to church. >> but before we head to the concert we have a lot of news to get to this morning. the severe weather threat is not over for those millions of people in the middle of the country and while the southeast is bracing for dangerous heat ginger is tracking all of that. good morning to you, ginger. >> good morning to you, michael. florida, parts of the southeast for at least a week have been above average. now we're going into record territory. it's all under this big high pressure system. this weekend we're talking about macon or montgomery potentially seeing their first 100-degree temperature in -- ever, in may in recorded history. these are heat indices. 103, the feels like in tallahassee, atlanta should feel like 93. come with me. along the ridge that jet stream that is keeping all the heat there, severe storms and we've already seen them pop in west texas, canadian texas. it's not populated there but will move east to areas much more populated.

we're talking about abilene, oklahoma city up to chicago and grand rapids. kalamazoo, benton harbor or down through kansas city, keep an eye on damaging winds this afternoon and evening and flooding because this comes with that stationary front. check out that rescue in kansas. i think unfortunately, we will see places like the arkansas river keep draining south and see more flooding all the way from the great lakes back into texas and oklahoma. >> a rough week about to get even rougher. ginger, thank you. that weather is causing record floods in the heartland and marcus moore is near the arkansas river in sand springs, oklahoma, with the very latest. good morning, marcus. >> reporter: cecilia, good morning. officials in the tulsa area issued voluntary evacuation orders for people living along the arkansas river mind me. i want you to get a sense of the scale of all this and that torrent of water that is rushing by. officials estimating 250,000 cubic feet of water and that's the keystone dam.

just massive amounts of water and we have seen extraordinary pictures of what this flooding is doing. take a look at this. two runaway barges crashing into a dam farther downstream in muskogee county. that's a sense of how powerful the water is and you heard ginger talking about the rescue in kansas. here's video of that. just a dramatic rescue. a man trapped in his car for ten hours before crews were able to rescue him and bring him back to safety. and back here in oklahoma, some residents who lived here in this area for decades tell me they have never seen anything like this. michael. >> thank you so much. those tornadoes are not letting up. 13 twisters reportedly touching down for another tense night and rob is in jefferson city, missouri. good morning to you, rob. >> hey, good morning, michael. this town, the state capital of missouri, hit hard by a tornado and the power is unimaginable. we're on a car dealership lot

where cars were thrown all over the place. this was the service garage. these industrial lifts weigh about a ton each, ripped out of reinforced concrete. this chevy cobalt was easily over 100 yards away at the other end of the lot. overnight, severe weather battering over half the country. >> there is a tornado right there. >> reporter: the national weather service in baltimore and washington, d.c. confirming an ef-1 tornado touched down in columbia, maryland. down in virginia heavy winds and torrential rains sparking these power lines. in texas, stunning, mammoth tornadoes inundating the plains with no signs of slowing down. >> it's going to hit that home. >> reporter: watch, in less than two minutes this tornado starts in this grassland then it turns to hit the home in the distance crossing the street then heading toward abc affiliate meteorologists chasing it. a similar seen in laverne, oklahoma. >> it is enormous. >> reporter: in missouri, governor mike parson surveying

the damage from above that devastated jefferson city early thursday morning. the ferocious tornado with enough force to knock over this semi and go right into this neighborhood. roofs, tiles, lumber, insulation strewn about, snapping these trees in half destroying people's lives and crossing a major highway miles before it even gets to jefferson city. on the ground we met with the lieutenant governor at this car dealership where 800 brand-new vehicles were thrown in all directions from that ef-3 that saw winds up to 160 miles per hour. >> it's incredible how much heavy damage there is and how nobody died here. >> the only words i can put into it is this was a miracle. >> i would say it was over a half mile wide. i spent time with the owner of this lot. his grandfather started it back in the 1930s and he's grateful it came in the middle of the night instead of the workday with his employees on the lot. that would be a whole other

story if that were the case. >> rob marciano, thank you. we do turn to that breaking news. theresa may stepping down from her position as britain's prime minister, announcing her resignation in front of downing street this morning with this emotional speech. let's take a look. >> i will shortly leave the job that it has been the honor of my life to hold. the second female prime minister but certainly not the last. i do so with no ill will but with enormous and enduring gratitude to have had the opportunity to serve the country i love. >> we hear the tears right there. let's get over to our senior foreign correspondent ian pannell with a major moment this morning. >> reporter: yeah, that's right, good morning, tom. what a morning of high little drama it's been here in britain. just as president trump plans to head this way in just over two weeks for a long awaited official state visit, after months of pressure and

speculation about her future, prime minister theresa may has just announced her intentions to step down but staying in the job until president trump ends his visit. as we saw, it was a highly dignified and at the end emotional and tearful speech. theresa may talked about her legacy, the things she's achieved but i can tell you it is the one major thing she hasn't achieved that she's going to be remembered for, brexit, britain's decision to exit the european union and failure to get a deal. britain is one of america's closest allies and president trump is going to land in the middle of one of the biggest post-war crisis they have ever faced and he indicated his looking for one of the main leading candidates to replace her and everybody will look to see if he weighs in again at such a highly sensitive moment, cecilia. >> we are certainly waiting to see if that happens. thank you. we turn to washington. overnight president trump ramping up the so-called investigation into the investigation ordering intelligence agencies like the cia to fully cooperate with attorney general william barr's

review of how the special counsel investigation started. our chief justice correspondent pierre thomas is in washington with the latest. good morning, pierre. >> reporter: good morning. the attorney general has suspicions about the origins of the russian probe and now he has complete rein by the president to pursue his concerns. last night following a request by barr, the president granted the attorney general sweeping authority ordering the intelligence community to quickly and fully cooperate with barr's review. barr was given authority to declassify any information he sees fit. democrats are crying foul. last night house intelligence chairman adam schiff issues a blistering statement accusing barr and the president of conspiring to, quote, wpize law enforcement and classify information against their political enemies. >> intelligence agencies expected to be mad about this as well. you're learning more about special counsel robert mueller's possible testimony on capitol hill. what are your sources telling you? >> reporter: we're getting more details about why the negotiations for mueller's testimony have dragged out all these weeks. turns out mueller is reluctant to testify.

sources telling abc news he's concerned that a public hearing could descend into a political circus where both sides would try to use him as a pawn for their own purposes. he also, according to sources, believes he would be limited in saying much beyond what is detailed this his report and all this shows how delicate the negotiations are and nadler saying mueller wants to make an opening statement and go into a closed session. we have not heard anything officially from mueller. we don't know whether he will agree to such a deal or simply decline to testify, cecilia. >> okay, pierre, thank you. we turn to the white house and the bitter war of words between president trump and house speaker nancy pelosi. pelosi saying the president needs an intervention. the president calling her crazy and a mess. chief white house correspondent jonathan karl has more. >> she's a mess. >> reporter: at an event to announce tariffs, he

escalated his war of words with house speaker nancy pelosi. >> she's not the same person. she's lost it. >> reporter: he claimed she just doesn't understand the issues. >> they sort of feel she's disintegrating before their eyes. >> reporter: and he defends his own mental fitness. >> i'm an extremely stable genius. >> reporter: pelosi fired back on twitter saying, quote, when the "extremely stable genius" starts acting more presidential i'll be happy to work with him on infrastructure, trade and other things and he accused her of not telling the truth about his demeanor when he walked out of their meeting on wednesday at the white house. >> the president again stormed out and i think, what, first pound the table, walk out the door. i wish that his family or administration or his staff would have an intervention for the good of the country. >> reporter: one by one he called on his advisers to say he was actually quite calm. >> what was my tone yesterday at the meeting? >> very lm. i've seen both and this was definitely not -- [ laughter ] -- angry or ranting. very calm.

>> jonathan karl joins us from the white house. jon, this fight is escalating online and it took a nasty turn with some altered videos being shared? >> reporter: altered videos of nancy pelosi that have been shared on twitter, facebook and youtube. what they do is take real video of pelosi and slow it down to make it appear that she is slurring her words. some of these videos have millions of views. in fact, tom, one of the videos was tweeted out a link to it was tweeted out by rudy giuliani, the president's personal lawyer. giuliani writing in that tweet, what's wrong with nancy pelosi? but the video was fake and giuliani eventually deleted his tweet. >> you really have to watch these videos side by side because some of them are so sophisticated. jon, thanks. michael? >> that is getting nasty. and we are going to talk about the memorial day exodus with nearly 43 million americans hitting the road and the skies this holiday weekend. scott wright from our l.a.

station kabc has a bird's eye view from up in the chopper of what you can expect when you go out. >> michael, the trend has been over the last few years for the commute to start on thursday for the getaway. even at this early hour on the 5 northbound south of los angeles, you can see traffic is at gridlock. they're expecting 1.4 million people through lax. there's a saying here in l.a., it seems like you just can't get there from here. that certainly is the case. sometimes a drive that takes 15 minutes will take you about an hour. the weather is going to be spectacular but unfortunately the drive here is going to be frustrating. cecilia? >> scott, thanks. this could be a rough start to what the tsa is predicting to be a record-setting summer for travel. steve osunsami has more on the potential impact. good morning, steve.

>> reporter: good morning, cecilia. not since 2005 have this many people expected to fly on memorial day weekend. i want you to take a look at what it looks like in atlanta, the regular security lines are long. the precheck security lines are long. there's even a line to get into this place because of construction taking place. an estimated 11.7 million people are expected to fly over this holiday weekend. the tsa has every worker they can get in here working telling us the wait is still only 15 to 30 minutes despite the long lines. weather was a problem in the northeast this morning. only about 109 flights have been cancelled which is actually good news. the top destinations are new york, las vegas and orlando. tom. >> all right, steve, thank you. in the multimillion dollar college admissions scandal, three more wealthy parents expected to plead guilty in the case and linsey davis has more. >> reporter: three wealthy parents, jane buckingham, real estate developer robert flaxman

and jewelry business owner marjorie klapper are all expected to plead guilty today in federal court in a plot that's already ensnared hollywood actresses felicity huffman and lori loughlin. now buckingham, a marketing guru and television personality, will likely plead guilty to mail fraud. >> when your friends tell you to lie on your resume, you 100% do not do it. >> reporter: court documents say buckingham who coached kids on how to find jobs after college allegedly paid thousands of dollars to have an act proctor take her son's exam, even submitting a handwritten sample. her son jack apologized telling "the hollywood reporter," i'm upset that i was unknowingly involved in a large scheme that helps give kids who may not work as hard as others an advantage over those who truly deserve those spots. buckingham allegedly gave thousands of dollars to the scam's mastermind, rick singer who profited by helping wealthy families ensure their children were admitted to the country's top universities. according to new york police,

taking photos. >> my friend, she slipped. she fell. she fell. >> reporter: this is the panicked call to 911 that michelle casey's boyfriend made after the 21-year-old college student slipped and fell 100 feet from a cliff at this popular scenic beach near portland, oregon. according to police, michelle was taking photos at the time of her fall after investigators say she and her boyfriend climbed over a retaining wall. but her family emphasizes in a statement to abc news, her phone was in her pocket at the moment she slipped from a rock. >> we see people that get up on the reining wall and get on the other side. obviously it's very dangerous. >> reporter: it took first responders over two hours to bring michelle back up and fly her to a hospital where she later died from her injuries. it's the latest reminder of the sometimes deadly consequences of pursuing that perfect picture in dangerous places. earlier this month riley

hamilton fell five stories from a manhattan rooftop reportedly taking pictures at the time. she survived that fall but suffered critical injuries and in april fordham university senior sidney monfries plunged to her death inside this landmark clock tower all while trying to take pictures from the iconic site. in march, a man plunged 1,000 feet to his death at the grand canyon while taking photos. a study revealed 259 selfie deaths since 2011. every month this year someone has either died or been critically injured taking a selfie. a reminder that that picture of a lifetime, guys, it's not worth your own life. >> such an important reminder. paula, thank you. it's a tough one. >> yeah, definitely not worth it. to an abc news exclusive. we got your first look at the revolutionary new way one big city is rethinking policing and gio benitez has more on the virtual training that could help save lives. >> hey, michael, good morning. good morning, everyone. yeah, every day police officers arrive at a scene and have a

slew of questions including whether the person is a criminal or in mental distress. at least one police department is using technology to put officers right there in these scenarios. just a warning, what you're about to see may be difficult to watch. >> what's going on? >> reporter: watch as this police body cam shows an arizona officer approaching a 14-year-old boy on suspicion of drug use. what the cop doesn't realize is he actually has autism. >> i'm okay. i'm okay. aaagh! >> stay down. >> i'm okay, i'm okay. >> reporter: minutes later the boy's aunt arrives. >> he's doing something with his hands. is there something in his hands? >> it's stimming. >> i don't know what that is. >> it's when you have autism. it's nerves. >> reporter: this is what it looks like. he thought the item he was waving, as string might have been drugs. the scene ends on good terms. >> no hard feelings. >> reporter: the police department is defending the actions of the officer but the young man was allegedly left with scrapes and bruises. the family is now suing the city. it's scenarios like this one that are all too common and

sometimes fatal. >> shots fired by police? just to confirm. >> yes, they were. >> reporter: in 2015 a chicago officer shooting and killing this 19-year-old whose family said had mental health issue. >> that incident was a teachable moment. we have to do a better job in providing our officers with the best training that we can so that when they get into mental health issues, they're better able to identify it. >> if i can have you guys put the headsets back on. >> reporter: the chicago pd is piloting a new program. one that uses virtual reality to train for these delicate situations. >> here we go. >> reporter: i strap in and put in the shoes of an officer approaching someone experiencing a mental health crisis. >> what's going on? >> reporter: specifically schizophrenia. >> he has a screwdriver. >> reporter: i'm given two options for what my character should say. can we talk or drop it now. what happens when i choose drop it now, the more aggressive choice. >> drop the screwdriver! >> no.

not be a weapon. >> it could be a magic wand, it could be a gun to him. it could be anything. we don't know until we start talking to him. >> we can buy time and calm the situation down and engage with that person productively. it's not always a situation where we have to use force. >> reporter: the program also teaches empathy, putting officers in the shoes of the suspect who might be hearing voices in his head. >> who sent you here? why are you here? are you working for them? >> reporter: in another scene we're shown how just turning the lights and radio off can make a big difference for someone with autism. >> partner, let's kill the lights and turn the radio down. >> reporter: they're experiencing lights and sounds in ways that you are not when you approach the scenario so we want to keep the officers aware. that person is experiencing something else and what may wok for one individual may not work here. >> training with those vr headsets is not replacing traditional crisis intervention training but meant to be a part of it. what was most striking for me and the officer, seeing what was

muskogee county is where that happened and we have seen video of how this is impacting people across the region in terms of dangerous flooding. look at this video from kansas. this is where a man was stuck in his car, his suv, for some ten hours. crews finally able to pull him from that vehicle and rescue him and back here in oklahoma, they are still preparing for the water to continue to rise. they're handing out sandbags to residents to keep the water from getting into their homes and businesses but, tom, this is far from over. they expect the water to continue to rise through the weekend. >> all right, marcus, i cannot imagine being trapped in that car for ten hours. so much of the country will be seeing potentially life-threatening storms this holiday weekend and back out to ginger in central park tracking all of it. hey, ginger. >> hey, tom, several pockets of dangerous weather as we go into this holiday weekend. so many people hitting the roads and this is what you'll have to look out for. severe weather like this tornado that happened in western texas. so this is just a wedge tornado that had obviously not a lot of population in front of it but

unfortunately along that jet stream we're going to see severe storms and flooding in that part of the country, the middle up through the great lakes. record heat down in the southeast. today i want chicago, kalamazoo, michigan, northwest, indiana, down through kansas city, oklahoma and texas to be watching out for damaging wind, the main threat. you can see an isolated tornado and then it will come with a lot of rain talking on the order of another 4 inches to 6 inches in some spots. that's why you see the flood watches up through the quad cities. so many have had too much rain, mostly dry in the southeast but dangerously hot. talking about records falling this weekend. temperatures will reach close do 100, macon or montgomery have never seen that in may but could see their first one ever. >> we'll track that throughout the weekend. thank you. we want to switch gears to the latest on the fallout over the mueller investigation. president trump ordering intelligence agencies to, quote, fully cooperate with the attorney general's investigation of the investigation. let's go right back out to our chief justice correspondent pierre thomas in washington with the latest on all this. pierre, good morning.

and now to our "gma" cover story. that new warning this morning, it says watch out when you are squeezing those limes into your margaritas in the sun this weekend because you could get burned. abc's paula faris is here to explain how. hey, paula. >> good morning, michael. who doesn't like a nice summer cocktail, right? [ cheers and applause ] okay, so, weirdly this happened recently to a friend of mine and said at first her hands looked sunburned then they became swollen and several days later blisters formed, all because she was making a cocktail squeezing fresh limes. they're some of the best things about summer, lemonade stands and adult beverages with that squeeze of lime. but there is a surprising danger lurking in this summer equation. certain fruits like limes and lemons plus the sun can equal burns like these. haley got this burn in guatemala after squeezing a lime into seltzer and then touching her neck.
