and taking over the golden gate bridge where sue tells me it's so thick it's misty, you need the windshield wipers that could translate to a slippery deck. this is going to move into the bay as we head through the morning commute, keep us milder, 48 to 55 degrees at 7:00. as we head through the 12-hour planner, the coast stays at 56. just mid-70s a that sea breeze starts to make its way through more neighborhoods and takes the warmth that we had from yesterday away for a couple en warmer weath ngpsu to talk about the commute. >> we do have a light commute under way for this friday. traffic is flowing nicely past the north gate mall and up towards the civic center. a 20-minute ride into san francisco. still super light on the richmond/san rafael bridge. not even a car at the toll plaza. just nightmarish backups due to the plates that are in the construction zone there on the

bridge. we'll keep an eye on that this morning. a look at your mass transit options. ace train is on modified schedule for the holidays with 1, 3 and 5 running but no 7 and 10. thank you, sue. a boogie border was swept out to sea at half moon bay. the search for his body on hold because it's too dark for the coast guard. >> the victim is a hayward senior. jobina fortson with more on what went wrong. jobina? >> reporter: good morning. friends and family have identified the student as naphtali moi moi. he was here on spring break celebrating ahead of graduation and his friends say the last time they saw him he was facedown in the water. the rip tide snuck up on them. the san mateo county sheriff's office had two helicopters and two boats out here yesterday along with several family members and friends helping with the search that later turned

into a recovery. as moi moi was being pulled out to sea we're told his friend tried his hardest to save him. >> a.j. just yelled at him to float on his back and watch the waves, and they -- he got sucked into the under tow and he felt like he was drowning. >> reporter: the coast guard boat was in the water until midnight last night, and we're told by family and friends that moi moi was a gifted athlete and had a full ride scholarship to the university of wyoming. reporting live, jobina fortson, abc 7 news. >> a tough story, jobina. thank you. we've learned the benicia man arrested last night after a seven-hour standoff is the same man chp officers arrested earlier this month for making bomb threats on the

benicia/martinez bridge. he called police around 3:00 p.m. claiming to have a firearm. he threatened to harm a relative who lived in his home on east h street. authorities shut down streets and evacuated neighbors in the area. they found multiple loaded firearms in his home after he peacefully surrendered. he was out on bail from the april 5th incident that forced the benicia/martinez bridge to close for several hours. that's when he threatened suicide and claimed he had planted a bomb on the bridge. authorities found no devices. congress decides what to do with special counsel robert mueller's findings about president trump. mueller declined to prosecute president trump on obstruction of justice, but he did not exonerate him. his report provides fresh evidence of mr. trump's interference in the russia probe challenging lawmakers to respond. republicans are eager to push past the investigation while democrats say mueller's findings are far more serious than

initially indicated. they've been hesitant to pursue impeachment. a grandmother accused of murdering her 3-year-old grandson scheduled to make her first court appearance. her arrest has the milpitas community questioning what went wrong. amanda del castillo has the story. >> reporter: a family is mourning the loss of a 3-year-old boy. police say he was under the care of his grandmother at the time. >> unfortunately, this little boy died and we had to take the grandmother into custody. >> reporter: police say the incident happened monday afternoon on the 700 block of luz del sol loop. officers responded to a 911 call and found the boy unresponsive. >> our officers tried every possible method to try to preserve his life. >> reporter: the county coroner says the boy was strangled. on wednesday the grandmother, 70-year-old foos abdi hashi was booked into the county jail for homicide and child abuse.

back in milpitas those within the gated community say it's tough to imagine such tragedy could happen so close to hope. >> generally it's pretty pleasant. >> it's family oriented. >> reporter: the toddler lived with his aunt who acted as his guardian and his grandmother was his caretaker at the time. >> i can't imagine. i don't know what she was going through. >> reporter: the sheriff's office says hashi is being housed in a dorm for the severe mentally ill. the horrendous crime causing enormous heartbreak. >> it's not only shocked our community but it shocked our personnel and i, as a father, can't believe what the father is going through. >> reporter: hashi is expected to make her first court appearance friday afternoon. i'm amanda del castillo, abc 7 news. this morning investigators will look into the cause of a deadly plane crash in southern california.

a twin engine plane went down last night in fullerton, calirn, st nor om. ilays w sh on the runway during takeoff. the pilot planned to fly to utah. the ninth circuit court of appeals threw out a challenge of the sanctuary city laws. the justice department challenged part of the law restricting police from helping federal authorities deport undocumented immigrants. the doj argued the law by-passes federal authority but the court of appeals said the state law does not conflict with federal immigration statutes. the fbi getting involved in the investigation into the deadly campfire. according to "the chronicle" the district attorney's office wants e pg&e power line suspected of starting the fire. the utility has said it believes at least one of its power lines will be found responsible. pg&e filed for bankruptcy earlier this year.

week. here's sue. a look at san jose. on 101 headlights heading northbound. traffic is flowing at the limit here without delay. a look over to 280 at 17 and that's moving nicely as well for about an eight-minute drive from downtown san jose up to cupertino. green is good. slowing up and over the altamont pass. we did have a car fire approaching near the dumps on the right-hand shoulder and traffic is very light through the area. i'm not seeing a lot of slowing yet. cooking oil is helping fuel vehicles in oakland. officials announced raw material like cooking oil is being gathered from oakland businesses and is then turned into renewable diesel which is put into theanksy vehicles. the city fleet has run on renewable diesel since 2015. happening today in the south bay san jose leaders will attend

new exclusive video shows the dramatic rescue from an underwater cave in tennessee. >> reporter: an abc news exclusive. we're taking you inside this tennessee cave rescue with this never-before-seen underwater footage. watch as the diver makes his way to the missing diver and saves a life. from one end of the cave to the other is 400 feet. sorenson expected to spend two to three hours searching for the missing diver and worried he was pgoing to find him dead. the pictures of this rescue look very much like the rescue of the soccer team stranded in the flooded cave in thailand last year.ig for survival.

good conditions for this good friday drive wise. you're looking at mostly green sensors out there with a little bit of slowing over the altamont. not a typical commute. there's some drive times for you. 580 westbound five minutes into dublin pleasanton. 15 minutes and your drive across the golden gate which does have a thick fog advisory across the span as well as over the waldo, you're looking at about less than 20 minutes from san rafael all the way to the city. thank you, sue. muni is taking action after a passenger was dragged with her hand caught in the door of a light rail car. starting next month new trains will be upgraded with sensors on both sides of the door that open when touched. >> by design the sensors is on the car body and the enhanced design we add a second sensor on the door so that it can stop based on touching either side.

counsel was appointed 22 months ago. the report detailing the president slumped back in his chair and said, oh, my god, this is terrible. this is the end of my presidency. i'm blanked. the nearly 450-page report outlined no evidence of a thy p russian meddling in the presidential election in 2016. the special counsel declaring if we had confidence after a thorough investigation of the facts that the president clearly did not commit obstruction of justice, we would so state. instead robert mueller declined to clear the president on 11 possible instances of obstruction of justice. and finding the president did repeatedly try to intervene even pressured then white house counsel don mcgann to get mueller fired, an order he refused. a recurring theme. mueller writes the president's efforts to influence the investigation were mostly unsuccessful, but that is largely because the person who is surrounded the president declined to carry out orders or

police found the vehicle involved in the hit-and-run but are still looking for the suspect, 27-year-old rasenoch allen. happening today, more tests will be done at a berkeley school to find out why dozens of students and a teacher got sick. police tell us a hazmat team checked out malcolm x elementary school yesterday. 50 students and a teacher reported feeling dizzy and nauseous after a performance in but not find anything toxic. time to talk about temperatures. let's take a look at the peninsula and how cool it is with the fog along the coast. half moon bay and pacifica, 46. 50 at daly city and also in san bruno and menlo park for the cool spots on the peninsula. everyone else in the mid-50s there. we have 61 in oakland for the warm spot. antioch right behind it, 60. mid-50s around san jose. up in the hills, los gatos

we've touched upon the golden gate bridge, misty and damp. >> i had the windshield wipers coming on through but that was before the lane change so i only had two lanes to go through. that's pretty scary. so far so good. no problems there. there you have it. that's what it looks like now. you have four lanes in the southbound direction. and lots of mist on the windshield. still a good drive over the waldo and into san francisco from marin county. already this morning we have a back yum at the richmond/san rafael bridge. those are cash. these are fastrak. as you can see everybody is stacked up now. a look at our sensors to see what the actual span looks like if you're making your way towards richmond from -- to marin from the richmond side. under 20 miles an hour until you pass those steel plates in the roadway and then things do pick up.

highway 37 has been congested because the richmond bridge is so bad lately. we'll check back in a few minutes. thank you, sue. happening today in the south bay activists plan to protest the dumping of electric scooters near s.a.p. center. the organizer from the salmon and stel head restoration group has already pulled out 30 scooters. he plans to pull out more today. the group says the scooters contain lithium batteries that are a threat to the endangered steelhead trout in the river. scoot has pulled its electric scooters off san francisco streets. the san francisco company sent an email to customers say iing they need an update. the company says 435 of them were stole nen a five-month span. the scooters should be back on the streets early next week. gas prices just keep climbing in california and now questi a mystery surcharge.

>> aaa reports the nationwide average is now $2.84 per gallon. in california it is much higher, over $4. san francisco drivers pay the most in the bay area at $4.15 per gallon. it is blamed on the switch to a more expensive summer blend, production problems, and a mystery 30 cent surcharge. >> when you add all those together you would expect our gasoline to be about 60 cents to 70 cents higher than the rest of the country. but as of this morning we are about $1.20 higher. >> he says that 30 cent surcharge is going to suppliers but isn't sure which ones. it generates about $4 billion a year. the state lawmakers asked california's attorney general to look into it. the ag's office tells abc 7 news it will monitor production at california's refineries to see if costs are high longer than they should be.
