aeronot plane that crashed in an emergency landing in moscow over the weekend. 22-year-old santa fe new mexico native jeremy brooks was on his way to his dream job to be a fishing guide in northwest, russia. he recently graduated from colorado springs. his former boss says he was an expert at fly fishing. he was one of the up from people died as it bounced on the runway during landing. 35 people survived. the pilot said the jet was struck by lightning and lost all radio communications. meanwhile, the associated press reporting the captain did not dump fuel after declaring an emergency to lighten the landing weight. investigators looking on whether that was a factor. the pilot says he did everything right, followed all the protocols. >> that investigation is under way. >> thanks, he east bay, a 46-year-old man from concord is accused of felony dui.

>> reporter: reverend amos brown of the naacp invited the aolianings, an internationally recognized choir to sing in church sunday. they are staying here, the choir's manage said it was a healing opportunity for everyone. >> this is meaningful for her but also for us. >> reporter: her mother is on her way to the bay area from out of state. in san francisco, kate larsen, abc 7 news. >> it's 5:05 now. san francisco is on track to become the first u.s. city to ban any city department from using facial recognition technology. the stop secret under surveillance ordinance passed a city vote yesterday. it's up for a final vote next tuesday. the bill would make it illegal for san francisco to quote obtain, access or use information from the technology. it would also require public input and the supervisor's approval before they buy technology with public funds.

oakland will consider a ban later this month. building a betterway area has contentious issues. city leaders and residents met last night to discuss senate bill 50. the legislation offered by for scott weiner is meant to put multi-unit high rise housing near jobs and public transportation, preempting local zoning laws, it would have a building height 45 feet within a quarter mail radius of caltrans. the bill would exempt developments from density limits. >> the last thing we want to do is build 3.5 million homes that sprawl further, further out in wildfire zones, covering up formland, causing people to have to commute two, three hours each way to work. >> those critical of the bill say among other issues, sp 50 would reduce local developments,

they are okay with that if you drive through the emeryville stretch. we have a little mist and drizzle. >> that is slowly filling in, that's about it so far this morning. a new study finds a big disparity between car and public transit commutes. they looked at compute times in 20 metro areas in u.s. and cities with weak public transit. people have commute times that nearly double that of people who drive. here's how san francisco measures up. we have one of the longest commute times in the u.s. no surprise, an average 36 minute compute by car and 48 minutes by public transit. san francisco is one of the least reachable cities for commuting. only 55% of people driving to work can get there in half an hour, 10% of people taking public transit can get to their destination in half an hour. kind of deperezing. >> super depressing. >> everything is bad. okay. >> a few advantages to waking up

cover it every day. we will send out push alerts when there are major developments. you can read up on the case on our website, abc7news.com. public transportation is a major issue, of course, when it comes to building a better area. san francisco's muni light rail continues to struggle. a new report shows trains were on time 46% of the time in march compared to a year ago. they were running late or very late 40% of the time. by the way, muni describes late as arriving four or more minutes behind schedule. problems with muni's late rail trains have taken about half of the fleet out of service. happening today in the east bay, oaklan mayor libby shaft will present her $3.2 billion proposed budget. shaft's budget proposal allocates spending over the next two years. the biggest chunk is going towards road repairs $110 million. 74 million will go towards children and schools. the oakland city council will

vote on the proposed budget before the new fiscal year begins july 1st. the san francisco board of supervisors expected to vote on a new bill. the proposed law exempts food trucks, pop-ups, ride shares and many professional services. the measure supporters say cashless merchants discriminate against the poor by requiring credit or debit card for purchases that many lowing in residents can't afford or can't get. in the east bay, building a better area includes helping out feral felines. nbc news found dedicated animal lovers who created a pilot program to manage the over population of so-called community cats in pittsburg. the couple and volunteers set up stations to feed the homeless cats and work with the city to trap, vaccinate and spay or neuter them. >> we wanted to give back to our city. this was a way to do that. we are hoping to educate our --
