way into san francisco this morning. it just takes a little weather for sfo to get delayed. >> it just has to spit and you're waiting. here is mike nicco. all right, guys. we'll start down in san jose. a look street level from milpitas, san jose to santa clara and you can see waves of light showers rolling through our neighborhoods. some of us will have some dry spots on the morning commute. it's not a completely cloudy morning. once the sun comes up, the commute may get even drier. there's going to be scattered showers out there and breezy conditions all day today. heaviest of the showers in the north bay as we head from mid morning to midafternoon and then the rest of us will have a chance of showers and thunderstorms, a greater chance during the afternoon and early evening hours. it will begin tapering once the sun sets at 11:15. look at that rain. a half inch in san francisco.is lookier thisorning o the

richmond side of the bridge. so far the delay approaching, getting on to the span getting through the emergency road repair isn't too terrible but we do have some wet pavement for sure out there and we have had several spinout crashes this morning as well. not sure if a spinout was involved in this one but two vehicles still blocking one lane, the westbound 580 near north flynn road. now delays southbound 680 dublin to mission boulevard or northbound 85 between highway 101 and cupertino. a crash in the north bay. we'll check that out next. new overnight the missouri senate has passed a bill to ban abortions after eight weeks of pregnancy and it comes just one day after alabama's near total abortion ban. it was signed into law yesterday as we talked about and the law in alabama, the most restrictive in the country, making it a felony for doctors to perform abortions punishable with up to 99 years in prison and the only

exception is if there's a serious health risk to the mother. supporters of abortion rights are protesting. >> who are you to tell me what to do with my body? >> the gut mocker institute reports one in four american women had had an abortion by the age of 45. and this year more than a dozen states have already restricted or attempted to restrict access to abortions. >> thank you. presidential candidate will be on the picket line at ucsf's mission campus working on the one day strike for job security. this planned strike forced hundreds of appointments and procedures to be rescheduled. emergency departments at the mission bay campuses will be open. in a statement ucsf says it respects employees rights to representation and freedom of speech. the ghost ship criminal

trial resumes following an emotional and tense day inside of an observing courtroom. prosecutors played a dark and jerky video from the helmet of one of the first firefighters to arrive the night of the fatal fire. it came with the oakland fire department at that time. attorneys for max harris and almena showed the oakland fire department could have done more to save the a new report accuses san jose of mishandling more than $6 million in donations. according to san jose state university student newspaper the spartan foundation was marketed as an athletic scholarship fund but less than 5% of the $6.3 million donated between 2013 and 2016 actually went to student athletes. the university said marketing and commune keications did not

look at this picture. the fbi wants you to take a really good look. it's a new age progression image of the most wanted domestic terrorist donna joan borup. they've increased the reward to $100,000. she's accused of throwing a substance into the eyes of a port authority in 1981. they've aged her, put out this picture and says she has ties to pennsylvania and north carolina but that she may have gone to canada or central america. in the east bay a special education school is it being sued by families who say their children were put into restraint holds by staff members. three families have filed a

lawsuit against the floyd marchus counseling and education center in concord. they are represented by the disability rights education and defense fund. attorneys with the firm say restraints cannot be used for punishment and control. their only use is in an emergency when there's a threat of bodily injury to the student or staff. one family abc 7 spoke to said her child is traumatized. >> what she described to me was being held down on the ground and her head bent in between her legs. >> we tried to reach out to the school and the county board of education but neither has responded. it is 6:16 now. some are calling this a wake-up call for women a. new study finds women who follow a lower fat diet have a lower risk of dying from breast cancer than those on a higher fat diet. and keep in mind the women on the lower fat diet ate more fruits, vegetables and grains. the conclusions from the women's health initiative gives the first randomized evidence that

i've been watching him for decades. >> president trump is already punching back tweeting this calling did i bl calling de blasio a joke. if you like high taxes and crime, he's your man. new york city hates him. a group of san francisco supervisors will vote on whether to close juvenile hall by 2021. a task force to come up with alternatives to incarceration. juvenile hall is 70% empty. it costs nearly $250,000 per year per child to keep them incarcerated. if the measure passes in committee today the full board of supervisors votes on it next week. happening in the south bay the man accused of intentionally running down eight pedestrians in sunnyvale is scheduled to be arraigned. 34-year-old isaiah peoples appeared in court but didn't enter a plea.

he is charged with eight counts of that peoples may have targeted the victims based on their race and belief that they were muslim. pg&e may face criminal charges for the deadliest wildfire in california history. cal fire says pg&e power lines are to blame for the campfire last november. the flames killed 85 people and destroyed 14,000 homes. pg&e admitted in february its equipment was likely to blame. the company filed for bankruptcy protection in part because of losses from the fire. cal fire has sent the results to the butte county d.a. for possible prosecution. and only on 7, we are hearing from a construction company that let down families affected by the tubbs fire. fire victims say chiaramonte took their money and did not build their homes as promised. the company tells abc 7 news it did not anticipate the, quote, obstacles it faced but says it still can finish the job. >> nightmare for our family and

warning in effect along with golden gate and the bay bridge as well. taking you up to the north bay we still do have on looker delays from a crash. a vehicle cut across all the lanes after losing control and rolled over into a field. they took out a chain link fence. we don't have any lanes blocked. i did confirm that. not looking terrible or too soggy. just a little sheen on the pavement. southbound 680 ten minutes, another nine on westbound 24. and westbound 580 tracy to dublin is improving.

a wintry mix sunday. a big headline you should know today. president trump is announcing a new immigration plan and will give a speech in the rose garden. his plan does not call for changing the number of green cards given out each year so it will stay at 1.1 million. priority for visas would be given to highly skilled workers, applicants with higher education and those with english proficiency. critics saying the one big thing missing is how to address the 11 million undocumented already in the united states. >> it's a glaring omission. muni is testing a fix for malfunctioning train doors. the new billion dollar train fleet has issues with faulty safety features. last month the agency locked the

back doors on all its new light rail vehicles after reports of people getting caught like this woman. you can see her hand is stuck in the train. fee falls and ends up on the track. muni plans to test repair trains with two operators, one to drive and the other to monitor the back doors. 6:44. in the east bay almost 600 teach letters go on strike come monday after a breakdown in contract talks. the announcement made late last night. the association represents teachers in union city so the teachers had demanded a 20% pay hike over two years. the school district countered with a 1% raise and a bonus. quite a gap there. it will affect 11,000 students. to your money report. >> a settlement over the 2016 scandal over millions of fake bank accounts.
