>> reporter: the sand fire broke out just after 2:30 p.m. pushed along by strong winds. aerial crews were trying to locate the areas that firefighters needed to tackle first. when the fire jumped highway 16, it prompted mandatory evacuations. they got no e-mail or text alert which is they say are important because getting out isn't as easy as people may think. >> there's one road in, one road out, highway 16. if the casino had to evacuate, you could kiss off that end and this had two exits. the county won't maintain the road anymore. this could be a death trap. pg&e is taking precautions

it's too late. she swallowed it. >> reporter: it was a piece less than two inches around. she wasn't too worried. >> she's a big dog. i thought she would just pass it. >> reporter: everybody seemed okay until two weeks later. >> she began getting really sick. diarrhea, vomiting. >> reporter: the plastic piece was still in her belly. >> the vet said if she doesn't patsz pass it, it could cause a blockage. >> reporter: and she would need emergency surgery. she stayed with bella around the clock hoping the piece would come back out. >> i reached out to the company. >> reporter: the toy bella chewed off is this flavorit nylon bone. she asked the company to reimburse her $71 vet bill and pay for her time off work. the company apologized and offered to pay the $71 but said it was not at fault. >> they don't guarantee that these won't break. they said they didn't find any fault in the manufacturing of the toy.

>> reporter: the company's spokes american would not talk to us on camera but said photos show bella chewed off the end piece and she should have removed the toy before that could have happened. always supervise pet while chewing and remove if it happens. she posted saying toys are made of indestructible nylon and 100% said. the term only means the nylon is non-toxic. it doesn't mean the toys are unbreakable. however, pet quirks removed the word indestructible from its website after he pointed it out. pet companies are not held to any rules for marketing these products. unlike children's toys which are heavily regulated, there's no federal standards for pet toys. they are not considered consumer products. they can only be recalled if they can harm a human being. >> that's unfortunate because i
