>> reporter: and from the port of oakland today, a statement that it has not made any decision about what to do for this piece of property. no hint of whether there would be a land sale or perhaps a lease or no deal at all. we certainly know where ilwu local 10 stands on the issue. live in oakland, wayne freedman, abc 7 news. all right, wayne. thank you so much. earlier this morning, people gathered in berkeley for a mayday celebration. sky 7 was over tilden park where dancer performed as the sun rose. >> the group danced at several other locations in berkeley. to the south bay now where a group of san jose state students is urging the santa clara county district attorney to take action or reduce or expunge all eligible cannabis convictions. abc 7 news reporter chris nguyen with the story. >> i am a member -- >> reporter: at the santa clara county administration building this afternoon, members of the san jose state university group students against mass incarceration stopped by the

weekly farmers market to talk about marijuana-related convictions. >> it's a matter of getting people those opportunities and getting them to be able to be successful. >> reporter: opportunities that can't come soon enough. >> still back up here talking about going to do it. >> california voters passed prop 64 legalizing marijuana in november of 2016. assembly bill signed into law last year by former governor jerry brown directed the department of justice to work with district attorneys to expunge marijuana-related convictions by july of 2020. san francisco recently announced it had completed its review earlier than anticipated leaving some to wonder why localities like santa clara county hadn't done the same. >> we are your brothers, your sisters, mothers, fathers. we are veterans who have been criminalized during the war on drugs. again, cannabis is legal now. but it wasn't always in the past.

>> reporter: it turns out, san francisco has chosen to be a part of a code for america pilot program which offered new technology to review the cases. santa clara county had expressed interest in joining, but ultimately wasn't chosen. >> criminal justice records are highly regulated, they're highly confidential and they're highly protected. they're governed by the state. >> reporter: santa clara county assistant d.a. david angel expects to receive a list of eligible cases from the department of justice this summer. >> our hope is we get this in early july. our information services is able to process the list quickly. then we have a team of lawyers designed to review it. we think this review should go quickly and then everyone eligible should get their epungements shortly thereafter. >> reporter: the number of eligible cases in santa clara county could be in the thousands. in san jose, chris nguyen, abc 7 news. the santa clara county d.a.'s office tossed out more than 400 convictions since the passage of prop 64 through its current petitioning process.

crews were working through the day today to repair a broken water pipe in san francisco. the pipe broke around 6:30 this morning near claremont boulevard and kensington way. a portion of the traffic circle was shut down for the repairs and took crews a while to repair it. san francisco water officials haven't given an exact cause for the break. but they say that pipe was installed back in 1920. the faculty adviser of a high school newspaper in stockton is standing by her decision to publish an article about a student working in the adult entertainment industry despite a threat of being fired. the teacher is kathy did you feel and the writer of the story, bailey from bear creek high school appeared on midday live today. they told reggie aqui that the student who is 18 years old, fully consented to the article and the profile of her is no different from any other story they cover. she will not be intimidated and will publish this article on friday. >> we are the watchdogs of our

administration just as you are the watchdog of our government. for students at bear creek high school, we're the watchdog of our principal, our superintendent and of our school board. you can imagine the chilling effect that it would have on you as a professional reporter if you had to answer or submit your stories in advance to a government official, which is basically what they are asking us to do. >> the lodi unified school district september us a statement saying the district is legally required to ensure the publications do not violate education code section 48907. this law requires districts to prevent the publication of obscenity, defamation and insightment and prohibits the publication of -- that fails to meet the professional standards of english and journalism. they will intervene to be sure that it complies with the law. let's focus on the weather now and take a live look from

fares are going up. starting july 1st if you pay for a single ride on a train or bus, it will cost $3. that's an increase of $.25. if you use muni mobile, you'll pay the current fare of $2.50. cable car fares are increasing from 7 d to $8. if you ride b.a.r.t. within san francisco, it costs $2 for the clipper card. there's n extra $.50 surcharge for paper tickets. the next fare increase of 5.4% on b.a.r.t. is coming in january. the first part of california's high-speed rail project may cost an additional $1.8 billion and it won't be complete until sometime between 2026 and 2030. the state rail authority gave an update to the state legislature today. the plan is updated reflecting governor newsom's order to only build between the rail between merced and bakersfield for now. the total estimated cost to build it in the central valley is currently at $20.4 billion.

california saw its slowest recorded population growth rate in 2018. officials released new numbers today. as of january 1st, california had a population of 39.9 million people. the growth rate in 2018 was .47%. the sluggish growth rate was driven by a significant drop in births and uptick in deaths as the baby boomer generation gets older. california is the most populous state. texas the next most populous state has almost 10 million fewer people. this comes as california and other people get ready for the census used to distribute federal tax dollars and influence congressional representation. we have new details about the sea lion, cute little guy on a bay area freeway. look at him or her? not quite sure. we learned this pup traveled a long distance. we'll tell you where he or she was tracked last. plus, the fight against mosquitoes. an unusually wet winter. what's being done to keep you

them of insider trading. the suit also blames them for the privacy scandals since 2016. the shareholder complaint was filed today in delaware. it also names facebook chief operating officer sheryl sandberg and four other board members of facebook, including paypal founder peter thiel. there was a statement stating quote, the lawsuit is without merit. alleviating homelessness. a major part of our building a better bay area initiative. in san francisco, they're getting a big boost in its effort to solve the crisis from mark ben hof and his wife donating $30 million to the center for vulnerable populations. >> dan ashley spoke with benioff about the donation and why he chose ucsf. he believes the best first step in helping the more than 7500 people on the streets of san francisco is to understand the scope and scale of the problem. >> so it's not just an academic

pursuit. you mean for this academic, scientific research to be used out on the streets? >> well, just walking down the streets in san francisco, i know that there's so many things that we can do and the research says so. but many people are confused about what we should do. this really gives people clarity. this is what to do, how to do it. why it works. and it's been proven through, you know, a scientific process. it's not just one person coming up with an idea. >> the people who run the program at ucsf say the money will be used to vet the information they already know and make sure the information is used the right way. we posted the interview with marc benioff on the abc 7 news app. in the east bay, it's warming up. that means more time outside. it's also the start of mosquito breeding season. >> yeah. mosquitoes can do more than ruin your picnic. they can make you sick.

eric thomas has a look at the fight against this pesky insect. >> we are getting into spring. the warmer weather. this is when we typically start to see the beginning of mosquito season here in contra costa county. >> reporter: chris stall is on a search and destroy mission. he shows the enemy no mercy. >> this is a really good example of a creek that becomes a good mosquito source. >> reporter: these are his troops. tiny fish of the gup i family who eat the larvae. when the water turns warm and the streams are flowing because of winter -- they lie stagnant with water with a lot of organic. >> reporter: some of species are bad news. i was going to ask you about the dangers posed by mosquitoes. the risk to people. you mentioned west nile virus. >> two species out of three can transmit west nile virus. >> that can cause fever, body

aches and vomiting in some victims. one in 150 victims can develop potentially deadly en secephali or swelling of the brain. >> next to a backyard, they put out these mosquito repellents. but the problem isn't too bad she says. >> when you're not the target. >> they go after my husband. i'm usually okay. >> this might surprise you. but there are 53 established species of mosquito in california alone. they pose concerns. the asian tiger mosquito and the yellow fever mosquito. they're not natives to california. efforts are being to control and possibly eradicate them. we're learning more about the sea lion rescued from south san francisco. new video from the marine mammal center in sausalito. the vets named the ten-month-old pup kid. slightly malnourished and vets

despite the increase in the breezes, temperatures have increased as well. here's the view from sutro tower. we're looking over the golden gate. a sliver of thin low clouds moving through the golden gate. it's 61 degrees. 69 in oakland. 75 degrees at mountain view. 74 at san jose and morgan hill. 57 cool 57 at half moon bay. the view from mt. tam, beautiful view. you don't see the trees shaking in the breeze up there. although it is breezy at the surface right now. other temperature readings for you. 75 degrees at santa rosa. napa 71. 78 at fairfield. vacaville and concord and 75 degrees at livermore. from the east bay hills as we look out over the bay and beyond san francisco, we can see the formation of some low clouds near the coastline. we'll probably have some patchy coastal fog tonight. these are the forecast features. it will be sunny, breezy and mild for the next two days. in fact, warmer on friday than tomorrow. cloudier and cooler, though over

the weekend. there's a slight chance of showers coming in. if not late sunday, perhaps monday morning. may 1st, is it a dry month or wet month generally? our average rainfall totals are posted here. san francisco on average gets just under half an inch of rainfall. oakland gets just over .75 inches. just under.4 inches. santa rosa averages about 1 to 3 inches of rain in may. we'll see what this month brings us. the first couple days looks dry. overnight, it will be dry under clear skies. mid to upper 40s for the most part. tomorrow's highs will range from low 60s at the coast to upper 60s and low 70s along the bay shoreline. 80 inland the warmest spot. it will be antioch with a high of 80 degrees. the forecast animation skipping ahead to sunday, a system

headlines at 4:30. mayday rallies took place here in the bay area and across the world today. the protests focused on labor and workers rights. today protests in oakland had an even more specific focus. abc 7 news reporter wayne freed mab was there as union members demonstrate against the possible conversion of howard terminal into a new stadium for the oakland a's. today the trump administration is requesting $4.5 billion in emergency funds for the border. administration officials say the money will be spent on humanitarian assistance, border operations and personnel. attorney general william barr faced a grilling today over his handling of the special counsel's report on the russia investigation. just in the past 90 minutes, we've learned barr will skip a house judiciary committee hearing tomorrow. sources tell us the decision comes amid disagreements over

serious version of him as he gave the hacker a sentence close to the maximum of a year in custody. new developments. a hillsborough couple pleaded guilty in boston federal court. the eye team reporter melanie woodrow covering the story, has the latest. >> hillsborough parents bruce and da vin a isaacson entering guilty pleas of the college admission scandal. this is video outside boston -- the first parents in the varsity blues cheating scandal. they're cooperating with the government in exchange prosecutors have agreed they will not face any further criminal charges and are recommending sentencing at the low end of the guidelines. they paid rick singer for the athletic recruitment scheme and college admissions exam admissions scheme for two of their daughters. sentencing set for july 31st. another parent charged,

harrison because this is where the city installed the first of his new red light cameras. rick, you are zooming into one he have them. there are three red light cameras at this intersection. for now, drivers get a pass from being ticketed. let me explain. >> red light runners. hard to miss on busy fourth and harrison. a main artery to highway 101. starting today, this red light camera will be watching you. first, there will be a 30-day warning period. municipal transportation agency spokesman paul rose. >> so if you do run a red light at these locations, you'll receive a warning. after 30 days, those warnings turn into actual citations. >> a citation for running a red light is close to 500 bucks. this is a first of some 20 cameras that will be installed at 13 intersections by the end of this summer. >> the priority is given to those intersections that have the most serious injury

collisions throughout the city. >> from our point of view, they can't come soon enough. we need more. >> he's with the san francisco bicycle coalition. he remembers when there were 47 red light cameras in the city. the first cameras were installed in 1996. the mta's contract with company that made them finally expired. the cameras were old, parts were hard to come by. >> they did break down more often, which saw a less amount of citations coming from those cameras over the last few years. >> the city quietly shut all the cameras off in january. so for more than three months, red light runners got a pass. now, with a new company, the new cameras are state of the art. more reliable and they can save lives says weed en mire. >> this is about addressing one of the most dangerous behaviors on our streets. that's running red lights. a failure to yield to

pedestrianing with people on bikes. >> the old cameras i'm told, cost the city about $1.2 million to run a year. the new ones, i'm told, are less expensive. they're about $800,000 to run a year. vic lee, abc 7 news. so, vic, let's go to the flip side. how much is the city going to make from the red light cameras? if they're spending $800,000. are they going to profit from this? aside from saving people's lives obviously more important than money. >> reporter: that's right, larry. this is a question that everybody seems to want to know. a question that everyone asks. the bottom line is, these are state fines. so the state actually gives san francisco a lump sum payment of some $2.1 million a year to run this program. that's because it's hard to differentiate, it's hard to separate red light camera tickets from other moving

a new study looks into the potential impact of declining wedding invitations. saying i do is a huge drain on everyone's wallet. even if you're just a guest. if you're saying no to wedding invites this year due to your budget, you're not alone. according to a new study from bank rate, one in five responded said they declined a wedding invitation because they could not afford it. the study also found the high cost of wedding is putting a strain on more than just finances. 30% of those who declined the rsvp due to financial stress say it damaged their friendship with the couple. meanwhile, 25% of those who chose not to attend did not send a wedding gift either. out of those who still sent gifts, the survey found 57% of people said they would give the same gift if they attended. 17% would give less of a gift. listen to this.

may now be able to take a journey back in time on your own sidewalk. city assessor carmen chu teamed with the san francisco public library to preserve and catalog nearly 100,000 photographs of homes and businesses. she says the project started after her office began digitizing property records. >> we had so many wonderful historic property files, photos from years and years ago. >> they are tiny snapshots of a city growing up. cars filling garages and children filling sidewalks. akah lied scope of change from the 1940s through the 2000s. >> pictures through time ground people. we feel that local history makes connection and community. >> so anything in orange means that there's an image. >> the si librarians created a database. punch in your address and see if someone filed a photo in the past on your address.
