ten days and gradually go up every month. mexico's president fired back overnight accusing president trump of turning a friendly nation into a ghetto where people seeking freedom are expelled. >> abc's mona kosar abdi has more and what it can mean for american consumers. good morning, mona. >> good morning. according to economists, american consumers always end up paying the price for tariffs on imported goods. the white house says americans were already paying the cost of illegal immigration. >> reporter: overnight the president escalating his fight with mexico hours after teasing he was going to do something dramatic at the southern border. trump delivering that announcement via twitter. writing on june 10th the united states will impose a 5% tariff on all goods coming into our country from mexico. the president threatening to gradually increase the tariff by 5% on the first of each month

until it reaches 25% in october or the president says until, quote, illegal migrants coming into mexico into our country stop. >> the president's absolutely determined to use the authorities that he has as president to call on the congress and to call on mexico to do more to address this humanitarian crisis at our southern border. >> reporter: it is not yet clear how the administration will measure mexico's progress. once in effect the tariff on america's third largest trading partner will take a toll on american businesses who will pass the cost down to american consumers. the trade war will likely hit everything from grocery stores to american cars. the decision has faced swift backlash from both sides of the aisle. republican senator chuck grassley stating that quote this is a misuse of presidential tariff authority. the democratic led house homeland security tweeting trump has a severe lack of

understanding when it comes to immigration as well as basic economics. overnight mexico's president reacting sending a letter to trump saying more dialogue is needed, but also slamming his immigration policy. maggie, kenneth? >> mexico's president called trump's america first policy a fallacy. we'll see what happens next. mona, thank you. amid all the president's talk of a border wall, there's another border wall being built using private money in new mexico. construction has been allowed to proceed after the right permits were granted. organizers raised money through an online campaign. they already built part of the wall on private property. now to the abortion battle brewing across the country. this morning louisiana is the latest state where an abortion ban has been signed into law. meanwhile the final abortion clinic in missouri is set to close today. >> reporter: this morning the last abortion clinic in missouri is on the brink of shutting down. state health officials are refusing to renew the st. louis

clinic's license which expires at midnight until doctors agree on interviews about what the governor calls deficiencies. planned parenthood accuses the state of unlawfully holding up the renewal process. >> we don't want to be the first state in the nation to lose access to safe and legal abortion. that's what the state is trying to do. [ crowd chanting ] >> reporter: protesters marched from the st. louis arch to the state offices downtown where they locked arms and blocked elevators. unless a judge steps in missouri would be the first state without an abortion clinic since 1974. that's one year after the roe v. wade decision that legalized abortion. louisiana, ohio, georgia have passed similar laws this year all designed to meet up at the u.s. supreme court and challenge a woman's right to abortion. georgia's heart beat bill could

be costly if it goes into effect into january. >> it all leads back to here. >> reporter: the state's film and tv industry has been booming with shows like "stranger things" and "the walking dead" being filmed in atlanta. in 2017 the state spent $2.7 billion in funds that came from tv and movie production. netflix now says it will reconsider filming in georgia if the law goes into effect. nbc universal, cbs, show time, warner media and disney are also expressing concerns. the number of abortion clinics in the country has been declining since the 1990s. six states including missouri have only one clinic. a rare moment of bipartisanship in washington. alexandria ocasio-cortez and ted cruz have found common ground. the liberal new york congresswoman tand conservative texas senator have agreed to work together on a bill to ban former members of congress from

lobbying. it unfolded on twitter when she posted an article on issue and cruz responded by saying i agree with aoc. she said let's make a deal. he said you're on. we'll keep you posted. mandatory evacuation orders could come at any time among the arkansas river because officials say aging levees are showing signs of leakage. flooding is emptying into entire neighborhoods. forecasters warn record setting floods will last for days if not weeks. the floods are taking an especially heavy toll on farmers. they're struggling over whether to pump water from their fields or forego planting and rely on insurance and government aid. in the northeast flash floods in washington, d.c. include violent hail storms and a funnel cloud. let's look at your friday forecast. >> we've got a stalled frontal

a near tragedy at the silo outside pittsburgh, a man got trapped up to his neck in soybeans after falling into the tower. the conditions created a quick sand effect, pulling him under. rescuers placed a special retaining wall around him so he didn't sink any further. it took them three hours to pull him out. they say he might have died if his son hadn't been there to call 911. a mother of five from connecticut has now been missing for one week. the case of jennifer dulos is reportedly being treated as a homicide. published reports also say investigators found blood in her home, leading them to believe dulos is the victim of a violent crime. for the last two days, police have searched the park near the location where her vehicle was found. last night a prayer vigil was held in the town where dulos lives. >> the question is what can we

do? and the answer is we can pray, to be hopeful, and not to speculate, not to wonder, not to guess, not to listen to extraneous stories, but to pray and to pray with hope. >> dulos has been locked in a lengthy custody and divorce battle with her husband. he has not been named a suspect in the case. 16 women are suing the fbi accusing the bureau of encouraging a good old boys network at its training academy. "the new york times" reports the lawsuit claims the women were subjected to discrimination and sexual harassment. some of the plaintiffs say they were penalized for doing things that their male colleagues got away with. the fbi isn't commenting on the lawsuit, but told "the times" it is committed to fostering an environment where all employees are respected. coca-cola fans may be jittery with excitement over this news. apparently there is a reboot out of a failed coffee-flavored drink. it's called coca-cola black. it was pulled from the u.s. markets in 2008.

most of us, including myself, would run for cover seeing a giant twister like this one. kids in iowa are tough. these 5th and 6th graders look pretty unfazed as they finish warming up for a game. parents and team officials say the skies were clear when the tornado appeared, and vanished almost immediately, so it was game on. i would have been out of there. i would be out of there. >> i would be as well. we're going to turn to a vacation nightmare. a woman from delaware said she was brutally beaten and left for dead at a caribbean resort. >> before you book your vacation, she wants you to heed her warning about security. >> reporter: this morning tammy lawrence daily's chilling account of how she was brutally attacked for hours on vacation in the dominican republic. >> he at that point started choking me, strangling me. >> reporter: the wilmington mother and wife says in january she and her family spent the day enjoying the five star majestic resort of punta cana. that night her solo trip for a snack turned into a fight for her life.

>> he plowed into my back and i just remember that grunt that he made when he hit me. it's like in my nightmares. >> reporter: daily said her unknown attacker dragged her limp body into a dark crawl space. >> all i could think of was my husband was going to find me dead with my head bashed in. >> reporter: daily said she fought back. the man took off, leaving her for dead. her family frantically searching the grounds for her when she was finally found. >> this was the hardest part, seeing her from the back. it didn't look like her. >> reporter: the family calls the dominican police investigation inadequate. no suspect is in custody. she said she never saw her attacker's face believes he was wearing a resort uniform. she has this warning for others traveling to lavish resorts. >> it's not safe. it's not safe for women to be alone, to walk alone. they have to walk with somebody else. >> daily unrecognizable in those pictures there. we want to thank our philadelphia station wpbi for that interview.

the majestic elegance resort did not respond to our request for comment on the case. a swim instructor is under arrest in florida after a 3-year-old nearly drowned during a lesson. just dramatic video shows the toddler slipping under water for more than two minutes with none of the four instructors nearby even noticing. the boy was later revived with cpr. jessica krets, the instructor, seen closest to him, is now charged with child neglect. the boy's family says this could have been easily prevented. >> he has suffered significantly and is still suffering to this day, still seeking medical treatment with doctors due to the damage that occurred. they put their truck in park maitland that they were going to be teaching their kid to swim. >> police say krets was charged but not the other instructors because the child was under her supervision. in medical news there's a new risk related to all that screen time in front of phones and tablets. it is apparently hurting the

meteorologist mike nicco. let's take a look at what's on outside. we do have some cooler weather up 101 from novato, same thing at half moon bay and mount view along with clear lake, the warm spot. this afternoon faster sunshine means warmer temperatures away from the coast. look at all those 80s in the north bay, inland, east bay. still chilly along the coast and san francisco. low to mid-60s. some fog lurking outside. here is alexis. good morning, mike. we did have an issue in san francisco causing about a 10 or 15 minute delay heading out of the city approaching silver avenue. i believe all lanes are back open now. that vehicle was stopped in the left lane facing the wrong way. chp came through the area, they ran a traffic break and some residual delays in the area. i do want to confirm that is fully clear and i will pass that
