according to the "san francisco chronicle" they've arrested 47-year-old manuel amador, and what he is accused of doing is so awful, prosecutors plan to ask the judge not to set bail, saying he shouldn't be on the streets, that he is a danger to society. a 74-year-old woman was walking on prague street in the southeast part of the city when police say the man grabbed her and pulled her into a house. this happened near mclaren park. the man is accused of pulling her into the home and raping her for four to five hours. officers say there was a pit bull in the home that bit her several times. then the woman was left on the sidewalk. she was semiconscious when someone found her and called police. this happened at 8:00 in the morning two weeks ago. amador is in jail, and according to police he does not have any prior convictions. reporting live in san francisco, amy hollyfield, abc 7 news.

>> amy, thank you. happening today house speaker nancy pelosi is holding a closed door meeting with members of her caucus. she is dealing with mounting pressure from democrats to begin impeachment proceedings against president trump. the situation is growing more complicated after the white house instructed former counsel mcgahn to defy a subpoena. pelosi and chuck schumer are set to meet with the president to discuss a pending bipartisan infrastructure deal. in a meeting last month the two sides agreed to a $2 trillion package. overnight president trump shifted gears demanding his new trade pac with canada and mexico come first. a push to give tax incentives for people who move to california. a state lawmaker introduced the bill monday allowing qualified companies to get an additional tax credit. several states including georgia have recently passed strict

pregnant yet when this happens. homelessness is an issue abc 7 news is focused on as part of our effort to build a better bay area. governor newsom says he's creating a new task force. the latest plan includes a billion dollars to fight he'sg sacramento mayor darryl steinberg and los angeles supervisor mark ridley thomas to lead it. >> this group is going out in the next few months and will come back with detailed plans and strategies. i want to see those dollars reflected in some of what they've identified. >> governor newsom made the announcement yesterday in oakland. alameda county has seen homelessness climb more than 40% over the past two years. in the east bay oakland is look to go smooth out its streets. the city council approved a $100 million, three-year citywide paving plan. $75 million will be spent on neighborhood streets. $25 million will go into major thoroughfares. and here is a look at which

streets will be repaved. as you can see they're all over the city. abc 7 news reporter cornell barnard has reaction. >> reporter: dodging potholes of part of our drive to tuesday's oakland city council meeting where councilmembers were voting on contracts for its plan to repair broken streets. rachel erickson is tirmd of driving defensively. >> i drive like a avoid potholes. >> you swerve out of the way to miss one, you hit a deeper one. we had to have our tires replaced twice in the past year already. >> reporter: our abc 7 colleague blew two tires after hitting a pothole on her way to work. the big fix calls for spending $100 million to repave streets and fix tens of thousands of potholes. >> this paving plan is about repairing a pothole for good.

temperatures. we're in the low to mid-50s on both sides of the peninsula. daly city 51 to 54 in half moon bay. pretty much low to u around santa rosa, napa and fair field where we're seeing cooling. here is a look at santa cruz this morning. looks pretty quiet.lmer on the bay. dangerous surf. a high surf advisory that's been extended through 9:00 tomorrow morning. so all day today there's going to be rip currents, beach erosion from big breakers up to 22 feet. don't turn your back on the water. look at the north bay, starting off at 50. staying in the 50s through 9:00. 66 at 11:00. low to mid-70s this afternoon, partly cloudy skies. a slight chance of a rogue shower. otherwise dry. the east bay, in the 50s through 9:00. mid to upper 60s starting at 11:00 through the lunch hour to 7:00.

5:12. if you're just joining us, here are the seven things to know this morning. number one, san francisco police are investigating after a 74-year-old woman was reportedly grabbed near mclaren park, dragged into a home, attacked by a dog, and repeatedly raped. the suspect is now under arrest and expected to be in court today. number two, house speaker nancy pelosi will hold a closed door meeting with members of her caucus. she is dealing with mounting pressure from democrats to begin impeachment proceedings against president trump. number three, a woman driving with two dogs led police on a dangerous high-speed chase in an rv through the san fernando valley last night. finally ended when the rv collided into a car and the woman jumped out, tried to make a run for it. officers quickly took her into custody. number four, the dmv is making it easier for californians who got a real i.d. with one proof of residency to

satisfy the new requirement of two proofs of residency. people will now be able to just mail back a letter. number five, check out the lack of clouds and rain. look at that. stars and the moon from pier 15. temperatures under dry weather today rebound fiventhe 60s and 70s. number six, so far so gfor . no major issues. we're just slowly starting to fill in. no metering lights yet but we do have a high wind advisory once we make it out on the bay bridge. and number seven, a live performance of "all in the family" and "the jeffersons" will air tonight on abc. jamie foxx plays george jefferson. you can watch the return of these two classic '70s sitcoms. a famous comedian is participate of an effort to save san francisco's punch line comedy club. abc 7 news was at city hall where dave chappelle joined other comics yesterday.

three hours total. but what made it difficult was walking barefoot. >> reporter: the oldest of six he grew up in ethiopia. his parents are still farmers living a world away from their son's unexpected academic life. >> they are happy i'm at university and graduating with a degree in america. >> reporter: six years ago lelisa applied for a diversity visa, won and flew to los angeles, his first time outside of ethiopia. >> everything you see is completely different. >> reporter: he found support in the ethiopian community and applied to uc berkeley. once he got here lelisa became a mcnair scholar, a national program for low-income first-generation college students who want to pursue doctorate of the program at cal. >> he had that desire to move forward, to get better, to get educated.

>> reporter: he plans to visit his family this summer, return to the u.s. and apply to grad school. >> i'm very grateful to everyone and i say thank you. >> reporter: happy graduation. kate larsen, abc 7 news. >> happy graduation. he is going to have quite the homecoming when he gets there to see his family. they must be so proud of him. >> what a story of perseverance. you're never more than seven minutes away from your accuweather forecast. here is mike nicco. let's take a look at what's going on san jose 101 and 880. we still have a few showers in the south bay. by the afternoon hours, partly cloudy and milder. a warming trend coming for today through friday. the holiday weekend trending cooler and a little bit wetter. a look at the live doppler 7 and you can see there's some showers in the santa cruz mountains, a little instability running up and down 101. a few light showers there over the next couple of hours. you can see the clearing

starting to take place in the north bay. the gray being the clouds. notice them opening. that's why your temperatures are in the 40s while the rest of us are in the 50s. from fremont, palo alto southward, san francisco and the rest of the bay, mid to upper 60s from half moon bay to santa cruz. all the cloud cover you see is a whole lot of fog. a lot of moisture in the ground. a look at my accuweather seven-day forecast. temperatures will jump up about a degree or two tomorrow across-the-board with more sunshine. we'll hold steady for friday but then the pattern reverses, a slight chance of wet weather across the south bay saturday and for the rest of us sunday. temperatures in the 50s and 60s. drier for memorial day, back in the 60s and 70s. have a good day. here is alexis. good morning, mike. overall we're looking great so far today. this is one of our tougher commutes. yesterday the two major sig alerts most of the morning. today nothing major like that.

walnut creek north of the 24 sptus little t spli up significantly if you're staying on southbound 680. moving over to our traffic maps, a few spotty showers on live doppler 7. one just pushed through the super commute out of tracy. 11 miles an hour on westbound 205. 15 miles an hour once you make it to 580. that's typical. not as typical, though, seeing about a 15-minute delay on the altamont pass road. i know a lot of folks take that as an alternate to 580. i would say 580 is looking better today. have not gotten to the reason for that backup but avoid that for right now. the next traffic update at 5:30. thanks, alexis. a new review of data by consumer reports suggests some uber and lyft vehicles may not be safe. nearly one in six vehicles in the seattle and new york areas have open safety recalls and defects.

consumer reports analyzed the data after both san frans. investigators pulled records for about 94,000 uber and lyft vehicles. some recalled vehicles have those deadly takata air bags, unfixed defects that could cause the vehicle to catch fire or cause the engine to fail. uber and lyft say they've taken measures to curb the number of recalled vehicles. in today's "gma first look" a police officer allegedly the target of a murder plot, his wife orchestrated. kenneth motton has that. >> reporter: it's the scandal rocking the nypd. officer valerie stands accused of hiring her boyfriend to hire a hitman to kill her estranged husband. >> to be honest, i can't believe it. i'm still in shock. >> reporter: instead of calling a hitman, authorities say the officer's boyfriend alerted them instead. they not only kept her husband

no threat of wet weather. those of you that don't like daylight savings, the sun would be coming up at 4:54 in the morning if we didn't have daylight saving. think about that on the weekend. let's look at what happens so far this month, our rain totals are anywhere from two to five times above average, but we're not quite near records. the closest w inch in several p oakland, san jose and napa. looks like we're not going to get enough rain the rest of the month to get near those. now because of all this rain, check out what's going on with the pollen especially this holiday weekend. friday will be a warm day. we're going to have nearly high amounts of pollen out there especially tree -- moderate amounts of grass and weed. saturday about the same even though we have a slight chance of wet weather. our best chance of wet weather sunday. we'll drop the pollen down a little bit. it does rebound for monday. make sure when you have the

sunglasses, all the food you're having and your medicine if you need it for your allergies. >> mike, thank you. kohl's will push promotions. the retailer had the worst comparable store sales in three years. kohl's executives plan to lower prices to protect market share. yesterday shares closed at $55. that's down more than 12%. the retailer is counting on its partnership with amazon hoping to draw on customers by allowing amazon returns in store. a new barnes & noble is opening today. the new store will open in the veranda shopping center in concord. the chain has been testing locations and new store designs across the country. this store will be much more modern looking with short oak bookshelv bookshelves, wood grain, tile and carpet. the children's section will be limited. now to open space and big cities.

a new report shows a spike in the number of people who live close to a park. trust for public land is a nonprofit in san francisco. it just released its annual park score index. 72% of people living in big cities live within a ten-minute walk or half a mile from an urban park. san francisco made the top ten list at number seven. washington, d.c., is number one. trust for public land says its goal is for everyone to have access to parks. we're showing my nearest park. so i love that. >> i love our parks in san francisco. there are so many. there's little pockets, too, that have green space if you don't have a bigger park. coming back with another full 90 minutes of news -- >> reporter: if you have a california real i.d., you may have to get another one and how the dmv is trying to help. and the disturbing discovery in a home, what police found making a welfare check. plus, one price for unlimited food delivery. the rumors over the new uber eats pass.

anser? >> reporter: good morning, guys. this could impact about 3 million californians. if you got a real i.d. but didn't show two proofs of residency. originally the dmv required one document to show proof of residency then the department of homeland security changed the requirement and they want two forms, trying to simplify the process. you can verify by checking the box, confirming your mailing address is correct. the dmv was supposed to send the letters out in april but there have been delays. why is this important? you will need a california real i.d. if you want to flip domestical domestically. your old driver's license will not work. california issued real i.d.s going back to january of last year. if you have a california driver's license, the new real

i.d. driver's license with one form of residency, you can still drive in california but at some point you will have to provide the second form of documentation. reporting live in san jose, anser hassan. san francisco police are investigating a dismembered body found in the outer mission district. officers doing a welfare check discovered the remains inside the home at mt. vernon avenue monday. they were responding to reports a man may have been missing from his home. there were suspicious circumstances so they went inside. the medical examiner's office is trying to determine the cause of death. and in the south bay santa clara county supervisors are going ahead with a plan to spend $5 million on gender based violence services aimed at helping certificate vifsurvivor. two rape crisis centers and training for law enforcement on

drivers of the cars hit were taken to the hospital. authorities found the first dog that jumped out of the rv and the other dog was also taken to a vet for care. >> i mean, it's really a miracle no one was killed. that is unbelievable. moving on now to muni. the woman caught in a train door and dragged on to the tracks has filed a claim against san francisco. this is video of the incident at the embarcadero station. she is now stuck and then she is going to fall back. "the examiner" reports choi lee identified herself as the passenger who got her hand caught and dragged by the train. she suffered a collapsed lung, broken ribs, pelvic and spinal fractures. another bay area parent plans to plead guilty in boston today in connection with the college admissions scandal. peter sartorio is accused of paying $15,000 for a fake

no worries. here we are at 5:39. the golden gate bridge. waking up to partly cloudy or clearing conditions. in fact, you can see some 40s, pleasant hill, walnut creek, lafayette. everybody else in the low to mid-50s. the same thing around our neighborhoods. up in the hills, it's 45. where the clearing took place first fairfield, napa and santa rosa, mid to upper 40s. here is what it looks like. i keep showing this though it's intermittent at times. this is where the rain was earlier this morning, about .04 of an inch down to about gilroy. so that's why i have caution on the roads for this particular area. the rest of us are good and the same thing with mass transit and the ferry ride. your neighborhood temperatures today. some warmer weather on the way, spring is back. you can see we're in the 50s through 9:00 on the peninsula. 62 at 11:00 and mid to upper 60s this afternoon through the early evening hours. for the east bay valleys, in the 50s through 9:00. 66 at 11:00. look at those low to mid-70s,

1:00 through 7:00. a great evening to be outside. and in the south bay, almost as nice. 56 through 9:00. mid-60s at noon. upper 60s this afternoon with a whole lot more sunshine, so put the umbrella away except for down in the south bay the next hour to hour and a half. that's where we have a few showers. a nice commute coming in today. nice to drive on some dry pavement. i'm sure there are issues we need to talk about. nothing major. nothing like yesterday's commute that is good news. i want to take you back to the east bay, southbound 880 before hesperian boulevard. it just cleared from the board so that sounds like it was very minor and they were able to get that off the roadway quickly. we have our typical slowing filling in on your way to state route 92 and then northbound 238 heavy as well. also notice this low stretch in oakland 580 between state route 13 and macarthur, various lines are closed for construction until 6:00 this morning.

against me pretty much my career path where i was becoming manager came toalcdonald's says implementing training. lyft is adding a panic button for passenger safety. riders can press a button in the app to call 911 during an emergency. lyft added the feature after the murder of a college student by a suspected fake uber driver. the san francisco-based company also making some other changes and now the driver's license plate number in the app looks a whole lot bigger to prevent passengers from getting into the wrong vehicle. uber could soon provide you with unlimited free food delivery and a link on the app reveals the details. the san francisco-based company is preparing to launch the uber eats pass. so for $9.99 a month people who use the service can skip the service fee that runs about 15% of the order cost. the information was discovered by an engineering specialist who found the code hidden in uber's
