so much excitement out there for the brand-new "star wars: galaxy's edge" that opens tomorrow. we've got a special look inside right here on "gma." ginger was the lucky one for that assignment. "star wars" fans cannot wait. >> i can't wait either. >> she's on the case. >> we'll get to that in just a moment. we have a lot of news to get to. take a look at this massive twister in canton, texas overnight, all part of that big outbreak. nearly 400 reported tornadoes in just the last 13 days and now there are new threats here in the northeast. we're going to have much more on that in just a moment. this is just unfortunately in repeat right now. >> it's been such a destructive stretch. we begin with that dramatic closing statement from special counsel robert mueller. it's the first time he's spoken in public since taking over the russia investigation more than two years ago. mueller declared he did not exonerate the president on obstruction of justice saying, quote, if we had confidence the president clearly did not commit a crime, we would have said so. that was the big headline.
7:03 am
now it's up to congress to decide what to do with the evidence against the president in mueller's report. we are covering all the angles this morning. senior national correspondent terry moran starts us off at the white house. good morning, terry. >> reporter: good morning, george. it came out of the blue, robert mueller finally breaking his long silence but here at the white house they did get advanced word from mueller's team and so they were ready with that old line of defense from the president, no collusion, no obstruction. but when he finally stepped out before the cameras, that is not what robert mueller said at all. >> reporter: this morning, president trump is lashing out. >> i think mueller is a true never trumper. >> reporter: those comments coming after two years of deafening silence from former special counsel robert mueller.
7:04 am
spoke out to say he would have made it clear if his investigation had led to the conclusion that the president did not commit a crime. >> if we had had confidence that the president clearly did not commit a crime, we would have said so. >> reporter: citing a long-time department of justice policy robert mueller says his office didn't have the authority to charge the president of the united states with a federal crime. >> under long-standing department policy, a present president cannot be charged with a federal crime while he is in office. that is unconstitutional. >> reporter: instead pushing the decision to congress. >> the constitution requires a process other than the criminal justice system to formally accuse a sitting president of wrongdoing. >> reporter: as the outgoing special counsel leaves the justice department, he's issuing this final warning. >> there were multiple, systematic efforts to interfere in our election and that allegation deserves the attention of every american. >> reporter: this morning, president trump is standing his ground. >> russia did not help get me elected.
7:05 am
you know who got me elected? i got me elected. >> reporter: that's a real question going forward that robert mueller, a lifelong public servant and patriot put before the country, can we come together and unite to defend our elections from another attack like the one in 2016. right now it doesn't look like it. cecilia. >> it certainly doesn't. terry, thank you. now this morning all eyes on capitol hill as that drumbeat for impeachment grows among democratic lawmakers. take a listen to what house speaker nancy pelosi had to say not long after robert mueller spoke. >> many constituents want to impeach the president but we want to do what is right and what gets results, what gets results. >> our senior congressional correspondent mary bruce joins us. mary, so far the speaker is not making any moves yet. >> reporter: pelosi -- house speaker nancy pelosi is in this incredibly tricky position, cecilia. for now she is urging caution but she also isn't taking anything off the table. she's trying to have it both ways but that can only last so long because there is no question that the pressure here is growing.
7:06 am
mueller made it very clear that it is now up to congress to hold the president accountable to determine if there are any crimes that he needs to be held accountable for. that is now energizing those democrats who are calling for impeachment. there are now at least 40 of them but that is still not enough of a critical mass to force pelosi's hand. instead, as you heard there, she is urging them to keep up their investigations, to build a compelling case that she says has to be iron clad. she knows, cecelia, that impeachment is a risky gamble, that it could backfire politically and in order to be successful she has to get republicans in the senate on board and that is a tall order. >> it certainly is and she's facing a lot of pressure from inside her own caucus. mueller's comments also seemed to spark a sea change among some democrats running for 2020. >> reporter: in a few hours after mueller spoke, we saw this wave of democratic candidates coming out, some going further than they have before, others flat out calling for impeachment. we heard from senators like kamala harris, cory booker, kirsten gillibrand, all coming out and taking a much more aggressive stance on this issue, but, cecilia, when it comes to early front-runners, joe biden
7:07 am
and bernie sanders, they are more hesitant on impeachment but they say it is still an option. >> holding their ground still, mary bruce, thank you. >> let's bring in our chief legal analyst an abrams and our chief justice correspondent pierre thomas. pierre, let me begin with you. robert mueller could have simply put out a two-sentence statement saying i'm done. i'm going back to private life. he didn't do that, but chose to make this statement. i know you've been talking to your sources overnight. why did he do it? >> reporter: george, it seems clear to me based on my sources that mueller after all this time wanted to speak for himself in his own words and talk about his conclusions so that the world could hear him. it wasn't lost on him or his team that he hasn't spoken in two years. he made a point of saying he chose his words carefully in that report and that he was doing so yesterday as well and so while the president has said that he was exonerated on the obstruction of justice issue, mueller went out of his way to statagain that if it was clear that the president had not committed a crime, he would have said so. that said, mueller again was true to form. he does not want to testify before congress because he said
7:08 am
his report speaks for itself and in effect that is his testimony, full stop, and he wants to fade back into silence again at least on that subject. george, another point emphasized by sources last night is that mueller wanted to make it abundantly clear how serious those attacks by the russians were and that it must be addressed as something that all americans should be concerned about. in short, it was not a witch hunt. and finally, he wanted to stand by his staff, people he said had the highest integrity, george. >> that's how he closed the statement. okay, pierre. let's bring it to dan abrams. 440-page report boiled down to nine minutes. very interesting the few major points that robert mueller chose to make. >> well, it's clear robert mueller thinks that the report was misinterpreted. he wouldn't have felt the need to go out and talk again about russian interference. i mean, there are two in-depth indictments of russians that if you read, you will see how serious the mueller team believes that that russian interference was. he again focuses on the fact that there is another body out there that can hold the president responsible and it is
7:09 am
not the criminal justice system. it is the congress. it is -- again, he's focusing on obstruction of justice and all of the reasons he laid out in his introduction to that section. it was almost as if he was saying, it feels like a lot of people didn't read my report because everything he said was in the report. >> part of the reason for that is that william barr went out and said, as he was giving the summary, that he on his own made the determination the president did not obstruct justice. >> correct, and i think there is no way to reconcile what barr is saying with what mueller is saying. barr saying they can be. barr is saying it's not inconsistent. it's hard to look at those two statements and say these are consistent with one another because barr gave a summary of what mueller said and in particular when talking about how important was this issue of a sitting president not being able to be indicted and throughout barr's either testimony or when he was talking publicly, he sort of minimized
