now at 5:00, two dead whales found washed up in the bay area. why marine biologists find this very concerning and what experts will look at next. good morning, everybody. thanks for joining us. it's wednesday, april 17th. >> you're never more than seven minutes away from the accuweather forecast. meteorologist mike nicco has a really nice forecast in store for us. >> really do. that spring day you've been dreaming about the last several months, i think i have it for you today. a little bit of fog around napa, the airport, one-mile visibility. some of that is starting to leak across the east bay. keim an eye on that as alexis and i will, also, for your commute. you can see the stars are out over san francisco this morning. 45 to 50. a little bit cooler but with that full-on sunshine we're also warmer away from the coast at noon. coast mid-50s. 66 to 67 for the rest of us.

57 at the coast at 7:00. then we have 73 to 74 elsewhere and look at that, still in the mid to upper 60s at 7:00 during the evening hours. that fog, remember, in napa but it is moving down 80 to oakland. here is alexis. good morning, mike. no major issues so far on the roads this morning. we're looking live at the bay bridge toll plaza where the car-pool lanes are open. we don't have the metering lights yet and we're starting to fill in. pretty typical commute this morning. we did have a three-vehicle collision just before the toll booth but that cleared very quickly. that is off in the parking lot. tracy to dublin filling in out of the central valley. westbound 4 antioch to concord in the green at 15. >> thank you, alexis. developing now marine biologists are hoping to examine two dead whales that washed up in the bay area. >> one was found along the edge of the bay in richmond yesterday, the other off the

coast near pacifica. that's where we find reporter jobina fortson for us live today. jobina, what else do we know >> reporter: good morning. marine biologists find this very concerning, the gray whales are too thin and dying mid-migration. in addition to whale carcasses being found in richmond and essentially right below us here in pacifica along the beach behind me there was a third dead whale tuned on saturday. in that case the whale carcass was located under a dock in hercules. they say there has been an increase of stranded gray whales turning up dead this year. a family from las vegas was on vacation and saw a large mass along the beach in pacifica and realized it was a whale. marine biologists anchored it to the beach. another gray whale had washed ashore yesterday in richmond after floating near angel island for several days.

>> three out of the four whales we have necropsied have died of malnutrition. there's something going on that's causing them not to find the right food. whether it's the ocean fdesoth. >> reporter: there has not been an obvious presence of plastic in the whales that have been necropsied. that is a theory for the cause of death for several other whales found around the world this year. jobina fortson, abc 7 news. jobina, thank you. now to the effort to rebuild notre dame cathedral after the devastating fire. pope francis offered his condolences this morning and expressed his gratitude to, quote, those who did their upmost to save the basilica, also risking their lives. here is what we know about notre dame's reconstruction.

crews hauled planks of wood on site to secure what's left and donors have already raised $1 billion to rebuild notre dame. just an hour ago the french prime minister called on architects, engineers and artists from around the world to help. he announced a competition to rebuild the spire. there is not an estimated total cost yet for the renovation. the search is on for the woman who made threats to schools. all public schools in the metro area including columbine are closed today. the fbi is on the lookout for 18-year-old who is from miami.

authorities say she is infatuated with the 1999 columbine high school shooting. they say she visited denver to buy a shotgun and made threats to nearby schools. >> she obtained a pump loaded shotgun. because of her procurement after weapon we consider her to be a credible threat. >> the 20th anniversary of the columbine high school shooting is this saturday. authorities say the school has seen an increase in the number of threats as that anniversary approaches. dangerous side shows are spinning out of control in the east bay. >> an under pressure to act, oakland police are now vowing to crack down this weekend. oakland city leaders are also following suit supporting tougher penalties for participants in an effort to build a better bay area we are asking are there better solutions to the problem? here is lisa amin gulezian. >> reprter: this happened sunday night on international and 42nd avenue in east koekd. no arrests were made even though a bus and a big rig were set on

fire and a driver held up at gunpoint. >> the sideshow is getting more and more violent than any other team. certainly in the 22 years i've been on the council. >> reporter: that's why city councilman larry reid is backing a bill, two others are co-sponsoring it. it would make multiple convictions of a sideshow a felony, enact a hefty fine and impound the car. bystanders can be charged, too. >> it is time for this council to fight hard for this piece of legislation. >> reporter: everyone on the counsel sim agrees and some even want more like a social media task force. >> what would be helpful as well if we have actual -- whether it's opd or a certain task force to really look through social media and see where the next sideshow will be in the city. >> reporter: billow poin oppone it isn't the answer. >> this law is once more a step in the direction of more young people in jail. >> reporter: and perhaps lega iis

you'll be shedding those coats rather quickly today. a look at the golden gate bridge. just about picture perfect weather to be outside other than lots of pollen and strong sunshine. make sure you have your medicine and maybe the kleenex and sunscreen. we start off with patchy fog. mid-60s by noon. low 70s from about 2:00 through 6:00. look at this. a little bit of the fog leaking into the east bay. look at the full-on sunshine after that hitting the mid to upper 60s this afternoon. many of us will be near 70 if not warmer on our thermometers. in san francisco in the 50s until 11:00 and mid-60s for the afternoon hours, just about full-on sunshine. don't get too many days like this in san francisco. not as we transition from winter to that summer or june gloom. enjoy it while you have it. another day tomorrow and cooler weather this weekend. here is alexis. good morning, mike.

overall we're looking at a nice start to the wednesday morning drive. solano county where i have an update on the big rig fire. it is on the lighter side of traffic so eastbound 80 around american canyon before you get into cordelia. we had calls the trailer of a semi was on fire. emergency crews are now there blocking the two right lanes. however, it's just a few minutes after 5:00. it's counter commute direction. i am not seeing any delays approaching that scene. a quick check outside walnut creek 680 north of the 24 split slowly filling in. we're looking at a quiet start this morning. >> i appreciate the update, thanks. in the east bay now a restaurant in lafayette plans to, quote, be back in no time. that's according to a social media post. the restaurant on mt. diablo boulevard caught fire just before 7:00 last night. abc 7 news reporter amy hollyfield took this video you see here. fire crews say they were cautious to preserve the historic building built in the

1930s. they had to deal with spot fires that flared up in the attic space. no one was hurt. no word yet on the extent of the damage. some fire victims are moving back to paradise. this is five mon after the deadliest wildfire in california history swept through their town. but there is now a new danger. a new report says the fire may have contaminated parts of the town's water supply. according to npr up to 173 miles of pipeline may be impacted. preliminary results show contamination in about a third of the lines tested. and this includes cancer-causing benzene. the report says only about 2% of the entire system has been sampled. still the water crisis is the very latest setback for paradise. happening today the groundbreaking for the new golden gate park tennis center. >> the $27 million makeover includes a huge new clubhouse, garden terraces and lighted courts. it's a major transition for the

robbed her. the woman, who asked not to be identified says she thought she requested the ride through a ride sharing app. but when she got in the car, the driver didn't have her name or address. and coming up at 7:00 a.m. we'll tell you the one simple question to always ask before getting into a ride share vehicle. with your "gma first look" abc news, new york. uber has a new feature allowing women drivers to request only women passengers in saudi arabia. >> that is according to cnn. uber says it's part of a broader push to cater to women in the region. uber conducted a study and found prospective women drivers were only interested in driving women riders. last june ended a ban on women

good morning, mike. we're looking pretty busy. i did just double-check, we do not have metering lights are on. if not yet they will be any minute. we have filled in consider play for the cash lanes and the fastrak. car-pool lanes are open. still a lot of green on the traffic maps, the only significant issue we have right now is solano county eastbound 80 near american canyon road. a semi that caught fire. the trailer caught fire anyway, and that is blocking the two right lanes. emergency crews are there and that's not causing a backup yet. the lighter side. we're still early. i will keep an eye on that. sbld 680 to dublin in the green 14 minutes. well under an hour there at 49 minutes. and no issues if you're traveling through the santa cruz mountains, northbound 17. highway 1 to los gatos. the warriors are getting ready for game three against the clippers tomorrow. demarcus cousins will not be playing. he's likely out for the rest of

no significant delays. that will start to back up. in the north bay the chp continues investigating a wrongway crash that left one driver dead. it happened just before 9:30 last night in novato on the transition from highway 101 to eastbound highway 37. two chp motorcycle officers were responding to a different crash on atherton avenue when they saw a car coming at them. >> despite they were full lights and sirens in all lanes the vehicle continued traveling at them causing both of them to have to swerve at the last minute to avoid being hit. >> and the vehicle crashed into the car directly behind the officers. the woman who was driving the wrongway died at the scene. the other driver in the correct direction suffered minor injuries. highway 37 transition reopened at about 12:30 this morning. happening today governor newsom is expected to make a

major announcement in the fight to lower prescription drug prices. he will meet at 10:30 this morning. moments after he was sworn in as governor in january newsom issued one of his first executive orders. it was aimed at lowering the cost of prescription drugs and expanding access to health care. today is newsom's 100th full day in office. jennifer siebel newsom will be a guest on midday. a conversation on her groundbreaking role in sacramento and her fight for pay equality for women all on midday live right after "the view." we all know if you forget to bring that reusable bag fromhar for one at the grocery store. >> yes. but now some people want to make that feenal hi >> reporter: hi, jessica. 15 more cents for those bags.

is that worth it to you? this is what they're talking about adding to what you pay for those bags. according to the "san francisco examiner" they are proposing charging 25 cents per bag at the grocery store. that's a jump. they're charging 10 krenlcents. the hope is this would encourage people to bring their own bags. it calls for banning plastic produce bags. san francisco is now looking to be next. if this passes, this would go into effect of july next year so you'd have another year to pay 10 cents for one of these. you're looking at probably having to fork over a quarter for one of these. the easy solution is just bring your own bag. reporting live in san francisco, amy hollyfield, abc 7 news. >> easy as that. amy, thanks to you. in the north bay a marin

county school district will change its controversial name. you can hear the applause there. the dixie school district board voted for the name change last night. critics argued the word dixie is too closely linked to slavery and the confederate south. the change will include the elementary school which is also named dixie. the board will ask for ideas from the community before choosing a new name in august. in the north bay a family is safe this morning after narrowly escaping a scarynt take a look here, surveillance video captured a car slamming into a restaurant just seconds after a woman and two children walked out. it happened monday in napa. >> once that door shut it happened within seconds. that was the first thing that came to my mind that lady and those kids are still halfway out. the boy seemed fine but scared. the girl, she was very scared.

>> you saw the kids covering their heads and running away. the driver told police her foot hit the gas pedal instead of the brake. scary video to watch. two major developments in the notre dame cathedral fire. first the french prime minister announce this had morning there will be an international architect's competition to rebuild the spire. second, new totals show nearly $1 billion has been raised to rebuild the damaged church. taking a look at notre dame cathedral two days after the massive fire, french authorities are securing what's left of notre dame and identifying weaknesses in the structure. french president macron held a special cabinet meeting dedicated to the fire. he has pledged to rebuild the cathedral within five years. notre dame will be closed during that time. today bells will ring across france in member racial of the fire. parisians sang and grieved at a vigil last night. ♪

nothing. it's quiet. it's still spinning looking for the next chance of rain but it's not out there in this forecast. we have mid-70s in our inland neighborhoods, low to mid-70s around the bay. and then mid to upper 60s along the coast into san francisco. let's take a look at temperatures tonight. not as cool as this morning. still a few 40s out there. ukiah, santa rosa, napa, half moon bay, livermore, redwood city and morgan hill. the rest of us 50 to 52 degrees. a look at tomorrow. an offshore breeze. th warm weathng aboutealfy, 72. san francisco, sausalito, 74. 80s start showing up inland. now an onshore breeze develops, a delightful day. 66 at half moon bay. mid to upper 70s around the bay. and still some low 80s inland. but then look at saturday. that breeze gets really aggressive and pulls up back into the 50s and 60s. a chilly day with those breezes. look at sunday. they back off just enough to get us back in the 70s for easter.

away from the coast we'll be 60. we're back in the mid-60s at the coast. 70s and 80s by tuesday everywhere else. alexis? good morning, mike. we're looking at a very light commute this morning, still seeing a lot of green on our traffic maps. having a tough time finding anything that's not in the green right now, but i have a couple slow spots on westbound highway 4 between pittsburg and concord. so down to about 27 miles an hour, close to bay point. once you get past that approaching the split about 36 miles an hour. nothing blocking, just our normal volumes filling in. san jose 280 and highway 17, the inbound side, traffic coming toward us. slowly filling in there as well. but no major issues to report. and our drive times are cooperating. highway 4 to the maze, 21 minutes. i will have to double-check, 23 minutes for the bay bridge does not sound right when i prepared this a moment ago, telephones at about 16 minutes. make sure nothing is blocking there. and southbound 101, san francisco to sfo, you're still in the green at ten minutes.
