>> it's a dance that has too many partners in san francisco. bicycle riders dodging cars in the bike lane. today mayor london breed says enough is enough. she wants more bike lanes and a crackdown on those who block them. >> in fact, she wants to build out 20 miles of protected bike lanes in just two years. that's a lot for a city just 49 square smiles. >> it's also a lot for a city where researchers say traffic congestion has risen 62% in recent years and uber and lyft account for a lot of that. >> i'm ddan ashley. >> i'm ama daetz. the difficulty of building a better bay area for all of us. let's get to lie lyian mele >> before uber and lyft, the big plan of the city was to have more of those, bicycle lanes and fewer cars. really hasn't worket

well. instead, you have ridership going down because many bicyclists are afraid of all these cars. here's a common occurrence in san francisco. a ride sharing driver blocks the entire street. no one is able to get around him. he then gets out of his car to deliver an item. we confronted him when he came back. >> do you know you were obstructing traffic? >> this time, the driver got a ticket because he double parked to drop off a passenger. >> sir, you're double parked. >> you can't -- this is a bicycle lane. >> this is? >> this is a bicycle lane. >> i'm sorry about that. >> he apologized even though i wasn't giving him the ticket. since 2010 to 2016, traffic delays in the city have increased by 62%. that according to a recent study. the main culprit, transportation network companies known as tncs.

that's what cities call companies like uber and lyft. >> had they not shown up, we would have experienced a 22% increase in delay. instead, it was 62%. >> none of the people we talked to were surprised to read about it in the papers. >> are you surprised by this headline at all? >> no. >> no because they stop all over the place wherever they want. >> this kind of congestion is aggravating and dangerous especially to bicyclists. >> especially recently. they've been dipping into the green lane. >> you got to keep your wits about you when you're riding. >> i don't know who the genius is to fix itme. >> mayor london breed wants to -- >> my push is to get mta to move faster on protected bike lanes in the high injury corridors where we know we have a large number of those using the road. >> effective immediately, more citations given to those who block bike lanes.

>> i live in the city and before 2010, used to take me between 20 to 25 minutes to get from my home to work. now it takes me about 40, 45 minutes. but you also have to add other factors. for example, more people are here. we have 70,000 more people living in san francisco today. and also we have more jobs. so it starts to all add up. i'm live in lyanne melendez. mayor breed announced her plan after she slipped on a helmet and helped to commemorate bike to workday. the annual event is meant to obviously get people out of their cars and out on the streets to hit the road. in the south bay, san jose mayor sam liccardo was eager to bike to work today. it wasn't long ago, new year's day when he fractured vertebrae in his sternum when a vehicle hit him as he rode his bike.

he tweeted, thrilled to be back on my bike. >> we dedicated an entire week last month to the realities of ride sharing as part of our commitment to build a better bay area. here's part of one story our mornings anchor alexis smith did finding out why so many drivers come to the bay area. >> how long have you been doing that? where you're coming in from sacramento. >> about four years. everybody comes to the san francisco to work because you make more money in the bay area than you do anywhere else. >> officials estimate more than 5700 rideshare vehicles operate in peak evening periods every day. >> in the east bay, sky 7 shows the shot-out windows and the search for evidence after two people were shot while driving on interstate 580 this afternoon. it happened about 12:30 on eastbound 580. 164th avenue and san leandro. abc 7 news reporter kris reyes

is live at chp headquarters in castro valley with more on the story. kris? >> reporter: good evening. the chp gave us an update at the castro valley office. they're sharing few details but they're telling us that two men were injured. the shooting happened just before 12:30 p.m. on 580 eastbound at 164th eave in san leandro. police say it involved at least two vehicles and at least two victims from the same car. were taken to the hospital. >> we have two victims identified, they were driving a nissan maxima eastbound 580 when their vehicle was hit with gunfire. they pulled over and were ultimately transported to a local hospital and being treated for what i'm told is nonlife-threatening injuries. >> the freeway is open but it is closed for an hour. police don't have many details and gave no indication of what triggered the shooting. >> as far as gang gang-related or anything else in that regard, it's too preliminary to say. we're not ruling it out.

but we will be looking into that. >> if weapons were recovered at the scene, they are still looking for suspects and the other vehicle. in castro valley, kris reyes for abc 7 news. >> kris, thanks very much. we sent out a push alert about the shooting just after 1:00 this afternoon. you can download the abc 7 news app and enable the push alerts in order to get news updates sent directly to your mobile device. >> in san jose, a man is fighting for his life after a triple shooting this afternoon. police say the other two victims have nonlife-threatening injuries. the men were found shot south of tollway road this afternoon. no suspects have been identified and they're still investigating what led up to the shooting. police are searching for the man who hit a woman walk ong a sidewalk in santa cruz. police released surveillance video. the woman's face is blurred. but some may find it disturbing. we want to share this with you.

it happened april 27th near pacific avenue and birch lane. watch this. police say the man walked up behind the woman and tapped her shoulder. when she turned around, he hit her in the face and called her a der ogatory name. >> the woman's nose and forehead were hurt. he's described as a white male with short hair wearing a black shirt and shorts. police are asking anyone with information about this guy to call them immediately. fbi agents joined san ramon police at a high school after a series of written threats against the campus. one was found on the football field, the other inside some bathrooms. 80% of the students stayed home today because they didn't feel safe. >> at first i didn't think it was real. i thought it was a joke or a prank. but then i was like, they continued. i got more scared. >> police are still investigating who is responsible for these threats. >> a woman who used to live in the ghost ship warehouse testified today she was so concerned about the safety of

the building's makeshift electrical system, she slept in her car. >> more developments from leslie brinkley. >> reporter: witness jennifer turner described moving in to what she claims was described to her as a surrealist pirates theater. she told the jury, she only stayed three weeks. she described frequent yelling, derek and micah screaming at each other, she said. defendant derek almena calmly listened as she described fears about fire safety. turner said the electrical, everything was run on extension cords. run on the ceiling. there were a lot of flammable materials. these junk piles upstairs with more wood scraps. i started sleeping in the car. so i didn't have to go inside the warehouse. >> final form. she doesn't know anything about how it looked and what the facilities were and what the noise level was in 2016 at the

time of the fire. maybe she's not a very credible person. there's an incident report that she was using other person's ierks and credit card. >> next on the stand was sculptor who lived inside an rv inside the ghost ship for two years and stored his flammable art supplies there. >> he and max are friends and still are friends. jose was there that night. >> in fact, jose avalos talked to abc 7 news right after the fire. >> i only saw one person. i saw her confusion. i saw she was lost and i tried to guide her out as best as i possibly could. >> in court, avalos talked about that moment, tears streaming down his face as he told the jury about a young girl with blond hair. he said she looked scared, walking in a circle. she didn't follow him out. many on the jury were crying. moments like that make it tough on the families and friends of

discovered yesterday they'd lost a signnificant number of followers -- more than a million in some cases!some people facebook owns a lot of companies including whatsapp, instagram and oculus. former college roommate of mark zuckerberg is sounding the alarm. chris hughes says it's time to break up the company he helped start. the idea is generating a lot of comment. experts say biggest isn't always best. reporter chris nguyen has the story. >> cracking down on facebook. co-founder chris hughes made his case in an op-ed in "the new york times" today calling for the federal government to break up the company that he helped create with his former college roommate, mark zuckerberg. this comes as facebook prepares to merge the technology behind

itsy platforms, facebook messenger, instagram and whatsapp. >> they're not considering the downstream effects of some of the decisions they're making today. >> the senior director at santa clara's university center for applied ethics. >> norms are shifting in our society about how we're going to define success. and biggest isn't always best. making the most money isn't the only thing we need to be thinking about. >> south bay congressman ro khanna appeared on midday live today saying our focus on innovation must be balanced with a commitment to consumer privacy and promoting competition. >> my view is we can't just refleck tifl be breaking companies up. we need to look at how we prevent anti-competitive platform privilege, which means you shouldn't be able to privilege your own products. >> nick klegg said in part, you don't enforce accountability by calling for the breakup of a successful american company. accountability of tech companies can only be achieved through the

painstaking introduction of new rules for the internet. many say regulations can serve as a check on zuckerberg's power. >> social media that are careful about fake news, social media succeed because they're well-run companies. >> as founder, ceo and chairman of the board, zuckerberg currently controls 60% of facebook's voting shares. in silicon valley, chris nguyen, abc 7 news. building a better bay area means figuring out a solution to provide housing for everyone who lives here. not an easy task. san jose is taking up the challenge and now the city is considering proposals to bring more affordable units to the market. some are controversial. according to our news partners, the mercury news, the options include rezoning single family neighborhoods to allow the duplexes and town homes. replacing outdated community centers with mixed use developments and creating a database of sites suitable for affordable housing to help

developers. one major challenge that many approve affordable housing ballot initiatives but oppose proposed projects. check out our better bay area facebook group and you can share your ideas for building a better bay area. what you post could turn into a story here on abc 7. more housing being built in berkeley. construction under way on an 82-unit apartment complex. it will include two live work units and underground parking garage. the complex is on blake street and shattuck avenue. blocks from uc berkeley and downtown berkeley b.a.r.t. >> there's a dire need for housing in berkeley, like there is throughout the bay area. this is an infill project that's transit-oriented and provides much needed housing. >> it was first approved in 2015. neighbors appealed saying it was out of scale for the neighborhood and would increase

traffic and noise. the city council upheld the approval. ziechblt picture taking is absolutely everywhere these days. dough o do photos put our privacy at risk? >> many sharing photographs. i think all of us have. with our family and friends online, but we're likely sharing a lot more personal information than we know. take a look at this photo. we see a boy sitting at a table with a boy and a spoon. there's not much else you can tell by looking at it. but if you download the file, you get more information. the picture was taken using an iphone 5 at 4:08 p.m. on june 28th, 2015 in norwalk, connecticut. in fact, we know the location down to the exact gps coordinates. so how did we learn all of this? >> when you take a photo with a digital camera or a phone,

details about things like when, where and how the image are created are captured and stored automatically in the file in what's called exit data, short for exchangeable image file format. that travels with the photo wherever you send it. whether you're posting it online or sharing it with a friend in a text. >> consumer reports says that the data can be useful when you store it in google photos or icloud photos. the data is preserved. so you can search by tate and location. both services allow you to remove location data from individual photos. if you share pictures using facebook, instagram, twitter or whatsapp, the data won't be available to the people who see them. >> we spoke to the popular social media companies and they all told us that ex i have data -- facebook and twitter do

there's a slight chance of showers and thunderstorms every afternoon. here in the bay area, look at what we're tracking. it's a really heavy deck of clouds. inland east bay starting to see the sun. the clouds have had an impact on our temperatures. as a matter of fact, most areas have been held down because of the cloud cover. look at the temperatures right now in the 50s and 60s. 65 in san francisco. 68 mountain view. san jose. as you take a look at santa rosa. it is 60 degrees. it hasn't gotten much past the low 60s this afternoon. concord 66 degrees. a live look from the golden gate bridge camera. a bit of peekaboo sunshine. it's a similar setup looking towards the shark tank. widespread clouds and spotty morning drizzle. sunshine tomorrow afternoon. mainly sunny conditions for mother's day weekend. >> remember that possibility of seeing showers here, maybe a thunderstorm. models have gone dry.

oakland zoo is mourning the death of benghazi. the giraffe was put down after being a bad back for quite some time. ben was born at the zoo in 1996. his keepers say he often walked up to greet visitors. zoo officials say ben will surely be missed. it has happened again for a second straight day. bay area firefighters were called in to acts to rescue a fawn that had fallen into the storm drain. look at that poor thing. in marin county, they posted this photo today on instagram. fortunate the baby is back with mom. a rookie firefighter pulled the fawn to safety after it had fallen in pacifica. you see that rescue there. ryan morales, squeezed and stretched to get the baby free.

>> seems so calm. today, like yesterday, as we said, it's fawn tastic. >>. california condors could soon be flying free in skies over northern california and the pacific northwest. >> leaders of the tribe are working on a plan to reintroduce the birds near the california oregon border. >> the condors you see here are part of a breeding program at the oregon zoo which could play a vital role in the reintroduction program. >> we expect condors to be in oregon, along the oregon coast. part of the state probably within the first year or two of reintroduction. >> not going to say they're cute. but they're super cool birds. wildlife officials will be taking public input on the idea until early june. if all goes as planned, the earliest the birds could be released is fall of 2020. we'll try to keep tabs on that for you. >> absolutely. lawmakers issued a challenge and students responded.
