>> the challenges, it is a high cost place to live, and we have folks who are making the decision to live in a vehicle. >> under the proposal, people can park here from 7:00 p.m. to 7:00 a.m. the city would set up amenities like portable toilets. those who park have to register with the city and work with a caseworker in finding permanent housing. but just across the street, there are businesses who oppose it. >> i just think it would be too big of a task for them though handle. >> mike has run this service center for more than 30 years. he says he is sympathetic to the growing homeless problem in the city, he says he believes even if monitored there will be problems. he says knows from experience what happens when homeless people are allowed to camp out in the area. >> we used to have mobile homes that were parking every now and then on the street, and we'd have feces and stuff in the gutter, trash being left behind. and it's not something this part of mountain view needs. >> now this plan is still months from being finalized. this is a big p beay ss theyav

ennt review panel ha still needs to look over the work, and only after that will a date to reopen the center be announced. the $2.2 billion transit hub was only open for six weeks before it closed because of the cracked beams. 226 days ago. in san francisco, traffic congestion is worse than ever because of uber and lyft, and fewer people are riding bicycles because they're afraid of getting hit by a car. so who's going to fix that? abc7 news reporter lyanne melendez is live on market street tonight with a look at the mayor's plan. lyanne? >> well, dan, you have to say that they sort of go hand in hand. the mayor of san francisco says she wants to add bicycle lanes, the green lanes, and also protect the bicyclists. but people in san francisco say you also have to address the congestion problem.

here is something you hardly ever see, a ride sharing driver getting a ticket for bubble target parking in the bicycle lane. you're getting a ticket? >> yeah. >> reporter: for what? >> stopping here. >> reporter: stopping there? effective immediately, mayor london breed announced there will be more citations like that one. here is an example of what's been going on busy streets like market. this man blocked the entire street. no one was able to get around him. he then got out of his car to deliver an item. we then confronted him when he came back. >> hey, do you know you were obstructing traffic? since 2010 to 2016, traffic delays in the city have increased by 62%. that according to a recent study. the main culprit? transportation network companies known as tncs. that's what cities now call companies like uber and lyft. >> so had tncs not shown up, we

[ closing bell ] lyft's increase is despite an overall drop in the market today amid concerns over the looming possibility of a u.s./china trade war. new u.s. tariffs on chinese goods are set to take effect after midnight. today the dow lost 138 points. the nasdaq slid by 32, and the

s&p lost 8. developing news. police are searching for whoever opened fire on 580 this afternoon. two people were shot while they were driving. it happened 12:30 near 164th avenue in san leandro. the freeway was closed down for a few hours while officers investigated, but it's now back open and things are moving like normal. and police say the shooting involved at least two vehicles. investigators aren't sure what led up to it. . >> as far as anything gang-related or anything else in that regard, it's too preliminary to say. we're not necessarily ruling it out, but we will be looking into that. >> the two victims were in the same car. they were taken to the hospital with nonlife-threatening injuries. meantime, a man is fighting for his life after a triple shooting in san jose. this is new video just into our newsroom within the last 15 minutes or so fen police tell abc7 news the two other men who were shot have nonlife-threatening injuries. it happened just after 1:30 this afternoon on center road south

of tully road. police are still investigating what led up to this shooting. no suspects have been identified. some jurors cried today in an oakland courtroom when a resident described the deadly fire breaking out and a victim who couldn't escape in time. another witness shared her fears about living in the converted warehouse. leslie brinkley has more from oakland. >> all afternoon, sculptor jose avalos told the jury about living inside an rv inside the ghost ship for over two years. he stored flammable art supplies there, but also during cross-examination, called ghost ship a safe place. >> he and max were friends. they still are friends. jose was there that night. >> in fact, jose avalos talked to abc7 news right after the fire. >> i only saw one person. i saw her confusion. i saw she was lost, and i tried to guide her out as best as i

of rain and even thunderstorms. abc7 news weather anchor spencer christian is tracking it all. spencer? >> give you a look at what's happening right now. conditions are calm here in the bay area, but just to our east over the sierra, we've got quite an outbreak of thunderstorms and lightning strikes. this has been the pattern throughout the day. the sequence i'm showing you now is just from the last few hours. and some of the energy and instability associated with that disturbance will be moving generally in our direction. so here is our forecast animation. 7:00 this evening. during the late night we'll see low clouds and fog continuing to develop along the coastline. right around midnight, we'll see some showers moving through the south bay, widely scattered but across the santa cruz mountains. then just as the morning commute is getting under way, about 5:30 a.m. or so, although visibility is the main concern here in the immediate bay area, down around monterey bay and gilroy, you may see more showers from that system moving in our direction. and there is enough instability that there is a chance of an isolated thunderstorm. i'll give you a closer look in a

campus. the school says 80% of students stayed home today. 80%. police say they're actually pursuing leads, but don't know who is responsible forbe those threats. police officers scoured a school in berkeley today after someone reported seeing a man with a handgun. this was the scene at king middle school this afternoon shortly after school let out. officers confirm the man had already left school grounds. berkeley police interviewed witnesses and now think the person with the gun is the parent of a caregiver of a student. they're looking -- or a caregiver of a student, i should say. they're looking for anyone with information to please call them. abc7 news anchor kristen sze is in washington, d.c. and today she talked with east bay congresswoman barbara lee about gun violence. >> finally this year, through the appropriations committee which i serve on we haverol to gun violence as a public health emergency, which it is. but we have got to do something and do something quickly because our children are dying. >> lee also says the national

low to mid 60s at concord and livermore. and atop mount tam is getting cloudier and cloudier, but we're looking just above the low clouds right now. lots of blue sky. these are our forecast features. we'll see widespread low clouds overnight with spotty morning drizzle. that's what's coming in from the coast. sunnier skies can be expected tomorrow afternoon, and we'll have mostly sunny and mild conditions mother's day weekend. let's take a look at what's coming from the other direction rights now. that direction would be out to our east over the sierra, where it's been quite stormy. lots of thunderstorms this afternoon, even into the evening hours. let's animate the image here and show you what's going on. in the early morning hours, even as the fog gets thicker here in the immediate bay area and produces the possibility of reduced visibility for morning commuters and some spotty drizzle, some of that energy from the storm over in the sierra will be moving generally in our direction and is likely to go around monterey bay, perhaps through the southernmost part of the viewing area, producing some showers there. we don't expect any showers or measurable rain in parts of the east bay and the north bay, but as the morning goes on, notice

we're learning more about the home where more than one thousand weapons were seized yesterday in southern california. just look at this. the home is in bel air, not far from the playboy mansion. girard saenz was arrested he is the long-time companion of cynthia beck who owns the home. 20 years ago she made headline when it surfaced she had three daughters with gordon getty. saenz, beck and her daughters own several properties including an office building on sutter street in san francisco. experts say it's not illegal for someone to own a large amount of weapons, but they're required to comply with state and federal firearm laws, of course. prosecutors announced federal charges today against the man accused of shooting worshipers at a synagogue right outside san diego. the shooting left one woman dead and three others injured. >> 109 counts, including 54 counts of obstruction of free

tonight for their plans for a new home near jack london square. the alameda labor counsel voted to support building a new baseball stadium in oakland's howard terminal that group represents 135 labor unions and 135,000 workers across alameda county. supporters say it will create 2,000 construction jobs. but another labor group, the international longshore and warehouse union opposes a ballpark at howard terminal. that group believes the ballpark would kill jobs along oakland's waterfront. today governor newsom unveiled a revised budget that outlined some of his priorities. newsom first proposed a $209 billion budget when he took office in january. the new budget is for $313 billion. there is a jump in funding to combat homelessness. the first version called for $625 million. the new budget sets aside a billion. it also puts aside more money towards education. >> we will have the highest investment in our k through 14 education system in california

history. it is not $80.7 billion, as it was in january. it's $81.1 billion. >> a $21.5 billion surplus remains unchanged in the budget. the budget has now passed off to lawmakers who have to approve it by june 15th or lose pay. the democratic presidential candidate mayor pete buttigieg is making his way up california. he was in l.a. today before events in the bay area tomorrow. in los angeles, buttigieg attended several prayers and a rally with l.a. mayor eric garcetti. butigieg says he plans to campaign and fund raise hard in california. the primary is 10 months away. >> the politics of our time have gotten a little bit dark, haven't they? >> yes. >> they have gotten a little bleak, haven't they? >> yes. >> but does this not fill you with a certain sense of hope? >> yes. >> i'm running for office as an act of hope. >> tomorrow night buttigieg will be attending a fundraiser at the regency in san francisco.

now abc7 sports with larry beil. >> good evening. the warriors got good news today on kevin durant. an mri showed a mild calf strain. kd will be reevaluated some time next week, but he is not going to be able to play in game six or seven. durant got hit after a jump shot late in the third quarter of game five last night. the initial fear was a torn achilles tendon, but today the team said kd is being treated for a mild strain, which usually takes one to two weeks to heal. it's possible durant could rejoin the dubs if they can get past the rockets. >> well, we'll just find somebody on the bench who can give us 35 points. two blocks and 11 boards and nine assists. he has been the best player in
