nationwide seefnt isn't even $3. san francisco drivers pay the most in the bay area, $4.50 a gallon. >> you blame two things. the switch to the nor expensive summer blend, and production problems. you can also blame a 30 cent surcharge, and no one, not even the governor seems to know about it. >> eric thomas joins us from walnut creek with that mystery. eric? >> so ama, the good news here is it's not quite $4 at this shell station. $3.95 for regular. $4.25 for premium. and across the street, there is a chevron that has that san francisco average you were talking about. it starts at $4.15 a gallon there are a lot of costs wrapped up in california's gasoline product, but than one is wrapped up in it and nobody knows much about it is this surcharge. nick mcclure's import gets better than 30 miles a gallon, but the pump prices still hurt.

>> it's not like a truck or a van or anything, but it's still rough. >> reporter: tracy fletcher drives 500 to 600 miles a week for his job. >> a real estate agent. so i know all the agents out there are really going to feel the pain. thinking man, who will only identify himself as ali is driving a lovingly restored '63 chevy van. it only takes premium. don't even ask about mileage. but ali wonders if the expensive pollution-fighting additives in our fuel are really driving up prices. >> it could be very well true, but i don't think it justifies the costs. >> uc berkeley expert says gas prices often rise and fall based on production at refineries that process california's special blend, like the valero refine any in benicia there are also taxes and fees, but that doesn't completely explain why our prices are so high, when you add all those together, you would expect our gasoline to be about 60 cents to 70 cents higher than the rest of the country. but as of this morning, we were

about $1.20 higher. >> borenstein attributes some of that to what he calls a mystery surcharge, an extra 30 cents a gallon we pay that nobody knows that much about. >> that is not going to the government. it's going the suppliers. we don't know which suppliers are gettin it. >> and when abc7 news asked governor newsom about it, he wasn't aware there was such a thing. >> i'm not sure which mystery, some connote mystery i'd have to understand or look at the details. >> what we do know is that surcharge generates about $4 billion a year that is going some place that we can't identify at this moment anyway, and the governor says he has to check into it and get back to us. so earlier this year, some state lawmakers wrote a letter to california's attorney general asking him to look into this whole matter of the mystery surcharge. today we got a response back from the ag's office saying basically that. >> can't confirm or deny that

there is an investigation ongoing, but they will monitor production at gasoline refineries in california and the costs to see if they are high longer than they should be. in walnut creek, eric thomas, abc7 news. >> okay, eric thank you. we mentioned that production problems are part of what is driving up gas prices. california has ten refinery, and six of them are not producing as much as they usually do. one of the problem spots is in our own backyard, the valero refinery in benicia. it shut down three weeks ago when a gas scrubber malfunctioned, sending black smoke into the air. valero will not give us many details about what happened be, the california energy commission tells abc7 news this is the longest unexpected full closure at this refinery in about two decades. happening now, a s.w.a.t. standoff in benicia. police say about three hours ago, they got a call from a man saying he had a gun and was threatening to harm a relative who lives with him.

sky 7 flew over the scene at the rancho benicia mobile home park. negotiators have been talking to the man on the phone. let's take a look at where this is happening. it's near the 300 block of east h street. people are being asked to stay away. the bay area's most popular transit system has some problems with its new trains, which resulted in a passenger being dragged. we're talking about mmuni, and abc7 news reporter chris reyes joins us from san francisco to explain. chris? >> good afternoon. well, for these riders, and anyone who relies on muni, they only have one concern, and that's to get home safely. well, that's not what happened to an elderly woman last week when her hand got caught on n the door and she was dragged across the platform. well spoke to the witness who saw it all, and they were shocked that the train did not stop. >> she was kind of along like this, and i saw like this basically, and the rest of her body. like this part was obscure but

clearly trapped. >> a couple of people were bailing the car, shouting stop, stop. there is somebody trapped. >> that was last friday. software engineer with heyworth who rides muni daily tweeted this at about 2:00 p.m. april 12th. just saw a muni train new car northbound drag an elderly woman on to the tracks at embarcadero station. the station staff was compassionate, but the driver kept driving. >> these doors, could you see any signs that it was trying to open, knowing that there was a hand caught? >> no, no. >> muni spokesperson paul rose confirmed the incident and another one christmas day when another passenger was caught between the doors on the n line. >> we're working to upgrade the current trains with safety enhancement, adding a second sensitive edge. >> seven trains already have them, but the rest of the 40-train fleet does not. however, all of them will remain in service. is it safe to have these trains out there without that second edge, considering that people try to stop these doors all the

time? >> yeah, these doors are safe. they're operating as designed. >> so they're refusing to use c? >> are you kidding? >> yes. >> this is not the first time the new muni trains rolled out in 2017 have been problematic. on the same day the elderly woman was dragged on to the tracks, there was an issue with the pins connecting the trains. the entire line had to be inspected. the new two-car trains are still out of service. the new single trains are still rung. would you say it's the rider's fault? >> i'm not saying it's anyone's fault other than we're doing our best to respond to concerns. >> muni couldn't give us a timeline of when the new trains will get the safety edges. however, they insist the trains are safe and they meet all safety standards. i'm chris reyes for abc7 news. >> chris, thank you. hundreds of people marched through east oakland late this

afternoon to demand safer intersections. it's in response to the deaths of 6-year-old angel garcia and his mother, 30-year-old alma vazquez. they were killed by a hit-and-run driver saturday night at 26th avenue and foothill boulevard. many of the marchers were from oakland international community school where angel was a kindergartner. >> it is not just our student that we're asking people to slow down for. it is for the community and to recognize that doing donuts and doing a sideshow and speeding down our streets might seem like fun until someone dies. >> police found the vehicle involved but are still looking for the suspect. here is his picture, 27-year-old allen, up to a $25,000 reward is being offered for information leading to his arrest. on the peninsula, the coast guard is searching for a boogie border missing in the ocean off half moon bay at popular bealar. you can see foggy conditions may be complicating the search. boats and helicopters are

searching. an 18-year-old man from hayward. his friends saw him in the water unresponsive. he was first reported missing around 3:00 this afternoon. in the south bay, a gun scare had police descending on a hospital this morning. abc7 news reporter chris nguyen was on scene. he tweeted that a man was taken into custody after rushing into the good samaritan er with what turned out to be a replica pistol. a nurse who is also a military veteran tackled and disarmed the suspect before police arrived. good sam sent out a statement thanking police officers, which cents also tweeted. no one was hurt. police called the nurse who tackled the suspect a hero. >> he is very humble about the whole thing and did what he felt needed to be done, which is exactly what needed to be done. >> the suspect faces a charge of brandishing a replica firearm. well here at abc7, our commitment to building a better bay area includes a focus on growth and jobs, which can sometimes be at odds. look at the proposed a's

stadium, for example. a new coalition took to the steps today to formally announce its opposition to the a's' plan to build at the busy howard terminal at the port of oakland. the east oakland stadium alliance is concerned that putting a ballpark there means thousands of jobs will disappear, but the team says no jobs would be lost. they would just move. abc7 reporter laura anthony has the story. >> we just want it in a place that does more good than harm. >> standing two dozen strong on the steps of oakland city hall, a coalition called the east oakland stadium alliance sent a clear message to the oakland a's and city leaders that they oppose a new ballpark at the team's preferred site, howard terminal. >> contrary to what the a's have been producing and saying, like it's already a done deal, it is far from a done deal. votes have not been taken. eirs have not been completed. >> oakland needs a thriving port. it needs a great ballpark location.

both can exist at the waterfront. >> calling howard terminal the best option for a new ballpark, surrounded by retail, 4,000 residential units and other amenitie amenities. >> everyone needs to voice their concerns. >> reporter: mayor libby schaaf feels that the howard terminal site could still be a good fit for everyone. >> we can be a city that respects and protects our maritime industry, our labor force, but also develop an exciting new ballpark that is privately financed and is responsible to the community. >> this is an issue of displaceme displacement. >> the east oakland stadium alliance wants the new ballpark built on the current coliseum land. the organized opposition to howard terminal comes as state lawmakers consider further legislation to streamline the process. and while the oakland port commission considers whether to sell the land to the team. even if the oakland a's can get past this current opposition to the howard terminal site from the maritime industry, there are still several hurdles ahead. including the state legislature

>> he has several tourists in town just for 4-20. >> in california, 4-20 goes together. what's not to enjoy? >> his fans will be among the extra traffic to floodit streets, which can be a huge problem for locals. >> it really impacts the people who live around here just in terms of the traffic. they close a lot of the streets, which causes problems for people commuting. >> so this year the city has new plans. >> last year we had to wait for buses to come back when they were taking people out of the event, but this year there will be enough buses that there will be a continuing getting people on buses and out of the area. >> they're also setting up designated areas for uber and lyft drivers to prevent gridlock. and for those who make it to hippie hill, here are testimonies that aren't allowed inside. they include grass, drones, alcohol, pets and weapons. san francisco supervisor valle brown is also sending a strong message not the buy pot on the street. >> please do not buy your

a $130 million recreation and aquatic center. >> the facility has two outdoor pools, and indoors a wide range of equipment and gyms. >> david louie joined a sneak preview of the center that will serve not just students, but will also invite nearby residents to join. >> the spartan band entertained the crowds that gathered for a sneak preview. aiber it of the spartanburg aquatic center has opened. it spans the volume two of football fields and it's filled with cardio equipment and weights, volleyball, badminton, exercise studios, a 1/8 mile

track and a rockwall. outside there are two pools, one a 50 meter lap pool with chairs to provide access to those with disabilities. >> we kind of estimate that probably 70% of our student body will use this facility, whether it's one day a week or two days a week or three days a week. and then we're hoping that we'll get a lot more effectively staffed and alumni back on campus and using it. >> the facility compares to private fitness facilities. the public can pay a fee of $90 monthly. >> we have a strong neighborhood east of us, and we invite them in, because they are, this is a public university. we invite them in, into campus. >> while the facilities are clearly a draw, so are the hot dogs they were serving the students for free. not to mention these appropriately colored beach towels. the first 4,000 people got them. students have been paying a fee since 2006 to finance the new facility. they filled out surveys and participated in focus groups to help create it. the result was lots of windows along with quiet spaces for

students to study or to socialize. the official occupancy limit is 3,000 people. >> i think they designed it in a way to kind of accommodate a tremendous amount of students here, and while i live at a building right over there, so i'll be able to look over and see if it's crowded or not. >> this is the one and only time students and the public can just walk in. starting monday, they'll have to cruise this biometric hand scanner for access. at san jose state, david louie, abc7 news. >> can you believe that place? >> i know, incredible. >> let's join. >> yes! or just find any pool to get to, because it's warming up. >> it is nice. spencer christian is here with the forecast. >> today as i said earlier, the warmest day of the year so far in the bay area. we have sunny skies all across the bay area right now. a little fog is returning to the coast. here is look at some of today's high temperatures. low 80s in many of our inland locations up in the north bay, the inland east bay the high was 80 at hayward today. 79 at oakland. oakland airport was 86 degrees. 76 here in san francisco. a high of only 59 at half moon

bay. check out the fog moving through the golden gate right now. you can see the tops of the towers at the golden gate. it's getting foggy there. but still pretty mild in some spots. 69 degrees right now in san francisco. 73234 o in oakland. a cool 5 four at half moon bay. check out this view. the western sky is stung right now, looking from emeryville. 80 at fairfield and vaca still. 79 at livermore. and the view at santa cruz beach where not many people are at the moment because it's probably getting a bit cooler there now. these are our forecast features. fog will expand overnight and move locally across the bay. warm inland again tomorrow. but cooler at the coast and much cooler everywhere saturday, although temperatures will bounce become on easter sunday. overnight with fog at the coast and little patches of fog out over the bay. low temperatures will be mainly in the low to mid-50s. and then tomorrow look for highs. reaching the low 80s again in our inland areas. upper 70s around the bay. but only low to mid-60s on the

coast. as we look ahead to saturday, it's going to be even cool were a view high clouds and coastal fog. highs will reach only 60 around the bay shoreline. mid to upper 60s inland. that's a lot cooler than the weather we had today. on sunday we'll see temperatures bouncing back into the mid-70s inland. upper 60s around the bay shoreline. monday a bit warm were low 80s appearing in the inland area, and the warming goes on. here is the accuweather seven-day forecast. notice midweek next week -- i skipped over earth day. let's point out that monday is earth day, bright and breezy. pleasant day then. then on tuesday and wednesday, look for inland highs in the mid- to upper 80s. almost 80 degrees around the bay shoreline and mid- to upper soys on the coast. so we're going to have another stretch of warm weather next weekend. perhaps even warmer than today was. this will no longer have been the warmest day so far this year. >> wow. it will be behind us. >> exactly. >> thanks, spencer. a peninsula fire station gets a makeover. how the systems inside could save a city during an emergency,

earthquake and fire. a siren wailed as you heard there at 5:12 this morning to mark the exact moment that quake struck. the annual event is held at the fountain on market street. it served as a meeting point in the aftermath of the disaster. on the peninsula, a fire station showed off its safety features that protect it and the city around it. abc7 was in palo alto where fire station 2 demonstrated its shake alert safety system and its long-range acoustic device community notification system. here's how it works. when an earthquake strikes, the fire station is notified. lights come on and doors open automatically. if a large enough earthquake is detected, a countdown to the first major hit begins and the gas lines are automatically shut off to prevent fires. >> at the end of the day, making sure this crew gets out intact with equipment, then they're ready to go. that's what we want them to be. they're ready to go. >> the fire district and city believe that they can use the system to cover the entire city

live where you live, this is abc7 news. >> two years of work ended up in 448 pages. you're looking at page 1 of the mueller report. today the public got its first look at a redacted version of that report. >> abc7 news reporter marci gonzalez sums it up from washington. >> special counsel robert mueller's report finally released today detailing the reports of a wide ranging 22-month investigation and finding no evidence of a criminal conspiracy between president trump or members of his campaign and russian meddling in the 2016 presidential election. >> as he said from the beginning, there was in fact no collusion. >> the issue of obstruction of justice, though, is a bit more

complicated. the report highlighting 11 instances of potential obstruction, finding that the investigation was allowed to run its course despite president trump's repeated efforts to interfere, listing multiple instances in which he directed white house counsel don mcgahn to fire the special counsel. the report finding the president's efforts were mostly unsuccessful, but that is largely because the persons who surround the president declined to carry out his orders. mueller ultimately reaching no conclusion on obstruction of justice, noting if we had confidence after a thorough investigation of the facts that the president clearly did not commit obstruction of justice, we would so state. >> the special counsel made clear that he did not exonerate the president, and the responsibility now falls to congress to hold the president accountable for his actions. >> the report shows upon initially learning of the special counsel investigation, the president stated this is terrible. this is the end of my presidency. i'm expletive. today, though, a much different tone. the president maintaining his

claims of vindication. >> i'm having a good day too. it was called no collusion, no obstruction. >> but democrats say this is far from case closed. they're calling on mueller to testify within the next month. marci gonzalez, abc news, washington. a former white house chief correspondent for cnn, jessica yellin joined us for midday live to add her perspective on the report. >> the main takeaway is the report makes very clear, bob mueller thought he didn't have the legal permission to indict the president. and a lot of his decisions were made in light of that. meaning if i can't indict him, why should i even find him guilty of obstruction, which is very different from what the attorney general presented. and it really opens up the possibility that maybe congress has morley way to step in or is more impelled to step in and take action. >> here's what some of our local members of congress think. house speaker nancy pelosi tweeted attorney general barr's partisan behavior has triggered a crisis of independence and

impartiali impartiality. barbara lee tweeted this picture of blacked out page from the report with the caption "lightly redacted." eric swalwell, who recently announced he is running for president tweet you'd can be the president's defense attorney or america's attorney general, but you can't be both. and senator kamala harris, whose also running for president, echoed his sentiments with her tweet. barr is acting more like trump's defense attorney than the nation's attorney general. those four, all democrats. here is some republican perspective from the california republican national committee chairwoman. >> i think there is going to be more humiliation for the democrats who insist on dwelling on this and sort of being happy that no american colluded with the russians to interfere with our elections. they're still trying to get the president. >> a law professor at uc hastings focused on what we can bring on. >> i think the facts we know. the only question is how we interpret the fax. we now know beyond a shadow of a doubt that the russians intervened in the u.s. elections. they did so in two ways, through

social media and through infiltrating the dncc emails. >> we made it easy to find the mueller report so you can read it for yourself. we posted it on our website yoochlt sewe. the man arrested after walking into st. patrick's cathedral in new york city with gasoline and lighters had bought a one-way ticket to italy earlier. mark lamparello. he said he was trying to cut through the church to get to his van that was low on gas. police say that was not true. he was also arrested monday night at a new jersey church after he refused to leave at closing time. police in paris say it was most likely an electrical short circuit that caused the fire at notre dame. investigators haven't yet been able to search the inside of the cathedral for safety reasons, but today firefighters were celebrated for their quick response and work to save sacred

religious treasures. >> we rushed to the cathedral. and during this time, we arrived and saw the other team was already there. they have already broken the protection of the managed to take the crown of thorns out. >> they have been building a small temporary church outside the cathedral so the faithful have a place to worship while notre dame is closed for restoration. a coalition of religious groups used a catholic ritual to advocate for immigrant rights. it took place this morning at the downtown office of senator kamala harris. faith leaders washed the hands of people affected by deportation, including the daughters of two men detained by immigration authorities. the group is asking senators harris and dianne feinstein to push for an end to immigrant detentions, and to seek pardons for southeast asian immigrants at risk of deportation. >> we expect our senators to be very vocal because these issues matter to the economy of california, to the culture of

all right. a very happy reunion in the north bay between a man and his lost dog. >> yeah, kada, the dog, was stolen along with her owner's car. this happened this week. >> the car was later found in oregon. kada was found in marin city. >> cornell bernard found out it's partly thanks to social media. >> it was a rude awakening of what life would be like if i suddenly lost her. >> dalton james is so happy to have his companion and friend home again. >> it's a fine girl.

my baby girl, yes. >> reporter: kada, the 11-year-old mix is getting reacquainted with her friends outside the coffee company after a scary two day. >> it was right here. >> dalton's honda civic was stolen from this parking lot on sunday with kada inside. >> i thought maybe a friend of mine was playing a joke. >> it was no joke. kada and the car were gone. friends mobilized and printed flyers. dalton made a desperate plea on facebook. two days later dalton's car was found in port orford, oregon with 39-year-old danielle behind the wheel. she was arrested but kada nowhere to be found. social media started reporting with sightings of kada in marin city. the sightings were in the worst possible spot, highway 101. on nextdoor, drivers posted they spotted a dog matching kada's description running in and out of traffic and tried to catch her. >> we were really bracing for a sad ending to this story.

it's a short trading week ahead of a long easter weekend. the dow jones rose 110 points. the nasdaq picked up 2, and the s&p 500 edged up by almost five points. a warm reception on wall street today for pinterest. the san francisco digital scrapbooking company. employees got into work today well before the sun, ready to celebrate pinterest's initial public offering. the stock opened at $19 a share and closed at more than $24, a 28-% jump. pinterest has posted a profit in its last two holiday quarters, but has yet to record a profit on an annual basis. san jose tech firm had a much bigger debut today. videoconferencing provider zoom went public under zm. shares opened at $36 apiece and exploded from there, closing at 6 the dollars a share. that's a 72% jump. well, bay area woman received a surprise call from a total stranger telling her she

had money waiting for her. >> wisely, though, she was skeptical. 7 on your side's michael finney is here to explain how this all ended up. >> it ended with this woman in tears. now i'm happy to report they were happy tears. >> julie courtney has been a bay area real estate agent for more than 15 years. ten years ago, she specialized in selling foreclosed homes for the first federal bank of california. >> in listing the bank-owned homes, you have to put a lot of your own money out. for example, fixing them up, painting, flooring. >> julie submitted some $58,000 in expenses. five days later, the fdic shut down her bank, along with others like washington mutual, downey, and pomona first federal. >> one west bank came in and took over first federal bank of california. well, they said we don't owe you that money. that's first federal's bank debt. >> julie filed a claim but never heard back. she wrote the money off as a

loss. then ten years later, she received an unexpected call. >> high there, he said. in 2009, did you file a game against the fdic? i said yes. keep talking. >> the caller then referred julie to the fdic's website. he asked her to type in her name and the name of the failed bank. >> sure enough, it's not here because they've mailed me my check. but there is my name, the reference number. >> julie received a call from someone known as a fund finder, an entrepreneurial person who finds people who are due money. he told her he worked on the honor system. but if she receive ed any money back, to give him a tip of 10%. her next step was to called the fdic to find out how much money she really had coming, if any. >> she says yeah, you have a check here for $58,000. and i just about -- my jaw just dropped. i couldn't believe it. >> we were there when julie called the fund finder back to tell him the good news.
