panic and chaos on a college campus, where a man goes on a

deadly shooting spree. >> i'm amanda del castillo. the city of san jose is giving its police department the green light to crack down on street shows. i'm kate larson. an unleashed dog attacked and killed a rarely seen species of seal. imagine what it takes to get a warriors' game pumping. "abc7 news" tarts right now. >> live, where you live. this is "abc7 news." >> oh, [ bleep ]! >> a shooting on the university of north carolina charlotte campus has left two people dead, four people injured, and students were just running as officers moved in. the suspected gunman is under arrest. >> the university sent out a tweet, saying shots reported near kennedy. run, hide, fight, secure yourself immediately. our reporter has the terrifying moments.

>> we o we need medical on. we have multiple victims in here. >> reporter: a college campus on the last day of classes, locked down after an alleged gunman opened fire. >> it was like stay safe, get indoors, fight if you have to, all that. >> reporter: police officers springing into action, students nervously streaming out of campus buildings. some with their hands over their heads. others taking safety inside classrooms. one tweeting we are okay. >> any heart started racing when i first heard the news, and i wanted to get somewhere safe quickly. >> we have the shooter in custody. >> reporter: the alleged shooter, 22-year-old tristan terrell. law enforcement found him armed with a pistol. he was taken into custody. >> i can't tell you the sadness of the entire community to know that a situation like this has occurred on our campus. >> we're all pretty much devastated.

and this was video that was taken as a suspect was being led into police headquarters in charlotte. terrell is a former student at the university. he was being let inside in handcuffs. he turned and smiled at the cameras. television stations are reporting that he was a history major but dropped out this past semester. >> we'll why updated information on that story in the morning. let's bring you back to the bay area. a better con around eay bay area, we're focusing on safer communities and neighborhoods, so we're asking what are the solutions? tonight, the city council volted to make it illegal to even attend a sideshow. amanda del castillo is there live. is un illegal activity

going on, on our city streets. ordinances have been approved by cities like san diego, los angeles, and sacramento. loud screeches, the smell of burning rubber, signs of an illegal street race. the city of san jose is giving sjpd the green light to crack down. >> people are doing these sideshows because people are watching. >> reporter: anyone there watching could face $1,000 in fines and six months in jail. people usually gather by the hundreds. spectators using their cars to block traffic and their bodies as human shields. >> it seems like a lot of fun, but it's not, because people really get hurt. and people get killed. >> reporter: a deadly san jose street racing accident killed an innocent bystander in 2015. an officer was injured in a sideshow in 2017.

and in october 2018, a driver in a suspected street race struck another vehicle, killing an indent person. >> they're doing them right where people live, right where their kids are. open the ordinance looks for spectators within 200 feet of an illegal show. but what if someone was in the wrong place at the wrong time? police will have to use their own discretion in those cases. the hope is to deter enough spectators that drivers don't have anyone to perform for. the city and san jose police kept adepartment are expected t be what can here in six months to discuss the -- what the measure did and how successful it was. here in san jose, amanda del castillo, "abc7 news." >>am, bee constant concern in theo,iver drug and ac transit bus were set

dogs are allowed on the north side of the beach and only dogs on a leash on the south side. nowhere does it say that dogs without a leash are allowed anywhere. >> dogs get into prey mode when they see a furry animal, and they will attack. >> reporter: ed rooney is a veterinarian visiting from new hampshire. he's noticed signs all over with rules for dogs and owners. the dog attacked the seal in an area where dogs are not likely. >> the trauma was so extensive to her chest, and that made it unable for her to breathe. >> reporter: they tried to rescue the injured pup, but it was too late. >> now it becomes more of a problem, because those animals are trying to recover as a whole. so anything we can do to reduce our interaction with them is
