newsroom with the latest. >> reporter: the victims have been identified as 7-year-old angel garcia vasquez and his mother alma vasquez. the father says his wife, son and brother were crossing 26th street at foothill boulevard when they were hit a. surveillance camera caught the suspect leaving the black mercedes with a broken windshield and blood. oakland police say they have a possible suspect but have not made an arrest. the suspect is described as a black male around 6'2" and wearing a white t-shirt and gray hoodie saturday night during the

heartbreaking moments immediately following, the father explained he was on the scene running to all his family members in a panic. he recalls saying this to his wife. >> the mother of my kids and she is crying. >> reporter: vasquez leaves behind two other children, one is a 1-year-old girl. we have also learned 7-year-old angel was a beloved kindergartner at international community school in oakland. the principal of ics says the school community will be marching to the corner of 26 and foothill at 3:00 p.m. on thursday to demand a traffic light. reporting live, jobina fortson, abc 7 news. >> many thanks to you. p this morning the white houe says the controversial plan to bus detained immigrants to sanctuary cities like san francisco and oakland is still on the table. >> in fact, the white house says the plan isn't their first choice but the president has said he likes the idea.

has issued tornado watch warnings for parts of the east coast. all of this after a reported 18 twisters demolished parts of the south killing at least eight people and injuring dozens of others. nearly 200 from texas to south carolina. lightning strikes may be to blame for this school fire. no one was hurt. a tornado hit a rural part of ohio as the powerful storm moved northeast. good morning to you, waking up to cloudy to partly cloudy conditions. you notice the green on your screen. a few isolated showers up in the north bay. still, this cold front pretty far offshore. 51 in walnut creek. you won't need the rain gear this morning. everything is calm. we're looking at cool to mild numbers from the upper 40s to 50 degrees. isn't this gorgeous? yes, it's our exploratorium camera. we see the clouds out there,

your commute looks good as well as mass transit and the ferry. the afternoon will be a different story. let's time out the rain for you as we get through your morning. we're dry. by the afternoon it's raining in clover dale and sonoma county. by 3:30 we have moderate rain along the shoreline and some gusty wind. it's moving into the east bay. it will be the evening commute before it gets to the south bay and how much rain are we expecting? the first half about a tenth in the north bay. second half is when we add up to about a third of an inch. i know it's hard to believe. look at these numbers. no, it's not february. it's the middle of april. tonight the rain will be over and we're talking 70s by wednesday. 80s thursday. that's including san francisco in the 70s with the offshore flow. >> and then i hear the pollen -- >> that's the other thing.

electric bikes because of concerns from riders. there have been reports of the brakes being stronger on the front wheel. some will stay in service because the components are a little bit different. the company says it's working on developing a new bike that it will roll out soon. happening today we'll learn details after plan to ease congestion on the crooked part of san francisco's famed lombard street. >> a live look at the street now. steve is zigzagging down the street this morning. it's a beautiful view as the sun comes up. the assemblyman will have legislation to charge a fee to go down the street. it would establish a reservation city. lombard can handle about 220 cars an hour. neighbors say the street is overrun by tourists and has become a nightmare. past attempts to ease traffic on lombard have failed. >> i feel a little motion sickness watching this video.

people saw the fire and called 911. it took crews about an hour to get the flames under control. >> we have a fairly good idea what occupancy it started in. now it means sifting through the debris and trying to find the indicators that will point us where the fire started and what caused it. >> reporter: the deputy fire chief says businesses may have to relocate. the investigation is expected to last over the next few days to determine cause and damage costs. >> much appreciated, chris, thank you. this morning we are hearing from the parents of samantha josephson, the 20-year-old college student killed after getting into a car she believed was her uber ride. >> in an exclusive interview her parents say it's their mission to make ride hailing services
