into a california dumpster is now in custody. animal services released video of the arrest yesterday. officials say there were about three dogs inside her home. they have been moved to a shelter. under surveillance shows a woman pulling up to a dumpster in coachemla tossing them out and driving away. the seven dogs were believed to be just three days old. a rescue organization issic tag care of them. in the east bay, it's become a jungle. traffic and parking say has been impossible as crowds cram the streets. kornell bernard tells us the problem is about to get even worse. >> they get des >> reporter: it's gotten so bad he's put out these traffic cones and telling zoo goers don't even think about parking here. >> they just mark anywhere.

mayors of oakland and berkeley to talk about the increased fire danger around the state including communities in the oakland and berkeley hills. the state says the east bay hills are among the areas in california at risk for wildfires. pg & e proposed bumping up bills by $12 a month. now the sacramento bee reports they have a new pro elf to bring the total to over $20 a month. the utility says it needs to hike rates to improve wildfire safety and dealing with bankruptcy. the utility commission will get the final say on the rate hike. sfo is joining a growing list across the u.s. transitioning to electric buses. proterra shows one of the new electric buses coming to sfo. they will be used for ground transportation. sfo wants to be carbon neutral
