homelessness, to you maybe it's just a number. $300 million. let me break it down for you. that means it costs the city of san francisco about $40,000 a year for each person who is out there on the streets. now despite all that money, there is no program in place to guarantee that those with serious mental health issues will get the real help they need. this woman was passed out in the middle of theeoewere bumping in >> are you okay? >> reporter: concerned that she might get hurt, we approached her. she was confused as to who i was or my intentions. >> i work for channel 7. >> oh, wow, okay. >> i'm a news reporter. i don't work for the city. >> reporter: she was in no shape to speak to us. >> one of the things that you just noticed is right now people just walk by, right? and that is not okay. >> reporter: kathy curran is with the healing well, a support group in the tenderloin district. she says san francisco has no

way to track and coordinate the availability of beds and services for those with mental health issues and substance abuse problems.ar nh urces.and a very short time and then they're right back out the door. >> reporter: several san francisco lawmakers now have a plan and voters will decide in november whether or not to adopt the program called "mental health sf." >> the mental health sf service center will provide access to a sigh another or psychiatric nurse, medication, and case management services on site. it will also have a mobile outreach team to bring people in that are suffering on our streets. >> reporter: here's how it will get funded. half of it will come from reimbursements by the state. the rest from the general fund and from a new taxhe cessive cealy tax." for example, if a median salary at a company is $75,000 and its ceo makes 100 times that amount, or $7.5 million, the city will

add a 0.1% purchase charge to the company's total gross revenue. the higher the disparity, the more the company has to pay. >> we want to ask a little bit more from some of these companies. and use that money to be able to build a mental health system that actually works. >> reporter: how does the city find out what the average employee of a company makes? the simple answer, well, take me, for example. the law says my payroll taxes are withheld and reported by my employer to the city. that's how the citying figures how much we wamake. they think this surcharge will raise about $80 million a year. >> so would that go on top of the marc benioff backed prop c proposal that was going to raise $300 million for the homeless situation? it's like we're stacking hundreds of millions on top of each other. >> reporter: that's right, it seems like we're pouring more

and more money. that's what they are proposing, pouring more and more mop. prop c deals with the homelessness issue, finding homes, finding a solution. this deals specifically with the mental health issue in san francisco. >> someone is in treatment and they refuse to stay the course, what can the city do then? >> reporter: absolutely nothing. you know, they can't be held against their will. but right nowed a person who receives treatment at a live-in facility, let's say, and they are released 90 days later, they are released with no continued treatment. and that's why it doesn't work. it seldom works. this program calls for that treatment to continue day by day, month by month. that support network to be there when they need it. >> all right, lyanne melendez reporting live from the newsroom, thank you so much. >> if you or somebody you love is struggling with mental health issues, find your ally at abc7news.com/takeaction. in the east bay a 10-year-old boy had to be rushed to the hospital after being

found unresponsive at the antioch water park. three elementary schools were there as part of an end of year field trip. the boy was from jack london elementary. he was found in one of the pools and lifeguards and first responders rushed to the scene. i boy was taken by helicopter to children's hospital oakland. we're waiting for word on his condition. abc news reporter laurie anthony is there and we'll have an update at 5:00. we're also awaiting word on the condition of a driver whose car plummeted more than 100 feet off grizzly peak boulevard in the east bay hills around 10:30 a.m. sky 7 flew overhead as paramedics slowly carried that victim back to the road above. we spotted a lyft sticker on the car. it's unclear if that person was on duty. in our search for solutions tog a betterf cla plan to solve their pothole problem. oakland officials kicked off a blitz with the hope of filling thousands of potholes across the

city. abc 7 news reporter joe vena fort son has a closer look at this project. >> reporter: this is the sound of what should have happened a long time ago. >> the one-two punch of $500 million of deferred maintenance on oakland's streets plus a series of very wet winters have left us with the worst pothole problem i have ever seen in my entire life living here. >> reporter: you're looking at the start of oakland's 2019 pothole repair blitz. the city calls it an intensive effort to patch potholes and repair roads all over. their pothole backlog includes more than 7,000 requests. councilmember lauren taylor says this should show that oakland's commitment towards equity is real. >> the focus on those underserved areas that have traditionally been left out because of institutional racism, we are addressing that. that's why we're getting started here in district 6. >> reporter: we asked city officials if this was in response to the pothole

vigilantes fixing oakland's roads in the middle of the night. they say no. >> while i cannot as mayor condone vigilanteism, i certainly can condone their energy and the spirit behind just rolling up your sleeves and helping your city. >> we certainly feel their frustration. but we're doing everything we can to start to address it. >> reporter: earlier this month, the oakland city council approved a $100 million three-year paving plan that will more than triple the pace of road repaving. >> finally. finally. it means a lot to me and to us here in the neighborhood. >> reporter: work crews will put in 12-hour days three days a week to finish the pothole blitz. after seeing this story you may be asking if your street is going to be part of this pothole blitz? the city is encouraging residents to give 311 a call, you can also send them an email. time to turn to our weather. a big change from the weekend.

we know housing is a big problem. only 25% of police officers in san mateo actually live in the community they serve. >> now the city is looking for

temporary sleeping quarters for officers when they're between shift rotations. abc 7 news reporter vic lee is here with a look at one plan that just might help. >> reporter: larry, this is not only a work-related issue, it's a quality of life issue. these cops spend an extraordinary long time at work. and that's not even counting the amount of time that they spend in court fighting their cases. being a san mateo police officer usually means long commutes to work. >> only 25% of our officers live locally here. >> reporter: the average commute time for an officer here, almost an hour each way. that's nearly double the average bay area commute time, which is 32 minutes each way. this is one of the most affluent counties in the bay area. housing is expensive. officer michael hopps knows just how pricey rentals can get. >> i was looking for a one-bedroom apartment last week. there are apartments going for

commutes long, so are the working hours. >> our officers work a minimum of 11:40 shifts. usually they're mandated to stay over. sometimes working as much as 17-hour shifts. >> reporter: the commute and the working hours translate into fatigue. officers need a place to sleep and refresh themselves between shifts. the city of san mateo began looking for a place for them to do that earlier this month. they looked at old fire stations. this one in the burrell neighborhood was one option. the city will close it down and relocate firehouse 25 to a more modern facility. but that relocation will take too much time. the fire house the city has chosen is station 26 on south norfolk street. its lease ends at the end of the year and it's a perfect fit says the mayor. >> we're hoping to have 12

bunks. we'll have to do retrofiting. 12 is a lot. and it will make for some very quiet quarters for our folks.lo. the arrangement with that firehouse is a two-fer for the city of san mateo, if you will. that firehouse will not only be temporary sleeping quarters, but it's located on the east side of the city in a neighborhood where there's a lot of auto burglaries. so it can serve as a substation, a deterrent to crime. vic lee, abc 7 news. >> what are other police departments doing? are they facing the same problem? because obviously it's expensive to live anywhere in the bay area. >> reporter: ama, atherton, right? one of the wealthiest communities in the united states if not the wealthiest. they have the same problem. their officers live far, far away. they can't afford housing in atherton. so they have long commutes and a 12-hour shift or more. so the citywe t

now news to build a better bay area. from abc 7. here are the stories making headlines at 4:30. a helicopter took a 10-year-old boy to oakland children's hospital after he was pulled from a pool at antioch water park. the boy was unresponsive but lifeguards acted quickly and when emergency crews arrived they were performing cpr on the boy. the boy is now awake andep at t for observation only. bart is putting out a rather emphatic warning to riders. it's reminding people to do whatever they can to protect their cell phones, whether on a train or on the platform. in a search for solutions to

building a better bay area, one city may have found a way to ease some of its traffic problems. abc 7 news reporter chris reyes joins works. >> reporter: good afternoon. i'm tell you, i've been one of those drivers in the past, sometimes there's just no telling how long it would take to get from one end to another. this is east hillsdale boulevard. for many who live in foster city, it's really the only way to get around their neighborhood. but over the years they've been sharing it with hundreds of commuters who are using it to get to and from the major freeways. foster city is trying to change that with a pilot program. it's working pretty well. they're hoping to make it permanent. so for the last three months, foster city implemented a left turn restriction on east hillsdale boulevard into edgewater and shell boulevards during rush hour. last week city council approved to extent the traffic diversion program. >> from our observation on the way the intersections are of fo

the freeway. so by infwrens we have less tt. >> reporter: that's a welcome change for some residents, especially those who get stuck on east hillsdale on their way home or even just to go to the grocery store. >> probably takes at least half an hour to drive a mile. >> way better than it was before. we have no turn from 4:00 to 7:00, so it has improved. i'm really happy about that. >> reporter: the traffic might be better with new left turn restrictions but it's only a slight improvement for residents who have lived in foster city for decades. >> we were meeting friends in oakland for dinner. it took forever to get out of foster city, it was horrible. >> reporter: public works director norm derays says his team has been submitting the left turn restrictions to the driving apps to discourage them from suggesting the diversion through foster city. >> the sites can either put them in or not. we've had varying success.
