>> we've got team coverage. we begin with spencer christian. >> the atmospheric river is certainly flowing in our direction. you can see the huge mass of moisture just offshore. beginning to push onshore. may notally in the north bay. that's the wettest region. we're about to get wetter. you can see the direction. let's track this for you. they'll be moving through sacramento. 6:32 into stockton. a remind per it still ranks two on the storm impact scale. so for the rest of the day and this evening, we expect moderate rain, brief down pours before the a third of an inch. winds will gust from time to time from 30 to 40 miles per hour or even higher.

let's look at this may rain. we're in the month of may. it has a lot of people scratching their head. is this usual? do we get rain in the month of may? believe it or not, we do have some very wet may months. this is the number one wettest may month since 1925, several decades ago. san francisco, four inches of rain. that's how much rain we would need. so we're nowhere near. that five inches more than that in santa rosa. 2.69 inches. that's the wettest may in 1917 for san jose. would you believe it or not? we get rain even farther down the pipeline. in 2014, we had rain in july in san francisco. it wasn't a lot. everybody wants to know. we have a big holiday weekend in the next couple weeks. may 23 to 29, that does include

about but it did not stop them from going to the game. >> reporter: wet roads mean slow traffic. >> we were coming to ucsf in san francisco for my daughter's doctor's appointment. and it definitely slowed things down. especially at the bridge. >> reporter: not everyone is upset about the rain. we caught one this lyft driver who was about to take nap after driving seven hours. more rain means more money for him. >> when it's not coming, i find they don't mind walking. we're busier. >> reporter: this is adding up their workload. they said once they saw the forecast, they increased patrols. >> it's been close to a month since we had the last rain of these first rains are important. we need to be cautious out there. the roads will be slick due to the oils and the dirt, the moisture will bring up to the surface. >> traffic is bad.

on to other news, cal fire said the power line caused the fifrlt they said a malfunction in a transmission tower was likely to blame for starting the fire that killed 85 people. >> bits helping the survivors and the people who lost their lives. people continuing in the recovery process. >> it was the most deadly and destructionive fire in california his triflt it destroyed over 18,000 structures. pg&e says it could face nearly $30 billion in high built for this and other wildfires. the company file for bankruptcy protection last january. a san bruno fire department secretary has been arrested for allegedly propositioning a teenage boy at peninsula high school. 68-year-old gary carson passed a note to a 16-year-old last week. carson is currently on paid

administrative leave from the fire department. he was off duty at the time of the incident. a sea lion pickup who was rescued two weeks ago has died. he was malnourished. in the back of that chp car. they said it was active and eating well but then had a fatal seizure last monday. he was separated from his mother too soon. >> part of building a better bay area. finding solutions to big problems like housing in the coming years. 200 different prongs will bring an estimated 50,000 new units to the east bay. this according to red oak realty. it will reconstruct the skyline. especially oakland slated to get half of those units. >> one of them is brooklyn basin. >> today developers broke ground on some apartment that's are shatd to become affordable housing.

abc7 news reporter leanne has the story. >> reporter: on this wet and dreary day in oakland, there was a 64 acre reason to celebrate. >> this is a beautiful day for us. this is 16 years coming. >> since 2004, the people you see here on this podium have been complaining about high rents. in an effort to push the city to build places they can't afford to live. back then they formed a coalition of residents from chinatown and the east lake and san antonio neighborhoods. 2004 seems like a long time ago. jerry brown was mayor. the warriors couldn't even visualize being in the playoffs. there was a recession from 2009 to 2016, not much was being built here inne oakland. this is called the brookin basin community. 3,100 homes are being built. of those, 465 units fall under the category of affordable.

>> this is the largest prong to start construction in the city of oakland in years. >> reporter: according to the mayor's office, nearly 9,000 units are under construction. with just asle in the people line. still, libby schaaf told us -- >> yesterday i help open 28 new units of affordable housing. 4,000 families applied. for those 28 units. >> like in other cities, finding the fulling to subsidize these projects has been a challenge. but last november, californians approved a $4 billion bond for existing affordable housing projects for low income families. mayor schaaf said that's just the beginning. cities she says have to invest more in affordable housing. in owing, abc7 news. san jose mayor sam liccardo want to build housing

development. he suggests devoting up to $5 million for a new program that would offer forgivable homes and waive fees for people willing to construct and lease what they're calling accessory dwelling units. more than 100,000 san jose homeowners are eligible to build these units. they're known as granny flats. it needs to be approved by the san jose city council. the city of santa clara is moving ahead. it will require getting rid of the santa clara golf and tennis club. not many people use the facility not far from levi stadium. >> the santa clara golf course sits on top of a landfill. the city says fewer people are golfing. their solution? build this bold new 9.2 million square foot mixed use site in its place. >> the city has been subsidizing the golf course. we'll turn a subsidy into a

revenue generator. >> the architectural plan includes office space, hotel room, retail, food and behnke, and housing. the city says it will create 25,000 jobs and generate about $17 million a year in taxes and fees. and lease revenue. related companies is a developer. >> it is the first time in history that in northern california, residential has been allowed to be developed on a landfill. >> they have created prominent new structures like hudson yards. the idea is that the new santa clara space will become the face of the city and the destination for visitors. >> while different developers and blocks will have micro centers, there is one main center to engage and it to energize it. to make sure people on their lunge break, or in the evening, sort of center around this global food market. >> crews will break ground on the project early next year. >> we talked with golfers and many told us they were not happy

taking a closer look at keeping you safe as part of our effort to build a better bay area. your group has helped focus on helping cities and organizations come one solutions for common problems. so much has changed as we go back decades to the beat cop who knew his neighbor. an old guy question but, they knew everybody in the neighborhood. and it is different now in terms of the traditional policing model which, you don't have the manpower to do that. >> you sent out randomized patrols all over town. you responded as quickly to the 911 calls and then you try to arrest as many as possible to get them off the street. it is now moving to a more proactive mode. they use a program called comp stat. it is comparable statistics. it really crunched the numbers of where it is happening and by whom. and then they give the police captains the ability to move police resources to those hot

spots to take care of it. so that's more about pre very manying crime than necessarily just responding to it. >> so ithat an a.i.? an artificial intelligence type technology? >> it is. the data crunching is. it is more about how people use that data. obviously, there's tons of technology and police right now. police cameras, red light cameras, metal detectors. it is sort of ubiquitous. it is interesting how people come down on it. they decide that facial recognition was not something they want to do right now. different townships, come down differently on that. >> where do you think that issue is heading? >> i think, i mean, san francisco made national news last night. everyone is looking at this to see if this is the way to go. there are some municipality that's are steadfast. and this is, they're going to come down more on the public safety side.

but cities like san francisco, probably oakland, too, are coming down at the violations to privacy, the racial disparities, the big brother surveillance environment is too much and they don't want to go there. >> you look back, i think back to the explosions in boston a few years ago. then you really wish you ha cameras everywhere. but the down side of that is it can be really, not only used for positive gains and privacy concerns. you could see both sides for sure. >> absolutely. it is facial recognition used in airports right now. a lot to look at international for terrorists. yeah, that makes sense. at the same time from the other perspective, if you were to protest the government and then you knew the government could follow you wherever you went, you can see the harassment and privacy issues. >> so big picture. you and i. how can we help make our cities

over much of the bay area, just offshore, to pushing onshore in parts of the north bay. this is the view from our roof top camera. it has been wet here. it was earlier today. more is on the way. 63 degrees in san francisco. oakland, mountain view, 68 degrees, 57. check out this view of the western sky. lots of clouds here. 57 in santa rosa. that was fast. i hit the button too soon. our shaky camera atop sutro camera. on we go with a look at the forecast. through the evening hour, with periods of rain, heavy at times. through tomorrow. the next storm arrives through the weekend and this unsettled pat learn continue into next week.

our current storm ranks 2. we expect more light to moderate rainfall. some brief heavy down pours. about a third of an inch to an inch. gusts 30 to 40 miles per hour. forecast animation will pick it up at 4:30. we'll see this large wave of rain continuing to push onshore producing moderate to heavy rain through much of the bay area. we won't see it easing up until 11:00. as the rain eases up, the wind will diminish. that will be followed by scattered showers. there will be wet spots. it will get even wetter because another wave of rain will swing in. it will be focused there. that's going to continue through the early part of the day and into the afternoon before it starts to break up. so tomorrow will be another wet

day. wind gusts starting at 6:30. we'll see gusts thunder to 45 miles per hour. 20 to 30-mile-per-hour gusts just about everywhere else away from the coast and that won't change until later tonight. the front sweeps through and takes most of the rain with it. after 11:30, we'll see the wind tapering off a little bit and becoming a bit calmer. for most of the bay area between now and 5:00 tomorrow afternoon, look for about a half ink to an ink right through the central parts. over an inch is likely. and back to our overnight lows under showery, breezy conditions. look for temperatures in the low to mid 50s. tomorrow's highs will range in the mid to upper 50s at the coast. lots of upper 50s along the bayshore line. going into the inland areas,

we'll see highs in the low 60s. the seven-day forecast, we might see a little sunny break here and there. next storm on saturday. continuing into sunday. that ranks one on the storm impact scale. a slight chance of rain tuesday with another storm coming in wednesday. we're in an active and very unusual pattern of rain this time of year. >> closing in on a trip to the nba finals. last night's big win for the warriors. plus, sharks fans waited hours overnight to show just how loyal they really are to their team. and taking a look at your traffic. this is the richmond bridge, and traffic is moving nicely in both directions. you can see

the warriors are three victories away from their fifth consecutive trip to the nba finals. what a run this team has been on. they beat portland 116-94 in game one of the western conference finals at oracle. steph curry leading the way with 36 points. had nine threes. the warriors got contributions from their bench. >> we paid with good pace. took care of it in general. we can play better. but all in all, for a game one, it was a really good start. >> they'll pick it up tomorrow. we have to be ready for everything they got. the warriors and blazers have had battles in the past. so i know they'll be ready and we'll beer as well. >> quin cook hit a couple threes. game two is tomorrow night at oracle. the warriors say he will be

reevaluated tomorrow but it does not sound like they'll brush him back at all. >> six weeks after going to heart surgery, mick jagger is already showing off his fancy footwork. this rolling stones rocker posted this video today. in march the band announced it would be postponing its tour so jagger could receive treatment. they were supposed to play at levi stadium this weekend. >> the controversial haight-ashbury neighborhood will be preserved. it has been named a national treasure by the national trust for historic preservation. the goal is to turn the space into a counter culture epicenter that will house art, photographs, and historic items from the heyday of the 1960s. >> and i think we have the opportunity to do with this house, this iconic location,

. here are the stories making headlines. live doppler 7 shows the rain continuing to fall. this storm is a 2 on our storm impact scale. expect a wet evening commute as well as gusting winds. cherry farmers in the south bay, they're hoping this farm will not wipe out there was crops but signs of damage are showing already. chris reyes will have a live report coming up. cal fire says electrical transmission lines owned and operated by pg&e did in fact cause the camp fire. 85 people died in that fire. some fire victims are angry that they've given money to a construction company but they have not seen any progress building new holes. wayne freedman broke the story. he joins us live now from coffee

park. >> reporter: good afternoon. i was here yesterday in this very spot and told you that the construction company want to go on the record and wanted to explain what's been going on. today they did so even as more homeowners filed suit. it is another burned home that should have been finished. >> they have been months. mog. >> we gave them $90,000 in august of 2018. they did nothing september, october, december. they dug the holes. and now those holes have collapsed. she is one of five people at the district attorney's office who has passed the complaints on to the state contractor's licensing board. >> we're not some fly by night company. we didn't go up there as

737 max airliner and how it passed regulatory safety checks. today, lawmakers grilled the head of the faa. this as we hear recordings from pilots who pressed executives to urgently work on a fix. >> reporter: after the lion airplane crash that killed 189 people in indonesia last year, pilots who fly the 737 max aircraft wanted answers. >> the secretly recorded audio obtained by the dallas morning news has discussions with engineers over the the safety of the new plane. they were not even aware of the system and fear it may have contributed to the crash. >> the pilots taped the meeting. they were concerned that the safety of the 737 max 8. >> it was recorded in a meeting in dallas.

>> we need know. >> reporter: the unidentified boeing official said pilots weren't aware of the system because they were trying tonight overload the crews with the information. an pilots are trained to recover an aircraft from nosing down which is what can happen fits activated. the pilots wanted more aggressive acti. >> we don't want to rush and do a crappy job. >> four months later, another deadly crash. this one in ethiopia. and carriers worldwide grounded their fleets. they are now investigating. >> in the u.s., the 737 max will return to service only when the faa's analysis of the facts and technical data indicate that it is safe to do so. >> the faa has a credibility approximate. >> reporter: it is subject to the faa inspector general as well as a senate committee who is looking at the relationship with boeing while boeing is also subject to a criminal

investigation by the department of justice. abc news, washington. a frightening scene in new york city. a witness captures dramatic footage of a helicopter plummeting into the hudson river. police say the 34ear-old pilot suffered only a minor injury to his left hand. nobody else was on board. a dock worker helped pull the pilot to safety. this happened just south of the spot where the captain sully sullenberger landed on to the hudson in 2009. a harrowing ordeal for two window washers in oklahoma city. they were inside a scaffold that became loose and then started swinging wildly alongside a skyscraper. 850 feet above the ground. look at this thing. banging against the building and going around and around. firefighters eventually secured it. but it certainly was not easy. then when firefighters put the window washers into a basket, then the basket smashed into several windows on the way down.

stranger abduction. it is not common but it does happen. less than 1% of the 25,000 children who disappeared last year were from stranger abduction. >> does your child know what to do if someone tries to lure them into a vehicle? here are some simple things you can teach your kids to keep them safe. it was a frightening moment. a young girl was followed by a man in a car on a quiet street. she hid behind a truck and eventually ran for safety. >> what she did right was that she used her awareness. she noticed him. and she took some action. first she tried to hide and then when he backed up, she ran. the first skill we teach is awareness. >> irene is an expert on personal safety. 30 years ago she founded kid

power. >> no! i need help! >> a program that teaches kids and adults how to prevent kidnappings, abuse, and sexual assault. >> what we teach are simple practical skills that people can learn very quickly. >> does your child know what to do if they feel unsafe? >> teach them to take charge of their safety. if someone approaches them and they feel threatened, tell them to run away. if they can't, teach them to put their hands in front of their body like a barrier and yell stop, leave, help. tell them not to be afraid to give firm orders like go away. >> we practice and practice. so that they don't have to think, they just know what to do. when you're yelling stop, leave, help, you're taking away that privacy and control. and you're getting the attention of other people. and you're creating uncertainty in the mind of the attacker. so what if your child thinks someone is informing them? a student in a kid power class

did this. >> imagine that i was a man that had been following her. what our student did was to whirl around and yell, stop following me. like this. >> stop following me. > and the guy took off running. >> if your child walks to school, walk the route along with them. point out safe areas they can run to if they ever feel unsafe. even a liquor store. the point is, they need to let someone know they need help. >> part of what we teach parents to do is to help kids understand where help is and practice with them how the interrupt a busy impatient adult. in the following role play, a volunteer shows us how to get a busy store clerk's attention. >> excuse me. i need help. >> excuse me. i need help. i've got a lot of stuff to do here. >> i see that you're busy. i have a problem. somebody is bothering me in the parking lot. please call security. >> teach kids they need to go to the front of the line and insist on getting help. let the clearing know they're

being bothered or are lost. kid power teaches basic self-defense skills in case a child cannot run away and seek help. >> we teach a heel pump to the head or chest. we teach a knee to the groin. ready. go. again. we teach a snap kick. again. and don't just show your family these tips. practice them over and over again. >> safety is not just a conversation. not just a video. making kids scared does not make them safer. practicing what to do is what prepares them to be safe. >> and this week we are focused on safety as part of our efforts to build a better bay area. learn to protect yourself, your family and your home by watching abc7 news all this week. >> especially empowering young kids. really important. >> they have to practice.

retirement at all. in fact, one in six parents making hess than $60,000 say supporting their grown children prevent them from putting away anything for retirement. 60% of those with adult children and a household income of $80,000 say they've cut back on their retirement savings to pay for their adult children's bills which include cell phone, car payments, housing and student loans. in general, presental assistance usually ends between the ages of 19 and 23. however, millenials believe it should be delayed by a 84 or more. so why are parent increasingly dipping into their savings to support their adult children? well, a survey mentions helicopter parenting suggesting that parent have been more co-dependent with their children throughout their childhood, making it hard to let go in adulthood.
