attorney general and acting homeland security secretary ordering them to overhaul the system in 90 days.y asylum case decided within six months of when the application is submitted. an army veteran who fought terrorism in afghanistan is now accused of plotting a terror attack in southern california. prosecutors say mark steven domingo wanted to wage jihad in the u.s. killing as many people as possible. one of his alleged targets, a white nationalist rally in long beach over the rally and allegedly wanted to target jews, churches, police officers, even the santa monica pier. authorities say the recent islam convert was seeking revenge for the new zealand mosque attacks. >> he allegedly purchased several hundred three-inch-long nails to be used in ieds as shrapnel specifically because the nails were long enough to penetrate the human body and puncture internal organs. >> tough to hear that. authorities say domingo acted alone. he was arrested friday before he

could pull off any of the attacks. the notorious leader of isis has apparently resurfaced for the first time in five years. a newly released video appears to be abu bakr al baghdadi. he praised the easter bombings and vowed to take revenge on the west. he acknowledged defeat in syria but as abc's martha raddatz reports, the fight is far from over. >> reporter: isis is still very much a threat. they may not have claimed a territory now but baghdadi's message of attacking the west is still resonating with new recruits and the thousands of fighters who remain in iraq and syria. others boldly carrying attacks out far from where isis first took root. >> al baghdadi is still the world's most wanted man with a $25 million bounty on his head. now to new concerns about measles outbreaks across the country. a new report from the cdc reveals the number of cases has surpassed 700, a 25-year high. now lawmakers are taking drastic measures in hopes of containing the outbreak.

a stunning announcement from the cdc as health officials battle the ongoing measles outbreak. >> we're reporting 704 cases of measles from 22 states. that's more cases of measles in a single year than we've seen in the past 25 years. >> reporter: nearly 80 new measles cases confirmed in the last week alone with at least 89% of those cases seen in unvaccinated people despite pleas from doctors, lawmakers and religious leaders to get immunized. >> it is necessary for all the physically able to receive the vaccinations that they do so. >> there is not one religious institution, not one single one that denounces vaccines. >> reporter: the rapid spread spurring officials in new york state to introduce a bill that would do away with nonmedical exemptions for all students attending public schools. on these outbreaks or the measles will get a foothold and be a permanent problem with the

murder after shooting 26-year-old botham jean in his own apartment. guyger says she mistook the apartment for her own and thought jean was a burglar. >> i shot a guy thinking it was my apartment. >> you shot someone. >> yes, i thought it was my apartment. i'm [ bleep ]. oh, my god. i'm sorry. >> on, we have help on the way. >> i know, but i'm -- i'm going to lose my job. i thought it was my apartment. >> reporter: in the five-minute call obtained by our dallas affiliate wfaa, guyger tells the dispatcher 19 times that she thought jean was in her apartment. >> i thought it was my apartment. hey, man. >> reporter: at one point you can hear guyger appearing to try to comfort the wounded man. >> hey, bud, hey, bud. hey, bud, come on. >> reporter: a grand jury indicted guyger after days of protest. according to the arrest warrant, guyger arrived at the wrong apartment after working a full shift still in uniform. the document showed the door was slightly open when guyger arrived. and court documents say she opened fire when jean disobeyed her commands.

an attorney representing jean's family says the recording shows his life was taken for no reason. >> the thing that stand out the very most to me was the fact that when i listened to that call not one time did i hear amber guyger say that she was in fear for her life. >> reporter: guyger's attorneys say they can't comment on the 911 call because of a gag order in this case. guyger's trial is scheduled to start in september. so much of the country is mourning the death of filmmaker john singleton. the 51-year-old was taken off life support yesterday after following a stroke earlier this month. he's the man behind the groundbreaking film "boyz n the hood" done when he was just 23 and he says the devastation of drugs into the black community turned him into a storyteller. laurence fishburne says he's heartbroken and his passion for cinema was as boundless as his imagination. >> a pioneer there gone so young. health officials in new mexico are testing a spa's customers for hiv. the department of health says two clients were likely infected

with the virus in an albuquerque spa during what's called vampire facials. the popular beauty treatment requires a trained technician to inject the person's own blood into various parts of their face. experts say it's not considered dangerous on its own but can spread disease if the needles are not properly sanitized. scientists at stanford university say they have found a blood test that can accurately diagnose chronic fatigue. the condition causes exhaustion along with a variety of other symptoms and it's notoriously difficult to diagnose but early studies have shown this new blood test is 100% accurate at identifying this disorder. no fatigue for the nba's playoff teams. the series continues in milwaukee and oakland tonight. the move of the night last night came from gary harris with the underhanded reverse in the nuggets' win. the other game saw philly even its series with toronto. a lot more basketball coming up.
