advisory in effect throughout the bay area. 90s widespread around the bay. close to that in san francisco, 100 inland. we're looking at 59 in novato, 53 in san francisco. 60 in san jose. so get out and enjoy that cool air now. winds gusting to near 40 miles per hour from mt. tam through about 1,000 to 2,000 feet. look what happens by 10:00, we are in the 80s up in the north bay. mid 70s. mostly sunny and look at the heat coming into play by this afternoon. we're talking a hotter day and even hotter tomorrow. chris? >> thank you. developing news, a fire continues to burn this morning in yolo county, forcing families from their homes as it tears through 1,700 acres. this is new video of the sand fire that broke out amid red fla warnings. cal fire says some structures have been damaged, but it's unknown if they are homes. the fire is near gwinda and

2:30 p.m. pushed along by strong winds and the dry heat. >> the fires arengo ca areas th firefighters needed to tackle first. when the fire jumped highway 16, the main road through the area it prompted mandatory evacuations. the mccloskys got no e-mail or text alerts which they say are important because getting out isn't as easy as people would think. >> there's one road in, one road out, highway 16. if the casino had to evacuate, you could kiss off that end of the area. and we had highway 16 and arbuckle roads, and the county won't maintain the road. it could be a deathtrap. >> abc7 news. >> pg and and e is taking precautions and shut down power in parts of the north bay yesterday and is now in the process of restoring power. areas with power being restored include parts of unincorporated

napa county, portions of suisun city, vacaville, and yolo yoint. pg&e revised guidance for the foothills. they turned off power for 16 in butte and yuba. but people in placer and el dorado are keeping their power for now while pg&e keeps an eye on things. we spoke to napa residents. >> they're early and it's not okay. >> reporter: margarita sanchez is picking up her parents because their home near lake beresa has no power. >> no power, no internet, no nothing. so we've got to go. >> reporter: pg&e cut power early saturday to 1,600 customers in high fire-danger areas of the north bay due to red flag conditions. >> i'm pretty sure they know what they're doing. >> reporter: the pool at this mobile home community isclosed.

resident jesse shag worried about losing all the food in her fridge. >> doing the best we can with what we've got. it's like you have to buy a generator, and i can't afford to buy a generator. i'm on a fixed income. >> reporter: last summer the county fire forced residents here to evacuate. but mike mccowen says his communities shouldn't have to suffer again. >> we've now been through half a dozen fires up here. we've never had a problem with power lines arcing. >> reporter: pg&e is shutting down the power as a precaution. the equipment has been blamed for sparking wildfires including the camp fire in paradise which killed 85 people. the marina late-night host power, too, but an emergency generator is keeping the lights on and the refrigerators cold. >> we got an automated phone call yesterday. we were able to prepare by getting our generators ready. you know, i don't think you're ever as prepared as you want to be for a power outage. >> reporter: pg&e says restoring power to the north bay communities could take up to 24 hours. they say more power outages are

scene of onlookers. many watched, from some from the street, as a plume of smoke rose from the burning car. >> at first it was just the front of the car that was burning up. then it started exploding little by little as it was enveloping the whole car. >> firefighters put the fire out in a matter of minutes. in the east bay a mural honoring oscar grant was revealed in oakland. family, friends, and community members gathered to remember the 22-year-old african-american man who was fatally shot by a b.a.r.t. police officer at the station new year's day, 2009. grant's mother fought to get the mural up. the b.a.r.t. board approved it unanimously in february m. >> the hurt is still there. the pain is still there. but it lets me know that through oscar's death that his life will be remembered for years and years and years from now.

>> along with the mural, a previously unnamed street was also named and dedicated in grant's honor. the warriors r tc with fans at oracle arena to watch the team take on the raptors. bars open at 5:00. a portion of the proceeds benefit the oakland community foundation and the warriors community foundation. the raptors are giving mcdonald's a run for its money. restaurants in ontario, canada, agreed to give away orders of french fries whenever the raptors hit 12 or more three pointsers in a game this season. mcdonald's estimated 700,000 orders. so far, they've given away about two million orders at a cost of more than $4 million. abc7 is the only place to watch the warriors in the nba finals. game five is tomorrow in toronto.

>> reporter: leaders in yet another american city threatening to ban electric er extraneous. >> they're -- pedestrian. >> they're everywhere. >> reporter: the mayor says there are more than 4,000 scooters in his city, saying he wants them off the streets if the seven scooter companies operating there don't address safety concerns. >> i'd love to see them fit in to nashville. the way it is operating in nashville right now, we have too much rick associated with it. >> reporter: this shows the risks people are taking. this man in nashville on a scooter with a child on his back. last month a 26-year-old man died there, hit by a vehicle while riding a scooter. barzee galke's family starting a petition to outlaw them so he is, quote, the last victim of what they call an epidemic. across the country the "associated press" reports there have been at least 11 electric scooter deaths since the beginning of last year. and "consumer reports" telling

1,500 scooter-related accidents from 47 cities since late 2017.7 more than a week ago this 18-year-old thrown from a scooter after hitting a pothole. she has a brain injury. several companies are updating the design it make them safer. and they encourage riders to wear helmets though the laws requiring them vary from city to city. marcy gonzalez, abc news, santa monica, california. first responders in san francisco are even more prepared after working on their skills and responding to active shooter situations. [ alarm ] yesterday's training was designed to simulate the chaos that police officers and firefighters would face in a real mass shooting. first responders learned new tactics to help them respond to violence and fire inside a highrise. new technology being deployed during these incidents includes realtime access to floor plans. >> if there is a mass shooters,

you're able to track the shooter quickly, contain the entire event as quickly as possible, reducing the losses as much as you can. >> the fire department recently implemented an active shooter policy. lyft has made good on its threats to sue san franciscocit a lot more shared bikes on the streets. it filed suit against san francisco on friday to block it from granting permits to competitors like uber to expand local bike-share service. lyft says it also plans to get a temporary restraining order against san francisco from immediately granting any bike-share permit while the suit is resolved. right now the city has two shared systems. the city last month allowed other dockless companies to apply for permits. more than 2,000 cyclists finished their journey yesterday to help raise money to fight aids and hiv. this year's aids life cycle ride

welcome back. in the north bay a 9-year-old boy is making a difference for his peers in napa. he found out that many of them owed the district money and couldn't afford to pay their lunch debt. he paid it for them. abc7 has more on this remarkable boy. watch your fingers -- >> reporter: cooking and mealtime are important parts of the kirkpatrick family's day. when 9-year-old ryan had a conversation with his mom about kids who couldn't afford school lunches, he decided to do something about it. he asked his mom to find out how much fellow third graders at west park elementary school owed. >> i think $74.50. so i took that e-mail and came to ryan and said what do you want to do. he said, i guess i did pay for it. i said, are you sure? he said yes.

our red flag warning and the hottest temperatures we've seen in a couple of years. certainly for the 2019 season. here's a look at walnut creek. it looks beautiful. we have a spare the air alert today, and looking at the air quality, moderate around the bay, poor in the santa clara valley. the upper elevation windows, gusty. 30 -- winds, gusty. 30 to 40 miles per hour. they'll dial back throughout the day. the heat advisory, increased risk for heat illness due to the soaring temperatures. 90s to 100 today. even upper 80s in san francisco. it is 58 in oakland. 60 in vallejo. so pretty good out there now with upper 50s in novato. by 10:00, we're in the 80s in the north bay. look what happens by 2:00, upper 19 19 -- upper 80s to near 90. temperatures in the 80s everywhere, probably dropping through the 70s along the

shoreline. another warm night tonight.our . chris? >> thank you. republicans and democrats have very different responses to the deal reached between the u.s. and mexico to avoid president trump's tariff on mexican goods. republicans congratulated the president yesterday calling the agreement great news for the economy and border security. democrats meanwhile said the administration is missing the point with the deal saying it does nothing to do with the humanitarian crisis. mexico will send 6,000 troops to the southern border and crack down on human trafficking from central america. >> i think -- i think it's a fair balance because they have more drastic measures and proposals at the start. and we've reached some middle point. >> speaking at a tijuana rally yesterday, mexico's president re-emphasized his desire for dialogue and cooperation with the u.s. coming up on "this week,"

[ siren ] >> police verified that no shots were fired. washington, d.c.'s, fire department did not say how many people needed medical treatment. one of the big celebrations on the west coast

is now in full swing. >> welcome to pride 2019. >> tens of thousands from around the world are in west hollywood for this weekend's pride celebration there. this year's event is taking a serious tone. organizers say they want to promote a safe zone that promotes tolerance and inclusion. the festival caps off with today's pride parade through the streets of west hollywood. police in santa ana have arrested a 38-year-old woman on attempted tid napping charges after she's -- kid mapping charges after she's accused of posing as a social worker and trying to take the baby. she told the mother she there was to take the one-week-old child into custody. the mother refused to comply. that's when the suspect said she would call the sheriff, and the mother responded "go ahead." >> i have to take your newborn. i said, no, you don't want to take my baby. i say, okay, if the sheriff have to come in, that's fine. but i'm -- i don't want to give you my kid. >> so scary. the mother did not want to give her name.

police say the suspect turned herself in friday evening. and in a twist, santa ana police now say the woman is being investigated by homicide detectives. time is 5:34. a hiker from texas is safe, recovering from an ordeal that left him stranded in the arkansas wilderness for six days. rescuers found 38-year-old joshua mcclatchy on friday. he needed treatment for dehydration. mcclatchy had been sending his mother texts while he hiked through a remote and rugged area. everything was going well until he sent her a text sanning he was stranded -- saying he was stranded. he gave a general idea of where he's was, but searches struggled to find him. >> by the time he saw us, he thought his rescuers were angels. it was incredible seeing him come out of the woods with the team and friends who were waiting for him when he got out there. so there couldn't be much of a better ending than the way it happened. >> a search team used equipment to track mcclatchy's cell phone

and then national guard helicopter located him with high-tech sensing equipment. if you're a fan of summer berries, listen up -- some frozen berries packages are being recalled due to a possible hepatitis a contamination. they're sold under kroger's private selection brand. the frozen triple berry medley and frozen blackberries are products potentially contaminated. locally foodsco and foods for less supermarkets stock the products. kroger says you can bring the products back for a full refund. for millions of americans, a pet is a part of the family. today we're spending more than ever on our animals. americans spent $72 billion on pets last year alone. however, many owners don't realize there are absolutely no safety standards for thousands of products like pet toys, seat belts, and clothing. that came as a huge shock to a north bay woman who feared for the life of her dog. 7 on your side's michael finney

tells us what happened. her name's bella. she's a 6-year-old american mastiff. >> reporter: gina's dog bella is a lot bigger than gina. >> 170 pounds. doesn't get much bigger than that. >> reporter: like a lot of dogs, bella loves to chew. really chew. gina keeps a stash of toys made for big dogs. >> and this one said that it was 100% safe nylon. so i'll try it. >> reporter: gina opened this mint-flavored nylon bone one day -- >> she's chewing on it for maybe 20, 30 minutes. >> reporter: suddenly she realized bella had broken off a chunk. >> i'm trying to get the broken piece out of her mouth, and she doesn't want me to do that. it's too late. she swallowed it. >> reporter: it was a piece less than two inches around, so gina wasn't too worried. >> she's a big dog. i thought for sure she would just pass it. >> reporter: everything seemed okay until two weeks later -- >> she began getting really, really sick. diarrhea, vomiting -- >> reporter: the plastic piece

was still in her belly. >> the vet had said if she doesn't pass it, it could cause a blockage. >> reporter: she says bella would need emeensurgery. gina stayed with bella around the clock hoping the piece would come back out. >> i reached out to the company -- >> reporter: the toy bella chewed off is a flavorit my loan bane made by pet quirks. she asked the company to reimburse her $71 vet bill and pay for the time off work. the company apologized and offered to pay the $71 but said it was not at fault. >> they don't guarantee that these won't break. they said that they didn't find any fault in the manufacturing of the toy. >> reporter: a company spokesperson, jeff fowler, by phone said photos of the used toys show bella had chewed off the end piece. and gina should have removed the toy before that could have happened. he said the package has this clear warning -- always supervise pet while chewing and remove if damaged. gina said it happened in a split

second. she pointed to the company website saying the toys are made of indestructible nylon and are 100% safe. fowler said the term "100% safe" only means the nylon is nontoxic it doesn't mean the toys are unbreakable. however, pet quirks removed the word "instruct"instructible" af pointed it out. what surprised gina most, pet companies are not held to any rules for marketing these products. unlike children's toys which are heavily regulated, there are no firm standards for pet -- no federal standards for pet toys. they are not considered consumer products. they can only be recalled if they can harm a human being. >> that's unfortunate because i don't have children. she's like my baby. >> pet owners should be screaming about this. >> reporter: lindsay walco, co-founder of the center for pet safety, says owners assume if it's on a store shelf it passed a test. >> they see it looks like a baby toy, it's cute and cuddly.

it's a sad moment when they realize that their pet has been injured. >> it wouldn't be uncommon to see a dog at least once a week. >> reporter: this veterinarian of the san francisco spca says the hospital sees many cases like this. >> labeling rules would be the best thing we can go for. >> reporter: we asked the american pet products association if it could support regulations. it tells "7 on your side" it's difficult to imagine an overall standard but it is in our members' best interest to maximize the safety of there are products as consumers have so many choices when it comes to buying products for their pets. as for bella, an unpleasant but welcome noise awoke gina one night. >> she had thrown up, and sure enough there was the piece of bone. >> reporter: we'll spare you but there it was. the plastic thrown up. >> i've never been so happy to see something so disgusting. >> reporter: the fda regulates pet food and medicine but doesn't keep track of products that may be linked to animal
