council economic institute put a staggering price tag on the solution. the $12.7 billion. in theory, listen to this. that's enough money to build a $450,000 house for each of the people reported reported homeless. in san francisco, one solution, a proposed navigation center is dividing the community. tomorrow they are scheduled to vote on the proposed shelter along san francisco's embarcadero. it would bring 130 bes to a lot on brine street. the orange proposal called for 225 beds was downsized after neighbors spoke up against it. some advocates argue the best way to fight homelessness is to prevent it in the first place. that's what some services are doing in san francisco. kate larson has one mother's success story. >> i had my son when i was 16. >> she then married her son's

this is security footage from a hospital. you see a couple of people here and a little girl. that is 8-month-old nancy hanging out with her cousins has little nancy's mom has gone to see her sister who is at this hospital. what you don't see in this video is the moment that the cousins hand over little nancy to a stranger. >> what? >> the stranger apparently volunteered to take care of the little girl while the cousins used the bathroom. by the time they came back out, little nancy was nowhere to be found. >> why would you pass the baby off to a stranger? that makes no sense. >> according to reports, one of the cousins is 15 years old and the other one was much younger, so maybe they just were young, dumb and not really thinking. authorities immediately released this alert. they believe this is the woman that took the baby.
