police say that their were justified. this is a building that includes sutter health care, and at 12:15 an employee reported a man outside with a knife or stick, and at 12:45 another call to the active shooter response to police. >> i was surprised and worried. i was outside when it happened and i saw the cops outside and i tried to connect with the co-workers inside to make sure that everything is okay. >> i don't know why the 911 caller had, but this is an appropriate response. >> reporter: the police went door-to-door, but found in threat. the employees evacuated down the street. they said the company had planned to commemorate the fourth company birthday and talk

about surprises. as we are coming back live looking inside of the entry way, people are returning to work. as to how one call of a man with a stick became a call of an active shooter, the san francisco police department say they are investigating, and part of it is speaking to the people who made the 911 call. so their investigation is not finished yet, but to reiterate, no injuries, no shots fired and no suspect identified or arrested. live in san francisco, wayne freedman, news 7. thank you, wayne. today's incident was not far from a deadly mass shooting at a u.p.s. facility in june of 2017. a coworker shot and killed three people before taking his own people as the police closed in. toda daday brought back some ba memories for the people in the neighborhood. >> last year we had the u.p.s. shootings, and that is past kansas and 16th street by the overpass, and that was kind of a

>> i did not think it would come to this because we have always reached an agreement with the district administrators. >> they wanted a raise over two year, but the district has offered a 3% bow flnus for the t year and 2% the next, and then last night the district changed slightly. >> we have added that if the revenue is higher we will give additional half percent or one percent raise ongoing. >> reporter: the district is saying it is experiencing declining enrollment, and the funding is based on the number of enrolled students. >> they are not prioritizing spending the money closer for the teachers and the arts and the sciences. >> reporter: the teachers have the highest salaries in alameda county, but they have to pay their own health care. >> the biggest concern is not only raising rent price, but raising health care prices. >> reporter: of the students

enrolled, only 90 showed up. one parent kept her children home to show the support for the teachers. >> we have been catching up on the work at home, and today we took a bike ride to give support to the teachers. >> and this parent wants feedback. >> i want to see how they play it and my daughter's perspective versus them telling her all of the time what they are going to do. >> reporter: and the teachers will be back early tomorrow morning. you have to understand that they start very early, and get very tired and of course, they have already left. they leave at about 4:00 everyday. now, also, you know, the teachers here say that they hope, but it is not certain when they will meet again with negotiators. i'm live at union city, leann melendez, abc 7 news. >> but leeann, what about the reports of the students watching

movies? >> right. somebody asked me that, and the district said that whatever they are showing the kids, via say a movie or so forth, it has to do with or relevant to the curriculum, and let's make it very clear that district said very early on that if there is a strike, it will not be business as usual. so no one, no one should be surprised. >> all right. leann melendez is reporting live for us. thank you. according to the school district the starting salary for a teacher is $72,619, and the most experienced can make $119,000 a year, and the teachers make the most of all districts in alameda county, and members have to pay for their own health care out of pocket, and challenged by the high cost of living. >> and back in february, oakland teacher went on strike for a week, and later ratified a contract that included an 11% sal rin crease and 11% class

reductions. and in dublin the teachers also received a raise and classsize reductions, and in unified valley, they avoided a strike after a contract agreement was reached in march. the dmv and the officers today cracked down on disabled placards. we tagged along as tickets were given out. they conduct about 24 such operations. last year they issued more than 2400 citations statewide while san jose parking officers issued more than 24,000. >> it is continuously surprises me, and frustrates me that so many people have a blatant disregard for the needs of those with disabilities in t community. >> the dmv said that most of those cited are using the placards belonging to friends or family members without that person present, and fines vary

gridlock and lots and lots of people. >> we are essentially a city with a population of about 150,000 passengers and about 30,000 employees on any given day. >> reporter: it has more people than many cities here in the bay area. and just like any town or city, this airport is going to face other issues such as chronic homelessness. the police say that the shoplifting at the many retail stores is an ongoing problem and so are the luggage theft where the passengers collect their belongings. police are looking for this man grabbing a suitcase from a carousel. you can see him ripping off the wite claim tag before leaving with his stolen luggage. and another camera records him getting into the elevator and then he is seen walking out towards the airport station. and this is deputy chief saying that the police are gaining a foothold. >> we are seeing a 17% decrease

in the retail luggage theft year to date. and a huge reason is the presence at the bart platform. >> reporter: the chief points to the man who grabbed the suitcase of the carousel as an example of what he is talking about. >> he is actually exiting the airport by catching b.a.r.t., so you can presume that he caught b.a.r.t. to get here. >> reporter: the airport police working with b.a.r.t. officers have increased their their presence. >> we have a number of officers at the airport who are evading. if you are coming here to the airport to engage in conduct that is not lawful, it is not going to pay for you here. >> well, if you need help, there is an information booth over there. they can help you out, okay.

>> instead of help, he went outside to smoke a cigarette. the airport is a weigh station for travelers, and doug skakel says that it is enjoyable. >> reporter: but the airport has become a refuse for homelessness, and a safe shelter away from the tough streets and many nooks and crannies to sleep for tonight. and michael is 32 year-old and homeless. how did you get here? >> the b.a.r.t. >> reporter: michael rides b.a.r.t. a lot and he likes to end up here at sfo, and he tells us that he likes the view and the atmosphere. and what's more. is it easy to find a place to sleep here at the airport? >> it is not too bad. not too bad. >> reporter: both the police and the airport say they try to help the homeless people they

encounter and refer them to a program called life moves. >> essentially homeless advocacy group, and they would work the individuals who are primarily based in san mateo county to attempt to align these individuals with the proper resources. >> reporter: with four trains running here from morning tonight, stopping the homeless migration will be difficult. do you have any place to go to? >> ah, no. not now. >> reporter: michael sums up the problem in a few words. vic lee, abc 7 news. >> wow. you don't think of the homeless issue at the airport, but it is clearly a significant problem there. >> all right. let's turn to the weather. we got a little break from the rain, but what a rainy weekend, spencer. >> yes, this break is a short one, because moreen is coming our way. the clouds are starting to increase a little bit after a mostly sunny and bright day. check out the 24-hour

temperature changes. much warmer in most locations than yesterday. 6 to 8 degrees warmer in oakland, but 7 degrees cooler in palo alto. and this is the view here looking at increasing clouds over san francisco. and it is 58 here, and mid-60s in mountainview and san jose, and 52 in santa cruz, and half moon bay. we see the clouds increasing over to the golden gate. and to napa and livermore, it is 62. from mount tam, we have these clouds drifting in from the coastline. these we may see some isolated thunderstorms and the rain continue to tomorrow, and breezy tomorrow with the scattered showers, and sunny and milder pattern for the weekend. tonight, showers in the offering, and some generally localized one, and overnight

lows in the 40s to lower 50s, and this rank is going to rank a one on the impact scale. we will continue to see the showers passing through, and most locations will receive rainfall totals of under a inch. this is the arrival of the first wave of rain just after 10:00 p.m., around 11:00 or so, and hit the north bay first, but a straight line up and down, and moving steadily across the whole region. there are some wet spots on the roadway from the morning commuters and that pattern is going to continue through the day and the evening commute to where there are wet spots that will start to wind you down tomorrow night into wednesday. rainfall potential once again, and generally under a quarter of an inch, and some location like nevada may receive up to -- well, we have just reduced the computer models to reduce the projection for nevada and santa rosa over a third of an inch,

new video showing prince william and kate and their three children at the flower show. it was a fun playful visit for prince george and princess charlotte and prince louie and they spent an hour in the back to nature garden yesterday. there was a treehouse, a stream, a swing and all for the kids to enjoy, and isn't that how cute they are. the mom duchess of cambridge helped to coexist the garden and she is hoping to pass on her passion for the outdoors to the fun. >> and there are going to be cameras on those kids for many years. and now, how to get more young people interested in

issues that affect all of us, and today, we are looking agent cupertino looking to provide a safer environment for the community. they are looking to have separate bike lanes from mcclellan road to imperial to steling road. we have the details. >> reporter: in cupertino the construction sign says it all, the city's bike lane project is under way. >> i am completely glad. it is needed. >> reporter: demetri and his daughter ride their bikes to school every morning and with the current bike lane, he says hard to navigate the narrow path with all of the traffic. the city is looking to move the sidewalks back 5 to 7 feet to make way for bike lanes which will have dividers to keep the cars out. the city says it is necessary to get the kids to school. >> i would say with the traffic, i would feel better if it is a separated. so we could traffic to school

safer. so it is nice idea. >> san jose is celebrating the first year of their bike program, and since september the city has put in 10 miles of new bike lanes, and the city says that pollution is down along with the accidents involving bikes. >> in downtow streets the people who are biking are separated from the moving traffic by parked cars and or ballards, and you can see that nationally, they are nine times as safe as those without the bicycle facility. >> and the city of san jose is getting national recognition, because a group of 40 cities is in town to see what san jose is doing to reduce number of stents and h , accidents and how the build those bike lanes so quickly. some lawmakers in new york state want to make it legal to -- illegal to text while whie

crossing the street. pedestrians could be fined between $25 and $250 and the city of honolulu passed a similar law back in 2017. >> and maybe they can do that in the workplace. >> do you know anybody who talks into the phone while they walk, alma. >> i may or may not do such a thing. >> while we fight that one out, we will update you on the weather. the increasing clouds over the bay area, and increasing clouds tonight and tomorrow. and the lows are upper 50s and low 60s and the storm which is ranking a one on the impact scale is going to continue to produce showers, and it is mostly in the area locations that is gusting at times. we expect mostly cloudy skies with a chance of showers and cooler tomorrow than it was today, but we have warmer weather coming our way. the highs are upper 50s on the coast and upper 50s and lower 60s just about everywhere else.

unwanted messages. >> reporter: a torrent of texts and debt collectors may get the green light to bombard you with unlimited text messages and e-mails if a new set of rules gets approved. the proposal would limit the amount of phone calls they could make, but they would allow you be reach out to you by e-mail and text messages. this would be restricted to seven calls a week, and once they reach that limit they have to wait a week before calling again, but based on the proposed changes, debt collectors would be able to text and e-mail you as many times as they want. no cap on the number. though you could unsubscribe from receiving the messages. however, they are banned from contacting consumers on work e-mails or via social media, and the federal financial watchdog says that the new rules prohibit the collectors from suing or
