breaking news right now at 5:00. a 6.1 magnitude earthquake rocks the philippines just hours ago. this is brand-new video coming in to our newsroom showing the shaking inside a hotel. we'll tell you what we know so far. thanks for joining us. you're never more than seven minutes away from the accuweather forecast. let's kick things off with meteorologist mike nicco. >> a look at what's going on with live doppler 7, it is clear out there. this is the way it looks from our roof camera and you can see no fog right now and the winds aren't moving the flags at all. that will lead to a warmer day. today could be uncomfortable. we start off nice, 46 to 52,

jacket weather. we stay in the 50s. we'll get to the 60s at the coast. i will have to adjust the temperatures. 71 to 74 at noon for our bay and inland neighborhoods. we flirt with 80 just about everywhere away from the coast at 4:00 and back into the low to mid-70s at 7:00 on this earth day. alex alexis? not too much happening so far. the east bay where we have our first incident on the board of the morning. it's taking about 30 minutes until anything to talk about here today. eastbound 24 near college avenue not many details in yet. sounds like a solo vehicle collision and that is possibly blocking the left lanes. chp on the way to the scene. still in the green. it doesn't look like that's causing any major delays and the counter commute direction as well. a quick check looks like our camera froze up. 101 and slowly increase. they are going faster than that i promise. a strong earthquake shook

the philippines this morning briefly knocking out power. the 6.1 quake hit at 2:11 this morning our time. this video shows a chandelier shaking inside the shangri la hotel. many evacuated as the quake hit. an old church was damaged and some bolders rolled down a hill on the highway. so far no reports of any injuries. developing now, reports of serious problems with the new muni trains. >> one malfunction reportedly threw a woman onto the tracks. and now san francisco is considering delaying a new order. live in west portal. >> reporter: good morning, muni wants $62 million for new trains but a supervisor says it would be, quote, irresponsible to give the money after learning of the problems with muni's new trains. you see in this video obtained by the "san francisco examiner" a woman's hand was trapped in

the door at the embarcadero station, the train doors are locking. a similar incident happened in december. that's not the only problem. a second investigation found that a pin holding the cars together snapped about two weeks ago. other board members are also raising similar concerns. >> some of the operators flagged this was an issue and they were concerned about it. >> reporter: muni has 60 new trains. 40 of them are already in operation. reporting live in san francisco, abc 7 news. >> that video is something else. affected. the government says false news reports circulated online and the shutdown is temporary. abc 7 is constantly updating the story on our website, abc7news.com. amy hollyfield tracking new developments this morning will join us with the live report coming up at 5:30. a hang-glider pilot is dead. the victim is a 45-year-old man from san francisco. abc 7 news has more. >> reporter: what was intended to be a six-mile flight with a friend ended in tragedy. >> they took off and were en route to muscle rock. he and his friend were hang gliding together. >> reporter: the victim's friend did not want to speak on camera but confirmed several people flew off and the victim crashed five miles past his intended destination. >> his friend tried to get in touch with him over a walkie-talkie system they use but wasn't able to. he didn't know what it happened. >> reporter: a group of hikers

called 911 after seeing the hang-glider crash into the pacific ocean. >> it was very distressing to hear that happened especially on easter sunday, too. >> reporter: emergency responders arrived ten minutes after the call. >> by the time emergency crews got to him we found that he was already deceased and most likely had drowned in the water. >> reporter: authorities believe winds played a role. >> it seems the winds took his hang-glider too far south and maybe he didn't know where else to land. >> reporter: hikers in the area say something needs to change to avoid accidents like this one. >> better education needs to take place to help people understand really how dangerous that is, and even when you think you're well versed in something, you may not be. new video shows a car following a girl through a north bay neighborhood. vacaville police release this had footage showing the girl

walking alone. the girl says she hid behind that blue truck after she noticed a man in a dark colored pontiac following her. watch, you can see here that vehicle stops right in the middle of the street before then driving off, as you see there. she checks to see if the coast is clear. moments later the car returns. the car eventually drives away and the girl runs off to get help. police are reminding parents to talk to their kids about not approaching strangeers in cars. concord police want to find the man who tried to rob two pizzerias. workers confronted the man and he left. a similar attempted robbery happened earlier that night at the roundtable. happening today san francisco officials plan to cut down 77 aging ficus trees

because of safety concerns. there will be a public meeting in the cultural district headquarters. they're going to discuss the tree removal. public works has also been conducting door-to-door outreach. the proposed navigation center along the embarcadero takes a big step forward tomorrow. they will vote on a resolution that would authorize a contract with the department of homelessness and supportive housing. it recommened the approval of the center that would initially bring 130 beds to the lot. the original proposal calls for 225 beds. let's take a look at what's going on weatherwise. some micro climates developing. look at castro valley, 46. 47 in fremont and 53 in richmond. some other neighborhoods, 48 in san carlos.

napa 43. mt. tam, it's a little bit of a breeze out there. dress in layers if you're going to be out and about. the bay tranquil, light breezes. at our beaches, sunshine. very strong sunshine. less than 15 minutes to bern. 51 on the peninsula. we're still in the 50s from 7:00 to 9:00. mid to upper 70s during the afternoon hours. here is a look at the east bay valleys from 52 this morning at 7:00. some areas are in the mid-40s. you can see quite a jump into the mid-50s -- or mid-80s this afternoon. a 40-degree jump. nice dinner. maybe some leftovers from yesterday outside on the back porch and for the south bay the 50s through 9:00. we'll flirt with 80 during the afternoon hours.

that is filling in as well. in the green all the way around. walnut creek to dublin, 14 minutes. and northbound 17, highway 1 to los gatos in the green. technology helped a southern california woman catch a porch pirate stealing from her mailbox a. home surveillance camera recorded a woman walking up to the house. she grabbed a letter on top of the mailbox. that triggered a motion detector that sent an alert to the homeown homeowner's phone. she was home so she just went outside and confronted the suspected thief. >> give it back. for the most part i think of myself to be calm, cool and directed. sometimes you have to get a little rice crispy and snap, crackle and pop and let people know you're not the one to mess with. >> i am stealing that line. st quo of the suspect was able to get away.

alex alexis? we've only had one incident to talk about so far today and it cleared. it was a solo vehicle crash on the counter commute side of 24, eastbound lanes near college avenue. i think we briefly had the left lane blocked. chp has cleared and everything is gone. no issues there. a quick check outside. we sta starting to fill in at the san mateo bridge. heavy as you pass the toll plaza. no significant delays for you. developing news from sri lanka where this morning authorities have arrested 24 people in connection to a coordinated terror attack on easter sunday. and the number of dead has gone up nearly 300 people have died, more than 500 are hurt. right now investigators are still trying to determine a motive. amy hollyfield joins us with new information. >> reporter: a lot of new details coming in this morning. the government there now believes a local islamic

extremist group is to blame for the attacks. we also have the first american victim that has been identified, a 40-year-old man from denver. authorities say seven suicide bombers were involved in the coordinated bombings easter morning that targeted churches and hotels. and that death toll has climbed to nearly 300. one man who was staying in a hotel that was bombed describes the horrific attack. >> the room was shaking and it was very loud. we were seeing a lot of injured people. >> reporter: now one big question this morning, could these attacks have been stopped? ten days before the bombings sri lankan police warned that terrorists planned to bomb prominent churches. police now want to know why intel officials didn't act. the government has blocked social media there, and that continues today. they want to stop the spread of false information and help ease

the tension. live in the newsroom, amy hollyfield, abc 7 news. >> thank you, amy. easter mass at oakland's cathedral of christ the light began with prayers for the victims in sri lanka. the bombings have left many in the oakland diocese searching for answers. many condemned the violence by religious extremists. >> we should be living happily with each other. religion should not be a way to fight with each other but to live peacefully with each other. i don't know why this is happening. >> it's okay to have the belief. when it is being used to get political mileage, i think that's bad. >> the oakland diocese say proceeds from yesterday's easter mass will help relief efforts in sri lanka and during mass at the vatican pope francis denounced the attack calling it cruel violence. watch as she reaches her hand into the closing doors of a muni train only the doors won't reopen. instead they trap her hand dragging her down the track. but it's not just san francisco. it is not that unusual for people to fall underneath trains. in massachusetts a few months ago, a woman fell while exiting the train leaving her leg caught in between the train car and the platform. a far group of fellow commuters pushed the car off her saving her life. so how can you stay safe getting on and off a train? we'll have expert tips coming u ata. with your "gmair >> leaders granted sf mta $62 million to fastrak buying more than 150 new trains. now a supervisor tells "the examiner" city leaders and the sf mta have agreed to stop the funding and delay a final vote on it.

40s. let's go down into the south bay and you see low 50s there. we're near 50 along the east bay shore. 43 in napa to 46 at san rafael. look at this, 45 in san ramona. 62 in antioch right now. a look in san jose, 101 and 880 looks clear. there's some limited fog out near the peninsula coast and there was some around napa and american canyon earlier. warm this afternoon. dress in layers. a look at the north bay, some of our biggest jumps in temperatures here. 48 at 7:00. 50s at 9:00. already in the mid-70s by 11:00 and then low to mid-80s this afternoon. look at that evening temperature, 75 degrees. a look at the east bay along the shoreline, in the 50s through 9:00. mid-60s at 11:00 and mid-70s this afternoon. i wouldn't be surprised if you see some thermometers hit the upper 70s around 3:00 to 5:00.

and for san francisco being a little conservative with some of these temperatures, 50s through 9:00 and upper 60s. the closer you are to the bay the more likely in the low to mid-70s this afternoon. a gorgeous day out there. tomorrow will be the hottest day of the year and then wednesday will be the hottest day of the year and then we'll be cooler. alexis, having a good morning so far? >> not too much happening. i wasn't aware easter monday is a thing. >> that makes two of us. >> a four-day weekend here. not many incidents. we are starting to fill in in our usual spots. 5:17 the official time for the metering lights to flip on today. car-pool lanes no issue. very quiet right now across the south bay. a look at san jose on our traffic maps and seeing one tiny stretch of red into yellow. as you get north of alum rock. that's typical.

no blocking to report. 33 b.a.r.t. trains in service. >> thanks, alexis. happening today state senator scott wiener will hold a press conference with african-american leaders about a political flier they're calling racist propagan propaganda. many san franciscans received the flier in the mail that equates a bill written by wiener with, quote, negro removal. the reference to a time in history when the african-american population in en bl would put more apartments and condos near b.a.r.t., muni and caltrain stations. the man behind the ad says the bill would lead to further gentrification. congressional democrats admit they may take up impeachment in the wake of the mueller report. some say the decision whether to impeach president trump will be based on, quote, the best interests of the country. >> is it best to take up impeachment because to do

she believed was her uber ride will appear in court this morning. nathaniel rowland will be in court in south carolina. 21-year-old samantha josephson was murdered last month after mistaking his car for her uber. police say she was inside the car and once she got in rowland activated the child safety door locks to prevent her from escaping. prevent illegal side shows like this one. dozens of extra officers patrolled the streets. >> this was the scene last sunday where a sideshow erupted into violence. a driver was carjacked and a truck set on fire. residents say they are tired of the constant chaos. >> it's annoying. because it serves no purpose but just to act like an idiot and then once it gets out of hand like when a truck got set on fire, everyone runs for their life because they don't want to get arrested. >> they voted to back a state

assembly bill that would heavily fine people taking part in a sideshow and impound cars for a month. it would make driving in and even watching a sideshow a crime. abc 7 news is committed to covering the issues affecting all of us as we build a better bay area. alameda county is launching a new pilot program to stop illegal dumping on city streets. county supervisor nate miley and a team of volunteers will spend two hours picking up trash in oakland. then community leaders will release more details about the pilot program. it includes conducting neighborhood surveys. the data will be given to an illegal dumping task force that's responsible for making streets cleaner and safer. it is earth day and google is marking the occasion with a special doodle. protect our species is this year's google doodle theme. the animated slide show highlights a few of the more extreme living things with which we share a planet like our coastal redwoods.

starting to get busier and drive times looking okay, too. a 17-minute drive across the bay bridge and metering lights are on. sbld 101 san francisco to sfo you're in the green at ten minutes. an alarming new report this morning says accidental suffocation is still the leading cause of death for american babies. the most common scenarios involve blankets, bed sharing with parents and other unsafe sleep practices. doctors say the deaths are entirely preventible. the american academy of pediatrics issued the following safe sleeping tips recommending infants sleep on firm mattresses in their own cribs or bassinets, a tight fitting top sheet is the only crib bedding recommended to avoid suffocation or strangulation. the study is published in the journal pediatrics. a car seat law could have kids in booster seats in middle school this is happening in washington state.
