it? we will see. >> seems like he's on track to do it. we'll be covering that this morning. first we have a lot of news to get to beginning with breaking news overnight. a car slamming into a crowd in california injuring at least eight people. police now say they believe this crash was intentional and that the driver is in custody. abc's will carr starts us off with the very latest. >> we have three criticals. we need three ambulances. >> reporter: overnight a speeding car that witnesses say had no intention to stop ran down eight people. >> i need units out here for crowd control. >> reporter: the collision powerful enough to mangle the front of the dark car. that tree was the only thing that could stop the car after it left a trail of carnage, bikes flipped over, backpacks scattered in the street. images of a night outdoors turned tragic. police immediately arrested the driver. investigators say they believe he may have targeted the group of pedestrians. >> the driver who struck the vehicle looks likes it might

have been an intentional act. the scene doesn't show evidence of braking. >> reporter: emergency crews transported at least eight people to the hospital. the youngest victim, a 13-year-old girl. >> we do know several of the patients that we treated on scene have serious injuries. >> reporter: the big question this morning is why? authorities say they're looking in to see if drugs or alcohol were involved or if that driver knew any of the victims. at this point they believe it an isolated incident. george. >> thanks very much. now to new developments in that deadly terror attack in sri lanka. we're learning more about the identity of the bombers, one of them a woman and authorities are making more arrests as the death toll continues to climb. abc's james longman is on the scene in colombo. good morning, james. >> reporter: good morning, george. a lot of activity here overnight. 20 more people have now been arrested across this country, meaning 60 are now in police country. some of the booby-trapped vehicles have been found but the hunt is still on for more bombs as we discover a woman was part of the plot.

with the death toll at now at least 359 this is probably isis' deadly ever single attack. watch in this chilling video you can clearly see one of the bombers about to set off his explosive in the church, brushing past a little girl with a bomb on his back only to kill scores of children moments later. and news emerging this morning that a woman was part of the plot. she set off a suicide vest at this safe house that killed her, two children and three police officers hours after the suicide bombings on easter sunday. >> what's interesting, it's owned by an said whose other property was raided back in january and found explosives at that time. seem to be pretty extraordinary security lapses. >> reporter: the fbi now joining the investigation poring over new surveillance images. authorities looking at the men in this video wearing backpacks in a hotel elevator. >> isis has claimed responsibility. there were foreign links that this could not have been just locally.

>> reporter: while the prime minister says isis has claimed responsibility, the terror group has yet to offer proof. sri lankan officials were given warnings but did not act on the tips. the government says these who -- horrors were revenge for what happened in new zealand but the prime minister there saying that's not the case. >> we haven't received any intelligence reports that corroborate what's been said in sri lanka. >> reporter: now, critical locations are all being secured. airports, embassies and churches, stepped up security and this country is trying to mourn but still braced for further attacks. cecilia? >> they sure are. okay, james. thank you. as we have been reporting, isis has claimed responsibility for those bombings, raising questions about how strong the group is, after losing territory in the middle east. abc's chief global affairs correspondent martha raddatz has more from washington. martha, good morning. how are you u.s. officials responding? >> reporter: well, cecilia, the fbi and department of homeland security issuing an intelligence

bulletin saying that isis will almost certainly use these sri lankan bombings to further its rhetoric for like-minded attacks and counterintelligence officials believe they were not just inspired by isis but could have been directed and coordinated by veterans of isis battles in iraq and syria who returned to sri lanka after the defeat of isis. the attacks were clearly well-financed. the bombmaking, sophisticated and the coordination really nearly flawless. this may be a look at isis 2.0 and we have heard president trump say it was defeated in iraq and syria but this is a group whose radical ideology is still spreading across the globe and clearly still posing a powerful and deadly threat. george? >> it lives online. thanks very much. we go to the white house now where president trump is taking a new hard line against litigations, strongly suggesting

he will block his former white house counsel don mcgahn and other aides from testifying in front of the house. jon, mcgahn is the star witness dealing with obstruction of justice. >> reporter: he was the star witness in the mueller report which is exactly why democrats want him to testify before congress. he was the white house counsel, george, for 21 months, and witness to multiple efforts by the president to take control of the investigation, but the president is suggesting that he wants to block all of his aides, former and current, from testifying before the house, which he says amounts to testifying before the democrats that control the house. this is what he told "the washington post." i don't want people testifying to a party because that is what they're doing if they do this. then he went further with the post and suggested that because mcgahn and others have testified before the special counsel, there's no need. he said i allowed my lawyers and all my people to go and testify to mueller and you know how i feel about that whole group of people that did the mueller report. i was so transparent and they

testified for so many hours. they have all that information that's been given, but, george, some legal experts say the very fact that the president allowed those aides to talk to the special counsel means he cannot now declare executive privilege to keep them from talking to congress >> that's the point. in another committee threatening to hold an administration official in contempt because the white house is preventing him from testifying about security clearances. >> reporter: yes. this is carl kline. he was the head of the white house personnel security office in charge of those security clearances. congress has subpoenaed him to testify as demanded he testify. he is saying that he will not because he has been directed by the white house counsel not to testify, and he has an interesting answer to this. he says he has two masters from two equal branches of government both making demands of

asking him to testify, another asking him not to. he's going to go with the one that signs his paycheck. >> the treasury secretary defying this. >> steve mnuchin thinks that there are legal problems with the request and is not going to give a firm answer on this, yes or no and whether he will turn them over after may 6th. that's after he gets an opinion from the department of justice. >> jon karl, thanks very much. president trump is about to face a new challenge in the race for the white house. former vice president joe biden set to launch husband campaiis thursday. polls show he will be the early front-runner in a crowded field. he may enter but a lot of hurdles. >> especially things have trailed and his party since he campaigned about seven years ago. now what we know is that in the next 24 hours, democrats will have a new candidate for president. vice president joe biden expected to release a video showing he is running for president. biden is planning a rally in pittsburgh on monday to follow up, and pennsylvania is a

battleground state. it's where he grew up, but it's a state that donald trump part of biden's argument he is a digit who could win back states. like his experience his voting record is extensive addressing past interactions with women and crossed the line with unwanted kisses and hugs and he will be more mindful going forward, he says. he will enter in many polls as you mentioned show him as the front-runner but joins a crowded field and that's just an understatement by our count, the 20th democrat to enter the race, george. as you know, he's 76 years old. if he were to run and win he would be 78, the oldest ever elected president. >> tom llamas, thanks very much. that sex abuse scandal rocking the boy scouts. the organization is accused of keeping a confidential file on abusive troop leaders and volunteers documenting thousands of allegations over decades. according to new court testimony from an expert who has reviewed the figles, there has been more than 12,000 alleged

victims. that file goes back to the 1940s. the boy scouts of america tell us we care deeply about all the victims of child abuse and sincerely apologize to anyone who was harmed during their time scouting. every instance of suspected abuse is reported to the law enforcement. we turn to the severe weather and flash flooding hitting the south overnight. half a foot of rain leading to water rescues in texas and now that system is moving east. rob marciano is here tracking it all. hey, rob. >> this has wind to it, as well. we saw just to the west of ft. worth, breckenridge, texas, and 60, in some cases 70-mile-per-hour winds here. ft. worth, the water coming up through the storm drains and all started late last night and continuing during the overnight hours. we have photo warnings that are posted for dallas, flash flood watches that are posted for nearly all of central texas as these storms continue to train over them. merely all of texas and rainfall rates of 2 inches per hour. difficult to keep up on. we are seeing ponding all over

the roadways there especially in dallas where we have marcus moore. he's with us now in love field, good morning, marcus. >> reporter: good morning. take a look at this. there are cars, even pickup trucks underwater. here this morning, this is one of the main parking garages at dallas' love field airport, and i have counted dozens of cars, trucks and suvs submerged. completely under water and tried to move the massive amounts of water creating a real mess overnight. rob? >> marcus is going to be a struggle there today as the rainfall continues. this system not really moving all that quickly. you see it kind of just making a lateral move off to the east and we have a severe weather threat today. it includes austin, waco, near corpus christi, houston and lake charles as well. that's a possibility. strong winds, large hail and a lot of rainfall with this. george? okay, rob. thanks very much. now to the latest on a police shooting sparking protests in connecticut. newly released bodycam footage shows police opening fire on an unarmed man after he got out of

the car with his hands in the air. linsey davis has the story. good morning, linsey. >> reporter: good morning, george. hundreds of yale university students have made several demands including the release of the dash cam and body cam video. now we're getting a look at the bodycam video. this newly released body camera is raising more questions this morning about this police involved shooting in new haven. >> 20 shots fired. with the car. >> reporter: watch again, the driver opens the door, within seconds his hands go up and police open fire. >> was he ordered to open the door? >> there are indications he was told to open his door. or come out with his hands up. >> reporter: a surveillance video obtained by abc news shows another vantage point showing paul witherspoon being shot at by police while his hands are in the air. his girlfriend, 22-year-old stephanie washington was shot in the torso. both were unarmed. police say this all began when a

hamden and yale police officer were investigating a report of an attempted armed robbery and spotted this red honda which allegedly fit the description. the officers involved claimed the driver made an abrupt movement and ignored commands. >> police are supposed to do their job. i seen hem doing worse to people. i just never thought it would happen to me. >> reporter: we still don't know why the yale officer did not have his dashcam or bodycam turned on. the hamden officer turned his on seconds before the incident. >> thank you, linsey. >> another investigation continues. thank you. now to new developments in that tiger attack at a kansas zoo. this morning, we're learning more about those terrifying moments in the enclosure and how the zookeeper's colleague saved her life. abc's zachary kiesch is here with the latest. zachary, good morning. >> reporter: a miracle on so many levels, janai. tiger attacks and the victim lives to tell her story. we now know about that zookeeper clamped in the hold of that powerful cat and how animal and staff played a role in that rescue. this morning, new details on how the staff at the topeka zoo

dran distracted sanjiv, the sumatran tiger. >> we train them to come inside and come to us whenever we call. i think that saved both of nice lives. >> reporter: it pounced on this zookeeper, kristen ortega and then walked away. this shows kristen in the tiger's pin moments before and the director saying if that tiger would have taken one more turn back towards the zookeeper, lethal force would have been used. they were calling him back to the enclosure with a firearm. >> they knew what to do and they grabbed his bucket and called his name. >> reporter: kristen has been with the zoo since 2001. she is still recovering at a local hospital but has been applauded for her reputation as being meticulous and careful. the zoo says this morning they have no questions about the integrity of that space or environment. guys.

luke walton is now accused of sexually assaulting a sports reporters when she was 25 at a time when she says he was her mentor. overnight, one of the nba's most high profile coaches coming under fire. sacramento king's coach luke walton facing sexual assault accusations from former sports reporter kelli tennant who claims he forced himself on her in 2014. >> this type of behavior cannot be condoned. and no woman should ever be made to feel like a victim. >> reporter: walton was until recently the head coach of the l.a. lakers alongside superstars like lebron james and lonzo ball. at the time, he was with the golden state warriors visiting l.a. tennant said she had a professional friendship with him so she agreed to meet him in his hotel room to drop off a copy of her recent book. >> he said, don't worry about it. it's me. >> reporter: she says when she

newsstands fridays lara. well deserved. thank you. moving on to our series for national infertility week, broke for baby. and this morning we' looking at how you can tackle the high cost of fertility treatments and juju chang is here with us now. >> good morning. well, you know, we all know that children are priceless but there can be a huge price tag for fertility treatments, it can be both emotionally and financially draining. the couple you're about to meet spent nearly a decade enduring 18 fertility treatments in their quest to become parents. >> when i was 14 i was diagnosed with endometriosis and i remember a doctor saying, you may have fertility issues later. >> reporter: for andrea and husband michael the road to having a baby was long, expensive and paved with heartache. >> when i got married i told my husband it may take us a year or two. it didn't occur it could fake as long as it did. >> when did you guide, we got to

intervene? >> two or three years in i went to an ob who referred to me a specialist. >> the news wasn't good. she had massive fibroid tumors covering her tubes and ovaries and physically couldn't get pregnant. >> i needed to have open stomach surgery in 2012 to remove that. >> you're thinking, all right, pathway is clear but it didn't. >> it didn't. >> reporter: in 2013 she tried iui. >> i got pregnant in september 2013 and i thought that's the answer. that's what we needed. we lost that pregnancy at around 10 weeks. >> reporter: across eight years of often heartbreaking setbacks the couple spent upwards of 100 grand on failed treatments including full cycles of ivf. did you ever feel like is this worth it? how much is too much when it comes to trying. >> i think anyone what's gone through fertility treatments ask themselves that question constantly.

how much is too much financially. infertility affects you financially, physically, emotionally, spiritually and hits you an every level and pursued surrogacy. that's extremely expensive and signed up with an agency and over two years we were being matched entwo dropped out on us. >> rock bottom. we just thought maybe we're not meant to be parents. >> reporter: then an unexpected message from ler cousin alana changed everything. >> i got a text from her that said have you ever thought of a family member to help? and i was shaking when i read it. >> you were like, ding. >> i knew right away this was an answer. >> reporter: after offering to be their surrogate her cousin gave birth to andrea and her husband's biological child, baby ariel in december. >> how have the early weeks been like? >> i'm so offjoyed and so

is the cost and it is a chuck of change. the average cost of an it is anything from $30,000 to $40,000. 90% of the women that freeze their eggs don't end up using emthis. lots go on to conceive naturally and many pursue not to pursue it. >> we don't have crystal balls but if you're going to do it are there ways to save costs, to save money? in there are -- i think a lot more of the clinics are providing financial planning where they can break the cost down week by week but again if you're going into that much of a commitment of money figure out what it's going to cost at the end. the reality is a lot of women will have to go through two rounds of egg retrieval to get the number they need which is around 20. average it's 30 to 40 and some people will have to go more if they want a substantial number

of eggs work for them. >> what about insurance to help you. >> more women are making k. digs of going to friendly companies and talked to a lot of women and 60% would choose a company that was more fertility friendly over one that wasn't. i think first of all understanding what does your company give in terms of fertility coverage, whether it's ivf or egg freezing or even leave. figure out what it is. monster, glassdoor, a lot of fertility sites can tell you which are more friendly than others and honestly sometimes you'll have to be your own advocate. if the company or who you're working for does not give you the fertility or parental leave you want, ask. >> we have more tips on infertile and how to tackle the cost on our website. we'll be right back.
