find out if it will dampen your morning commute. i'm kate larsen in sonoma county where in unusual may rain is affecting everything from baseball to wine grapes. i'm eric thomas in concord, where parents are suing this school over the way it restrains special ed students. i'm amanda del castillo. safeway in downtown jose is scheduled to close. now residents are looking for alternatives. abc7 news starts right now. >> now news to build a better bay area, from abc7. >> good evening, everyone. this storm has delivered a drenching record-setting rain at the santa rosa airport. tght no show you live doppler 7, and let's take a look at where it is raining. we go into the east bay where we're seeing some brief downpours indicated in yellow here. cedar boulevard, newark heading into fremont, paseo padre parkway. let's track this moisture. another batch heading into pleasanton at 11:19 p.m. also have some poc t south bay, santa clara, north first street.

as we pan around here, some lighter rain in san francisco, bayshore, south city. going into the north bay, larkspur, green as you notice. the winds are still gusting. 24 miles per hour in napa. at the higher elevation, you're seeing gust others 37 miles per hour. as we take a look at the forecast, tomorrow morning's commute will feature some showers. the rest of the timeline and the full forecast is coming up. i'm kate larsen live in novato. you know the rain has been coming down pretty hard here in marin and up in sonoma counties all night long. and this series of may storms has become more of an inconvenience for everyone from farmers to athletes. this mid-may commute in sonoma county looked more like january, and it wasn't just the roads. umbrellas, beanies and lines for matinees at the movies in santa rosa. >> normally be at home, maybe barbecuing, kicking back, enjoy. it's raining. so now we've got to go inside at

sued by families who say their children were put into frightening and restraint hold by staff members. >> the families say these restraints are not allowed under california law. abc7 news anchor eric thomas is in concord. >> the woman we'll call elise is letting her son and daughter have a little downtime after finishing their homework. both attend the floyd marchus counseling of concord because of behavior disorders that she says are only getting worse. >> in addition to being diagnosed with emotional disturbance and add, adhd, now depression and anxiety. >> she says thor from reason is the restraints staff members put them in when they act out. w to me was ld daughterfoexam being held down on the ground and her head bent in between her legislation. >> elisa and two other families have filed suit against the marchus school, the contra costa board of education and the state board of education complaining

that the holds violate state law. they are represented by the disability rights education and defense fund. >> it is vfr explicit in the law that it can't be used for punishment and control. >> she says restraints can only be used in a real emergency when there is an eminent threat of bodily injury to the student or staff. they're asking for an injunction preventing further behavior and changes to state laws and regulations involving special students. we attempted to reach both the principal of the school and the contra costa board of education for comment. we haven't heard back from either one. in concord, eric thomas, abc7 news. alabama's republican governor has signed into law the nation's most restritive anti-abortion bill. governor kay ivey tweeted a photo of herself signing the bill today. women would only be able to get an abortion if their life is at risk. there is no exception for rape or incest. doctors who perform them could face up to 99 years in prison. the law is expected to face near immediate legal challenges.

new details tonight about the deadliest wildfire in california history. cl fire says pg&e power lines are to flame for last fall's devastating camp fire. 85 people were killed and more than 150,000 acres scorched. cal fire has forwarded the report to the butte county d.a. for possible prosecution. abc7 news sat down with chiaramonte construction, who homeowners say has taken their homes and not deliveed homes as promised. the company says they did not anticipate the obstacles they face in the north bay but say they can still finish the job. >> a nightmare for our family and our company, and we're still trying to do what we set out to do. we're trying to build those homes. >> but nearly 40 residents who signed contracts are fed up. most are demanding refunds, and at least have filed reports with the santa rosa district attorney who has passed them on to the state contractor's licensing board. part of building a better bay area sometimes involves going in a new direction.

in downtown san jose, safeway will soon shut its doors. the chain says the decision to close the location on east second street wasn't made lightly. customers are frustrated and confused. abc7 news reporter amanda del castillo is there live with more. amanda? >> ama, over the last month there has been plenty of speculation online by residents about the closure of this location. safeway is finally coming forward and confirming that to be the case.afte11 years of ser south second street will soon shut its doors. bad news for nearby residents like matt who rely on its convenience. >> that is horrible. i live right up the street. >> safeway says it constantly evaluates store performance, finding it occasionally necessary to close locations that aren't meeting company goals. the city says one issue making that difficult is a change in parking. customers agree. >> the parking was free initially. and then they had an issue with that and they started charging for parking. and it wasn't at all convenient

necessarily to get into. >> while the city's economic development office says it's sorry to see safeway go, it points to a number of other option. >> we have seven other grocery stores in close proximity. >> a few blocks from safeway a grocery outlet. farther out cardenas or santo market. which eshould support these community resources because they're there when the big guys choose to pull out. >> some argue there are other things to consider. >> god bless them. i know mom and pop shops are great. but you buy milk at a local liquor store, it's going to cost you a lot of money. >> the city says it's working with the property owner and brokers to find even better use. >> it's not clear what the tenant will be, but certainly grocery will be in the mix to consider. >> safeway says employees at this location will be moved to the remaining 12 safeways across the city. doors here are expected to close june 14th. in downtown san jose, i'm amanda

las vegas police have released security video showing a woman pushing an elderly man off a bus. let me warn you, the video is disturbing. witnesses say 25-year-old cadesha bishop was arguing with passengers when 74-year-old serge fournier asked her to be nice to them. bishop shoved fournier with both hands out the door. silkut red a month later from h injuries. bishop was arrested last week and is now charged with murder. safety technology. >> abc7 news building a better bay area. >> as part of abc7 news's

efforts to build a better bay area, we're focusing on your safety all week. phone apps are a major part of our everyday life, and they can play a crucial role in protecting you and your family. jessica castro tested out several to find out which work best and when. >> choosing the right safety app for you and your family can be pretty hard. i tried some of the most popular to show you exactly how they work. so let's start with noonlight. it is free to start, but the more you pay, the more apps to connect to, it's up to $10 a month. the main gist sheer you have a big button in the middle of your app right on your screen. you hold it down whenever you're feeling in trouble. and if you don't cancel the alert, a dispatchler contact you and then send help. there is a timeline feature that can keep track of wherever you go. the upgrade allows you link to things like uber and lyft so the dispatchers will have all of your ride share information. i think this one is ideal for walking around alone at night and whenever you're in a ride

share. the b safe app is a little more complicated. it's also free to use, but you'll need to pay for some of its more appealing features like live streaming. this app allows you to notify your contacts whenever you're feeling unsafe as well, and then you can use the app to live stream video whatever is happening. other people can see that live stream, and it auto saves to your phone as well as evidence. i spoke to the creator who says he came up with the after his own daughter was attacked by some friends. rson willing to pay the e monthly fee. it's great for parties when you start to feel uncomfortable. life360 was created in the bay area. it's free, but once again, the upgrades will get you a lot more bells and whistles. with the free versionoundy a lot like find my friends on the iphone, but this app will send you notifications whenever your family member leaves or arrives at certain locations like school.
