>> breaking news right now in virginia beach, virginia. 11 people are debt after a shooting at a city public works building. >> police say the de. it's a municipal complex with other facilities. >> we kept hearing gunshots and the cops saying get down. it was very muffled. the stair well was next to the office. we kept hearing people talking and the canines come up the steps. >> at least six injured people were taken to hospitals in the area. the conditions not known at this time. >> one of the people shot was a virginia beach police officer. his bullet-proof vest saved his life. police have not identified the suspected shooter but they say he was a long-time public utilities employee. >> right now, we have more questions really than we have answers. we're a little more than two hours into this event, and we

use the word event. that's a cop term. this devastating incident happened. none of us want to be here talking about, this devastating incident that's going to change the lives of a number of families from our city. >> everybody torn up understandably. good evening. i'm dan ashley. >> and i'm kristen sze. dramatic cellphone video shows armed officers searching for a suspect in the gym while students are practicing for graduation. the report came in about 10:40 a.m. >> the school was locked down for about two hours until officer found the 15-year-old suspect and made the arrest. police spoke about 15 minutes ago. >> at this point there's no information at all that shows that the student planned to act out any violence. it appears he made a juvenile poor decision and brought a

replica firearm to the school campus. >> police released this image of a weapon found in a nearby trash can at mcdonald's. it's a replica, but officers stress it was very realistic looking. parents picked up their kids at the santa rosa campus. east bay is in its ninth day of a strike. the strike affecting 11,000 students in south hayward and union city. nbc 7's chris reyes chris? there's still no deal. in fact, district officials just left this building about 4:30 this afternoon where the meeting was taking place. were ooh still waiting on the teacher's union. there's one thing left on the table and that's teachers' salaries. today they invited tony thurman thinking his presence would make

a difference. obviously it did not. >> there's nothing i can do directly, but, again, i've made it my role to try to keep people at the table and keep conversations going. we'll be involved as long as benebwe need to. >> reporter: inside, negotiating teams for the teachers and the school district entered into their ninth day of bargaining. teachers are asking for a 7% increase in salary over three school officials say that's about $10 million than they have. >> we give what the state gives us. we kbl increase the price of our widgets in order to try to get more money. >> despite being the highest paid in alameda county, they say their demands aren't salary increases at all, that they just want to keep up with the rise in the cost of living. >> we believe they have a sizeable reserve that they could

the federal government is trying to figure out why whales are washing up on the shore. they consider it an unusual mortality event. that's a designation by noaa, freeing up funds to investigate. at least seven have been found dead. that's the most in roughly 20 years. 's nearly double an average year and the most since 2000. governor gavin newsom said women seeking abortions are welcome in california, touting the state's commitment to upholding the rights. quote, california will continue to uphold women's equality and

liberty by protecting the -- governor's action came on the same day missouri's judge allowed the only abortion carolina toik continue providing the service. we asked the governor's office what would happen if women from other states qaim to california to get abortion. for example, would medi-cal pay for the abortion like california women. they say the eligibility requirements would not change. we asked if out-of-state minored could get an abortion. they said there's no parental consent requirement in california. for the first time in four decades thousands of residents will be able to go to the grocery store without leaving town. a full service market is set to open its doors tomorrow. something the founder wasn't
