missouri to arkansas where the governor flew over the inundated land. dams like the keystone forced to release hoping to save towns down stream from the nightmare that kenny ward is living. >> everything is gone. the last two days i filled up sandbags. these were my neighbors. >> and, unfortunately, so many more neighbors are going to have more rain. let's focus on the rivers that we have to watch for. so much red on the map. it's tough to focus. you have the mississippi, missouri and arkansas with dozens of rivers and towns watching for flooding, not just this weekend because of all the rain moving downstream, but by next week, monday through wednesday especially the arkansas river, looks like some areas could see another four-plus inches of rain. if that wasn't enough, we have severe storms in the forecast which i'll be telling you about in just a bit. >> no relief in sight, ginger, thank you. overseas to a startling new report about north korean dictator kim jong-un claiming he ordered multiple officials to be executed after that failed high-stakes summit with the u.s. abc's david wright has all the latest. good morning, david.

>> reporter: good morning, amy. quite the disturbing report from a south korean newspaper about the possible purge in north korea. despite all the smiles at the summit the regime appears to be looking for scapegoats to blame for the failure to cut a deal in hanoi. after the hanoi summit abruptly ended without success -- >> sometimes you have to walk. and this was just one of those times. >> reporter: -- today's report says one month later north korea's lead negotiator was summarily executed along with four others from the ministry. the negotiator's name is kim hyok chol. he and the others accused of spying for the u.s. now described in official news reports as turn coats, traitors and counterrevolutionariecounte. that's the same language the regime that kim used to describe

his uncle. he was killed off in an earlier purge. kim jong-un's former right-hand man who met with president trump earlier has reportedly been sent to a labor camp along with the main north korean translator for the summit. the south korean report detailing this is unconfirmed, and there's been no official comment either from south korea or from the state department. >> we've seen the reporting to which you're referring. we're doing our best to check it out. >> reporter: this south korean newspaper has been wrong before. but clearly the north is looking to save face. all of this a bit like reading the tea leaves though. what happened, where things actually stand, very tough to read from a distance. but what the u.s. will be looking for, of course, is what this might mean for the negotiations moving forward. >> we've seen the missile tests lately as well. david, thanks. to the white house now and president trump's dramatic escalation in the battle over the border announcing new tariffs on mexico overnight unless mexico takes action to top migrants from crossing over into the u.s.

this comes a day after the largest group of migrants ever were apprehended. it's already rattling financial markets. jon karl tracking all the latest. good morning, jon. >> reporter: good morning, george. the president is calling this his biggest and most dramatic move yet to control the border. the president made the announcement via twitter saying that in a little over a week the u.s. would be imposing a quote 5% tariff on all goods coming into our country from mexico until illegal migrants coming through mexico and into our country stop. later the white house explained the punishing tariff will go up as time drags on, increasing 5% on the first day of each month until hitting 25% in october. overnight the reaction was swift. republican senator chuck grassley calling it, quote, a misuse of presidential tariff authority and counter to congressional intent. the white house explained for the tariffs to be removed, mexico would have to step up its

enforcement on its southern border, crack down on smuggling organizations and change how it handles asylum seekers. mexico is one of america's biggest trading partners. the effect of these tariffs will be felt almost immediately by u.s. consumers who would pay the brunt -- most of the cost of the tariffs as those costs are passed on to those buying mexican goods in the united states. george. >> jon, one of the broader consequences just hours before all this happened, the president told capitol hill he wanted them to pass the u.s./mexico free trade agreement. that was already an uphill fight. this will make it tougher. >> reporter: this would seem to put that at risk and seem to violate at the very least the spirit of that agreement which is about reducing tariffs with united states, mexico and canada. but the chief of staff, mick mulvaney, said last night that this is absolutely separate from any trade move because this is about controlling the border. but of course tariffs are all about trade, george.

>> not sure that's how members of congress will see it. jon karl, thanks. attorney general william barr giving his first interview since special counsel robert mueller's stunning statement on the russia probe. barr seems to be at odds with president trump saying the investigators who launched the probe did not commit treason like the president has repeatedly claimed. our senior congressional correspondent mary bruce has the very latest from capitol hill. good morning, mary. >> reporter: good morning, cecilia. the attorney general is investigating the origin of the russia investigation. he said he thinks the u.s. government spied on the trump campaign. but he is not willing to go as far as the president and call this treason. as a legal matter barr said the investigators did not commit treason. but he is criticizing their behavior suggesting they acted improperly, even though he has said he's seen no evidence of wrongdoing, and when it comes to the special counsel barr says he thinks mueller could have reached a determine nation on the question of obstruction of justice despite the policy they cannot indict a sitting president. mueller instead punted to congress. cecilia.

the verge of closing today. overnight in louisiana, the democratic governor signed the state's so-called heartbeat law into law. nearly a dozen states are now imposing new restrictions this year including georgia which is facing backlash from major studios. abc's steve osunsami has more from atlanta. good morning, steve. >> reporter: good morning to you, amy. anti-abortion forces have been quite open about their plans here, which is to fight this issue state by state. this morning missouri is close to losing its very last abortion clinic. state health officials are refusing to renew the st. louis clinic's license until doctors agree on interviews about what the governor is claiming to be a series of deficiencies. demonstrators in missouri are taking their anger to the st. louis arch and offices downtown. [ crowd chanting ] >> reporter: the fate of the clinic lies in the hands of a federal judge who is still deciding whether or not to step

she hasn't been seen for a week and this morning the investigation is taking a turn. abc's whit johnson is there in new canaan, connecticut with the very latest. good morning, whit. >> reporter: cecilia, good morning to you. seven days since jennifer dulos disappeared and police are now increasing their focus on the criminal investigation. multiple reports of new evidence found inside her rented new canaan home as authorities try to determine if she was the victim of a violent crime. this morning a stunning new report in the mysterious disappearance of mother of five jennifer dulos. "the hartford courant" reporting investigators found traces of blood inside the home she was renting. according to police sources, telling the paper, it appears the scene had been cleaned. police would not confirm the story to abc news, citing the active investigation. overnight an emotional prayer vigil for dulos last seen a week ago dropping her kids off at school as police scour the wealthy suburb investigating any possibility of foul play.

the 50-year-old embroiled in a bitter custody battle with her estranged husband fotis dulos for the last two years. >> 911, what's the location of your emergency? >> i'm worried about my wife and kids. >> reporter: in 2017 her husband calling 911 and filing a missing persons report when his wife took the children to manhattan and he couldn't reach them. in divorce filings, both launching vicious allegations against them. jennifer claiming i am terrified for my family's safety. he's dangerous and ruthless. fotis strongly denying any threatening behavior telling police he and jennifer only had quiet arguments when he filed that report. fotis and his attorney not responding to requests for comment from abc news. police not naming any suspects. >> it's devastating. it's a heartbreaking situation. we're all incredibly concerned. but we are very hopeful that jennifer will come back to us safe and sound. >> reporter: in a new court document filed this week after

jennifer went missing, her husband's attorney asked a judge to intervene, claiming their five children were taken to a relative's apartment protected by an armed guard. so the custody battle continues even though jennifer is nowhere to be found. cecilia. >> such a tough one, okay, whit, thank you. we move to military officials sounding the alarms about ufos. take a look at these recently declassified images, pictures that former intelligence officials have fought to bring to life. a new nonfiction series called "unidentified" takes a closer look. diane macedo spoke to me of vy k out about ufos in u.s. air space. and they need to be taken seriously. >> look at that thing, dude. >> reporter: they're unidentified in u.s. airspace. >> the object appears to accelerate rapidly. >> reporter: military insiders say these ufos are no joke.

now they're telling their stories in history's new docu-series, "unidentified: inside america's military investigation." experienced military personnel are speaking out warning that ufo sightings are on the rise and the government needs to pay attention. >> what's the worse case scenario? >> it's too late. it's here. >> reporter: the show examines a once secret government program charged with investigating ufos and why the program's former director said he suddenly resigned. you were collecting data on investigations that you thought was important and the people in between you and the people at the top weren't passing that information along? >> because of the stigma. you think of tin foil hats and all these kind of wonderful little analogies of what it means to believe in ufos when in reality these things are real. we're talking about aircraft that can go from zero to incredible speeds,

hypersonic speeds in the blink of an eye and disappear over the horizon. >> reporter: "unidentified" promises new evidence and video and interviews all with the help of executive producer and former blink-182 front man tom delong. what do you hope happens after people see this? >> this is not a show to entertain. this is a mechanism to change the way the government acts. you will see us dealing with the senate and us meeting with the intelligence services of other governments and everyone is coming out of the woodwork saying this is real, we got to do something about it. it could be a threat but we can't put our head in the sand. >> we reached out to the navy. they said they take these reports very seriously and have updated reporting guidelines to get an accurate picture as possible of what is out there. >> diane, thanks. we're joined by chris mellon, former department secretary of defense, foreign intelligence

under president clinton and george w. bush. now part of this new show "unidentified." chris, thanks for coming in this morning. let's put up the video again of these sightings. tell us when you look at that, what are you seeing? >> what i'm seeing and what the experts that we've brought in to evaluate the tapes is something that is, frankly, baffling. it's hard to understand how do these vehicles maintain lift, how are they propelled. there are no wing surfaces or exhaust, so there's nothing that we're familiar with that we've deployed in the air that has a power source other than chemical energy like fuel. these are so radically different than anything we're familiar with. and their performance is so advanced and so sophisticated, it's, frankly, just baffling. >> is it fair to boil it down to two possibilities, either another country has leap-frogged the united states in technology or extraterrestrial? >> those are the leading hypotheses, yes. >> and what do you think? >> i don't have a conclusion at this point. we're trying not to jump and leap to conclusions.

we think that's an impediment to progress. once you start talking about aliens, people shut down. what we need is more information. we need to find out who is overflying our military bases, overflying our nation in some cases, facilities where we're developing weapons out west is a violation of our sovereignty and there's an air safety violation incident. there have been near misses. our pilots are encountering these things. it's been swept under the rug in the past and we're hoping to give them a voice and bring it to the american people. >> there's a lot of information that the government collects that hasn't even been examined. >> that's true. there's a vast amount of information because of the sophistication of our technology that is stored digitally that is usually simply swept aside. so a radar operator, if something is going mach 3, the radar won't even display that on his scope, yet that information is there.

if we correlate some of these events with that data, we may learn -- we may gain deep insights into where things are coming from. >> i'm not sure you can answer this. how do you explain there have been so many sightings and nothing has happened? >> it is in part a social phenomenon. there's a stigma. it's been difficult to get people in the bureaucracy, in the military and intelligence community to understand they can deal with this without being penalized. nobody has been assigned responsibility for collecting on this. so our different agencies and departments are not sharing information on this topic heretofore, not pulling it together. the picture hasn't come into focus. it's taking the pilots speaking out publicly to get this on everybody's agenda. >> and they've continued to do it. thanks for coming in today. so i have to ask you, being an octochamp, how does that compare to -- each of you have won a solo spelling bee so you know what that solo is like. how does it compare with sharing it with seven others? >> it's definitely much more special because it's an amazing experience. peop w know exactly th seven what you're going through. we have a camaraderie with each other. >> you know what it takes to getting to where you are. winning the bee is a big deal. you all are going down in history. i have to ask, did it surprise you that the judges basically said, hey, we've run out of challenging words? >> i know the caliber of my fellow spellers. and they did amazing, so i wasn't that surprised. >> wow, that's a drop the mic moment. like you basically just basically stumped the judges, which is pretty incredible. each of you will have $50,000. congratulations on that. what are your plans for the money? >> i'm saving it for college. >> i'm saving it for college.

record we wanted to break. it was preventable and avoidable. this is not just a nuisance like a couple of sneezes and runny nose. the medical risks especially to. one in ten get an ear infection. one in 20 get pneumonia. one in 1,000 get brain swelling. one to two cases in 1,000 will die. as we approach that number we're not going to be surprised. >> all those things you just mentioned are impacting the way we live, work, life, school, people interacting with people in fegted. what else is being considered to get this under control? >> to be clear health care workers are being furloughed if they're exposed to measles and they can't produce vaccine immunization records or show sethey're fu they're ting a mandatory leave

of absence and have to stay on home quarantine. we might seea do not board list. this is something absolutely going to just medical. >> we talked about the concern for babies especially. what can parents do if they're exposed? >> here's the thing for babies now. this is a change because of this outbreak. if you have an infant under 12 months of age and they're at high risk, you're planning international travel, it's recommended those babies six months of age and over get a vaccine. they still need two more doses. if they're exposed to measles, they should be vaccinated within 72 hours. this is new news that affectsba patients? >> this is a reminder that diseases we have considered
