billionaire witnesses for depositions. all parties will return to court on july 1 to see if an agreement can be reached for a trial date. it's possible the trial may not happen until next year. they are facing 11 criminal counts of wire fraud and conspiracy to commit wire fraud. at one point she made him wealthy. she and her attorneys weren silent. they will return to court on june 10. in san jose, david louis, abc 7 news. what you are seeing in this video could have turned into a nightmare. vacaville police released the surveillance video which shows a girl trying to hide from a suspicious driver who approached her while she was walking home. police have a discription of the

it's a topic we keep following because abc 7 news is committed to building a better bay area. oakland has been fighting this issue for quite sometime. >> this is a horrible pr mayor talking last may. she promised to hire three litter enforcement officers to combat the city's rampant litter and dumping problems. >> we deserve a service from the city of oakland to have a clean, safe city. >> it was just a few months prior in march of 2018 that city councilman joined a group of east oakland residents to protest the illegal dumping and unsanitary conditions in their neighborhoods. >> once the trash sits there, it gets worse and it attracts more dumping. >> that was kocouncil member saying she wanted the city to save 2 million dollars to hire two crews and equipment to clean illegal dumping hot spots.

oakland officials confirmed they hired four litter enforcement officers in the past year, but they are still in training and not yet out on the street. and the city says calls to the city's oak 311 call line related to illegal dumping are now increasing. more people are aware that is there. laura anthony looks at the latest effort now to clean up oakland. >> reporter: what a difference two hours can make and about a dozen volunteers on this stretch of g street in east oakland. one plagued by chronic illegal o aheed by aeiount ey of and the natio with sheriff's department. >> they will be doing random patrols 24 hours a day, 7 day as week. it will be random, nobody will know. >> you will be prosecuted

time biden has tried for the white house. as we celebrate earth day today an environmental crisis is looming. statistics show tons more waste going into land fills. >> each bay area community is figuring out how to reverse this unexpected trend or really is it even possible? >> 7 on your side's michael finney is here with how you can help. >> everything was going so well. i think we thought we know what we are doing. now we don't think that way. california's goal is to convert 75% of waste. the amount of trash going to land fills was dropping every year. now it is inching back again. and the state agency attributes most of the increase to the booming economy. we have more construction debris. to top it off, china stopped buying most of our recycleable materials. now each city is coming up with solutions and many are choosing to crack down on you and me.

not long ago this waste was easily recycled. much was sent to china and forgotten. >> china got fed up with getting stuff that was not really worth recycling. >> reporter: he says garbage companies got stuck with it instead. >> we're not getting paid anymore for the recycling. we are paying to get rid of the recycling. >> reporter: the company put much of the blame on contamination on our recycle bins. plastics that actually are not recycleable or plain old garbage dumped in the wrong place. >> i feel like i'm careful just cans and bottles. >> reporter: residents rur stunned when their garbage company began ticketing them for recycling wrong. a fine of nearly $28 for each

violation. other cities tag carts for contaminati contamination, too, but they issue warnings before fines. in oakland, california waste solutions issued a huge number, 33,000 of these notices last year. violators first receive a letter with a photo of the offending item. they can be fined after three violations. however, of those 33,000 citations, officials said not one person received any fine last year. >> don't put goopy, wet, don't put food. let's keep the blue bin clean. >> reporter: phil boboput out a plea to residents to better sort their trash. he says garbage company green waste leaves dozens of these tags on recycle carts every week. >> and then they get a phone call that says you may have noticed your garbage didn't get picked up or your blue bin didn't get picked up.

>> reporter: if contamination is massive the cart is left behind. the customer can either clean the bin or have it dumped as garbage for a $30 fee. middle valley has a different idea. he wants to have customers stop mixing all recycleables into one cart. >> the food squishes out and mixes with other materials in the recycling can and contaminates everything. >> reporter: he tested a dual stream program when customers separate the material. a few customers in the trial program didn't like it. >> it is more work on the homeowner. >> reporter: now jim's asking the rest of the customers if they are willing to separate their trash. public hearings on the dual stream proposal will begin next month. palo alto officials are requiring the trash collector to trace where the recycled
