i asked him about what time does he think they would possibly make the call to go to that delayprogram. he says it is up to the faa so they don't know. we'll be checking in to see if they make the decision this morning. as of right now, though, be on notice if you're flying today there's a good chance out of sfo things will be a little slower than normal because of the weather. amy hollyfield, abc 7 news. it is now 4:30. if you are just waking up to us let's get you up to date. we start with meteorologist mike nicco. a couple hot spots this morning, the sunol grade and then coming down into milpitas you can see moderate rain there. some light rain moving through livermore heading to the altamont pass. we have right here on the san rafael side of the bridge and south 101 all the way to the golden gate bridge where some of our better rain chances are right now.

it's going to be breezy. it will be breezy all day today temperatures stuck in the 50s. we'll have our best chance at lunch in the north bay. by 4:00, some thunderstorms possible and then the showers start tapers if you have some plans during the evening hours. let's get back to alexis. it is breezy. chp issued a high wind advisory for the golden gate bridge this morning. it was breezy for my commute when i drove across this morning especially in a high-profile vehicle. you might be rocking around a little bit once you get out over the water. we are looking okay at the toll plaza. that's about it. tracy into dublin, you're in the green at 29 minutes. dublin to mission boulevard on suthbound 680 in the green as well at 16 and northbound 85 between 101 and cupertino.

canceled through the weekend. preparations are under way for commencement ceremonies on saturday. and cal says the ceremonies will take place, rain or shine, but keep in mind umbrellas are not allowed into the stadium. you can always check the weather conditions on the abc 7 news app. it gives you access to live doppler 7 which is the same system mike uses. this morning another one in the race. new york city mayor bill de blasio announcing his campaign for president. he released a youtube video overnight and later this morning the newest presidential candidate will appear on "good morning america." the central theme of de blasio's campaign will be, quote, working people first. he also supports health care for all and environmental issues. >> there's plenty of money in this world. there's plenty of money in this country. it's just in the wrong hands.

>> there you see his video, and de blasio is in his second term. he has been new york city's mayor since january of 2014. he is now the 23rd candidate to join the democratic race for the presidency. reggie? happening today in the south bay the man accused of intent n intentionally running down eight pedestrians in sunnyvale is scheduled to be arraigned. 34-year-old isaiah peoples appeared in court. he did not enter a plea then. he is charged with eight counts of attempted murder. the crash left a 13-year-old girl in critical condition. police say they found evidence they were targeted because of race and religion. criminal charges for the deadliest wildfire in california history. cal fire says pg&e power lines are to blame for the campfire last november. the flames killed 85 people and

destroyed 13,000 homes. pg&e admitted in february its equipment is likely to blame. the company filed for bankruptcf its investigautonte county d.a. for possible prosecution. and in the east bay 600 teachers will go on strike after a breakdown in contract talks. the new haven teachers association made the announcement late last night. it helps teachers in union city. the teachers demanded a 20% pay hike over two years. then they brought that down to 10%. a strike will effect 11,000 students. muni says it knows why doors on its new cars aren't working properly. safeway is closing a store in san jose, and there is a big reason behind it. also, from our live desk president trump will unveil a plan to overhaul the immigration system today and it changes who gets top priority to enter the

the east bay valleys, a chance of showers all day today, a little sunshine here and there. the fastest breezes this more sunshine. we still have showers all day today and temperatures hovering right around 60 degrees. it's supposed to be near 80 in some neighborhoods today. i had to turn the heater on in the house when i got home from work yesterday because it was 65 degrees. that's not usual for where i live. >> it definitely isn't. i'm okay with it. i'm one of the few not complaining. i think it's cozy and good for all the plants, all the yards. >> yes, everything will look really nice. you're right. not so great for the commute. we do have crashes with that wet pavement. sounds like a two-car collision. one of the vehicles flipped over. not sure about the condition of that driver but they do have emergency crews there. the left lane is blocked, the

going to turn green once again. my biggest concerns today for flooding on the roadways and trees and power lines. the storm is not nearly as powerful as yesterday's. the entire state has a chance o. in fact, we still have that winter storm warning. we've upped the snow totals a foot to three feet now above 6,000 feet until 6:00 tomorrow morning. it's a quiet start and friday will be okay but saturday some rain and sunday a heavy wintry mix. 20 degrees below average. president trump will be announcing a new immigration plan and a speech in the rose garden is expected to focus on border security and legal call changing the number ofpumeepublr under this new proposal priority

for visas would be given to highly skilled workers, applicants with higher education, and those with english proficiency. critics say, though, there is one big glaring emission and that is how to address the 11 million undocumented immigrants already here in the u.s. muni is testing a fix for malfunctioning train doors that have clamped down on several people. the new billion dollar train fleet has issues with faulty safety sensors according to the "san francisco examiner." last month the agency locked the back doors on all its new light rail vehicles after reports of people getting caught in train doors. in april one woman was dragged onto the tracks. you saw her right there. this is video obtained by the "san francisco examiner." muni plans to test repair trains with two operators. one to drive and one to monitor the back doors. in downtown san jose safeway is going to soon shut its doors. >> customers of the store on

east second street say they are frustrated and confused. here is amanda del castillo. >> reporter: after 11 years of serving downtown san jose safeway on second street will shut doors, bad news for residents like matt who rely on its convenience. >> that is horrible. i live right up the street. >> reporter: safeway says it finds it occasionally necessary to close locations that aren't meeting company goals. the city says one issue making that difficult is a change in parking. customers agree. >> parking was free initially and then they had an issue with that and started charging for parking and it wasn't at all convenient necessarily to get into. >> reporter: while the city's os it's sorry to see safeway go, it points to other options. >> we have seven other grocery stores in close proximity. >> reporter: a grocery outlet, further out, smaller
