>> new overnight the missouri senate has passed a bill to ban abortion's after eight weeks of pregnancy and this comes just after alabama's near total abortion ban was signed into law yesterday. alabama's law is the most restrictive in the country making it a felony for doctors to perform abortions the only exception is if there's a serious health risk to the mom. supporters of abortion rights are protesting. >> who are you to tell me what to do with my body? age of 45. so far this year more than a dozen states have restricted or attempted to restrict access to abortion.

>> walk with employees on retirement benefits and job security. this forced hundreds of procedures to be rescheduled. ucsf says it represents freedom of speech. an emotional and tense day inside of an oakland courtroom. it was an emotional 15 minutes for the families of the victims yesterday. as prosecutors played a dark and jerky video from the helmet of one of the first firefighters to arrive that night of the fatal fire. it came during the testimony of heather modzian, a captain at the time. she and her crew were first on scene. >> i looked at derek a couple times and it made me sad because he had no expression on his face.

>> attorneys argue that the video shows the oakland fire department could have or should have done more to save the 36 people who died in the ghost ship fire that night. according to san jose state university student newspaper, the spartans, the spartan foundation was marketed as an athletic scholarship fund. less than 5% of the $6.3 million donated actually went to student athletes. the university said the situation was addressed years ago, quote, marketing and communications did not adequately convey how financial gifts were being used. the university changed its marketing and communications to clearly state how the donor gifts would be used. disturbing allegations against a special education school in the east bay. families say staff members held their children in frightening restraint holds.

>> reporter: the woman called elise is letting her son and daughter have down time after finishing their homework. both attend the floyd marchus school because of behavior disorders she says are only getting worse. now depression and anxiety. >> reporter: she says the primary reason are the restraints staff members put them in when they act out. her 10-year-old daughter, for example. >> what that she described to me was being held down on the ground and her head bent in between her legs. >> reporter: she and two other families have filed suit against the school, the contra costa board of education and the state board of education complaining that the holds violate state law. they are represented by the disability rights, education and defense fund. >> it is very explicit in the

we have rain for the morning commute here today. a handful of crashes. not a lot of details. westbound 580 just past north flynn road. a crash blocking the left lane so that commute extra slow today. number three, a live look at sfo for a second day in a row passengers are bracing for another possible round of delays and cancellations because of the bad weather. number four, new york mayor bill de blasio has entered the race for president. he is now the 23rd person vying for the democratic party's nomination. de blasio made the announcement in a youtube video and on "gma" today. a one-day protest at ucsf today, forcing hundreds of appointments and procedures to be rescheduled. the warriors will try to take a 2-0 series lead on the trail blazers. game two is tonight at oracle

yesterday and the department cited reports of unrest and aro venezuela. the interim president and opposition leader juan guaido organized a coup attempt to remove president nicolas maduro from office. it's a move the u.s. and nearly 50 countries supported. the attempt was unsuccessful but today the two sides holding talks in norway to see if they can work together to stop the unrest there. i'll let you know if there are any updates. governor gavin newsom will be in san francisco today expected to make a big announcement on how he'll lower prescription drug prices. the governor has been touring his health care plan. and the south bay san jose's mayor liccardo has a new plan to help curb the housing crisis. he wants to waive fees for those who want to construct additional unl units on their property. it could offer up to $20,000 in

forgivable loans as long as homeowners agree to rent control for lower income tenants for five years. the proposal would go before the city council in june. the san jose sharks beat the st. louis blues in game three o. before last night's game offered the free sharks for life tattoos at players inc. if you're wondering who would do this, 40 fans got the free tattoos but 200 people showed up in line for this. the sharks will offer the same deal before game four on friday. if you want to get that tat, you can still do it for free. >> i was curious how popular it was going to be and now i know. teal is a choice, mike. >> i like it and hockey fans tend to be very, very loyal as they showed there, hard core. more than half an inch on the hayward side. you can see it's raining right now. waves of showers, even thunderstorms possible and breezy all day today.

showers taper. cooler tonight. i am finding dry times. here is a look at industrial boulevard, 880 up to 280. heading to crow canyon we have some wet weather there. it should be in dublin and the eastern side of danville and also altamont pass. it's coming your way within the next 20 minutes or so. a look at what will happen today. scattered green, a few yellows that means mainly light showers, main one or two moderate at 7:00. notice the north bay. lake and mendocino counties through the morning commute. and they'll get a little heavier during the afternoon hours when we get sun to break through the clouds. looking at widespread showers. the clouds open up, maybe even a little fog tomorrow morning with

our cooler conditions. now by tomorrow afternoon you can see a whole lot of sunshine and dry weather coming up. rainfall amounts, another additional third of an inch possible as we head through the next few days. we'll take the storm impact scale friday, monday and tuesday for now. pretty dry here, the wind is helping, especially the bridges. we have high wind advisories for most of our bridges and north of there. keep that in mind if you're driving a high-profile vehicle. we had a roll over crash, westbound 80 connector. one of our many spinouts so make sure you're driving for the conditions. north flynn road has tracy into dublin up to about 54 minutes.

a group of san francisco supervisors will vote today on whether to close juvenile hall b 2021, and create a task force for alternatives to incarceration. juvenile hall is 70% empty and costs $250,000 a year, per child to keep them incarcerated. it will move on to a full vote before the board of supervisors next week. pg&e may face criminal charges for the deadliest fire. it is said the lines are the cause of the flames. 14,000 homes were destroyed. pg&e admitted in february its equipment was likely to blame. the company filed for bankruptcy protecti protection. cal fire r r the butte county d.a. only on 7 hearing from a construction company that let down families affected by the

tubbs fire. fire victims say chiaramonte took their money and did not build the homes as promised. the company says it did not anticipate the, quote, obstacles it faced in the north bay but says it can still finish the job. >> a nightmare for our family and our company and we're still trying to do what we set out to do, build those homes. >> nearly 40 residents who signed contracts say they are fed up, many are demanding refunds and at least five have filed reports with the santa rosa district attorney who has passed them on to the state contractor's licensing board. much more still ahead including muni say that go it thinks it knows why the doors on its new cars aren't working correctly. it's about to find out if it's right. safeway closing its store in san jose. the big reason behind it. "forbes" releasing its list of the largest 500 companies in the u.s. can you guess how many are located here in the bay area?

that extra sunshine. up to 60 in the afternoon hours is the fuel needed for the possibility of some thunderstorms. in the east bay, the valleys get breezy from 1:00 to 5:00 during the scattered showers and in the south bay. a mixture of sun and showers and not quite as breezy as everywhere else. notice temperatures just about everywhere today locked in the 50s for highs. a good 10 to 15 degrees below average. i found some dry areas. i'll show that you coming up. firsthand it over to alexis. already issues. there are some issues this morning and it sounds like most of them caused by folks not driving for conditions today. it's not a total washout for sure. 580 past north flynn road a two car collision. the left lane blocked and minor injuries involved. the backup merged with the

new this morning president trump will be announcing a new immigration plan today. in a speech in the rose garden he is expected to focus on border security and legal citizenship. his plan doesn't call for changing the number of green cards given out each year. it will stay at 1.1 million despite a push from some republicans for a reduction. under this new proposal priority for visas would be given to highly skilled workers, applicants with higher education and those with english proficiency. critics, though, saying one glaring emission from the plan and that's how to address the 11 million undocumented immigrants here in the united states. muni is testing a fix for their malfunctioning train doors that have clamped down on people. the new billion dollar train fleet has issues with faulty sa "san francisco examiner." last month the agency locked the back doors on all its new light

rail vehicles after reports of people getting caught in train doors like this one. her hand gets caught. she gets dragged and eventually falls on to the track. she was seriously injured. muni plans to test repaired trains. one will monitor doors. 5:44 now. part of building a better bay area sometimes involves going in a new direction. safeway will soon shut its doors and customers of the store on eked second street are frustrated and confused. the city says it's working with brokers to find a better use for that space. employees will be placed in safeway's 12 remaining stores across san jose. a select amount of hershey bars are getting an emoji makeover this summer. emojis picked by parents and kids will be featured on the individual chocolate squares of the bar. only 25 million will be produced this summer.

you can see highway 12 and one getting wet up in the north bay. we're not out of the woods yet. we're just not quite as widespread and steady. here is a look at san jose at 37. showers are breezy. it's a one. unsettled and cool. i am findi ining dry at times. a lot of green and yellow in the north bay with steady rain. the rest of us have scattered, light showers. scattered heavier showers in the afternoon and early evening hours when the thunderstorm chance is the best. from 6:00 tonight through tomorrow morning, the chance just about disappears. the clouds open. fog and increasing sunshine. as far as what will happen for the storm concerns, everything will be low.

a half inch of rain fell at sfo. dry friday, dry monday. rain the other days. checking out the roads this morning we do have one new issue on the lower deck of the bay bridge. i know it's tough to see from the san francisco angle. that is blocking one lane. keep an eye out for that. we have had a handful of spinout crashes most involving one vehicle past petaluma boulevard. another vehicle went across all lanes and flipped over several times into a field. i don't believe we have any lanes blocked but emergency crews are there and a lot of folks are taking a look at that through the north bay. 1:19 westbound 580 tracy into dublin, due to a crash. that one still blocking the left lane. no delays southbound 680 dublin to mission boulevard or northbound 85 between 101 and

looking at issues that affect our quality of life like safety. i'm focusing on staying safe wh some of your questions. we are in vallejo joined by chp and we're talking about drivers safety all day today. last hour we talked about what to do if you encounter a road rage driver. this hour we want to talk about what to do if your car breaks down, you're in a minor collision in the middle of the roadway. what's your advice? >> we recommend if people are able to get off the freeway, they do so if it's a minor traffic collision or if your vehicle starts having engine trouble or you feel you have a flat tire, it's best to get off the freeway, off the highway to a safe location. a lot of times it looks like the shoulder is wide enough, we still have traffic coming in at 65 plus miles an hour. we don't want a secondary

traffic collision to occur where we have a stopped vehicle hit by a fast moving vehicle. >> and i also talked to chp about whether you should stay in your vehicle or get out of your vehicle. he said it is purely situational wherever you think you are going to be safest if there's a big median that you can safely make it over to just walking then that's probably best. if you don't feel like it's safe to get out of your vehicle stay in it until help arrives. >> that's a tough call. >> i had a friend who died that way. >> i know someone who did as well. >> i felt sensitive about making sure that you are absolutely safe before you get out of your car. >> thanks, alexis. hi there.
