good morning to you, serena. >> reporter: zachary, janai, good morning to both of you, and the president may still be overseas but he is talking about those negotiations happening at the white house saying lawmakers who criticized the tariffs hurt his negotiations. with the clock winding down to find a deal and avert those new tariffs, mexico offering a concession deploying 6,000 troops to its southern border. [ speaking a foreign language ] but the administration says that internal enforcement isn't enough. "the washington post" reporting the president's team wants to see a sweeping overhaul of asylum rules across the region that would require asylum seekers seek refuge in first country they enter. president trump telling fox news overnight -- >> they shouldn't be able to walk through mexico. if you look at that, that's really an invasion without the guns. >> reporter: but many republican lawmakers disagree with the tariff threats because of how it would hit american consumers and businesses. combined with the new chinese tariffs, economists estimate it

could mean $190 billion a year in new taxes passed on to consumers. >> they should be saying we're with the president and mexico would fold like an umbrella. >> reporter: the fight comes as new reports from the agency's top watch dog finds egregious violations at i.c.e. detention facilities including spoiled and moldy foods as well as inadequate medical care. that report following last week's showing dangerous overcrowding at a customs and border protection facility in texas designed to hold just 125 people, housing as many as 900 detainees. >> certainly the border patrol aren't equipped to handle the types of numbers that we're seeing right now. >> negotiations will continue today. lawmakers and mexico are hopeful they can strike a deal, but if the president wants those tariffs to go into effect on monday, that means he'll likely have to sign an executive order today. janai, zachary. >> serena marshall in d.c., thank you. a new headline from the russia investigation. federal prosecutors have

released a voice mail from president trump's attorney back in 2017 asking to get a heads-up from former national security adviser michael flynn's lawyer russia probe. the message left by trump attorney john dowd was described in the mueller report as a potential effort to hinder the investigation. >> hey, rob, uhm, this is john again. if, on the other hand, well, there's information that implicates the president, then we've got a national security issue, or maybe a national security issue, i don't know. some issue, we got to -- we got to deal with, not only for the president but for the country. so, uh, you know, then -- then, you know, we need some kind of head's-up, um, just for the sake of protecting all our interests >> flynn is nowaiting to be

guilty to lying to the fbi. dowd has dismissed the assessment of that voice mail as a baseless attempt to damage his reputation. meanwhile, this morning investigators at west point aref a deadly training accident. one cadet was killed when a truck like this one flipped over in rough terrain. the truck was carrying cadets to a training exercise. 19 others were injured along with 2 soldiers. we turn now to the nba quick action taken against the co-owner of the golden state warriors seen pushing a player during the nba finals. overnight the billionaire investor apologized as we learned about a major new punishment that he could face. in a highly competitive series it's this incident on the sidelines of the nba finals that is getting a lot of attention. raptors guard kyle lowry fell into the front row in oracle arena. that's when the man in the blue shirt, this guy, warriors minority investor mark stevens shoves lowry and allegedly curses at him. >> he had no reason to touch me

and had no reason to reach over two seats and then say some vulgar language to me. >> reporter: even the warriors voiced their concerns after the game. >> obviously an unfortunate situation all the way around. credit kyle the way he handled it. you know, a lot of different reactions you could have had but he handled it correctly. >> reporter: in a statement released overnight, stevens said, what i did was wrong and there is no excuse for it. the nba is calling what happened unacceptable and the league has now banned stevens for one season and fined him $500,000. but some critics say that's not enough. lebron james has been among the most vocal on social media saying there's absolutely no place in our beautiful game for that at all, and on twitter one person wrote, if kyle lowry walked into mark stevens' office and shoved him, he would be arrested. lebron retweeted that message and responded writing, facts. the warriors have apologized to lowry.

in the meantime, reports say stevens will likely be forced to sell his shares in the team before next season. a new round of torrential rain is taking aim at the deep south. firefighters in baton rouge had to scramble through waist deep water to free a woman trapped in that car you see by flash floods. government forecasters say the recent rain has pushed the u.s. into historic territory marking the wettest 12-month period in history. now, let's take a look at your friday forecast. good morning. we're continuing to track this slow moving area of low pressure bringing downpours to the mississippi valley and the southeast for our friday. areas already dealing with the flooding, we're talking in these areas of dark green, four to eight inches through the weekend and areas west of charlotte could get up to a foot. a beautiful end to the week in the northeast thanks to this area of high pressure that continues into our saturday.

a nearby base on a training mission. luckily nobody was hurt. former vice president joe biden has changed his mind reversing his long held position on a controversial abortion issue. he told democratic donors last night that he can no longer support a measure that bans federal funding for most abortions. biden said he's changing his position on the so-called hyde amendment because it makes access to abortions more difficult for women who can't afford them. >> in many years as u.s. senator, i have supported the hyde amendment like many, many others have because there was sufficient moneys and circumstances where women were able to exercise that right. it was not under attack as it was then as it is now. i've been working through the final details of my health care plan like others in this race and i've been struggling with the problems that hyde now presents. >> biden's reversal follows two days of intense criticism from his democratic primary rivals.

"back road song." the father of three even featured his children in his music videos. river seen in "happens like that" falling into his father's arms. ♪ it happens like that out of the blue skies ♪ >> reporter: the tragedy comes nearly one year after the daughter of olympic skier bode miller also drowned. >> she was such a bright light and she was determined. >> reporter: overnight bode's wife shared a picture of river on instagram writing, my heart breaks. another baby gone too soon. the family has become vocal advocates for preventing drownings posting this video of their 8-month-old son learning how to float. >> she brought so much to our lives and now she's helping us bring so much to everyone else's lives. >> reporter: according to the cdc drowning is tied as the leading cause of death for children aged 1 to 4. the agency says swim lessons can reduce a child's risk of drowning by 88%. that statistic for parents, it can reduce the chance of

drowning by 88%. experts say all care givers should be certified in cpr, and if a child is missing the first place you should look is in the bathtub or the pool because every second counts. we're hearing now from one of the four climbers pulled to safety after getting stranded in a storm on mt. rainier in washington. they originally had planned a short trip to the summit but got stuck on the mountain for four days. now high winds destroyed their tent and blew away their gps along with their sleeping bags and shovel. >> the high winds breaking the tent, ripping the tent. we were trying to hold on to the tent, trying to hold on to everything that was outside. everything just got ripped, slipped out. somehow we made it through, really cold. >> they eventually found enough reception to call 911. all four are suffering from hypothermia but are expected to be okay. new questions this morning about the deaths of three american tourists at a resort in the dominican republic.

they stem from preliminary autopsy results, which show 41-year-old miranda werner suffered a type of cardiac arrest that led to respiratory failure. the findings also indicate that nathaniel holmes and cynthia day died from organ and respiratory failure. authorities say the couple had enlarged hearts and livers, but experts say the autopsy results do not explain the victims' sudden deaths. >> for a relatively young, healthy couple, who's healthy enough to be on vacation to die at the same time is incredibly unusual and from a medical and scientific standpoint very suspicious. >> results of toxicology tests on all three people could take up to a month. officials in the dominican republic have suggested the deaths could be a coincidence. the u.s. ambassador seems to agree saying, quote, unfortunately sometimes these things happen to people. in sports the st. louis blues have taken a lead in the
