seconds later the drives off. the owner seen running after the stolen car into traffic. the car owner told police his 3 year-old daughter was in the backseat. is in the confusion the child was initially identified as a boy. >> 3 year-old son. maybe possibly be inside. there's a lot of yelling. >> the case prompted an amber alert flt it was recovered hours later after it crashed into a bus stop. the suspect taken into custody. the child was not inside. police say because the child was never in the car to begin with. she was at home safe with her mom. the father arrested for making a false police report. and in hopes police would recover the stolen car quicker. >> that's not right. >> she can't believe the story. >> i'm glad the baby is safe. that's the most important.

building a better bay area. >> one of the issues a top concern for people is protecting themselves from crime. and for good reason. in the last few years property crime has been increasing in several areas including san francisco. >> one tool people are using is combat crime. home surveillance systems. they capture a criminals every movement. two of the most popular systems were created by california companies and those happen to be nest and ring. the question is how do the videos translate into getting criminals off the street and behind bars. i took a closer look at the research skpr the ways bay area police departments are tackling that challenge. >> reporter: it happens in an

instant a package stolen from a doorstep. a bike lifted from your garage. a flare shot into your home. that actually happened in sarah moan. police nabbed the fourteens responsible thanks to home security camera in the neighborhood. >> we have evidence like that video surveillance. it's really important. and big. in cases like that. >> corporal is with the police department. one of the first departments in the bay area to create a registry of private surveillance cameras. >> we have the ability and use this tool pretty frequently. they input the address and see if there's camerasedertment surveiance cama registry is voluntary. residents can register online and if a crime occurs the police will call and ask to see the video. it's up to you to share us. >> it's a tool for us in law enforcement. and it helps build relation and trust with the community.

cooler air will move in here midweek. certainly wednesday you'll notice a bit of a chill in the atmosphere. temperatures below average. that's ahead of showers restrakting for may. thursday and friday. it looks like a wet end to the week ahead. this time of the year we average a quarter to three quarters of an inch of rain in may. that's what we're looking to receive on thursday and friday. numbers right now generally in the 50s. in most locations. 56 oakland. same in san jose. 55 san francisco. over night tonight the numbers will continue to fall a couple degrees. we'll settle in the mid-40s to low 50s over the next 12 hours. grab the extra layer out the door and expect closer to the coast you may find pockets of drizzle in the morning. time out the marine layer. stop the clock 7:00 a.m. gray skies. across the region. the fog pulls back to the

coastline, we'll see a few high thin clouds move in in the afternoon. scraping across the cloudy. highs on monday cooler tomorrow than we were today. it's cool 59 in san francisco. have the jacket there. 74 san jose. 65 oakland. 69 in concord. up to 74. fast forward into the later portion of the week. we find the showers. by thursday as one storm moves in we could find a quarter to three quarters of an inch of rain. about a months worth. you add another storm on friday we'll add to the totals. we may find some places in the north bay that exceed an inch of rain. the good news with the showers. allergy sufferers will cleanse the air of pollen. that's relief thursday and

this afternoon. firefighters tell us the 13 people are from three different families. it took crews about 20 minutes to get the fire out. >> disturbing clues in the case of missing 4 year-old girl in houston. this is blood evidence and surveillance images. following the suspect into the family apartment. on april 30. three days later that camera recorded him carrying out a laundry basket with a garbage bag inside and bleach. he said he was 'tacked by three men who took his car and the girl. and woke up 24 hours later to take his son@hospital and report her missing. her family is relieved an arrest has been made. >> i'm glad someone is charged. and people need to tell the truth. and tell what really happened. >> police say they haven't given up hope they can find her alive. he's due in court tomorrow.
