b.a.r.t. station with the latest to the reaction to this ambassadors program idea. leslie? >> reporter: kpalktly. there are two very distinct camps on this idea of an ambassador program. there are those who really want to hire more b.a.r.t. officers to improve safety and then there are those who think of ambassadors as a less intimidating option. b.a.r.t. is now considered the bay area's homeless shelter, according to a daily commuter who wrote to abc 7 news, the homeless folks i've encountered are not physical and do not threaten violence. i see no point in scaring them with armed police. thus the idea for an ambassador program. the b.a.r.t. board president confirmed today they are actively drafting a proposal to launch a pilot program for so-called ambassadors. that is potentially training new hires who may have formerly dealt with homelessness and addiction and having the monitored trains as a supplement

to b.a.r.t. police to improve safety. isaiah wrote to abc 7 news an ambassador cannot detain a suspect who stabs passengers. put public safety first. carol wrote i would not want ambassadors if they were excons. it's getting scarier for me as a commuter. >> i oppose the ambassador program at this time. my fellow directors have great big hearts and they love humanity, but it is not the right thing for b.a.r.t. right now. i want professionally trained police personnel. >> right now i'm on the fence as far as the ambassador program is concerned. >> reporter: this b.a.r.t. director says it's complex. >> if they find themselves in harms way have they been trained and will they be able to extriicate themselvesgerous situations? and if not, then does that put the public at more risk? >> reporter: a majority of b.a.r.t. directors seem to lean

bay area on facebook. kate larson smoke with marine mammal experts about this. she's live tonight. >> reporter: actually just learned of a third dead gray whale here in the bay area. it is hard to spot, but then there's also one on the coast in pacifica and take a look, there is a third dead gray whale in richmond right now. sky 7 spotted the whale in richmond today. researchers at the marine mammal center looked at our video and say the whale is very decomposed and bloated. they say the whale was floating around angel island for a few days over the weekend before it watched up in richmond today. over in pacifica along the coast sky 7 just shot this video of another gray whale which researchers were able to anchor in the water near the rocks.

right now gray whales are migrating up to alaska. biologists up and down the coasts are seeing a lot of skinny whales this season. >> three or four whales we've necropsied have actually died of malnutrition. so whether it's the ocean's warming, not enough food source material, something along those lines. >> reporter: now, two weeks ago this gray whale washed ashore in rodayo. researchers at the marine center say they are seeing more dead gray whales this year in the bay area. they have not actually in any of the whales they've necropsied seen the large amounts of plastic that we've seen pop up in other whales that we've seen pop up onshores throughout the world. but they are doing more research to try to figure out what exactly is causing these whale deaths. >> all right, kate. thank you so much.

through sundays, holidays and by appointment. but the manager worries visitors might not want to come here anymore after a herbicide was sprayed. >> it was devastation and i almost quite frankly passed out with horror. >> reporter: her initial concern someone had sprayed the weeds with a controversial weedkiller. someone should have communicated with hayes before any herbicide was sprayed. >> there was very little to no communications with the folks tat the preserve. >> reporter: the spraying was part of the city's annual spring weed abatement project to reduce fire hazards and ensure access routes and driveways are cleared of combustible vegetation. the city is now suspending its spray program and considering other options. >> can we get out there with weed whackers, with goats? can we get volunteers together to help with brush clearance? >> reporter: the vallejo

there are challenges, though. here's a view from sky 7 and the surface streets surrounding the arena. there'll only be some 900 parking spots at arena lots. given that, mta board members are trying to figure out how best to control traffic at the chase center. the key, says its spokesman paul rose -- >> wherever you are in san francisco if you're planning to get to chase center we recommend you take muny. >> reporter: they're going to add more service on game days and also more bus routes going to and from the arena. most important of all, this will be a no-no. no more parking around the chase center. there will be 26 parking officers to make sure of that. >> private vehicles and taxis can load and unload in the area so we aren't disrupting the neighborhood with people circling and looking for parking. >> reporter: this center will also be upgraded to allow four two-car trains to load its

pressure pattern. we've got low pressure moving inland kicking up some showers over there in the las vegas area. but we are dry here in the bay area and we'll continue to warm up over the next few days thank tuesday this building ridge of warm high pressure just offshore. so these are the highs tomorrow. south bay mid-70s just about everywhere from santa clara down to morgan hill. low to mid-60s on the coast. tomorrow with a high of 66 in downtown san francisco. up in the north bay, 74 petaluma, 74 at napa, east bay high and oakland 71. and over the hills and into the inland east bay look for 76. and on we go to thursday when we get quite a nice warmup in our inland areas. upper 70s to about 80 in the inland east bay. and down in san jose a high of 85 expected on thursday. we'll see mid to upper 70s right

a mixed bag of earnings results from major banks had stocks starting the day in the red. an afternoon rally however pushed all the major indices into positive territory by the time the closing bell rang. the nasdaq picked up 24 and the s&p 500 edged up by '500 edged . more bay area tech companies are going public this week. san jose zoom is set to debut on thursday. it will trade on the nasdaq.

zoom specializes in videoconferencing. apparently its shares are in high demand. business insider reports the company raised the price ranger from $33 to $35 a share. this could give zoom an evaluation close to $9 billion. pinterest is also expected to hit the market on thursday. the san francisco online scrapbooking site is planning to offer 75 million shares. they're going to be priced between $15 and $17 per. this would give the company an evaluation of about $11 billion. some analysts have said the offering is on the conservative side which could benefit the company and investors in the long run. the san mateo county district attorney's office announced a judgment today against easy rent-a-car and other agencies. accused easy of overcharging customers to repair damage they may have caused to their rental car. according to the san mateo da's

the legions who feared it had been devastated in the fire. why the historic pipe organ is considered the finest in the world. >> to be there to play at notre dame is really a pinnacle of anybody's career. >> reporter: organist james jams welch was invited to reach that pinnacle twice. he was understandably worried that the fire had destroyed the so-called grand organ with a history dating back to the 13th century. it does appear it was spared although it's unclear if the pipe suffered smoke or water damage. one of the selections welch played at his recital four years ago was composed by notre dame's late organist for nearly four

drivers put your phones down. that's the message from law enforcement as a new report shows distracted driving is up in san jose. the survey from zen drive found drivers reported using their phones more than 8% of the time, up from 7% last year. >> they're always on their phones. plus in this new era i mean people can't go a day without their phones. >> according to the cdc each day in the united states about nine people are killed and more than 1,000 hurt in crashes reported to involve distracted drivers. however, california drivers in general spend the 14th lowest amount of time on their phone towards driving and they attribute that to our tougher laws here in the state of california. here in the south bay just hours ago san jose city council voted down a proposal to move the mayors race to the election cycle. >> it was a close vote splitting the council 6-5. >> the power structure remains in place in the city of san jose. >> reporter: the councilwoman

says she's not surprised city council voted not to change the election cycle in san jose. >> the five that lost the vote were five people of color who represent five communities who have been historically disenfranchised. >> reporter: research shows if san jose moves the mayoral election to the presidential election cycle it would lead to a 13% increase in voter turnout. what's significant is that 13% is made up of a demographic shift away from traditional voters meaning more women and people of color casting ballots. >> traditional voters tend to be home owners pupper middle class white people, sole we're trying to shift that and so they can actually elect people that look like them into office. >> white middle class male that tends to come out to vote. so they tend to vote their special interests. that tends to be the power structure that's still the power structure throughout the country. >> reporter: she says the issues

if you live in west contra costa county get ready. gearing up to be auditing recycle carts and ticketing residents again. >> this is different. now, we first told you about this back in november. the republic services garbage company quietly began going door-to-door in contra costa county inspecting everyone's recycling carts. some were shocked to find blue stickers charging a $26 pen aeltd for putting something

wrong in their bin. the company blamed customers for contributing to the growing recycling crisis. the city of richmond ordered a stop to the penalties but now they're back. >> it has a recycle symbol on there. i'm going to say yes. >> reporter: christian smith of richmond is perplexed after carefully sorting his trash week after week he found this ticket slapped on his recycle cart. he'd have to pay a $26 penalty, and six months later he's still not sure what he did wrong. >> it kind of makes me mad because here i am trying to do the right thing and all of a sudden i get a fine. >> reporter: across town they got the same fine. >> and we still don't know what we did wrong, so w pposodo? eportere sending auditors all over west contra custa county inspecting

recycled carts and issuing $26 contamination tickets. complaints blew up online. many were bewildered about what they had done wrong. and city of richmond told them they had no authority to issue fines and told them to stop but now six months later the fines are back. the city council has voted unanimously to give republic the authority to fine customers for improper recycling and raised the penalty to almost $28 for each violation. >> i bet some people would just give up altogether and throw everything in the garbage. >> you're not going to take the chance, right? there's no appeal for this. >> reporter: republic services did not respond to any of our questions about the penalties and audits which could begin as soon as next month. however, republic has said the fees are necessary to deal with a growing recycling crisis. china has stopped buying our recycled materials unless they meet strict new standards of

purity. republic blames some customers for ruining the loads.o cf1 o showing city council members these flagrant examples. a tricycle in the cart, bug infested food. >> we don't do that. >> reporter: folks we talked to say they recycled carefully and still got ticketed. many complain someone could throw trash in some else's bins. carts are not labeled and it's not clear which materials are not recyclable anymor. the richmond mayor says penalties are the only way. republic has made some changes. the citations now will indicate what item was unacceptable. and the general manager told the city council some folks were wrongly tagged for minor violations last year and promised that won't happen again. >> we are not going to tag somebody because there's a half a bottle of catch-up.
